INTRODUCTION The Idarado mine lies high in the San Juan Moun¬tains on the divide between the Uncompahgre and San Miguel Rivers and consists of a consolidation of a number of old and prominent mining properties through which course some famous and very produc¬tive veins. Among the better known are the Smuggler, Tomboy, Montana-Argentine, Black Bear, Liberty Bell, Virginius, Flat, Barstow, and Japan, as well as many others. Most of these veins have been extensively mined over the past century and in the last three decades the Montana-Argentine and Black Bear veins have been the backbone of the Idarado mine; therefore, the descrip¬tion of the veins is limited to them. Access to the mine is through either the Treasury tunnel, whose portal is below Red Mountain Pass on US Highway 550 at an elevation of 3244 m (10,643 ft), or the Mill Level tunnel entrance 3.2 km (2 miles) east of Telluride, CO, at an elevation of 2761 m (9060 ft). The Treasury tunnel intersects the Black Bear vein 2643 m (8670 ft) from the portal and the Mill Level tunnel intersects the Argentine vein 2179 m (7150 ft) from the portal. Mining is by shrinkage stoping from slusher sublevels. The size of the scope blocks varies somewhat, but the standard size is 67 to 76 m (220 to 250 ft) long and 61 to 76 m (200 to 250 ft) high. The mine ranks either first or second in Colorado in yearly production of gold, silver, copper, lead, and zinc. It is 9.6 km (6 miles) from the Red Mountain plant to the Pandora plant, via interconnecting drifts and raises. There are engineering offices at both plants as a matter of convenience. The Red Mountain plant in¬cludes the company general offices, warehouse, carpen¬ter and machine shops, and mine change room. The Pandora plant consists of the mill and assay office, ma¬chine shops, and mine change room. The flotation mill has a capacity of 1632 t/d (1800 stpd), making a bul¬lion product and separate concentrates of lead, copper, and zinc. HISTORY OF THE MINE The Montana-Argentine vein was first extensively worked by the Tomboy Gold Mines Co., Ltd., a British concern. This company mined the stoped areas above the Ophir level between 1910 and the late 1920s and most of the stoped areas above the 2100 level between 1900 and the late 1920s. Gold was the principal ore metal mined. The area between the Revenue and Ophir levels was mined chiefly by the Revenue Mines Co. between 1900 and 1910. The ore was worked from the Revenue tun¬nel, which portals in Canyon Creek. Gold and silver were the chief metals recovered. The stopes between the 1700 and Revenue levels, as well as some higher stopes, were mined by Telluride Mines Inc. during the 1940s. The Mill Level tunnel was driven by that company from 1945 to 1948. Lead and zinc then became economically more important than the precious metals. In 1953, Idarado purchased Telluride Mines, which merged with the parent company in 1956. The Black Bear vein was first extensively worked by the Black Bear Mining Co. in the 1900s and by the Colorado Superior Mining Co. from about 1914 until snowslides at the mine camp [altitude 3750 m (12,300 ft)] terminated the company's operations in 1924. Leasers operated at intervals until 1934. The Treasury tunnel, formerly the Hammond tunnel, had been started before 1900 and reached the 1646-m (5400-ft) mark early in the 1900s, at which time activity lagged until the late 1930s. In the early 1940s, Idarado extended the Treasury tunnel from its heading at 1646 m (5400 ft) to the Black Bear vein and established a raise connec¬tion with the 600 level, the lowest level in the old mine. Since completion of initial work in the mid-1940s, systematic development of the mine, both in the driv¬ing of new headings and the utilization of older open¬ings, has resulted in the present extensive network of workings. GEOLOGY Introduction The oldest rocks of the area are the Precambrian metamorphic rocks, the Uncompahgre formation which are massive quartzites, some phyllites and slates, and dolomitic or limestone beds. West-dipping Paleozoic and Mesozoic strata lie on the Uncompahgre formation. These units are separated by a major angular uncomformity from overlying, essentially horizontal, Tertiary formations that include the basal Telluride conglomerate and several thousand feet of overlying volcanic rock. Intrusive rocks, mostly Tertiary in age, are common in the area, and are in the form of dikes, stocks, and sills. Dikes are very closely associated with some of the ore veins (Mayer). Description of Veins The Black Bear and Argentine veins range from 0.6 to 7.6 m (2 to 25 ft) in width, but in most places are 1.5 to 2 m (5 to 7 ft) wide. They vary in character from a well-defined tabular structure between sharp "frozen" walls, or gouge seams, to an irregular zone of quartz and quartz-sulfide stringers. Many gouge seams within the veins make the veins blocky and loose. Common gangue minerals in the veins include quartz, pyrite, rhodonite, chlorite, sericite, clay minerals, epidote, calcite, adularia, rhodocrosite, fluorite, and specularite. Quartz constitutes 60 to 70% of the veins and varies widely in character, ranging in color from clear through white, gray, and green, to amethyst. Chlorite, sericite, the clay minerals, and fine-grained quartz are common alteration products of the vein walls and of wall rock fragments in the veins. After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

