Labrador City is located in the southwestern portion of Newfoundland-Labrador, approximately 965 kilometers north-east of Montreal. The mine and beneficiation complex of the Iron Ore Company of Canada, known as the Carol Project, is situated 535 metres above sea level in a climatic region characterized by cold winters and short, cool summers. History The iron Ore Company of Canada commenced work in the area in 1949, however, it was not until 1958 that the decision was made to proceed with mining operations. The ore body consists of Specular Hematite (Fe203) and Magnetite (Fe304) with small quantities of Limonite and Geothite. The average grade of the ore bodies is 39% iron.

15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

Rare earth element (REE)-and gold-bearing breccia pipes are a potentially significant economic target in the Pea Ridge iron ore mine, Washington County, Missouri. The Pea Ridge deposit is one of eight known volcanic-hosted iron ore deposits in the Middle Proterozoic St. Francois terrane, which are similar to the Olympic Dam-type deposits of Australia. The iron orebody is steeply dipping, tabular-shaped, and cuts across the host rhyolite. The footwall of the deposit is zoned from the massive apatite-bearing magnetite core outward to heterolithic breccia, pseudobreccia, specular hematite zone, to an extensive silicified zone. The hanging wall is zoned from the massive magnetite core outward to a heterolithic breccia, pseudobreccia, and an amphibole skarn zone. The REE-rich breccia pipes cut through the various lithologies along the footwall at or near contacts. They are typically 60 m long, 15 m wide, and extend at least 120 m vertically. The pipes are comprised of fragments of rhyolite host rock, massive magnetite zone, specular hematite zone, and silicified zone rocks supported in a matrix of rock flour, barite, feldspar, monazite, apatite, chlorite, xenotime, and, locally, gold. Total REE oxide content of samples of the ground mass material, which are not diluted with lithic fragments, average about 20 weight percent. Grades from working faces in the mine are lower and average about 12 weight percent. Gold distribution is erratic, but concentrations are as high as 371 parts per million.

Bauxite is derived by surficial weathering of aluminosilicate rock forming minerals under warm and humid climatic conditions. Variations in climate combined with base level changes promote cyclical, evolutionary weathering/concentration patterns, the residual products of which are closely controlled by biological activity. Rock decomposition results mainly from hydrolysis, chelation and solution, the effects being (a) removal of bases and silica in dilute solution, (b) depletion of iron in areas where low pH-Eh prevail and, (c) concentration through direct precipitation, or more generally via intermediate amorphous phases, of aluminium hydrates in variable associations with iron hydrates and clay minerals. Bauxites can be regarded as aluminous soils, and as such they result from cyclic or polygenetic pedogenesis. The ferralitic pedological evolution is essential for bauxite formation. Under some specific conditions, related to local climate and parent rock composition, the podsolic- or andosolic-type of pedogenesis is an effective precursor to bauxitization.

