Introduction For many major mining projects the time frame from initial planning to production can be measured in decades. Hecla's Silver Shaft project, scheduled to go into production by the end of this year, includes a complete surface facility, shaft with an ultimate depth of 2.4 km (7,700 ft), complete ore pass and loading pocket system, and 610 m (2,000 ft) of development drifting and stope preparation. The project was conceived in the fall of 1979, and the duration of a mere four years from conceptual engineering to production is testimony to what can be accomplished when a mining company and a contractor work as a team rather than developing into two warring camps, as often happens. Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. The coal mining industry has long recognized the need for a system capable of hauling mined coal from the face in a continuous flow. More than 30 years ago, successfully operating continuous haulage systems were first placed in the field. There were a few individually successful applications. However, the truly successful use of such systems really only began in the early seventies. Today, a variety of systems are available from a number of manufacturers. Even so, continuous haulage has not achieved the acceptance and application it would seem to have earned. There is a need for more productive, cost-effective, and safer methods of hauling coal from the face. There is also a need to speed up development for longwall operations. And continuous mining is not really "continuous" unless it is supported by a reliable continuous haulage system. Despite all this, most of the coal producers have failed to exploit the successful continuous haulage systems offered by several manufacturers. In the 1970s, many of the top coal producers tried a continuous haulage system but gave up on it and on the concept. In some cases, major coal companies had systems operating successfully in one mine, or even one division. But their use did not spread to others of their mines or divisions. Frequently, their use was eventually abandoned, even in mines where it had been successful.

Permanent magnets are used in most electromechanical and electronic devices to convert electrical to mechanical energy and vice versa. More than fifty are commonly found in the average American home and car. A new species of permanent magnet composed of iron, neodymium, and boron has recently been developed which combines superior magnetic properties with compact size. The reduced size of the magnets has enabled significant new developments in such areas as robotics and consumer electronic, among others. The objective of the present work is to efficiently and economically separate valuable rare earth materials from the relatively worthless iron constituent in NdFeB magnet scrap. Several magnet producers have expressed interest in the development of such a process and have provided information and scrap samples to aid in research. Scrap is generated in a variety of forms from different stages in the processing stream. Pieces of magnetic and non-magnetic metal as well as sludge and ribbon from jet casting must all be treated. Beneficiation techniques have been studied and size distributions developed for the different scrap types. Slag from the casting process is resistant to crushing and may need to be embrittled first, but all other types are amenable to crushing and ball mill grinding using stainless steel balls and water. In a process-oriented production environment, the first objective of any plant engineering effort is to safely produce sufficient product output with an existing plant layout to provide a profitable return to the plant owners and stable employment for plant employees. In such an environment, the terminology macro-engineering means looking at a plant from a perspective beyond "putting out routine fires" or "keeping the plant running." It means asking questions like: • What are the current equipment bottlenecks in the existing plant? • What portion of the plant is most sensitive to fluctuations in raw feed characteristics or other processing condition changes? • If one had X dollars to spend beyond routine maintenance, how could it be best spent to have the greatest impact on overall plant profitability? • What portions of the plant do we know least about? While these questions may seem obvious, they often go unasked due to time pressures, limitations on people or other resources and poor profitability of the existing plant. Even when the questions are asked, frequently a high level of personal bias or a lack of accurate information lead to less than optimal answers and sometimes a lack of confidence in engineering technology. Therefore, in a majority of process plants, there has been little serious change in the equipment layout or engineering operation practice since the start-up of the original plant design.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

