Copper, nickel, zinc and other ?penalty? metals are found with gold together in nature, and have a similar chemical affinity for cyanide used in leaching operations4. As a result, solutions that come from the heap leach pads contain a significant concentration of penalty metals along with the desired gold. In solution, gold and cyanide form the complex Au(CN)2- that is readily adsorbed onto activated carbon. Penalty metals as individual metal ions also load onto activated carbon and, depending on the concentration of cyanide and the pH of the solution, can form various cyanide complexes. Some of these complexes can also load onto carbon while some are significantly inhibited from loading. Copper, for example, can form the dicyanide complex Cu(CN)2-, the tricyanide complex Cu(CN)32-, and the tetracyanide complex Cu(CN)43-. At a low pH and a low concentration of cyanide, the dicyanide complex predominates. At a higher pH and a higher concentration of cyanide, the tetracyanide complex predominates. Without excess cyanide, however, individual copper ions can remain present. Activated carbon is used in gold extraction because it is highly selective for gold and less so for other metals, such as copper3. However, copper has the ability to adsorb (?load?) onto activated carbon and block the adsorption of gold when it is in the dicyanide form and in a high enough concentration. When copper is in the tetracyanide form, copper loading is significantly inhibited, allowing for the maximum gold recovery. In order to ensure the tetracyanide complex is formed, a combination of both available cyanide and elevated pH must be present. In the South Area of Newmont Mining Corporation?s Gold Quarry mine in Carlin, Nevada, copper and nickel loading becomes a problem when certain acid generating zones of the heap are leached. Copper, nickel, zinc and other penalty metals become leachable and the lower pH uses up more of the cyanide and creates carbon loading conditions for the metals. This decreases the carbon?s ability to extract the gold from solution, decreasing the recovery and increasing the concentration of gold in the barren solution that leaves the carbon columns. In this study, operational data from March through to May of 2007 is presented to show how Newmont developed a quick fix to lower pH and elevated metal concentrations that were causing low gold loadings on activated carbon at their South Area Leach (SAL) heap leach operations. Laboratory tested were also conducted to examine the chemical kinetics of metal loading and the individual effects of increased cyanide concentrations. THEORY Copper I ions form four different complexes with cyanide in solution: the monocyanide species CuCN, the dicyanide species Cu(CN)2-, the tricyanide species Cu(CN)32-, and the tetracyanide species Cu(CN)43-. The species are formed from the following reactions: [Cu)(?+-+ K1 (1) Cu ß2 (2) --+?+23)(3CNCuCNCu ß3 (3) --+?+34)(4CNCuCNCu ß4 (4) ] where K1 equals 1019.50, ß2 equals 1024.03, ß3 equals 1028.65, and ß4 equals 1030.35. Along with these complexing reactions, hydrogen cyanide and water also dissociate in solution, as per the following reactions: [H?+-+ KH (5) OHOHH2?+-+ KW (6)] where KH has a value of 109.24 and KW has a 1014 value2. These six chemical equations compete with each other, with domination of one over the others dependent on the CN- and H+ concentrations. Each complex also has different properties when it comes to its loading behavior on activated carbon. The dicyanide copper complex and the monocyanide copper complex have an affinity for adsorption onto activated carbon that is greater than the affinity of gold cyanide for adsorption. They also have a lower solubility in water, which enhances adsorption. The tricyanide copper complex and the tetracyanide copper complex are water soluble and have an affinity for loading adsorption on activated carbon that is less than the affinity of gold cyanide for loading adsorption1. There are three prime reasons for this phenomenon. First, the extra cyanides mask the metal ion more, which blocks the main adsorption characteristic of the complex. Second, the complexes are also larger, making it harder to physically fit into the active sites on the carbon. This helps make the latter two complexes kinetically inhibited from adsorption, freeing carbon active site to load with gold cyanide complexes. Third, it is also important to consider the expressions of the mass and charge balance. These balances describe all the overall concentration of copper and cyanide in solution, as well as marking overall charges of the ions in solution4. This is important because significantly changing the charge from positive/neutral to more negative is another reason for activated carbon to reject adsorbing the higher cyanide complexes. The speciation of copper and other penalty metal cyanide complexes in solution is dependent on the pH. At lower pH values, increased hydrogen ions (H+) can out-compete metals for cyanide ions. Lower free cyanide in the system leads to the lower cyanide species of copper cyanide predominating, with a noticeable concentration of the free metal, monocyanide and dicyanide species of copper cyanide. At higher pH values, hydrogen ions are significantly reduced, reducing the kinetics of HCN formation. More free cyanide remains in the system, allowing for more complexing. With this higher amount of cyanide in the system, the tetracyanide species of copper cyanide predominates, also with a noticeable concentration of the tricyanide species of copper cyanide. The formation of copper thio-complexes in sulfide solutions has been recognized for many years and the measured solubilities of certain copper sulfide minerals attributed to these complexes. Attempts to model this system have proposed either copper(I) or copper(II) thio-complexes, and these have been incorporated into computer programs for generating stability diagrams for the copper-sulfur-water system in order to delineate the region where the reductive dissolution of copper sulfide minerals is likely. In this paper it is proposed that the dissolution of copper from both ore bodies and sulfide tailings can be explained by the formation of the cupro-thio-complexes under anaerobic conditions. Stability diagrams are presented to depict the region and extent of the solubility.

