ICMM’s vision is ‘a viable mining, minerals and metals industry that is widely recognised as essential for modern living and a key contributor to sustainable development’. The ICMM Sustainable Development Framework provides the basis for achieving this vision by assisting the industry to improve its performance. Two years on from the first SDIMI conference, significant progress has been made in further developing and implementing the Framework. To fulfill their commitment to implement and report performance against the ten sustainable development principles in the Framework, ICMM’s corporate members have committed to report ‘in accordance’ with the GRI 2002 Sustainability Reporting Guidelines and the Mining and Metals Sector Supplement, developed by the GRI and ICMM. While much remains to be done, development of the Supplement and the commitment to reporting mark an important milestone for ICMM and the sector.

Capital budgeting and investment analysis have, to this point, been beyond the scope of this text. However, a recent conceptual development by John K. Shank and Vijay Govindarajan in the capital budgeting literature is of interest to operations managers because it (1) employs some of the cost management tools outlined earlier in this text and (2) provides a useful framework for using cost management techniques to improve the competitive position of the firm. ft Shank and Govindarajan present a method of analyzing proposed expenditures that is not based on discounted cash flow measures. Their approach employs a combination of three analytical tools: value chain analysis, strategic positioning analysis, and cost driver analysis. In each of these, cost and revenue information is used in ways normally not associated with conventional budgeting. Using this framework, capital projects are selected based on their ability to improve the firm's strategic position. Shank and Govindarajan have termed this approach "strategic cost management."

Today, after about 30 years of development, computer-based analysis of geoscience data has reached a mature phase. From the tentative early beginnings recorded in the proceedings of the APCOM meetings, geoscientists are now able to emphasize the need for both pertinent mathematical/statistical models and computer hardware and software. From those models that are well understood in the disciplines of statistics and mathematics and for which effective computational methods are available, practitioners select and develop methodology for their particular purposes. Computer hardware is typically assembled from off-the- shelf components now readily available, with particular emphasis, whenever feasible, on microcomputers for reasons of economy and control by the scientific or engineering user rather than by a bureaucratic computer center. Computer software may be written by the user in high level languages such as Pascal, FORTRAN, or LISP. However, more often today geoscientists use routines available in spreadsheets, data bases, or statistical packages. In so doing, they save time and, programming costs and take advantage of routines written and maintained by large, well- established organizations, while losing the flexibility in specifying exact input/output afforded by writing in a high level language.

After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

INTRODUCTION Located on the Colorado River on the Nevada-Arizona border about 56 km (35 miles) southeast of Las Vegas, Nevada, Hoover Dam is a gravity arch dam 221 m (726') high for electric power generation and water supply. The head waters of the dam form a large reservoir, Lake Mead. The dam is equipped with two emergency spillways, one in the Nevada abutment and one in the Arizona abutment. Both spillways which are concrete lined and 15.25 m (50') in diameter, were intended for use only if Lake Mead is full and incoming flow of the Colorado River exceeds the discharge capacity of the turbines and regular bypass conduits. In the spring of 1984, a combination of rain and unusually rapid snow melt required the opening of the spillways for only the second time in the 50 year history of the dam. As in the previous use in 1942, the massive discharge of water through the tunnels resulted in severe damage to the concrete Linings of both tunnels. This damage is the result of cavitation which occurs as the discharge water flows at very high velocities over minor irregularities in the concrete lining. The U.S. Bureau of Reclamation has long been aware of the cavitation effect which occurs during these high volume discharges and has been studying solutions. One solution to the problem is to induce air bubbles into the flowing water to eliminate the vacuum associated with cavitation. This solution had been implemented at Yellowtail, Flaming Gorge, Blue Mesa, and Glen Canyon dams by constructing an aeration slot in the inclined portion of their spillway tunnels. Since the spillways of Hoover Dam were already in need of repair, the BUREC decided to construct similar facilities in each of the two 15.25 m (50') diameter spillways coincidental with the other repairs required.

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. In operations that use the sublevel stoping mining method, production scheduling takes into account factors — including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions — across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimization, which is to maximize the net present value (NPV). Environmental, social and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimize the production schedule around three objectives. Two of these relate directly to ESG aspects

The Cyanide Regeneration Process (CRP) was developed by Golconda Engineering and Mining Services and installed at Golconda's Beaconsfield Gold Tailings Retreatment Project situated in Tasmania, Australia. The Tailings Project is a 1000 ton per day carbon-in-pulp treatment plant, feed for which consists of tailings material which is dredged from the Tamar River. The pulp is screened to remove debris, then cycloned to form two products. Underflow pulp is stored in a 350 ton bin and cyclone overflow passes to a thickener. The coarse pulp material is fed to the grinding circuit then rejoins the thickened slimes in the cyanide leach circuit. Gold is extracted by carbon-in-pulp techniques. The plant is sited in rolling, hilly country approximately 200 meters from the Tamar River. The residue disposal area is quite small consisting of four dams, totalling 42 acres. The regional climate is cool and wet with little evaporation; therefore, we anticipated a net increase in contained liquor, and subsequent storage problems. Our plan was to remove cyanide from the liquor prior to returning the detoxified solution to the river system. Such treatment was not required until midway through the second year of the project. Initial testwork on sample material indicated that destruction of cyanide by chlorine was the simple solution. Subsequent follow-up on actual plant liquor indicated a huge chlorine requirement due, we believe, to the substantial degradation of vegetable matter plus organic content from the marine environment. The cost of cyanide destruction could not be justified.