In recent years a great number of papers have been presented at symposiums and have appeared in the literature relative to geologic prediction for rapid excavation and tunneling. Many of these papers describe research projects now underway to investigate tunnel site selection by remote sensing techniques, seismic holography, electro¬magnetic pulse sounding, optical scanning for structural features, and many other exotic geophysical techniques. While it is possible that this research will produce techniques that may prove to be very useful, it appears for the present at least, and perhaps for another decade, that there still will be no substitute for conventional exploration methods such as coring boring, geologic mapping, studies of existing wells, and proven geophysical techniques. Nevertheless, there is still room for tremendous improvement in the conventional techniques for geologic prediction in tunneling. These include: more rapid and accurately aligned coring borings drilled parallel to the tunnel alignment; improved geophysical surveys both prior and during construction; improved methods for predicting ground¬water inflows and water pressures, both of which can greatly influence the cost of driving tunnels. Geophysical techniques can also be ap¬plied to locate deeply incised glacial troughs or ancient buried stream channels that might cross the tunnel alignment. In the meantime, while some researchers continue their efforts to¬ward a breakthrough in new techniques for geologic prediction, it is recommended that other researchers direct their efforts toward sol¬ving specific problems such as accurately predicting ground-water conditions, determining locations of high geostatic stresses, and locations of major fault and shear zones.

Because of the "energy crisis" emphasis has been placed on bringing coal mines into full production faster. To accomplish this, more is involved than a rapid excavation system. Mine design should have the freedom within the law to customize as mining conditions dictate as long as the maximum safety of the miner is insured. A year ago, safety was the most prominent "social-human factor"--now, safety and energy self-sufficiency are primary to our national policy. The Single Entry research program as designed satisfies both. It investigates the hypothesis that a single-entry system, for longwall development, supported in the center by open cribs and divided by a fire-resistant partition, can be regarded as being equivalent to or better than a multi-entry system. This paper provides an explanation for the use and advantages of a single entry system in development for longwall mining, explains the problems anticipated with single entries and presents the research approach needed to evaluate and solve the problems. Under study are ground control, ventilation, fire and explosions, emergency procedures, and industrial hazards. Described are measurements data on crib and roof bolt loads as entry heading advances and longwall abutment load is superimposed, stress field determinations and preliminary structural analysis of the double and single entry, and methane liberation and ventilation records as entry advances. Some of the mine operation problems and waivers of mining laws will be discussed. This project is a complete system study having progressed approximately two years in a five-year program.

The review of mineral activities in Minnesota arrived too late to appear in the May issue. Minnesota continued to lead the nation in iron ore production in 1989 with more than 70% of the market. At no time in the past 50 years has Minnesota's iron ore market share fallen below 50%. 1989 production was provided by six iron ore pellet operations and one high-grade iron ore mine. Most American steel companies are represented in these operations through whole or partial ownerships in Minntac (USS), Minorca (Inland), Eveleth Mines (Armco and Rouge), Hibbing Taconite (Bethlehem), and LTV Steel and National Steel Pellet. A seventh iron ore pellet producer started up in 1989 when Cyprus Minerals acquired the assets of bankrupt Reserve Mining Co. This operation, with first production scheduled for 1990, will be the only non-steel company captive operation in Minnesota. Encouraging minerals development In an attempt to stimulate further and additional mineral development in Minnesota, the state's legislature established a Minerals Coordinating Committee (MCC). This committee is comprised of the Department of Natural Resources-Division of Minerals, the Minnesota Geological Survey, the Natural Resources Research Institute, and the Mineral Resources Research Center. The Committee has sponsored and coordinated various projects. Among these MCC-sponsored projects are glacial drift geochemistry with an emphasis on gold and indicator minerals, accelerated geologic mapping, continued aeromagnetic surveying of Minnesota, greenstone geochemistry, structure and stratigraphy of the Duluth complex, and drill core and exploration data acquisition from past exploration programs. Regarding drill core, the Division of Natural Resources completed construction of its third core library building in Hibbing. These data and core are available for public examination.

