Waterbearing, cohesive or non-cohesive grounds with glacial stone deposits are found very often in Europe. The problem consists of destroying the boulders and supporting the face simultaneously. At the example Grauholztunnel Bern ( outer diameter 11,60 m ) the theoretical attempt of solutions for the big machines is described: destroying of the boulders with roller discs, hydraulical support of the front. The problem of coming out of stones of a certain size from the surrounding matrix will be discussed. Further diminishing to the size that can be handled by pumps is executed by a crusher, situated in the center of the machine. At the same example the theoretical attempt for headings in cohesive soil with stone deposits are shown. Surface structure of the cutting wheel and working chamber as well as controllable current movements are the solution here. The danger of clogging discs and stone crusher has to be encountered by right positioning of the tools and jetting nozzles. At the example Sewer MoosstraBe Salzburg the same problems are discussed for the Mikro-Tunnels. The pipe-jacked sewer lines have outer diameters from 485 and 805 mm. In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. INTRODUCTION The U. S. Department of Transportation has underway an important new program which will have a major impact on rapid excavation technology. The Transportation Tunneling Program, as it is called, is a coordinated, multi-modal research and development effort. Its goals, if realized, will significantly improve our ability to build the underground structures needed for transportation. This, in turn, will improve transport efficiency, environmental impact, and the energy consumption associated with the movement of people and goods. Tunneling technology research and development had its beginning at the Department of Transportation in the Office of High Speed Ground Transportation (OHSGT). The OHSGT developed and implemented a program in 1965 to provide the technology for underground construction needed to support future high speed ground transportation. In 1967, when the OHSGT was transferred from the Department of Commerce to the Federal Railroad Administration (FRA), the program accompanied that office. The thrust of the FRA program has been cost reduction through the development of new materials, innovative designs, and better construction methods. In 1989, worldwide total mineral industry activity registered advances from 1988. The advances may not have been as noteworthy as in 1988, but they can be regarded as a worthy theme for this article. The momentous political events throughout the centrally planned economy world had only a modest impact on actual 1989 industry performance. But these events have such potential for worldwide changes in economic activity in future years that they dwarf the actual happenings of 1989 in the minerals industry. Perhaps most significant factor here is the rapidity with which these changes have occurred. The end of World War II saw the almost immediate division of the world into major economic blocs. Since then, mineral industry activities and other industrial operations have been governed, to a considerable extent, by this partitioning. The developed market economy nations have operated as a group, the centrally planned economy states as another group. And these two groups essentially have vied for recognition in mineral industry operations in the developing economy states of Asia, Africa, and Latin America. The boundaries of these country blocs were fixed in the late 1940s and early 1950s. They were not markedly altered in the ensuing 40 years. We have seen the establishment of the Organization of Petroleum Exporting Countries, the continued Arab-Israeli confrontations in the Near East, the upheavals surrounding the rise of Moslem Fundamentalism in Iran, and the establishment of Soviet-oriented governments in Cuba and Nicaragua. These events have had notable effects on the world economy. But they have done little to change the pattern of market economy states functioning as a competitive bloc with the centrally-planned economy countries.

Investigations show that injuries and fatalities in mining workplaces in developing countries are increasing. In Turkey, the number of workers killed in occupational accidents in the Zonguldak Hard Coal production region per 100,000 tons of coal production is 2.83 in the private sector and 2.03 in the public sector. For this reason, it is important to conduct risk analyses in terms of occupational health and safety and to implement measures quickly. Risks are evaluated with reactive and proactive approaches. Because hazards and events are often unpredictable in high-risk areas such as coal mining, it is not practical or meaningful to plan proactively in advance for every possible situation underground, especially psychosocial risks. However, it is important to develop protective strategies and measures for unexpected events or to take a reactive approach to prevent future incidents or accidents and to identify psychosocial risks. Therefore, reactive risk assessments based on the tactics and strategies of criminology can be conducted and spatiotemporal geographic information system (GIS) techniques can be utilized, enabling managers in mining workplaces to correct assessments.

The choice between EPB - and Slurry Shields is influenced by the following factors: grain size distribution, cohesiveness, occurence of boulders, occurence of gas, feasibility of soil separation and muck disposal, and settlement properties of the soil. The simple equation cohesive soils = EPB Shields and non cohesive soils = Slurry Shield is very often superimposed by other facts. For example, the occurence of a large amount of boulders in weak cohesive soils, where the application of roller discs is not recommendable, may lead to the use of a Slurry Shield with a rock crusher, thus accepting the disadvantage of a sophisticated separation plant; whereas the occurence of contaminated groundwater or gas may exclude the use of a Slurry Shield. In the following examples the choice of a Slurry Shield or EPBS will be explained and justified with regard of the above factors.

