Induction time is often referred to the time required to form a stable three-phase contact between a gas bubble and a flat or droplet surface in a liquid medium. It can be used to quantify the attachment process in aflotation system. Various techniques have been developed to measure this important parameter. Due to its importance in flotation systems and other processes, significant advances in refining the induction time measurement techniques have recently been made. This paper summarizes these recent advances and describes a novel method developed to monitor bubble attachment to a pendant bitumen drop or bitumen-coated flat surface. This visualization-based method offers a higher sensitivity and accuracy than the previously developed apparatuses in the induction time measurement. As an example, the induction time for oxygen bubble-bitumen attachment was measured at a fixed bubble size as a function of temperature in two different aqueous solutions. The results showed that higher process temperature is favorable for oxygen bubble-bitumen attachment and hence bitumen flotation. Addition of calcium to the aqueous solution slightly decreased induction time.

As part of the waste characterisation program to address site reclamation, WISMUT GmbH initiated 56 columns operated as large-scale humidity cell tests. The columns were initiated to assess the acid generation characteristics of waste rock from 14 waste rock piles distributed around the site. Of the 56 tests, 11 are ongoing and have been operational in excess of 160 weeks. The results to date from these long-term tests are surnrnarised. In particular, the methods for, and importance of, establishing the availability of the carbonate neutralisation potential and acid generation potential respectively, are discussed. Geochemical controls on uranium, and the conformity between the geochemical models MINTEQA2 and EQ3/6 in assessing these controls are discussed. Testing indicates that waste rock with an MS-NP:AP ratio in excess of about 2.7 should result in net neutral pH conditions.

Talc, when it can be isolated as a pure mineral, has a composition of 63.36% SiO2, 31.89% MgO, and 4.75% H,O. However, as a commercial commodity less than half of all talc sold has a purity exceeding 95%. Nevertheless, impure talc products find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are chlorite, dolomite, mica, magnesite, and tremolite. Steatite was originally a mineralogical term applied to pure talc. Today steatite usually denotes a high-talc ceramic body used as an electrical insulator, and the talc used in such applications is known as steatitic talc. Steatitic talc generally is found in massive, high- purity form and in the past was machined directly into electrical parts, which rarely is done today. Impure varieties of massive or block talc are still commonly termed soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soap- stone and talc this is natural, since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as slip) have been grouped together and called soapstone or talc. Further, there are mineralogical relationships between pyrophyllite and montmorillonite and between talc and hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Native Americans on Santa Catalina Island, CA. In the mid- 1800s soapstone from deposits along the western foothills of the Sierra Nevada Mountains was used by white settlers as building and ornamental stone and for the linings and foundations of furnaces (Anon., 1956). Previous to 1916 the annual recorded production in California did not exceed 1.8 kt. From 1912 to 1918, however, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 8.2 to 18.2 kt. There was another increase in the mid-1930s, when the use of talc in wall tile grew rapidly. In California the production of talc grew to 57.2 kt in 1943. The post-war building boom helped California's production to grow to 108.9 kt in 1951. Production stood at 149.8 kt in 1968, 13 1.6 kt in 1969, 167.9 kt in 1970, and 140.7 kt in 1972. In the mid-seventies and early eighties, however, California's talc production declined to approximately 20 kt in 1992 due to reserves exhaustion and the material's tremolite content, which raised significant product liability concerns at the time. Talc mining in New York State dates from about 1878, when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville. In 1893 this operation was sold to International Pulp Co., which changed its name to International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc., in 1974. A new talc operation, Gouverneur Talc Co., owned by R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 180 tpd (Gillingham, 1950). Subsequent expansions have increased capacity to more than 725 tpd. Talc was discovered in the area of Johnson, VT, in 1902, marking the birth of the Vermont talc industry. American Minerals Co. initiated plant operations at Johnson in 1904. MagnesiaTalc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963, Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine had a long history as a producer of talc crayons. Eastern Magnesia Talc Co. was formed in 1924 by the merger of Eastern Talc Co. and Magnesia Talc Co. In 1956 Vermont Mineral Co., with a talc mine at Hammondsville, VT, was also acquired. A new plant was then built at Gassetts to produce roofing products. In order to produce high grade products for several markets, Eastern Magnesia Talc Co. began operating a modem froth flotation plant at West Windsor, VT, in 1964. The ore was provided by the Hammondsville mine. This operation, known as Windsor Minerals, Inc., continued from 1972 to 1989 as a subsidiary of Johnson and Johnson Co. In 1989 Cyprus Minerals Co. acquired Vermont Talc, Inc. and Windsor Minerals, Inc.. thus consolidating the talc mining and processing operations at Hamm, Windham, Johnson, Chester, Ludlow, West Windsor, Troy, and Reading, VT, under one ownership. As the result of Cyprus' sale of its worldwide talc assets to the RTZ Group in 1992, its US talc operations are now part of Luzenac America, Inc.

