President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

In two case studies we look at strategies of acceptance that the analyst can employ to gain entrance and to see his problem solution out to use. The first example comes from metal mines. The problem area was excessive usage and cost of wear parts in the concentrator and an atmosphere of crisis over frequent and unexpected breakdowns. The second case pertains to coal exploration. Better methods were being sought for representing coal quality in developing reserve tonnages. The first strategy is - Develop a detailed Human Impact Statement. The second strategy is - Write down in plain language with the keeper of the problem what he will consider as success in dealing with his problem.

Pre-concentration by sorting is as old as the mining industry. Inevitably waste rock is broken with ore. Separation may take place in the stopes by selective mucking and transport, or selective loading and transport of ore and waste by 12-cu, yd. shovels and 100-ton trucks in large open pit operations. Hand sorting of 1" to 16" pieces, formerly widely practiced at underground chutes and prior to or following first stage crushing, has greatly diminished in the United States with its high per hour labor cost, although still widely practiced in other countries and, surprisingly, in some of the most modern mills where inexpensive labor is available. The economics of pre-concentration by sorting is attractive since elimination of waste at any cost less than the total milling cost will show a profit. The size at which sorting should be under- taken is determined by the size at which liberation is secured to yield a product of ore and waste, and greatly influences cost and the point in the flowsheet where sorting can be undertaken. In some instances mining costs can be reduced where an inexpensive sorting system to eliminate waste is combined with a less selective and less costly mining method. This is particularly true in deep mines where hoisting capacity determines the rate of extraction and sorting is performed underground, with waste utilized for fill. Hand sorting, while efficient, is expensive because of low sorting rates. Peale (1) quotes man hour capacity at 1/3 ton per hour on sizes 3/4" to 3" copper ore, and up to 5 tons per hour on rich iron ore sized from 4" to 16".

A review of the published literature on the mechanism of depression of sulfide minerals shows that a unified theory is not yet available. The various mechanisms that have been postulated include competition between depressants and collectors to adsorb at the surface sites, creation of thermodynamic conditions nonconducive for formation of a metal collector salt or formation of a hydrophilic coating on the surface. The hydrophilic coating may or matt not effect the adsorption of collectors. In yet another mechanism, the depressant nay participate directly in oxidation/reduction reactions between collectors and sulfide minerals. Examples from the literature are discussed to highlight oxidation/reduction effects in the depression of sulfide minerals.

Lafarge Corporation's Texas Quarry, in Baltimore MD, achieved a substantial expansion of pit reserves by removing an inactive underground mine. The day lighting program, designed, and completed in 1997, open pit mined more than 400 meters of room and pillar workings which were originally developed to recover high brightness Calcium Carbonate. The project proved to be a challenge throughout its course as the pit plan was modified and successful daylighting techniques were developed to remove the mine without adversely affecting the safety of the operation, quality of the stone recovered, or negatively impacting the surrounding community. The design parameters and techniques developed and implemented at Texas may prove of interest to other operators as they are faced with daylighting opportunities. This article will detail the challenges we faced and the solutions which made the project a success.

Exploration offices are in Colorado, Nevada, Alaska, and Perth, Australia. We currently operate two gold mines in Nevada and a large underground trona mine and soda ash processing plant in Wyoming. The latter has a capacity of 907 000 tonnes per year of soda ash and is the subject of my presentation today.

Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

Heavy media separation (HMS) is one of the most widely used gravity methods in the mineral industry. The feed is separated, according to the specific gravities, into two products; float (light) and sink (heavy) particles. The universal acceptance of the process is due to simplicity, efficiency and robustness for ease of control. However, if optimum separation is desired during the operation of heavy media plants, a delicate balance of a number of variables is essential. Among the variables, the two which are generally the most frequently checked and controlled are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media. The medium is generally made up of finely ground ferrosilicon, magnetite, galena, shale, quartz sand, clay contaminants and water. The frequently present clay in the medium acts as a stabilizing agent, since the coarse heavy medium solids (called media) would quickly settle if they were mixed only in water. Clay concentration of the medium varies between 3-7% by height (1,2). Although clay is essential for reasonable media stability, clay concentration greater than 7-8% imparts too high a viscosity to the medium, and the feed cannot accurately stratify and therefore separate into the required products. To be on the safe side, plant operators clean the medium from most of the clays, and would rather work at a lower stability than have a very viscous medium on their hands. The most recent advance in the area of consistency control rlas made by the introduction of atomized (spherical) ferrosilicon (3). This extended the upper limit of the use of ground ferrosilicon from 3.3 to approximately 3.6, broadening the range of the optimum operating conditions. A viscosity control method was also worked out by the use of low cost additives which lower viscosity while retaining a favorable low setting rate (4). Recently (5) polymers have been successfully used in oil well drilling muds then the requirements were mainly to suspend and transport cuttings during the periodic shutdowns and dril1ings respectively. Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. The contribution of the mining industry to the global economy has reached (and gone beyond) $1,800 billion in recent years that necessitates (more than before) the need to ensure workability, viability, health, and safety of mine sites and workers to meet the ever-increasing global demand for mineral resources. Amongst the many challenges facing the excavation industries, rockburst and spalling failures in deep mines in hard and brittle rock formations are yet happening that are still deemed as unsolved problems. During unconfined compressive testing of brittle rocks, microcracks initiate at approximately 0.3–0.5 of the peak strength (which is commonly known as the Crack Initiation stress level) mainly in the direction of the major principal stress, then grow unstably and coalesce to form macro fractures at approximately 0.7–0.8 of the peak load at a so-called Crack Damage stress threshold. From a stress-strain perspective, the crack damage stress threshold () is associated with the reversal point of the volumetric strain, which is also proved to be strongly affected by the intermediate principal stress. This paper extends the previous studies on the impact of true triaxial loading conditions on the CD stress level in high porosity rocks, and introduce a new Crack Mode-Changing Stress (CMCS) defined as the minimum principal stress required to change rock fracturing from splitting to a sliding failure mode. A large number of experiments on sandstone specimens were carried out at different true triaxial loading conditions and the effect of principal stresses on the CI and CD as well as CMCS were studied. The results show that not only the intermediate principal stress, but also the minor principal stress can significantly affect the CD and CMCS thresholds.

Highly stressed excavations in hard brittle rock may fail by self-initiated, triggered or dynamically loaded strainbursts (Moss and Kaiser 2021). The low-frequency part of seismic radiation associated with strainbursts is described by a crush-type seismic source mechanism with a significant negative (implosive) isotropic component and a ‘pancake-shape’ CLVD deviatoric component. The seismic source is co-located with the excavation damage site. For such strainbursts, the ejection velocity is primarily related to the depth of strainbursting, the rock mass bulking characteristics, the duration of the bulking process, and the effectiveness of the support system. For dynamically loaded strainbursts, the displacement and energy demand may be augmented by the impact of the stress wave from a distant seismic event. This article describes the failure process and factors contributing to rock deformation and energy demands for support design. Case examples are used to demonstrate the dependence of rock displacements, rock ejection and energy demand on the factors described above. A seismic source model is proposed to assess the depth of strainbursting and the duration of the related bulking process by using seismic monitoring data. The implications for support design are briefly discussed.

"In today’s challenging mining environment the “Big Picture” (Caterpillar, 2013) approach to mining is often neglected. With haulage costs approaching up to 45 % of the overall mining costs, all too often the load-haul-dump- return cycle is not investigated in its completeness. This paper will discuss the aspects of taking the time to observe an operation from the “Big Picture” approach. In today’s mining business miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in the past decade. The endless human resource, safety, environmental, cost control issues and performance initiatives, detracts from precious time that may have been dedicated to examining the day to day operation. Having examined numerous mining operations over the past several years, one common denominator is lack of time to properly observe operating practices in the field and recognize both positive and negative observations. The old fashioned vocation of observing the operation to assess the haulage, loading and maintenance processes to adjust, maximize or enhance operations have sometimes vanished. Four areas to be discussed in this paper: (1) Look at the “Big Picture”(Caterpillar, 2013), (2) Use common sense, (3) Areas identified for biggest improvements in the operations, (4) Observation of small details for big impacts to lower cost per ton and increased production. The objective of this paper is to provide low cost recommendations to lower cost per ton and increase production. INTRODUCTION Whether miners claim to have been around and experienced it all or the “rookie” on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to man the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? And let the technology system do the rest? So what could go wrong? Lots. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, the supervisors just hop in the pick-up and tell the shovel operator to speed up. Sounds simple enough. When the improvements don’t happen, what could have gone wrong? It comes down to people, the simple things that were not executed over the months previously and as a result today the mines performance is not where it should be. A mine is built by people. Managers who have the vision to develop the ore body in a manner that follows sound engineering practices. The infrastructure to mill the ore and support the equipment needed to move the material. Along the way equipment is procured and operators trained to run the gear. Engineers and geologists set up the design, the material movement, and haulage routes. Sounds easy to this point. So, why mine after mine is there this constant struggle to move more with less and get the costs down? Understanding how to make “Great Miners” out of these people is critical to lowering your cost per ton."