Electrochemical methods have potential to treat waters impacted by mining, while simultaneously producing a recoverable metal product to off-set treatment costs. Mining-impacted waters may present challenges with electrochemical treatment due to low concentrations and complex solutions of numerous dissolved metals. This paper presents an evaluation of the potential strengths and limitations of abiotic electrowinning of mining-impacted waters. In particular the impacts of chemical composition on metals removal are evaluated. Results of bench-scale experiments demonstrate the potential to remove metals on the cathode (copper, cadmium, lead), as well as the anode (manganese). Pre-treatment for iron and aluminum may be needed and post-treatment pH adjustment would be necessary. INTRODUCTION Due to continually increasing demand for metals, new technologies and innovative applications of existing technologies are needed to recover metals from mining-impacted waters. Electrochemical methods have long been used for metallurgical processes with solutions containing high concentrations of the target metal. However, electrochemistry also has potential to treat waters with lower metal concentrations, while simultaneously producing a recoverable metal product to offset treatment costs. Electrochemical water treatment may have several benefits over traditional alkaline treatment for acid rock drainage (ARD). Sludge produced from alkaline treatment has high water content that is difficult to dewater, even for treatment plants producing a relatively high-density sludge. For example, the Argo Tunnel Water Treatment Facility (Argo Facility) in Idaho Springs, Colorado uses hydrated lime to produce a high-density sludge with a solids content of 20 to 25 percent and filter cake with solids content from 30 to 35 percent [1]. Furthermore, costs for managing the sludge are significant, approximately $90,000 per year for treating approximately 150 million gallons of water [1]. Although not the case for the Argo Facility, sludge produced from alkaline treatment of ARD has potential to be classified as hazardous. Disposal of sludge also opens up the potential for future liability depending on the sludge’s chemical stability and methods of disposal. In contrast to alkaline treatment, electrochemical treatment produces metals in elemental and other highly-dense forms on the cathode. If metals concentrations and flow rates are sufficiently high, the metals recovered may help offset overall treatment costs. In addition, sludge production would be reduced, if not eliminated altogether, thereby reducing both disposal costs and potential future liabilities as well.

Acid mine drainage (AMD) can occur as a natural phenomenon through oxidation of sulfide minerals. Oxidation by air and water can be exacerbated by mining. Because AMD can exhibit low pH, it is capable of extracting heavy metals from mineral deposits. The result is highly acidic drainage with elevated heavy metal concentrations -the combination of which can cause extensive environmental damage. Because of the importance of these factors, this paper is focused on sulfate based AMD. Due to widespread mining, the occurrence of AMD is ubiquitous. As a result, several approaches to treatment have been developed. Chemical treatment using alkali is most commonly employed to treat AMD. There are alternative methods of treatment, as well as alternative ways of handling treatment sludges or concentrates. Dewatering of sludge or concentrates is beyond the scope of this paper.

Limestone-based technology for arsenic removal from water is an innovative and promising method. The technology offers the potential for low-cost disposal of a stable waste product after arsenic removal, either in an ordinary landfill or by encapsulation in concrete. Leaching research described in this paper shows that the limestone waste, after encapsulation in concrete, passes the Toxicity Characteristic Leaching Procedure (TCLP) test. Leaching was less than 0.05 mg/L, which is 1/100 of the U.S. EPA?s standard for disposal of arsenic in a landfill. Disposal of arsenic-enriched waste is critical for commercial viability of arsenic-removal technologies. Low-cost disposal gives the limestone-based method an advantage that could help communities meet the new maximum contaminant level of 10 parts per billion for arsenic in drinking water. The ability to recycle the waste material in concrete could add a significant economic benefit, further reducing overall costs.

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pH's without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35-38% P205, 0.8-1% MgO) with high recoveries (80-85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P205 and 0.8% MgO with a P205 recovery of 76%. Data are also included showing the applicability of the process to the dolomitic-calcareous-siliceous Western U.S. phosphate ore from Utah. A concentrate obtained from this ore assayed 30% P205 and about 1% MaO.