INTRODUCTION The topic of the paper is to discuss the use of micro computers in the construction industry. I will first discuss the present situation of the PCs in our industry followed by a discussion how Guy. F. Atkinson has integrated the PCs into it's organization. I will close with some general comments that any organization should review in order to enhance the use of their PCs both at the job sites and home office locations. PRESENT SITUATION OF THE PCs IN OUR INDUSTRY Today, the possible number of combinations that can be obtained when bringing together the available models of PCs, with their peripherals and software, is astronomical. With this array of equipment that can be bought, plus the new and possibly better equipment that is being put on the market almost daily, it is indeed a very difficult task for an organization to know how to invest its money in computer equipment. At the job sites, the work is fast paced with little time available to fully learn what the PCs can do to help with the required paperwork. I am still waiting for the day when someone has to tell the superintendent at the job site that he cannot start pouring concrete or shoot the next round because no one can get the computer to work.

Geometallurgical characterization is increasingly used in the mining industry to model ore types, predict process performance and identify potential recovery issues ahead of time. However, most geometallurgical assessments are based on bench- or laboratory-scale analyses of relatively sparse samples, leaving most of the orebody characteristics known only by inference until the rocks are actually mined. In this pilot study, we test drone- and tripod-based hyperspectral imaging for mapping mineralogy across mine highwalls, dumps and leach pads. The results show that hyperspectral imaging can successfully map the types and distribution patterns of key minerals (especially carbonates, sulfates, clays, other phyllosilicates) and other important features (such as lixiviant ponding on leach pads), bringing geometallurgy into the field to provide crucial inputs to process decisions.

Laboratory- and pilot-scale tests were carried out to study the effects of a magnetically enhanced hydroseparator on a magnetic taconite sample. The test parameters included feed flow rate, percent solids and magnetic field strength. Laboratory tests showed that magnetic iron losses could be effectively prevented by applying a magnetic field strength of 0.003 T (30 gauss) to a hydroseparator. A relatively uniform magnetic field within a pilot-scale hydroseparator was obtained by installing a magnetic grid within the device. The test parameters for the pilot-scale study also included the effects of magnetizing/demagnetizing the feed and magnetizing current. Magnetic iron losses were substantially reduced, even when the hydroseparator was operated at very high upward velocities. Results also show that increasing the field strength decreased the losses, but magnetic enhancement was successful even at the lowest field strengths, and the results show that magnetic iron losses were lower when the feed was magnetized. Most phosphate ores in China are characterized by fine dissemination of the intergrown minerals and high content of carbonates. Therefore, in order to recover phosphorus minerals by flotation, some technological problems must be solved, such as fine particle flotation and separation of phosphate from carbonates. For effective flotation of finely ground phosphate ores and selective separation of phosphorus minerals from carbonates, S-series and L339 modifiers have been developed. A series of combined collectors with improved collector ability and selectivity have been developed and applied in several flotation plants in China. In this paper, CCLS, a combined collector for phosphates and PA-31 and a collector for reverse flotation of carbonates, are described. It has been found that some surfactants added with fatty acids function well in flotation at lower temperature, hence heating pulp in winter may be excluded. It is important for energy savings. The synergy mechanism of these additives in fatty acid flotation is discussed in this paper.

The adsorption behavior of gold in ammoniacal solutions on activated carbon was studied. The gold adsorption capacity of the activated carbon and the recovery efficiency were examined. The parameters affecting the adsorption of gold on the activated carbon included temperature, agitation speed, the concentration of cation and anion and the concentration of ammonia. It was found that the maximum gold adsorption was about 10 kg/t of carbon. The recovery of gold by the adsorption, from ammoniacal solutions was found to be dependent upon the initial gold concentration. Under experimental conditions, a gold recovery of 98% was obtained after 120 hrs of adsorption. It was also found that the initial adsorption rate was relatively fast, when compared to the entire adsorption period. The apparent activation energy for the adsorption was determined to be 15.8 kJ/mol. It was believed that the kinetics of gold adsorption on the activated carbon was controlled by pore diffusion.