LiDAR technology has made it possible to map large areas of underground mines accurately and rapidly in three dimensions. MSHA Technical Support began implementing LiDAR technology in conjunction with the Agency’s Pillar Collapse Initiative, using scans to determine width-to-height ratios (w/h) of pillars adjacent to mass collapse areas and to conduct risk assessments for global pillar stability in U.S. stone mines. This work quickly expanded to include change detection, such as measuring many pillars to show which are deteriorating over time. Change detection has also been used in ground falls and squeeze areas to see if they have continued to propagate. LiDAR technology supports accurate data acquisition of unstable mining conditions from safe distances. For example, once the LiDAR scan has been processed, it can measure roof fall cavity heights and volumes with the user at a stable ground location. Some LiDAR scanners can collect geologic data, such as joint orientations.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. HARRY HINDS: Our second speaker today is Rich Perry. Rich is the manager of leach and dewatering at Newmont Gold Company's Carlin operations. He has been the operator of Newmont's refractory leach development program for the past three years. Prior to joining Newmont in 1994, he was plant superintendent at the Big Springs and Jerritt Canyon Roasting Mills for Independence Mining Company. He graduated from the University of Nevada's Mackay School of Mines, and has lived with his wife and three children in Elko, Nevada, for the past 12 years. Please welcome Rich as he presents "New Facility Design Engineering: On-Site Versus Engineering Companies' Offices." RICH PERRY: Newmont Gold Company has been mining and processing gold ore at its Carlin, Nevada, operations since 1965. Processing is done using oxide milling, heap leaching, and whole ore roasting methods. Newmont began development of refractory leach processing technology at its research and development facility in 1988. The R&D staff focused on developing processing methods for low-grade refractory gold resources at Carlin that could not be economically processed by refractory milling methods. The term refractory ore refers to those ores that contain quantities of sulfides and/or organic carbon that result in low recoveries using conventional cyanide leaching. The R&D staff developed two potential processes deemed worthy of further testing: heap biooxidation to liberate gold occluded by sulfides and ammonium thiosulfate leaching for gold recovery from carbonaceous preg-robbing ores. These were piloted in small heaps by the staff of the R&D and Carlin metallurgical labs from 1990 through 1994. By 1994, Newmont's R&D and metallurgical staffs had unlocked the chemistry and kinetics of the two processes, and it was decided that the operations group would be brought in to begin development of a commercial plant. A project manager at Newmont's Denver office was assigned to the project. Scale-up issues such as biooxidation leach pad design; on/off heap heights; handling of various ore types during stacking and reclaiming; operating costs; and environmental, health, and hygiene concerns using a new process chemistry remained unanswered.

Optimum management of these stages requires an integration of all legal, engineering and environmental aspects in order to improve safety and minimize future potential risks for humans and the environment. The West Seattle Tunnel is part of a regional sewer conveyance system located in Seattle Washington. The tunnel was constructed for the Waste Water Treatment Division of the King County Department Of Natural Resources, from June of 1995 through the first quarter of 1997. The Geologic setting for this soft-ground tunnel consists of glacial, interglacial, glacio-lacustrine, and alluvial soils. This paper, prepared jointly by the owner and con-tractor, will describe project-related site geology, engineering considerations, construction, and dispute resolution/avoidance practices.

An economic analysis for evaluating coal preparation in Appalachian Region is presented. A complete coal preparation plant is used to deter- mine the capital and operating costs. Using profit maximization as a decision criterion, an optimal process flowsheet for given coal characteristics can be selected among the process alternatives by a process-economic model. A deterministic analysis is used to calculate the discounted cash flow interest rate of return and project the selling prices of clean coal products. A probabilistic evaluation is further made to quantify the risk involved in obtaining the desired profit levels.

This paper describes drill and blast excavation and groundwater control measures at the Lake Mead Intake No. 2 project. The construction includes a deep access shaft, intake shaft, surge chamber, forebay chamber, intake tunnel, 22 well shafts and East Tunnel. Grouting ahead of the excavation face was used extensively during shaft and tunnel construction. Lake Mead Intake No. 1 was constructed in the early 1970’s under less severe groundwater conditions and this work was delayed by ground conditions and water control problems. Excavations for Lake Mead Intake No. 2 must be completed in 23 months to meet SNWA’s water delivery schedule.

A number of concepts for basing strategic missiles facilities deep underground have been developed within the defense industry. Recently, several contracts were let by the Air Force Ballistic Missile Organization to better develop system concepts for Deep Basing and Rapid Egress of Missiles from these facilities. A particular challenge of the Deep Basing Concept is the need for the excavation of egress tunnels or shaft from the deeply based facility to the ground surface, in a rapid and reliable manner. This Paper describes a conceptual MX-Deep Basing Facility, the technical issues associated with its design and construction, and potential means for achieving rapid egress from this facility.