The discovery that triggered the current gold rush in southeastern Peru was made in about 1975 along the Rio Madre de Dios in Madre de Dios Department (Fig. 1). About 5000 to 10,000 miners (called chichiqueros) were working in the area as of 1990. Placer mining is the principal source of revenue for people living along the Rio Inambari and west of Puerto Maldonado. As in past gold rushes, working and living condition are harsh. Supplies are expensive, and the area has poor access compared with other areas in Peru. Food, fuel and all mining supplies are trucked over dirt roads from Cuzco, a three-to-five-day trip (Fig. 1). Some material also comes from Brazil. Many placers have a similar life cycle, beginning with small-volume mining (surface or underground). At the end of this small-scale mining, the placer is exhausted or it has a sufficient volume of gravel high enough in gold grade to be worked by large-volume methods, which lead to exhaustion of the resource. The level of maturity of a placer can be determined from its gold grade. The amount of gold production from large-volume mining can be predicted, given detailed, cumulative gold-production data on placer deposits during small-scale mining (Bliss et al., 1987). Using this general model, the authors analyzed the placers in the Rio Madre de Dios area. Small-volume mining Most placer mining in the Rio Madre de Dios area is in alluvial deposits either in or bordering the major rivers. Locally, some placer mining is in terrace deposits above the rivers. All minerals (including the subsoil) in Peru belong to the state. However, a mining claim (denuncia) is easily obtained for mineral exploitation. It is separate from property ownership.

A series of in situ pull test were performed on a new design friction stabilizer bolt with the objective of determining its performance characteristics. The bolt is installed while drilling, thus improving safety and significantly reducing the installation time. An optional expansion element can be inserted into the bolt to provide an end-anchorage, which further increases the bolt’s capacity. In situ tests show that the pull capacity of the 2 m long new design bolt is about 15 tons. When installed with an expansion element, the pull capacity of these bolts becomes as high as 30 tons.

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations. New Mexico leads U.S. domestic production of potash, perlite, zeolite and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. New Mexico also has the potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REEs), niobium and zircon, and other REE deposits are being explored. REE-thoriumuranium veins have been found in the Gallinas, Capitan and Cornudas Mountains and Laughlin Peak-Chico Hills. Exploration for beryllium has occurred in the Ojo Caliente No. 2, Cuchillo Negro and Victorio mining districts. Companies also are examining high-calcium limestone and high-magnesium dolomite for potential development, while aggregate continues to be important in urban areas and along highways. IntroductionIndustrial minerals and rocks are literally the building blocks of our way of life. They are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics to refractories to paper. Although industrial minerals permeate nearly every aspect of daily life, their presence and their roles are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the nonmetallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a byproduct of cleaning natural gas, one of the world’s major energy fuels.Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 41 percent of the more than $3.1 billion generated by mineral production in New Mexico in 2014 (Table 1). In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations (New Mexico Mining and Minerals Division, 2015a). 1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. This paper describes operating gains resulting from standardizing operating and maintenance practices to improve the performance of the pebble crushing circuit at he Empire Concentrator. Past efforts have led to improved operating time but no additional throughput gains. New Operating standards and checklists were developed and introduced. The content and frequency of the review process indicators was then changed to take advantage of the new practices resulting in an increased feed rate and availability through the pebble crushing circuit.

The emergence of residuals management as a planning and management tool in the mineral industry has been recently accelerated by the proliferation of environmental regulation and its associated costs. Residuals management practices allow for the early determination and integration of both production and environmental goals in the development of management strategies to arrive at the most cost effective, environ- mentally sound solution. The term residuals management was in actuality derived from the substitution of the word residual for the term ?pollutant? or ?waste?. A residual can be defined as a non-product output having no value in existing markets or a value less than the cost of marketing it. The values of the residual can be determined by time, technology, government policy, market conditions, etc. Residuals basically fit into two classes -- materials which are composed of liquid, gaseous or solids; and, energy, which mainly consists of heat and noise. These residuals are interrelated and can be modified by adding materials and/ or energy, which also may become a residual; thus, lending themselves to alternate disposal schemes to control the adverse effects.

Powell Bend Mine, located in Bastrop County, Texas, is owned by the Lower Colorado River Authority (LCRA). The mine is operated under contract by the Powell Bend Mining Company (PBHC), an affiliate of Pittsburg and Midway Coal Mining Co., and produces 210,000 tons of 6500 BTU/LB lignite per year for LCRA's Fayette Power Project near La Grange, Texas. PBHC operates the surface strip mine one shift per day, five days per week with a total of nine employees; six operations/maintenance and three office/supervision. The mine's productivity in 1988 averaged 100.3 tons per manshift using an l8-cubic yard dragline to uncover the lignite. Delivered cost to LCRA, F.O.B. mine, is $6.11 per ton, which includes water control and final reclamation.