The hard rock mining industry has long envied its counterparts in underground mining of evaporites, coal and soft iron ore, who have made great strides in productivity using mechanical excavators. Continuous mining machines produce large tonnages in Canadian potash mines and in modern longwall coal mines. Hard rock is defined here as having an unconfined compressive strength (UCS) of more than 124 MPa (18,000 psi). Silica content, rock quality designation (RQD) and fractures affect the ability of mechanical tools to excavate rock, but the UCS is the main factor. Much research and development work has been devoted to continuous mechanical mining of hard rock, and the technology continues to improve. A few commercial applications have been reported. The development process has been slow and costly, but the outlook for the technology has never been more promising. The current state-of-the-art of continuous, mechanized underground mining technology is reviewed here, with examples of commercial applications that have been tried in recent years.

Long-term anaerobic biochemical treatment for draindown of residual solutions is a cost-effective way to close a heap-leach pad. This article presents a laboratory evaluation of anaerobic biochemical treatment of cyanide heap-leach pad solutions. The traditional approach to heap-leach pad closure is to rinse the pads with multiple pore volumes of fresh or recycled treated water. The effluent from an initial rinse is often treated and recirculated until the solutions passed through the heap meet the appropriate numeric and narrative water quality standards. Column rinsing tests are completed during project planning to determine the number of pore volumes of fresh or recycled treated water required to rinse the pad to meet long-term closure requirements. A traditional closure plan generally includes provisions to sample the rinse effluent and rinsed solids (the Meteoric Water Mobility, Procedure or USEPA 1312) to verify that chemical requirements are being met.

Companies mining for coal, oil shale, and minerals in the western US must often complete extensive geotechnical studies to satisfy federal and state regulations. The modern mining process is further complicated by the legal problems and liabilities associated with mineral rights and land leasing. Yet the study of water rights-unique to the West is often incomplete or ignored until the latter stages of mine planning. Water rights in the West are not adequately understood by many mining companies and their geotechnical consultants. Some firms, headquartered outside the western US, have not had to contend with the water supply problems of a semi-arid region. Water problems encountered by eastern mining companies, for example, are primarily water quality, drainage, and flood control. Even when water quantity is a problem in these areas, ownership and/or use of it is governed by entirely different legal and administrative concepts than in the West. Both legal and engineering issues have to be considered when studying western water rights. Legal issues, such as existence and title, must be addressed to insure that a particular water right is properly established and maintained. The exercise of a water right, however, often requires engineering analyses that focus on preventing injury to the properly established water rights of others.

TRANSMANCHE-LINK is responsible for designing, developing and implementing the project for a fixed link under the English Channel, comprising two running tunnels of diameter 7.6 metres and a service tunnel of diameter 4.8 metres. The three tunnels will all be 50 km long, with 37 km bored through chalk marl at a depth of 40 metres under the sea bed. The tunnels will be driven from both sides of the channel from intermediate addits above the coastline on either side with a 55 m access shaft at Sangatte in France and two "descenderies" or inclined tunnels addits and a shaft at Shakespeare Cliff on the English side. A total of eleven tunnel boring machines will drive the 150 km of tunnels. The major part of the tunnel linings will be built of precast reinforced concrete segments, and two plants have been specially built to produce the necessary 725,000 segments. Seven million cubic metres will be evacuated on wagons along the tunnels and then lifted by belt conveyor on the English side, and by hydraulic mucking from the bottom on the French side. Preliminary work started early in 1987 with manufacture of the first boring machines, construction of five precasting plants, boring of the Sangatte shaft in preparation of the Shakespeare Cliff entrances. This paper outlines a unique case of the development of strategies to reduce ventilation and heating costs in Konsuln iron ore mine in northern Sweden. The mine, located just south of Luossavaara-Kiirunavaara Aktiebolag’s Kiruna iron ore mine, was developed as a test mine from 2018-2020 for the Sustainable Underground Mining (SUM) project. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 million tons per annum (Mtpa). There is a plan to increase this rate to between 1.8 and 2.0 Mtpa.