John D. Maefadyen Subject paper unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that sulfur is the major source of production problems in cement kilns. This is not the case. Sulfur is not a problem as long as the mole ratio of sulfur to alkali oxides is less than, or equal to, 1. This is attributed to the sulfur preferentially combining with the alkali oxides and not acting as a clogging agent due to the nature of the pre-heater vessels. Where the mole ratio exceeds 1, many methods are available to eliminate or reduce the clogging problems such as using the preheater bypass or a precalciner with up to 100% kiln gas bypass. In non-preheater kilns, the presence of sulfates is hardly ever a problem anyhow. Thus, the level of sulfur in the fuel and raw material that might cause problems is not a fixed amount, but is predictable. The purpose of the paper is to discuss the economics of conversion of kilns in the Indonesian and Phillippine cement industries from oil firing to coal firing. This economic analysis has very little to do with the sulfur levels. Thus, the section of the paper on sulfates is actually rather meaningless. The economic analysis is also rather meaningless because the authors have failed to follow accepted economic analysis procedures by including interest charges. They have fallen into the trap of confusing financing with economic evaluation. When the accepted methods of economic evaluation are used, the return on investment increases to about 35%. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

Basing on a brief assessment of the conventional theory of ventilating air distribution, its methods of calculation and practical application, this paper makes an approach to the controllability of different aircourses of a ventilation network and further points out that it is possible for the positions of control to extent into the natural distribution subnetwork of the ventilation network, which was been long considered as a restricted zone. This important discovery makes the regulation of the ventilation system more flexible and diversified, thus attaining quantitative distribution of ventilating air as well as a cost benefit. Because it has been impossible to solve the problem mentioned above by conventional theory and its relevant methods of calculation, the author, based on applying graph theory on the structure, characteristics, and requirements of controllability of the ventilation network, presents a new controllable subgraph concept and the means for determining the rational quantity for control devices of the ventilation network. The solution of all the control alternatives and methods of obtaining all the parameters for the solution of various alternatives have been derived. The economic benefit and the optional positions of the control devices have also been approached. Specific calculation examples are a1 so included in this paper. Along with the conventional theory and its methods, it can be seen that the new theory presented makes a great change in the control aspects of the ventilation network, with the number of possible alternatives increasing in an astonishing manner. Among the alternatives, some may be safer, more economical or technologically superior than those obtained from conventional theory. Thus, the new theory may provide an immense improvement in the choice of a ventilation system.

Longwall mining using the shearer is acknowledged internationally as the most economically successful method of high volume production from underground coal mines. Since its introduction in the 1950s, a great deal has been achieved in developing the capability and reliability of the shearer - and the associated face conveyors and powered roof supports - to produce the competent systems now widely deployed. Equipment will continue to improve as knowledge and experience are gained and through the influence of market forces on the international equipment suppliers. However, current systems are so successful that further improvements are likely to be incremental rather than radical unless a high level of system automation is introduced. The automation concept is not new to the shearer-based longwall system. The opportunity and the need were recognized soon after the shearer and powered support were introduced in the 1950s. In the early 1960s, the British Coal Corp. (BCC; then the National Coal Board) attempted remotely operate longwall systems. Those imaginative early schemes were seen as failures at the time. But, with hindsight, a great deal was learned from the experience that stimulated automation research in several European countries. One of the most fundamental lessons learned was that coalface system automation is not possible until there is a high level of competence in automatically controlling the operation of the production machine itself within the coal seam. Once that is achieved, the rest of the system will follow with comparative ease.