Potash is a generic term that includes potassium chloride, potassium magnesium sulfate, potassium sulfate, potassium nitrate, and sodium-potassium nitrate mixtures. In the ceramics industry, potash is also used to refer to potassium oxide. Potash, primarily in the form of potassium carbonate, was the first industrial mineral produced in the United States, and the first US patent issued was for an apparatus and process developed in 1790 for its production (Paynter, 1990). Prior to the 1860s, potash was primarily sold as an impure form of potassium carbonate produced by burning hard- wood trees and leaching the potassium salts from the ashes. The major early uses of potash include soap and glass making, dyeing fabrics, baking, and saltpeter for gunpowder. In 1859, the development of a purification process to remove the sodium and magnesium chlorides was developed for the carnallite found at Stassfurt, Germany, and mined potash became available. With the appearance of mined potash and the earlier (1840) discovery in Germany by Justus von Liebig that potash was a nutrient for crops, potash started to be used for high valued crops such as cotton and vegetables. The German potash companies quickly developed a manufacturing process for producing potassium sulfate for tobacco fertilization. German potash supplied nearly all American needs until the embargo of the First World War when imports from Germany were interrupted (Bateman, 1918). With the discovery of potash deposits in New Mexico in 1931, the United States became self-sufficient in potash. In 1962, the United States began importing potash from Canada, and two years later domestic apparent consumption began to exceed domestic production. Along with nitrogen and phosphorus, potassium is one of the three essential plant nutrients, the "K" of NPK terminology. As a result, 95% of potash production is used as plant fertilizer. In all plants, inadequate potassium diminishes growth, causes increased disease, stalk and stem breakage, and susceptibility to other stress conditions. Plants take up large quantities of potassium from the soil, and potash fertilization replaces this loss so that each new crop can be grown with the same vigor and productivity as the previous year's crop. The potassium depletion of the soil from growing repeated cotton and tobacco crops is well known in the history of southern agriculture in America. George Washington was known to have studied alternative crops that could be grown on soil that had been depleted by repeated tobacco crops. Most of the remaining 5% of potash consumption is by the chemical industry, as potassium hydroxide to produce soaps and detergents, glass and ceramic products, dyes, explosives, alkaline batteries, and medicines. Potash as chemical is used in oil field drilling mud, the aluminum recycling industry, and the electroplating industry. Additional minor uses for potassium chloride include water softener regeneration, sidewalk deicing, and salt substitution for human consumption. Potash is used in the food industry as potassium phosphate, and in production of glass products as potassium carbonate or nitrate. GEOLOGY Potassium is the seventh most abundant element in the earth's crust and the sixth most abundant element in seawater. It is found in silicate minerals of igneous, metamorphic, and sedimentary rocks and is also a major constituent of many surface and subsurface brines. The majority of world potash resources are found in subsurface bedded salt deposits which yield high grade, large tonnage ore bodies and are amenable to low cost mining and beneficiation. Because of the relatively high solubility of potassium minerals, potash from salt deposits is ideal for use as fertilizers. Some potash production is from evaporation of naturally occurring brines, but the vast majority of current domestic and international production is from bedded salt deposits. Sylvite, carnallite, kainite, and langbeinite are some of the more important potassium minerals (Table 1). Sylvinite, a mixture of KC1 and NaCl is the highest grade potash ore. Carnallite can be considered a potash ore when removal of magnesium chloride is included in the beneficiation, but it can also be considered a contaminant when mining for sylvite. Potassium sulfate and potassium nitrate are typically manufactured products. Potassium sulfate is produced from mined minerals through conversion processes in Italy, Germany, and Carlsbad, NM, and from brines in southern California and at the Great Salt Lake in Utah. Natural deposits of potassium nitrate occur only in small amounts in Chile. The majority of potash-bearing bedded salt deposits are believed to have originated from the evaporation of seawater or mixtures of seawater and other brines in restricted marine basins (Schmalz, 1969). The reflux depositional model for evaporite deposition was first described in the literature in 1888 by Ochsenius. A shallow bar, or sill, across the mouth of a basin lets in a restricted flow of seawater which evaporates into a salt-precipitating brine (Fig. 1). The density of the brine at the distal end increases with increased salinity, sinks to the bottom, and sets up a reflux current of higher density brine back toward the ocean. The sill, which restricts the inflow of seawater, allows inhibited flow of evaporation-concentrated brines back to the ocean. The least soluble salts are precipitated nearer the sill, and the most soluble components come out of solution in the deeper parts of the basin. The result is a lateral facies change in a tabular-shaped deposit that is due to the salinity gradients in the brine (Fig. 2A). The asymmetrical facies distribution of the Paradox Formation (Middle Pennsylvanian) Utah (Hite, 1970), the Prairie Formation (Middle Devonian) in Saskatchewan (Holter, 1972), and the Salado Formation (Upper Permian) in New Mexico (Lowenstein, 1988), might prompt explanation by such a model. Other deposits, such as the Salina Formation (Upper Silurian) in Michigan (Matthews and Egleson, 1974), show a facies distribution that could be described as a bull's eye pattern. Although some small subbasins of high grade sylvite are found near the margins, the potash is generally located in a central part of the basin surrounded by successively less soluble facies (Fig. 2B). Since its inception, the Institute of Phosphate Research has examined every promising proposal in order to find an economical, practical and environmentally sound method of dewatering phosphatic clays. The in-house development of the FIPR/DIPR process (DIPR = Dewatering Instantaneously with Pulp Recycle) would appear to answer that quest. When small amounts of fibrous materials are mixed with clay slurries and flocculent, rapid dewatering occurs. Clay solids contents of 20 to 25% can be attained by simply rolling the clay mass down an inclined screen. Higher solids (>40%) are reached by physically pressing the cake; e.g., with a belt press. Because mechanical pressing devices are too expensive for phosphatic clay treatment, FIPR has developed the "sandwich" method of simultaneously dewatering the phosphatic clays and reclaiming the mine cut, as well as a second alternate, the "median strip" proposal. Economic projections of these bench-scale alternates suggest that the FIPR/DIPR process should be no more costly than present practice, when credit is given for the simultaneous reclamation accomplished.

