Many technology problems must be solved if we are to continue to produce phosphate at our current rate of consumption. The U.S. produces at least 25% of the world's phosphate, 40 million tons of phosphate rock per annum with most of the production coming from Florida. Of particular concern are improved separation efficiency and the ability to treat new dolomitic resources. Phosphate flotation technology needs include: 1. Simplification of the standard flowsheet 2. Improved recovery of coarse phosphate 3. Selective flotation for phosphate recovery from dolomitic resources Preliminary results, including tests on plant feed from Florida show that these objectives may be achieved with a new collector chemistry depending on the specific circumstances. The effectiveness of the new collector chemistry has been demonstrated by the preliminary results from single stage flotation experiments both at the University of Utah laboratories and at Florida Institute of Phosphate Research (FIPR) laboratories. In the best case, from these experiments with low grade (5% P2O5) coarse feed (16x35 mesh), a single stage phosphate recovery of 95 % was achieved with a concentrate grade of 31 % P2O5. Such a separation efficiency could not be achieved using the traditional fatty acid/fuel oil collector. Based on these results it seems that a one step process may be possible for phosphate flotation and a research program is justified for the development of this new flotation strategy.

Predictions of delayed environmental impacts from mining—degradation that won’t begin for hundreds of years, but will then continue for thousands—present new permitting challenges. Examples include evaporative concentration in pit lakes, which can eventually cause metals concentrations to exceed human and wildlife toxicity standards, and delayed degradation of groundwater by slow moisture percolation through acid-generating tailings and waste rock. Given the time-value of money, the present worth of such delayed impacts is insignificant, yet they are unacceptable undercurrent laws and cultural values. Long-term financial set-asides offer a possible solution, first funding infrequent, long-term monitoring, followed by more expensive mitigation when the set-aside has matured.

The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. There are two approaches to developing a minicomputer based application for an industrial grinding circuit. Usually, the control program is coded and compilation-debugged on a large-scale scientific computing system or the minicomputer itself if the machine is available. Final debugging and testing must wait for installation and checkout of the entire minicomputer system. Two immediate disadvantages of this approach are the need to obtain, install and check out the hardware before the final debugging stages of program development can begin, and interference with normal mill operation during such final testing. This work reports on an alternative to the usual procedure. Here both compilation and execution bugs are eliminated from the application program before hardware installation by testing the control program against a reasonable dynamic simulation of the entire process. Thus, software development can be completed before the target mini is installed. Such off-line development requires a reasonably accurate mathematical model for the entire process system as well as a suitable simulation package for communication between the simulated environment and the minicomputer application program. Specific data describing the design configurations and dimensions of the mills, cyclones, sumps, pump characteristics and analog controller configuration were supplied by ANAMAX for a grinding division consisting of a rod mill followed by two ball mills in parallel. This information was used to set up a plausible model structure. Steady state ANAMAX data on particle size analysis at various points in the circuit and corresponding values of flow rates, pump speeds, sump heights and slurry densities were used for model parameterization. The preferred operating control strategy - "best grind at operator-set rod mill feed rate" - was set by ANAMAX. An inferential particle size analysis technique using the cyclone cluster as an on-line particle size sensor was used in a novel control strategy_ to achieve the stated objective. Two disturbances common in the ANAMAX circuits - rod mill scoop pluggage and shut down/start up of one of the ball mills - were studied in detail. This report out- lines the steps in system development and testing and the results obtained.

Coal produced from surface mines in the Western United States is becoming a more important part of this nation's economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.