The Ivanhoe district, Elko Co., Nevada, is located in the northern part of the Carlin trend of epithermal gold-deposits, but it differs from most mines in the belt in that Ivanhoe epithermal gold ores are found in 14 m.y. old Tertiary volcanic rocks as well as in the better known Paleozoic sediments. Within the Ivanhoe district U.S. Steel (USX Corp.) discovered and partly developed an epithermal gold deposit largely hosted by Tertiary rocks that, with a 167-hole program, was found to contain an open ended probable reserve of 4.0 million tons of heap leachable open pit oxide ore averaging .042 opt Au. An additional 4.0 m.t. of open pit sulfide ore averaging .048 opt Au were also developed. The U.S. Steel orebody was a blind discovery in that it just barely outcropped, and it was found by drilling through a premineral but barren cover of altered Tertiary volcanic rocks.

Titan Group’s environmental policy and Sharrcem’s Corporate Social Responsibility (CSR) are the driving forces behind the development and implementation of a comprehensive Rehabilitation Plan at Dimce Quarry, which is the main raw material source for Sharrcem Cement Plant since the 1970’s, located in the municipality of Hani i Elezit in Kosovo. Based on an Environmental Impact Assessment Study and the approved Mining Plan and also on the principles prescribed in the Guidelines on Quarry Rehabilitation, released by the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD-CSI), Sharrcem has adopted a quarry operation and rehabilitation process in line with the best practices in the mining and cement sector. This paper discusses the background for the development of the rehabilitation plan and the results of rehabilitation activities, as have been implemented over the last few years. The main objective of the progressive rehabilitation plan at Dimce Quarry is to restore the depleted pit and return it back to the original land owners for resettlement. To date approx. 3,4Ha of former mining area has been restored by backfilling and levelling of the depleted closed pit and returned back to owners, who have built their houses and turned it into a living area again. This Quarry has turned out to be a real composition and practical example of preserving and returning back the natural resources in a state compatible with the surrounding environment and with respect to the needs of the local stakeholders. The motivation for business to engage in rehabilitation activities in the first place lies in the belief that the development and implementation of a progressive and practical Quarry rehabilitation plan and restitution of the land will deliver significant environmental and social benefits that outweigh the long-term rehabilitation costs, while maintaining the company’s reputation.

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

The major cost in comminution is energy consumption, which can be as high as 50% of the operating cost. Improvements in plant operations have resulted in up to a 15% reduction in energy usage (kw-hr/t). These improvements have been made through the optimization of grinding efficiency and the use of expert model-based control systems. Optimization involves the determination of the levels of the critical-operating conditions that result in the most efficient breakage of ore in the mill. These optimal levels are identified through plant/laboratory test work and through computer simulation using advanced process models. Model-based expert control achieves the maximum performance from the grinding circuit by identifying the characteristics of the ore in the mill with an optimal on-line estimator. Using this information, the control system dynamically determines the operating point that will yield the optimal performance. Two industrial applications of grinding-circuit optimization and model-based control are presented to demonstrate the power of this new technology.

During 1996, US mines produced 319 t (10.26 million or) of gold metal valued at $4 billion. At yearend, mine reserves were estimated to be 4.7 kt (151 million oz) of gold metal. Almost all of the production was from western states. Nevada accounted for about 68% of national production. Information for this article was obtained through annual reports of mining companies, US Geological Survey (USGS) databases and other public sources. Table 1 shows production and reserves by mine. It divides the mines into two categories. These are producing mines whose primary product is gold, and producing mines for which gold is a byproduct or coproduct. The mines listed in Table 1 accounted for more than 98% of US gold production during 1996. Except the Daisy Mine, the table does not include mines that produced less than 31 kg/a (1,000 oz/year). INTRODUCTION Early rock-bolting practice usually consisted of ran¬domly installing bolts, using hand-held drilling equip¬ment such as air-leg mounted sinkers or stopers. As bolting technology evolved, the practice of installing uniform bolt patterns was developed, utilizing random bolt installation as required within the uniform pattern. The uniform rock-bolting technique, when used as the principal method of rock support, requires drills and jumbos designed specifically for rock bolting. This equipment is similar to conventional face drilling machines, except that the jumbos can orient the drills to obtain any necessary bolting angle; often, this means bolts may be installed at or near perpendicular to the centerline of the drift or stope opening. Fig. I shows a typical rubber-tired rock-bolting jumbo of the type commonly used in drifts and room-and-pillar mining. Modern rock-bolting jumbos are capable of drilling the required holes, inserting rockbolts, and torquing them to proper levels. Jumbos also are available for use with resin-anchored bolts. Probably the most unusual of this type utilizes a rotating bolt turret that carries the rock drill, resin charging unit, and the bolt in a single mechanism. Once the turret is loaded with the resin and bolt, further manual effort is not re¬quired. Drilling and bolt placement are accomplished by the operator from a station remote from the bolt site. Fig. 2 shows this turret device. Roof-bolting jumbos are available mounted on rail, crawler, or rubber-tired chassis. Various types of rock drills are used. Depending upon the type of rock, these may include rotary, percussion, or rotary-percussion drills. Fig. 3 shows a typical rail-mounted jumbo. Mining steeply dipping coal seams is a difficult task. Prior to 1996, fully mechanized longwall mining methods along the seam strike direction were tried in China and other countries. Due to its larger coal reserve in steep seams, China made more, but still limited, progress on mining such seams than other major coal-mining countries. In the last two decades, accelerated research efforts have tried to improve the mining technology in steeply dipping coal seams. Based on this work, a dynamic model of a roof-support-floor (R-S-F) system under asymmetrical constraints in mining steep seams is established here, and a theory of strata control and hazard prevention is formed. The key technologies for mining steep coal seams include global and regional strata control methods in the longwall face; methods for the longwall face machines to sustain static and dynamic loads; and flexible protection technology. These theories and technologies have been successfully applied in China to the mining of steep coal seams of varying thickness and hardness, with hard and soft roof and floor, and with a high potential for spontaneous combustion. In recent years, the technology has been introduced to Russia, India, Uzbekistan and other countries where steep coal seams are mined.