A generalized mathematical structure is proposed whereby internal species mass flows within a flotation network are defined uniquely by a matrix of enhancement factors. An element of the enhancement factor matrix is defined as the ratio of the mass flow of that species leaving a given cell in the concentrate to the species mass flow leaving the same cell in the tailings. To predict the enhancement factors, knowledge of flotation kinetics effects is required. Recently experimental data has become available relating to the performance of industrial flotation circuits which indicate that the discrete or discrete-distributed kinetic schemes are capable of reasonably effective simulations. These simulations show the importance of including froth effects. The prediction of performance of networks from small-scale batch tests on flotation streams shows that the model for the froth phase used in the simulations does not scale-up well and that aeration effects are also difficult to predict. The network analysis should be useful in differential flotation of complex ores and it is disappointing in this context that little information on the kinetics of activation and depression is available.

The practice of impounding mine water and liquid fine waste in underground mines is increasing. Often these underground impoundments are created by constructing seals or bulkheads designed to withstand the expected hydraulic pressures. Occasionally seals are built for another purpose, usually to act as explosion-resistant ventilation barriers. Due to factors such as clogged drain pipes or unexpectedly high inflow rates, these explosion-resistant seals sometimes become subjected to hydraulic pressures. The incidence of seal failures due to inadequate design and/or construction is also on the increase. Fortunately, to date, no lives have been lost by water seal failures, but a clearer understanding of the design and construction considerations specific to water seals is vital to keep this from occurring in the future. This paper presents technical considerations for the design and construction of seals which will specifically be required to withstand hydraulic pressures in underground mines.

A froth flotation plant to recover by-product molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning by-product molybdenite plant design can be suggested that would be valid for most processes. The term by-product molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals.

The historic Getchell property is currently being mined from the Getchell Main Underground workings, a foot wall extension of the Getchell open pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is currently under development via two vertical shafts. Together, the two mines will continue to provide feed to the Getchell's 3,200 tpd mill/autoclave circuit, taking Getchell Gold from its current production rate of 200,000 ounces (Au) per annum, to over 400,000 ounces (Au) per annum by 1999.

This investigation has concentrated on optimizing the newly developed Pansep linear screen and developing empirical models to predict the screening performance. Most empirical models developed in the past to predict the performance for industrial screens are suitable for the vibratory screens. Understandably, these models are deficient in predicting the performance of linear screens due to the difference in their operating principle. Thus, the main objective of this study has been to develop empirical models suitable for linear screens to predict the partition coefficient for a given size fraction as a function of the aperture size. The inadequacy of the conventional model equation originally developed for vibratory screen has been demonstrated and a modified equation developed to predict the partition coefficient as a function of the normalized mean particle size (d/d50c). In addition, new model equations have been developed for linear screens to predict the screening efficiency as a function of the separation size(d50) and to predict the separation size as a function of the screen aperture. It is believed that these model equations will be useful for the plant operators in selecting the mesh panels of correct aperture size and in predicting the product size distribution based on the selected aperture size.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

Safety management must be the number one priority of all management's production and profit objectives. For years, safety management has been a result of mockery, charlatanism and snake oil presentations dedicated to giving a quick dog and pony show. The result has been an unacceptable record of accidents and fatalities.