DOUG HALBE: Our next topic is one that I would think everyone might want to contribute to. I'm sure everyone here has had some experience in this area. If you haven't, I'd suspect you've never really run a mill. This is what we call "Horrible Spill Areas We Had When We Started Up the Plant and How We Fixed Them." Our next speaker has had a really great operating career. He had many years with Newmont in the Carlin area, and now he's executive vice president and chief operating officer of Independence Mining Company: Jim Komadina. I don't have to be nice to the speakers anymore, do I? [laughter] You may wonder why we picked Jim Komadina to give this talk. I was involved many years ago in the start-up of Newmont7s Gold Quarry plant. Jim held quite a responsible position there. I'm not going to say anymore, but I have in the back of my mind this picture of the pump floor and a rowboat and a guy rowing around on the pump floor. [laughter] Jim, was that you? [laughter] JIM KOMADINA: Probably. I wasn't responsible for the design. [laughter] Actually it's amazing. I've seen a lot of these plants and actually had the opportunity to walk around them, so when I say this, "Horrible spills I have seen and done," it's because I've been responsible for more than my fair share of them. But having seen a lot of spills, I will present a little bit of wisdom about how to prevent them.

Red Dog is a Mississippian to Permian aged sulfide deposit located in the western Brooks Range north of Kotzebue, Alaska. It belongs in the family of black Shale hosted sedimentary exhalite deposits but lacks classic sulfide sedimentary textures. Pervasive silicification, and a significant portion of the mineralization, is replacement in nature. An extensive feeder vein system cuts the footwall and the exhalite package. A Jurassic to cretaceous age compressional event has repeated the ore section through thrust faulting and folding. The orebody contains 77,000,000 metric tons averaging 17.1% Zn, 5.0% Pb and 82 g per metric ton of Ag. Weathering has locally altered the sulfides to sulfates and formed elemental sulfur.

The surface of chalcopyrite was studied in situ in aqueous solution by an atomic force microscopy (AFM). The AFM images showed that some absorbate in patches was detected on the mineral surface, after the chalcopyrite sample was soaked in 5x10-4M potassium ethyl xanthate (KEX) solution at pH 11 for 10 minutes. These patches increased in size with time elapsing. At the same time, as shown by the obtained AFM force curves, the adhesion between the AFM tip and the substrate increased greatly due to the adsorption. Rinsing with ethanol removed the absorbate from the chalcopyrite surface, as well as the big adhesion observed in KEX solution.

Attapulgite is a magnesium aluminosilicate clay mineral which exhibits unique, processing-enhanceable physical and chemical properties that are related to its current commercial uses. Properties of commercial interest are gelling, absorption, adsorption, binding, acid neutralization and many others. Major industrial applications are: (1) absorption by heat treated grades utilized in industrial oil and grease absorbents and in agricultural pesticide carriers; (2) gelling of aqueous liquid products by colloidal grades for stabilization and viscosity control in salt water drilling fluids, suspension fertilizers, liquid animal feed supplements, paints and tape joint compounds; (3) adsorption by heat treated varieties for the removal of catalysts, color bodies and other polar compounds from hydrocarbon streams; (4) gelling of organic liquids by colloidal attapulgite/surfactant blends in oil-type paints, fibrated and nonfibrated asphaltic coatings and mastic compositions, and (5) the binding of feeds and molecular sieve sorpents with colloidal type attapulgite products. These applications and other less common uses and potential uses will be discussed along with, the necessary selective mining and plant processing features related to each property and application.

Staurolite, an iron aluminum silicate mineral, is used industrially as a high value-in-use sandblasting agent, as a premium-grade foundry sand, and as the source of aluminum in portland cement manufacture in areas where the aluminum constituent is not economically available from shale or argillaceous limestone. Staurolite is produced by E. I. duPont de Nemours and Company as a coproduct of titanium mineral production in Florida, where it was first recovered on a commercial scale in 1952 from the Pleistocene sand deposit known as Trail Ridge. At this deposit it comprises about one-fifth of the heavy mineral suite, the principal other heavy minerals being ilmenite, leucoxene, rutile, zircon, kyanite, sillimanite, and tourmaline. Staurolite and other nonconductive silicate heavy minerals are separated from the conductive titanium minerals on high-tension electrostatic separators. The silicates are then separated from one another magnetically, the staurolite being relatively magnetic. In the total process, 200 t of raw sand yield 7 t of heavy mineral concentrate from which about 1 t of staurolite is recovered. The staurolite concentrates have the characteristics given in Table 1. Staurolite concentrates are sold in three grades having the size distribution of subrounded grains shown in Table 2. All three grades are used in sandblasting for cleaning metal, for paint removal, and for cleaning masonry buildings. Staurolite compares favorably with lower priced abrasives, such as boiler slags and silica sand, in applications where the abrasive is used only once and is not recovered and recycled. Because it is hard, fine, clean, and dense it can reduce blasting time, and less material is required to clean a specific area. Compared to higher priced abrasives such as aluminum oxide and garnet, which are recycled, staurolite costs significantly less per kilogram and cleans at equal or faster rates. Its breakdown factor, which is a measure of recycling performance, is intermediate between those for aluminum oxide and garnet. [ ] [Tables 3 and 4] show the blast cleaning performance of the three staurolite grades compared to other abrasives. [Table 5] compares the longevity of premium priced abrasives during recycling. [Table 6] shows a cost comparison between silica sand and staurolite. Fringe benefits claimed for staurolite's use as an abrasive are: 1. Good flow properties and freedom from the lumps or slivers found in silica sand or boiler slag abrasives. 2. Low dusting affords good visibility, permits faster working, and reduces cleanup problems. 3. Heated storage is not required during freezing conditions, because the mineral is nonhygroscopic.