PT Kaltim Prima Coal's 13.1 km overland conveyor was commissioned in 1991. It is of conventional 3 roller 350 troughed belt type. Cost and performance optimisation during initial design ended up with 5.4m/s belt speed, 1,000mm belt width to convey 1,350tph, and 7mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1,100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30mtpa. Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4200tph satisfactorily.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. The U.S. Bureau of Mines is developing designs and estimating costs for vertical in situ copper mining wells as part of its in situ mining research program. Conceptual designs and estimated costs for "deep" 1100 m (3600 ft) recovery and injection wells in an undisturbed copper ore zone are presented. Within a single in situ copper mining well, multiple perforated well completions and associated costs are discussed for two ore zones between depths of 370 m (1200 ft) and 550 m (1800 ft). The order of well specifications for designing these wells is explained.

This paper describes the application of foam to control respirable dust in a double-drum longwall mining section. The feasibility of injecting an adequate quantity of foam through the shearer drum was initially established in the laboratory. Thereafter, underground testing of the foam system to determine its effectiveness on an active operating longwall was conducted in a mine in West Virginia. The foam system proved superior to the water spray system. The details of the laboratory and field investigations, the results obtained, and the degree of acceptance of this system by the mining company are discussed in this paper.

Recent publications indicate that there is a rising interest in the field of mining method selection, and increasing efforts are being undertaken to develop satisfying solutions. Yet, computer assistance for mining method selection (MMS), or in other, terms assistance in the (pre-)feasibility state of a project, still lags behind the computer application in other mining activities. This is true for research as well as for application. This paper is intended as a contribution to the development in computer-assisted mining method selection, and focuses especially on underground hard-rock mining. It is structured in four main parts. The first deals with general aspects of mining method. selection within the process of mine planning, and with problems and requirements which derive from this specific situation. In the second part some numerical MMS-approaches hitherto published are briefly introduced, and investigations on these approaches are discussed. Based on .these experiences, in the third part an analysis of the complex system MMS is presented. It focuses on heuristics, influencing factors, objectives, assessment-routines and mining methods, and emphasizes the essential necessity of a profound mining method description (MMD) specially developed for the requirements of MMS and numerical processing. Accordingly the fourth part of this paper presents a mining method description model developed at the Department of Mining Engineering, Montan-University Leoben (MUL), Austria. It describes the consequences of the investigation, in particular the new mining method description model, on 'the design of a MMS-system. The paper closes with a outlook on the possibilities of an successful MMS-system being realised.

In the early 1960's the feasibility of mathematical modeling was demonstrated in Northern Rhodesia and southwestern United States, where techniques were developed to use these models in a new approach to aid engineers in the estimation of ore reserves, mine designs, and financial evaluations. These rudimentary models closely followed the manual methods, producing ore reserves and production schedule estimates that were as accurate as the manual methods, yet were many times faster. Mines evaluated and designed using these new tools gradually came into operation during the 1970's and entered the phase at which production scheduling and ore-grade control became day-to-day problems. Management expected the number of operational engineers to be small because small planning engineering staffs had produced the original designs and operated the smaller high-grade pits. Unfortunately, the tools needed by the mine engineer to perform short-term production scheduling and ore-grade control were labor intensive; they had not yet been generally computerized. Several attempts to use the original or exploration model for these two functions were futile. While an exploration model based on data from exploration work proved sufficiently precise for overall mine design and long-term production scheduling, the model lacked the precision required for short-term scheduling and grade control.