The industrial practice of concentration of solids and production of clear solution by gravity sedimentation is an old technology. Through the years, many devices have been designed and built to aid this process. One of the more significant developments was a revolving rake mechanism to convey settled material to a central discharge point of a circular tank, patented in 1907(1). In recent years, clarification systems employing parallel inclined plates have appeared on the market; the original device utilizing this principle was patented in 1886(2). Numerous other methods have been invented, tested, discarded and sometimes re-invented, all with the specific intention of improving the capacity of a particular settling area. Sedimentation theory, as expressed in Stokes' Law, shows that the rate of settling of a particle is directly proportional to the difference in density between the particle and the surrounding liquid and, more significantly, proportional to the square of the particle diameter. Anything that can increase the latter will greatly assist sedimentation and, as a result, flocculation always has been an integral part of sedimentation. Most materials suspended in aqueous media are naturally flocculent to some degree and, hence, are readily concentrated by sedimentation, although sometimes very slowly.

Humid tropical environments pose many problems for mineral exploration. The problems result from thick lateritic soils, dense vegetation, seasonally heavy rains, deep chemical weathering, few outcrops and thick saprolites. Although geochemical exploration should be potentially a useful technique in these environments, it appears from the scarcity of reports in the literature that insufficient attention has been paid to developing procedures that are specific to the needs of humid tropical areas. For this reason, the authors believe that this account of a geochemical study in a tropical coastal area on the edge of the Brazilian shield is of general interest and importance for potential geochemical exploration surveys in similar areas within the tropics. The objective of the geochemical study was to develop a practical technique of reconnaissance geochemical prospecting for copper deposits in Brazilian tropical coastal lowland areas. In order to achieve this objective, information concerning the secondary dispersion of copper in these areas was required. Consequently, an orientation survey was designed to provide this information. The present account contains details of the geochemical study and the information about the secondary dispersion of copper that was acquired during the course of the orientation survey. Location and Climate The field area is on the Atlantic coastal lowland of Brazil at latitude 13°S. It lies approximately 10 kilometers south of Maragojipe, a city of 15,000 inhabitants; this city is on the western side of the Bay de Todos os Santos about 45 airline kilo¬meters northwest of Salvador. (See Fig. 1) A good gravel road from Sao Felipe to Sao Roque do Paraguay crosses the southern part of the field area. The climate of the area is hot and moist, and is without prolonged dry periods. The mean annual rainfall is about 1600 mm (63 in.) and the greatest precipitation occurs during the winter months of May and June and the summer months of December

The first recorded discovery of diamonds in Australia was in 1851 from New South Wales. Subsequent prospecting has shown alluvial occurrences of diamond to be relatively widespread through much of the Tasman Fold Belts of Eastern Australia and production to date is estimated to be some 500 000 carats from a number of 'small alluvial fields. Despite extensive exploration though, no primary rock source carrying significant diamond contents has ever been confirmed in Eastern Australia. Conversely, diamond exploration of the older Western and Central Cratons of Australia over the past 30 years has discovered 12 fields containing 360 kimberlites, lamproites and lamprophyric volcanic pipes, dykes and other intrusives, of which 180 have been confirmed to be diamondiferous. Only one pipe however, the 1200 Ma high grade Argyle lamproite and associated near-by alluvials, has proved to be economically exploitable with current annual production of 40 million carats valued at approximately US$400 million. Production from the open-pit will be sustainable until at least 2003. This paper briefly summarizes the history of diamond discovery in Australia, principal diamondiferous provinces and deposits, current exploration activities and the potential for future discoveries.

Geophysical methods are gaining acceptance in the evaluation of coal mine ground control condition. The use of in-seam seismic investigations has contributed significantly to the body of information concerning ground control feature identification and analysis. Seismic methods have been used successfully in locating voids, faults, fracture zones, roof and floor rock interfaces, and more recently in characterizing in-seam stress distribution. Seismic tomography is an effective tool in data interpretation for several of these applications, but as is the case with other engineering application of geophysical techniques, there are limits as to how much substantive information can be interpreted from a given data set. This paper discusses some of the applications of in-seam seismic geophysical tomography, and the limits to which the transformation from raw data to information should be taken.

The literature in operations research centered on mineral exploration has been comparatively limited in view of the significant implications of mineral discoveries upon the national economies in general and mineral industries in particular. Much of what has been published is of somewhat unsure academic nature, indicating to a certain extent the scarcity of industrial applications. Mineral exploration activities present quite difficult operational and conceptual problems. The purpose of this paper is to discuss the principal characteristics of decision problems encountered in planning an exploration program, to indicate an optimization approach to a certain class of allocation problems, and to suggest directions for future research effort.