The evolution of technology has made the world a more connected place. It continues to change the way we power our homes and vehicles and is leading to a future that seems to be limitless. Limitless as long as we can continue to supply the minerals necessary for technology to produce better iPhones, more efficient electric cars, better wind turbines and sophisticated national defense systems. These minerals, dubbed critical minerals, have surged in importance in every corner of the world and, on Aug. 3-4, they were topic of conversation at the Critical Minerals 2014 conference in Denver, CO. The conference, hosted by SME and the Australasian Institute of Mining and Metallurgy (AusIMM), looked at critical minerals from every angle, from where they are found to what the future might be. Among the minerals that have been called critical are rare earths, a collection of 17 minerals that have become increasingly important as technology continues to advance in everything from communications to energy to national defense. Leading off the conference, David Abraham, senior fellow at the Institute for Analysis of Global Security, explained that, like many people, he is relatively new to rare earths. Unlike most people, though, Abraham developed more than a passing interest in the minerals and has since travelled the world to understand the role of rare earths ? where they are found, how they are mined, how they get to market and, eventually, what applications they are used in. Following his travels, he said he returned concerned about the sector and how the industry will keep up with the demand that only seems to be growing in the modern world. And, Abraham noted, that it is not just the developed world that is driving demand. It stretches even to places like Indonesia, where the average annual income is about $3,000/year. Yet, the nation is one of the most active places in the world for social media with a population that is wired in with all kinds of electronics. The problem facing the sector is, and has been for a long time, and especially since 2010, supply of the minerals. At one time, China produced about 98 percent of the world?s supply and controlled the sector completely. In 2010, as the world began to demand more rare earths and develop other sources, China announced an export ban on rare earths. This changed the game completely, from the production lines all the way to the floor of the U.S. Congress.

It is a great honor and pleasure for me as President of the Japanese Tunnel Association to send greetings to the 1974 Rapid Excavation and Tunneling Conference. Recently in Japan, the Japanese Tunnel Association was established as recommended by the OECD Advisory Conference on Tunneling. This is a central organization concerned with tunnel construction consisting of government authorities, universities' research institutes and construction firms as well as manufacturers of relevant materials and equipment. As I was chosen the first president of the newly-established Japanese Tunnel Association, I would like to avail myself of this opportunity to announce to you its establishment and its earnest wish to contribute to the development of tunneling technique not only in our country but also all over the world. At the same time, I cordially request your friendship and cooperation for the benefit of further development of tunneling techniques on both sides of the Pacific. At present, many tunnels are under construction in Japan. The total length of tunnels under construction for railways and highways is about 600km including the 54km Seikan Undersea Tunnel which connects the Main Island and Hokkaido. Naturally, for construction of such tunnels in Japan, we have introduced much equipment and technique from the United States and other foreign countries. Now with accumulated experience, we are confident to be able to furnish various useful information concerning tunnel construction.

2013 has seen metals, industrial minerals, and coal all reduce in price due to market and geo-political factors. Many companies are taking write-downs to recalibrate their reserves and have enacted focused cost reduction programs. The public domain includes statements where companies have operating cost reduction goals in the $500 million range. Zero-base staffing & budget analysis is a means to achieve optimal employment and cost levels for a given level of production. The method involves measuring the work to be done similar to Lean. Lean is a method to review each step of production and remove anything that doesn?t add value or is necessary to complete finished goods. Zero-base methodology has been applied to mines worldwide producing realistic and sustainable levels of staffing and costs based on the quantity of work. The objective of this paper is to provide the framework of zero-basing with examples of application.