ABSTRACT This study analyzed the publicly available health and safety policies of 26 mining companies to determine the quantity of health and safety (H&S) practices that mining companies encourage in relation to the Plan-Do-Check-Act cycle. A thematic content analysis of the policies identified elements and practices within the text. On average, companies communicated information on about 7 elements (range 1–14, standard deviation = 3.49) and discussed 15 practices (range 2–34, standard deviation = 9.13). The elements in which companies highlighted the most practices were risk management, emergency management, leadership development, and occupational health. A discussion of the policy trends shows areas that mine sites can improve upon within their Plan-Do-Check-Act cycle, in addition to encouraging the use of both leading and lagging indicators to manage health and safety performance. INTRODUCTION Mining companies and their employees are expected to identify and manage risks at their worksites to ensure the health and safety (H&S) of everyone at the site. The primary mechanism in place to control these risks is a company’s health and safety management system (HSMS) (Boyle, 2012). Broadly, an HSMS is a set of standard, interrelated, and interacting elements used to promote and achieve occupational H&S goals (ANSI/AIHA Z-10, 2012; BS OHSAS 18001, 2007). The practices conveyed within an HSMS are expected to minimize incidents, injuries, illnesses, and even save worker lives (Alsop and LeCouteur, 1999; Arocena and Núñez, 2010). In the United States, both the Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulate and encourage aspects of an HSMS (US Federal Register, 2011, 2010). Many HSMS documents (i.e., Chemical Industries Association, 1995; Health and Safety Executive [HSE], 1995; International Labour Office [ILO], 2001) attribute the source of their basic management system to Deming’s Plan-Do-Check-Act (PDCA) model of continuous quality improvement and organize their practices within this cycle (Johnson, 2002). The PDCA cycle is a well-adopted approach in health and safety management and promotes continuous learning and adaptability (Robson et al., 2007)."

Longwall mining operations continue to increase extraction rates and the potential to generate higher amounts of airborne respirable dust (ARD). The National Institute for Occupational Safety and Health (NIOSH) has gathered data from underground longwall surveys and laboratory crushing tests to identify the important factors influencing the amount of ARD levels generated. Coal-seam characteristics, operational parameters (i.e.,cut sequence, mining height, etc.), extraction rates and dust-control parameters (i.e., airflow, water flow, etc.) were examined to determine their influence on ARD levels measured at longwalls during actual mining operations. ARD generated by a laboratory crusher while crushing bituminous coal samples collected from underground longwalls was also examined to determine if there were cor relations with coal-seam properties. Results from the longwall and laboratory data collected indicated that low-ash, high-volatile coals (low moist fuel ratio or MFR coals) generate higher amounts of ARD. It was found that face ventilation and water application to the coal product are essential elements to controlling longwall ARD levels.

This paper is intended to describe the utilization of Western subbituminous coal as used in a utility-sized steam generator. It compares this coal's characteristics with those of a typical Midwestern and Eastern coal as a base and reviews the various design considerations when blends of these coals are used. The effects of blending various low-sulfur Western coals with Midwestern or Eastern coals to achieve a predetermined sulfur dioxide emission and the resulting alteration in the coal characteristics as they apply to utilization are also reviewed. The blending of coals as one means of complying with sulfur dioxide regulations will take on increasing importance as the various deadlines for compliance with new and existing regulations approach. We must first consider the availability of these low-sulfur coals; and insofar as the Eastern low-sulfur coals have been mined for many years, we have focused our attention on the availability of the coal reserves west of the Mississippi River in the United States, as this is the area to which many people are turning in order to meet this requirement.

The non-isothermal magnetization roasting process and isothermal magnetization roasting process of siderite ore were investigated using thermogravimetric (TG) analysis and a real-time infrared gas analyzer. X-ray diffraction (XRD) and scanning electron microscopy (SEM) with energy dispersive spectroscopy (EDS) were used to analyze the characteristics of samples. The results showed that the decomposition degree and decomposition rate of siderite ore were vitally affected by heating rate and roasting temperature. It was determined that A1 reaction model (f(α) = 1 − α) and A3/2 reaction model (f(α) = (3/2)(1 − α)[−ln(1 − α)]1/2) were the most probable mechanism function of the non-isothermal decomposition process and isothermal decomposition process, respectively. The phase transformation and decomposition mechanism during the roasting process were evaluated. Siderite decomposed in the process of magnetization roasting, released CO and CO2, and transformed into strongly magnetic magnetite. The SEM images highlighted that as the decomposition progressed, the structure of roasted samples was destroyed, and an increasing number of cracks and pores emerged on the surface, which is advantageous to the following grinding process.