At Ok Tedi, ore type and SAG feed size distribution vary widely and frequently. This makes control of the SAG mills by application of the power/pressure relationship difficult. Power logic has traditionally been conservative due to power spikes associated with rapid size distribution changes. A new expert system was installed in early 2000. The system incorporates multiple state fuzzy logic to deal with frequent and radical ore type and size variations, along with monitoring of motor temperatures. A short term power spike no longer warrants immediate radical action. This has resulted in increased mill throughput and improved circuit stability.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

An economic, real-time probe drill monitoring system was developed for Metropolitan Water District’s Arrowhead Tunnels project to quantitatively evaluate ground conditions ahead of a TBM. This system digitally records hydraulic feed, rotation, and percussion pressures and calculates drill advance rates during drilling. These data are computer synthesized to develop a digital representation of the ground ahead, and the resulting “picture” of the ground is distributed to the project team to assist with tunnel construction decisions (i.e., targeting grout holes, optimizing mine-cycle lengths, and avoiding becoming stuck). The analysis and interpretation procedure has now been calibrated and refined using over 5,000 m (3 miles) of geologic face mapping data.

This paper summarizes the Bureau of Reclamation's experience in the use of boring machines to excavate six major tunnels on the Bureau's water resources development projects in the western United States. The summary of experience is presented as a compilation of brief case studies for each of the six tunnels. Each compilation presents data on the tunnel dimensions, geological characteristics of the excavated rock, the tunneling machine used, machine operation, muck handling, method of tunnel support, ventilation system, and related information. The listing of the six tunnels in Table 1 reflects a diversity of tunnel lengths and diameters. However, despite this diversity of dimensions as well as the variety of rock encountered during excavation, the six tunnels have one major characteristic in common: their excavation was significantly expedited by the use of boring machines. Beginning with the 10,079-foot-long Tunnel No. 1 on the Navajo Indian Irrigation Project in New Mexico - the Bureau's first tunnel to be excavated by a boring machine - the boring machines, or "moles," have demonstrated their effectiveness in rapid and economical tunnel excavation. Tunnel No. 1, virtually 2 miles long, was bored through in 9 months, an unprecedented achievement in Bureau engineering experience, as compared with tunnels previously excavated by conventional means. This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

Synfuels development in the upper Colorado River basin and the population growth attendant with such development demand sizeable quantities of water. Unfortunately, the water supply in the basin is limited and such limitation may impose a significant constraint on the development of the West's abundant energy resources. Although the water for the synfuels development will be governed by the law of prior appropriation adopted in the upper basin states, the authors point out that an apparently senior water right .my not deliver a firm supply of water. The federal and Indian Reserved Water Rights Doctrine, the Colorado River Compacts the Doctrine of Equitable Apportionment, and the federal and state environmental laws can all severely diminish the value of any given water right and the synfuels industry should take care to evaluate these factors in acquiring its water.

M.S. Azun I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, I may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [ ] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. T ve B, in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semi-variogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large.