There is a markedly increasing tendency to design deeper and deeper mines, to use larger amounts of explosive per round, to increase the advance rate of the excavations and so the natural ventilation tends to be more intense in the new mines. For this reason, the mines that make use of powerful mechanical ventilation should also take into account such factors as natural ventilation pressures, especially in the case of mines excavated in high-temperature rocks for which natural ventilation is particularly intense. The results of the studies reported here refer to a very hot mine excavated in an area with a high geothermal flow (the Boccheggiano - Campiano mine, southern Tuscany). At various external temperatures, experimental measurements and analyses have been made of the trend of the thermodynamic characteristics of the ventilation air and of the trends of the air/rock heat exchange along the downcast shaft and along the upcast shaft. These data were then used to work out approximate values of the corresponding natural ventilation pressures. After having identified the most conspicuous variations of the thermodynamic parameters of the ventilation air and the factors causing them, an assessment was made of the repercussions they have on the air flow rates and, above all, on the climatic conditions of the underground excavation sites. The natural ventilation pressures were found not to be constant in time; indeed they change continously and it is difficult to predict the changes. Moreover, it was found that their influence on the ventilation of a section of the mine network is greater if the effect of mechanical ventilation on that section is weaker. In the mine section where the measurements were carried out, some portions were found where the ventilation could become insufficient as a result of the effects of natural ventilation pressures. Finally, some guidelines to be followed in designing hot mines have been put forward which ensure efficient ventilation throughout the network at times with the aid of the natural ventilation pressures, which in certain circumstances may reach very high values in mines of this type.

The increasing application of roadheading machines in the coal industry has prompted the development of an appropriate selection methodology for such machine applications in specific locales. Accurate geological sections and comprehensive rock testing are required for all machine tunneling. Using suitable geotechnical parameters and index tests, sensitive both to excavability and standability of the strata, a classification scheme has evolved to help evaluate the rock mass vis-a-vis application of a given weight-class of roadheading machine. The classification parameters include point load index, brittleness, abrasiveness, average crack density, and ground water, which with assigned numerical ratings, lead to a quantitative global rating of the rock mass. For each rock mass class, the selection of an appropriate roadheading machine is recommended. The paper illustrates the application of the rock mass rating system and also describes simple index tests for evaluating the classification parameters for brittleness and abrasiveness. The Research and development review arrived too late to appear in the May issue. The competitiveness of the US mining industry in a world market depends on many factors. The introduction of new and innovative methods, though, can have a significant, long-term impact. As industry cuts back its own long- term research and development efforts, the federal government continues to provide the major support for mining and minerals research. The US Bureau of Mines works with the mining industry and the academic community to develop innovative concepts for the mining and processing of non-fuel minerals. The Bureau’s research focuses on exploration and mining technology, minerals and materials science, processing technology, health and safety and environmental technology. Mine design A conical caving system, being designed by the Bureau, would allow the development of low-grade ore bodies, early startup at lower initial capital costs and increased safety and versatility in development and production. This method is a form of mass caving that allows the ore to be drawn from a central loading point at the bottom of the cone- shaped caving zone (Fig. 1). A simulation laboratory model and computer analysis show initial promise for predicted performance. For tabular, flat-lying ore deposits, the Bureau is investigating a version of the Finnish slot-and-fill system. For this total extraction method, a pattern of rectangular panels is laid out. One panel is extracted in a series of parallel slots and is replaced by alternating-row pillars of backfill. After one panel is mined, equipment and operations are transferred to another panel. By transforming this rectangular layout to a curvilinear geometry, one continuous spiral can be mined without re positioning equipment. Instead of parallel slots and pillars aligned in a rectangle, the slots and pillars are arranged in a spiral.

One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.

This paper describes an application of a new approach to mine planning and production scheduling in a gold mine. The technique, limited to use in open pit mines (but not limited to gold), has been described previously (Gershon, 1987). The-computer program used is the HOPS software, which has been described previously as well (Gershon, 1988). The mine is scheduled for the production of 8,000 blocks out of a mine having 25,000 blocks (50 x 50 x 10). The technique is based on the concept of inverted cones (Gershon, 1987). While it does not provide a true optimization of results, it does approximate the optimal situation. As opposed to most scheduling software that only serves as a computerized notepad for the scheduler, the use of this approach allows for a scheduling intelligence to be built into the software.