R. Michael Craig Mr. Juvkam-Wold's article is a timely and much needed presentation of the method of depressurization to reduce ground-water inflow into mine shafts. The article is very informative and discusses the effects of depressurization upon shaft inflows adequately. However, the article omits a discussion of another important benefit of depressurization: the reduction of potential for artesian burst or, as it is also called, floor heave. Confined aquifer systems (artesian aquifers) can contain water under several hunder pounds per square inch (psi) of pressure. For example, water levels at elevations of 455 m (1500 ft) or more above the top of the Westwater Canyon member of Reply by H.C. Juvkam-Wold In general, Mr. Craig's comments are useful and accurate regarding the potential benefits of aquifer depressurization. However, two of his points require further explanation since they may lead to a misunderstanding of my paper and its predictions. These refer to his comments regarding failure to account for storativity and to non-artesian conditions. Equation 5 is indeed Darcy's steady state equation. However, as a careful review of the appendix in this paper will reveal, I have used this equation to represent semi-steady state conditions. As the gold mining industry matured through the 1980' s, and into the 1990's, the development of refractory gold orebodies has become more prevalent. Newmont Mining Corporation developed and commercialized flash chlorination for the treatment of carbonaceous preg robbing ores; Homestake Mining Company developed and commercialized the industry's first application of autoclaves. Barrick installed the world's largest autoclaves on whole ore treatment a few years later. Dry grinding and roasting followed at Placer Dome's Cortez, Freeport -Independence and Newmont's Carlin operations. Today, numerous papers are presented on research efforts worldwide which address treatment of refractory gold ores by bioxidation, roasting, autoclaving, alternative lixiviant treat­ment and other novel process ideas. The overall objectives are to develop economic processes for difficult refractory ores where no process exists or conventional practice is cost prohibitive. Successful research can lead to lower operating costs, increased profits, and increased ore reserves. One such research effort directed by E I DuPont de Nemours and Company, Advanced Mining Technologies, was focused on gold ores which were refractory in nature due to the cyanide soluble copper content. Approximately five years of research effort culminated in a patented process (U.S. Patent 5,411,575)1 and the formation of a new joint venture company, AuGMENT Technologies, in 1995 with Newmont Mining Corporation. Today significant progress has been made in moving the laboratory scale tests to commercialization.

The concept of disposing of liquid industrial wastes by deep-well injection is not a new one. Brines associated with crude oil long have been disposed of in this manner, with the additional benefit of aiding secondary oil recovery. More recently, with the expansion of nuclear energy, the lethal, highly radioactive wastes which are by-products of the fission process have created severe disposal problems. During the past ten years, a variety of industries have resorted to subsurface disposal, some of the details of which are given elsewhere (1,2). The list reveals wide variations in injection rate, pumping pressure, cost, and waste disposition. Included are successful installations in Western Pennsylvania.

The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

This paper presents the findings of a study on roof bolters' hazard exposure. A "micro-analysis" of accident data was combined with ergonomic observations of roof bolter operators to categorize bolting-related injuries and a checklist was constructed. Bolting-related problems were identified as situations that could expose bolter operators to hazards. Approaches to avoid these situations were applied at six mining operations to evaluate specific problems in roof bolting operations. The re-search emphasized the importance of analyzing worker behaviors in the context of mining situations and equipment design problems that lead to human error accidents.

The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.