The mining executive works in a cyclical industry. His employment is subject to the vagaries of the marketplace. Boom and bust has always been the industry's story. "Big oil" failed in its mining effort. This left emotional and financial scars on many mining families. One must remember that mining executives always play a high-stakes game. Given the cyclical nature of the mining industry, mining executives need to take care of their own financial security. The mining executive that does not plan for his financial security in this cyclical business is playing Russian Roulette with his future. Take a look at those people who have reached their later years with the mining industry. One usually finds three categories of people. Those few in the first group have been fortunate enough to have worked for one company. They have survived the winnowing process of cyclicality, political problems, and takeovers. They have reached normal retirement age. For them, the retirement years are usually comfortable. People in the second group have worked for those same mining companies. But these people have been forced out by early retirement. Or they have been laid off for cyclical, takeover, or political reasons. The third group includes those who have held many positions in the mining industry. Probably not until their later years are they fully vested, if at all, in a pension program. The first small group, then, is the exception. The others, unless they have taken care of their financial security, are doomed to later years of financial problems, stress, and unhappiness. Too late in life, many realize the harsh realities of failure to plan and implement a personal financial program. Mining executives go to some of the world's leading mining schools, to learn how to make money. The curriculum is technically strong. Most mining graduates are familiar with the intricacies of discounted cash flow, present value, and the Hoskold formula. But few of these same mining schools require courses on personal financial planning. Such courses could give mining students a realistic foundation and the mechanisms with which to cope with their cyclical profession. An executive has only three sources of money. He can make money at work. He can put his money to work. Or he can get money from charities, such as government programs. Of these three sources of money, money at work has the best chance of providing financial security in later years. The mining executive must think of the day when he will be too old to work and contribute to the market place. At this point, the quantity and quality of his investments will determine whether his later years will be secure. Along with the Mining Engineering Handbook, two key books should be included in the mining executive's library. These are Venita Van Caspel's The Power of Money Dynamics and Benjamin J. Stein's Financial Passages. These books contain the basic concepts of personal financial planning so critical to an individual's financial survival. Venita points out the simple formula that is the key to financial independence: Time + Money + American Free Enterprise (Rate of Return) = Opportunity to Become Financially Independent Chart 1 shows that this is not a trite formula. The chart shows the dramatic effects of compounding over time. The chart also shows at various yields what a $2000 a year Individual Retirement Account (IRA) contribution will accumulate. Chart 1 (from Money magazine) is based on the future value of an ordinary annuity. It shows that the key to amassing a small fortune by the time a person reaches his 50s is starting to save methodically in his 20s. This, coupled with the highest yields consistent with safety of principal will ensure financial security. There are significant effects from compounding money over time. Every year the decision is put off to save for later years will cost a person dearly by the time he reaches his 50s. For example, consider the decision to put off for one year a $2000 IRA investment at a 12% return. Starting it at age 31 instead of 30 will cost the executive almost $100,000 by age 65. What if the executive waits until age 35 to get started with his $2000 a year investment? He will then lose nearly $400,000 by age 65. Stated another way, the executive costs himself this $400,000 simply because he did not invest $167 a month for five years. $167 a month - that's less than an inexpensive second car payment. This $400,000 pool of money could provide the executive a $40,000 a year income at age 65, assuming a 10% return on invest-

Newmont has been on a focused path of improving operations for many years. After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont's many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

Although the use of precast concrete segments for tunnel linings has been common for many years in Europe, acceptance of this type of lining has been slow in the United States. This paper explores the cost, design, and construction considerations of concrete segmental lining with a view to promoting its use in this country when favorable conditions exist. The different perspectives held by owners, designers, and contractors are discussed. In addition to cost, other considerations include previous design and construction experience, size, length and function of tunnel, watertightness, and liability. Cost comparisons are made to traditional ground support and lining. Under favorable conditions, the use of precast concrete segmental linings can be technically feasible and cost effective.

Construction of a 13m shaft through approximately 100m of water bearing soils and another 100m of bedrock was attempted using the Slurry Diaphragm Wall Method with a combination of deep dewatering wells. During excavation within the slurry wall, unexpected groundwater inflows occurred in a structure of loose silty sands. Artificial ground freezing was selected as a remedial method to seal the leaking slurry wall, and as a primary excavation support and groundwater control method for the 30m of overburden material below the base of the wall. Design of the ground freezing system required analysis of both the structural requirements of the unsupported soil, the frost effects against the existing slurry wall and the groundwater control in the area of the breech in the wall. These design procedures are summarized, and construction and excavation techniques and corresponding schedules compared in this paper. Advanced drilling techniques, ground freezing quality control and general contractor procedures for efficient shaft construction are discussed.

Gold prices are rising, in what is coming to be seen as the beginning of a longer term upward trend. After languishing between $325/oz and $364/ oz from early 1991 into early 1993, prices began rising in the first half of 1993. Gold rose from a low of $326/oz in March 1993 to $414/oz on an intraday basis in early August. There was a speculative sell-off at that point, which took gold prices quickly back down to $350/oz briefly in October 1993. At that time, there still was a fair degree of skepticism about gold's price prospects. Many banks believed that gold prices could not mount a sustained rally. As prices dropped in August and September of last year, these suspicions seemed to be confirmed. Gold prices quickly rebounded, however, reaching $395/oz by early January 1994. The strength of this renewed increase led many banks, investors and others that had held negative views of gold to grow more positive. They began buying gold and trading it from the long side of the market. The result was that gold prices remained strong during the first quarter of 1994, trading between $375/oz and $390/oz.

The application of automation and robotic technologies to coal mining equipment at the face offers improvements in worker safety and efficiency. The evolutionary introduction of autonomous, intelligent machines to perform the most hazardous tasks in underground coal mines may become a reality within the next 10 to 15 years. The US Bureau of Mines Advanced Mining Systems research program is developing the technology necessary to achieve this goal. This program consists of both core and applications re¬search that focus on the fundamental issues of sensor-based, computer-assisted, machine control technology. In the near term, the research is directed specifically to the computer-assisted control of present-day underground equipment. The immediate effect will be relocating equipment operators to a nearby area of safety. It is being performed in a manner that can make incremental improvements in safety and efficiency. The research is being performed closely with private, government and academic researchers in the miring, space, armed forces and factory automation and robotics research areas. It is a mixture of basic research, applied research and the application and adaptation of existing technologies from a multitude of sources.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.