Upgrading of a low-grade titanium slag (~55% TiO2) with high silica, calcia, magnesia and iron contents has been studied using sulphation roasting technique using SO2/air gas mixture followed by hydrochloric acid leaching. XRD analysis of the sulphated slag reveals the presence of kennedyite (Fe2O3. MgO. 3TiO2), rutile (TiO2), calcium sulphate (CaSO4) and calcium silicate (3CaO.SiO2) phases. The residue after leaching contains mainly kennedyite, rutile phases and free silica with traces of calcium silicate phase. Synthetic rutile that has about 83% TiO2 can be produced at the optimum conditions. Thermodynamic calculations give rational explanations of the obtained results.

Because mineral matter is finely distributed within the matrix, Nigerian Labia coal is nonresponsive to conventional processing techniques. However, testing has shown that Lafia coal can be upgraded by selective oil agglormation. The optimum oil concentration was found to be 10 mL of paraffin per 25 g of coal. A product containing 6% ash and 1.9% sulfur was obtained with a yield of 90%. Optimum results were achieved with a grinding; time of from 2.5 and 3 hrs, which produced a 98% -400 mesh product. However, further grinding wars found to be deleterious to the process. Also, high pH adversely affected concentrate yields. Utilizing kerosene as a bridging liquid, a product containing 4% ash and 0.33% sulfur was achieved at a natural pH of 6.3 with a yield of 85%. At pH 9 and 10, a product containing 4.5% ash was achieved with a yield of >90%.

Long-term stability, appropriate taxation and incentive policies are essential to attract and stimulate investment in the mineral sector. An outline of Ontario's $4.6 billion industry and associated tax incentives is presented. Producers are offered incentives under The Mining Tax Act, federal and provincial income tax acts for exploration and development by reducing Me after tax cost to 13-25¢ for each dollar spent. The Mining Tax Act provides generous processing incentives which have positive effects in enhancing investment and economic advantages of building processing facilities. Non-mining companies and entrepreneurial individuals can receive 25% of eligible exploration expenditures in grants/tax credits under the Ontario Mineral Exploration Program.

An alternative way to the normal practice of precipitation of jarosite, goethite, or hematite for removal of iron from zinc sulphate process liquors/ is to employ the techniques of solvent extraction. The process presented avoids the addition of any external alkali for the extraction of iron by integrating the leaching and solvent extraction steps in a hydrometallurgical zinc plant. By starting the leaching of zinc from the solid zinc calcine material with an organic solution of an acid liquid cation exchanger, the organic phase is loaded with the organic zinc salt from the direct reaction with zinc oxide. The residue from the organic leaching is transferred to a hot acid leach circuit where the remaining zinc oxide and the zinc ferrites will dissolve form¬ing an aqueous sulphate solution of zinc and iron. In the subsequent solvent extraction of iron from this aqueous leach solution, iron is exchanged with zinc from the organic phase. The commercial carboxylic acid Versatic 10 (Shell) is highly efficient for this integrated process of leaching and solvent extraction. The resulting iron-loaded organic phase is heated to 150-200 C in the presence of water whereby the iron will be directly precipitated from the organic phase as iron oxide of high purity and the regenerated organic acid is recycled to the organic leaching step for reloading with zinc.

Analytical models for transient groundwater phenomena, such as those of Theis, Cooper, and Jacob, are important but often limited tools for aquifer evaluation and drawdown prediction. Most were developed using simplifying assumptions which compromise their treatment of complex boundaries and most also contain functions that are mathematically complex and difficult to solve explicitly. Examples of such functions are the Bessel functions, the exponential integral, and similar well functions for leaky confined and water table aquifers. This paper describes the joint use of simple numerical techniques and numerical approximations of these functions to extend many analytical models beyond their conventional applications. The enhanced analytical methods represent many hydrologic problems more easily and realistically, permit a wider range of application, and often provide insight into the response of pumped groundwater systems without the need to resort to more complex numerical flow models. Use of the enhanced analytical methods usually requires the use of microcomputers due to the large number of computations. Examples presented here are the development and extension of type curves and the determination of drawdown distributions.

This paper first discusses the physicochemical cleaning methods used to process fines followed by an analysis of the subprocesses of froth flotation and the adverse effects of slimes and particle oxidation. These subprocesses include the phenomena of interception, contact, adhesion and levitation. Preventive and corrective measures to combat the generation of fines and their effects are suggested. Preventive measures include controlled grinding, limited liberation, flotation at coarser sizes. Means of preventing oxidation and/or removing oxidation products are a1 so discussed. Corrective measure to increase recovery include intensive aeration, aggregation of particles, intensive mixing, increased retention time, and reduction of detachment. Measures leading to improves selectivity involve means to reduce slime coating, achieve selective mineralization of bubbles and minimize entrapment.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. These departures are noted in the discussion which follows.