"Control of fugitive dust in high latitude open-pit mines is challenging due to unique atmospheric phenomenon resulting in complicated flow regimes, and atmospheric inversion due to lack of adequate solar insolation during prolonged winter seasons. In this study, two idealized (One conical and one trapezoidal) three-dimensional open-pit mine geometries are simulated for differing seasonal conditions using the CRADLE-CFD package. The airflow is modeled using Standard Kappa-Epsilon Turbulence Model solved by RANS equations. The concept of particle tracking is used to predict the flow pattern of dust particles. For various climatic conditions, and two different pit geometries, fugitive dust particles varying in size (PM0.1 to PM10) and concentration are generated at various locations of a mine and dispersed by the airflow pattern inside the open-pit mine. The amount and location of dust particles inside the pit is reported at various time intervals. The development of atmospheric inversion during the winter season significantly affected the amount of dust retention inside the open-pit domain. While during the summer, airborne dust particles were transported outside the open-pit domain in a short time. INTRODUCTIONComputational fluid dynamics (CFD) modeling of open-pit mines is challenging. In a recent paper, Bhowmick et. al. [1] presented different constraints and challenges in developing a 3-Dimensional CFD model. In order to obtain realistic results from a simulation, however, appropriate values of various inputs are required. Simulation results of a 3D non-hydrostatic model by Shi et al. [2] showed that both the mechanical and thermal forcing are important mechanisms, controlling the development of the atmosphere inside an open-pit. Alvarez et al [3] used a CFD model for predicting dust dispersions in a medium sized limestone quarry, and presented several iso-surfaces of varying dust concentrations using ANSYS CFX. A similar study by Torno et al [4] introduced a more sophisticated parameterization of the dust sources. Flores et al. [5] used an OpenFOAM CFD simulation package to simulate and predict pollutant dispersion in an idealized and an actual open-pit mine in Chile with an intense insolation condition. The model was simulated for three different conditions: (i) air advection (10 m/s) driven mechanical turbulence; (ii) surface heat flux (240 W/m2) driven thermal buoyancy; and (iii) both air advection and surface heat flux driven conditions. The results of the simulations showed that the buoyant currents contribute to the removal of a large percentage of the dust particles. The buoyant currents modify the purely mechanical-turbulence induced flow pattern and reduce the particle residence time, commonly observed in a purely mechanical turbulent flow (non-buoyant case)"

The suitability of large-stone materials continues to present occasional problems in US construction. Distinctive modes of rock deterioration cracking, spalling, delaminating. disaggregating, disintegrating, and dissolving help to distinguish causes of deterioration. Design requirements, costs, and environmental factors remain critical to performance. The rating of material quality from superior hypes such as granite to marginal types such as conglomerate is too simplistic but may be useful in a preliminary way. Regardless, the market is dominated by limestone/dolomite material types because of their widespread availability. Certain tests that have been standardized are widely accepted and used for evaluating stone as riprap and armor. These tests are adapted from those used extensively for concrete aggregate; they explore the resistance of the rock to destructive processes such as abrasion, freeze-thaw, and wet-dry environmental attack. The field evaluation of the rock source is often as important as testing. Important limitations imposed by natural jointing and variations of bedding are documented in this manner. The field examination also supports the testing by estimating how much of the quarry is rep¬resented by each of the samples to be tested. Finally, quarrying and processing methods and transportation are carefully considered in regard to stone quality, average size, size gradation, and cost.

Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

This paper analyzes the opinion in Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D. W.Va. 1999), a case which threatens the future of surface mining in West Virginia and which will almost certainly result in new policies or rules that will affect surface mining everywhere. This paper addresses: (1) the jurisdictional bases of the action which relies on the federal surface mining laws to enforce a state mining program; (2) settlement agreements reached in the case that threaten to alter federal policies beyond West Virginia borders; (3) a programmatic environmental impact statement on mountaintop mining being undertaken by the federal government; and (4) an opinion by the Court outlawing excess spoil disposal in intermittent and perennial streams.

From 1993 through 1999, Cyprus Amax Minerals successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized and an environmental issue was appropriately remediated. The projects stretched over three continents: from arctic Russia to the Atacama Desert, from sea level to an elevation of 4,900 m (16,00Oft), from city suburbs to remote wilderness and from a low of US$130 million to more than US$ 1billion. The operations included open-pit and underground mines, mill and leach facilities and involved gold, copper, molybdenum and coal. The diversity of these projects inspired Cyprus Amax to create a "best-practices” project-management protocol to steer corporate expansion in the new millennium. This paper summarizes these best practices, while highlighting the project-management pirfalls to avoid.

Energy consumption and distribution in aluminum production, conservation accomplishments, and future goals are presented. Electrolysis and electrode manufacture show the greatest promise for major improvements. Means are proposed for reducing waste heat generation in smelting and for conserving energy in anode manufacture by furnace design and substitution of other materials for petroleum coke. Hall-Heroult Process modifications, alternative designs, and the Alcoa Smelting Process are discussed as energy savers. Scrap recycling, more use of aluminum in transportation, and the installation of offshore smelters in less developed countries are shown to be additional means of coping with possible energy dislocations.

Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981.