Introduction Mining and minerals transportation spans the distance from the pit face and mine wall to the consumer. This transportation can be as simple as coal transfer from the mine and preparation plant by conveyor to a mine mouth electric generating plant. Or it can be as complex as copper ore transportation: concentrated, smelted, refined; drawn into wire and insulated; and cut into reels and transported to local industrial supply houses. The route of aluminum from the bauxite pits to the supermarket shelf in the form of household food wrap is another example of the potential complexity of minerals transportation. For perspective, however, mine to market minerals transportation can be split into three components: materials handling, transportation, and distribution. It should also be recognized that each mineral, market, producer, and consumer has unique transportation characteristics regarding costs, transportation mode, and alternatives in the transportation scheme. Some obvious considerations are the number of producers and consumers, the number of markets and customers the mineral serves. Concerning the latter, are you selling a million tons to one customer or a ton each to a million customers? Transportation volume About the only generalization that can be made about minerals transportation concerns the large volume of materials involved. No other industry compares to the mining and minerals industry in its huge movement of product in the crude, semi-processed, processed, fabricated, and converted states, as shown by the accompanying table of US mineral production. Whether it is crushed stone or sand and gravel moving by truck to a local market from local producers, or coal moving by 9.07 kt (10,000 st) unit trains from a mine to a power plant, or iron ore moving by lake vessel from the upper lake ports to the lower lake steel mills, mineral transportation volumes are huge. The nature of production and consumption affects the transportation mode. More than 60% of the coal moves by rail. The majority of iron ore moves by lake vessel. Ninety per cent of the sand and gravel and more than 80% of crushed stone moves by truck. Factors Affecting Minerals Transportation Some would define minerals transportation as the cost and route to move a mineral product from the first point of sale to the first point of consumption. In this paper we are going to look at some things that may happen to the industrial minerals industry in the next decade. First, some concepts and definitions. What are industrial minerals? Not everyone agrees on an answer to this. So let's look at some of the opinions. Some say that industrial minerals are non-metallic minerals. As you well know, metallic minerals are used as a source material for metals. Copper, lead, and zinc are extracted from metallic minerals. But, some metallic minerals are also used for other reasons. Bauxite is used as a source of alumina and aluminum. It is also used as proppant in well drilling, as an abrasive, as a refractory material, and as a source of aluminum-based chemicals. So bauxite is both metallic and nonmetallic. There are other examples, too. Bastnasite is a source of rare earth metals and alloys but its concentrate is used in fluid cracking catalysts. Phosphate rock is an industrial mineral when used for fertilizer, but it is also the source of phosphorus. Ilmenite and rutile are sources for titanium dioxide pigments as well as titanium. So the nonmetallic designation is not adequate to define industrial minerals. Some say industrial minerals are called such because they are consumed in industry. How about your cat's litter box? Is that industry? Huge amounts of montmorillonite, attapulgite and other sorbtive minerals are pelletized and calcined to make animal litter. Doctors are trying to get people to cut down on their salt consumption. They are against people eating industrial minerals. When diamonds are a girl's best friend, they are not industrial minerals; when they are grinding and polishing media, they are. These examples show that industrial minerals are not exclusive to industry. Regardless, here is my list of industrial minerals: Abrasive Materials - Bentonite Antimony (Oxide) - Borates Asbestos - Calcium Carbonate Attapulgite - Diatomite Ball Clay - Dolomite Barite - Feldspar Bauxite (and Alumina) - Fire Clay Fluorspar - Pyrophyllite Fuller's Earth - Rare Earths Graphite - Salt Gypsum - Sand and Gravel Kaolin - Silica Sand Kyanite - Soda Ash Limestone - Sodium Sulfate Magnesite - Spodumene (Lithium) Magnetite - Sulfur Mica - Talc Nepheline Syenite - Titanium Dioxide Perlite - Vermiculite Phosphates - Wollastonite Potash - Zeolites Pumice There is some overlapping. Fuller's Earth takes in some attapulgite, bentonite, and other minerals, depending on the market. Some would like to distinguish industrial minerals by the market emphasis they receive compared to fuels, metallics, and precious metals. But even there, strict logic fails. Some industrial minerals are commodities. They are sold on a price basis against industry product specs, usually in large volumes.
