Canadian newspapers from coast to coast, have been, for months, denouncing those articles entitled, "The Whisper of Death," which have been appearing in the Montreal Star. I have not read these articles as the newspapers do not print them; they just denounce them or class them as jokes. Apparently they think that they are not suitable for the ordinary Canadian to read. It appears, however, that the Star has said that unless we balance our budget, and that soon, we shall be bankrupt. That seems to me like common sense, though the Victoria Times says editorially that the Star claims will "shortly find a place in the joke column". In this editorial the Times quotes with much enthusiasm from the Quebec Telegraph. "Canada," says the Telegraph, "is all right. Her natural resources are so vast that no one need worry. Her future possibilities are limitless; her assets beyond figures". Does it not seem like the limit of nonsense for a country that is not paying its running expenses to make such pretensions? After fifty-five years of Confederation and much talk of national status we are still sponging on the mother country for our external defense; we still allow the hard pressed tax-payer in the old land to shoulder the entire burden. We even now refuse to accept able-bodied working-men from that small and overcrowded country and yet blatently talk of limitless resources.

Although the economic importance of recovering copper by leaching of mine work dumps from open-pit operations has been realized for some time, serious attempts to understand and to improve such operations through scientific research has been made only in recent years. This progress report covers the results of chemical, physical, and biological studies pertaining to the dump leaching process and discusses salient features and parameters that may be helpful in improving such operations.

And now we, the members of the - American Institute of Mining Engineers, meet as though we were at home in a neighboring country. For whether we meet in Canada, in England, or elsewhere, the Institute is always received as though no political or geographical divisions separated its members from those of congenial associations in the land of its host. In truth, the title which we have assumed claims for the sphere of our activities the whole American continent, regardless of such trifling details as boundary-lines. The fact that we meet to communicate each other's experience, to discuss our difficulties, and to seek each other's aid in solving the intricate problems that so often present themselves in the course of our profes¬sional life, is an acknowledgment of our individual helpless¬ness; and therefore an argument for united effort. Under terms of cooperative agreements, the Federal Bureau of Mines Inter-mountain Experiment Station assisted the General Services Administration (GSA) in operating the manganese-ore purchasing depots at Deming. N. Mex., and Wenden, Ariz. A resident metallurgist stationed at the depots directed sampling of the ore lots for assaying, took samples for amenability testing, calculated acceptances for payments to shippers, and served as technical adviser to the depot manager. The Intermountain Experiment Station at Salt Lake City, Utah, tested the amenability of the ores to determine how much of the manganese could be recovered in concentrates assaying a minimum of 40 percent manganese (Mn) and containing a maximum of 16 percent iron (Fe), 15 percent silica (Si02) plus alumina (AI203), 0.3 percent phosphorus (P), and I percent copper (Cu) plus lead (Pb) plus zinc (Zn). All chemical analyses of the ores and test products were done at Salt Lake City. In all, 567 ore lots submitted to the Deming depot were tested by flotation to determine their amenability to concentration into specification-grade material; 421 lots were amenable, and 146 were unamenable, primarily because of high copper content or excessive silica or iron in the flotation concentrate. Chemical analyses totaling 42,700 were made on the ores submitted to the Deming depot and on the products of the amenability-test program.

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

Mintek has been involved in the development of bioleach technology for many years, initially for refractory gold extraction, and more recently also for base metals extraction. Mintek, in collaboration with its Australian technology partner (BacTech), is the technology provider for the Beaconsfield refractory gold bioleach plant. At present Mintek, BacTech and Peñoles are constructing a demonstration bioleach plant for copper-zinc concentrate treatment. Bioleach liquors produced in all applications have to be neutralized. In the copper-zinc case, neutralization is required for bleeding iron from the circuit and for adjusting the pH value ahead of solvent extraction. In the refractory gold bioleach circuit, neutralization is required for producing a stable iron-arsenic residue. Some of the challenges encountered in each of these neutralization applications are discussed, and examples of results obtained are presented.

A stable and continuous leaching process for niobium and tantalum extraction from ferrocolumbium tantalum (FT) was developed. The effects of initial concentration of HF and H2SO4, grinding fineness, leaching time, and temperature on the leaching rate of Ta, Nb, Fe, and Si were studied. Experimental results show that the leaching rates of Ta, Nb, Fe, and Si were enhanced by the increase of acid concentrate, fineness, leaching time, and leaching temperature. The optimum process conditions are HF initial concentration of 5 mol/L, H2SO4 initial concentration of 2.5 mol/L, − 74 μm percentage of 65%, leaching time of 20 min, and leaching temperature of 25 °C. Continuous leaching of FT was carried out by feeding ore and acid every 20 min. By leaching with HF − H2SO4 for 4 h, then adding appropriate amount of HNO3 into the solution and keeping for another 1 h, a high Nb extraction rate of 99.8% was achieved. The established method provides a promising technique for the high-efficiency separation of niobium and tantalum from FT.

Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

"INTRODUCTION For a number of years manganiferous iron ore has been mined on a small scale at Boston Hill, in Grant County, N. Mex. Total production up to 1943 is estimated to be over 793,000 long tons, containing 8 to 35 percent manganese and 26 to 46 percent iron. 4/ During 1941 to 1943 production was estimated to be 206,000 long tons, containing about 13 percent manganese and 37 percent iron. During 1944 daily production was several hundred tons, mostly from a single open pit. Several moderately large deposits have been mined: and many smaller ones have been found.From February to April 1945 geophysical surveys were carried out on Boston Hill by the Division of Geophysical Exploration, in cooperation with District 5, Central Region, Bureau of Mines, to determine if hitherto undiscovered manganiferous iron deposits exist. Field work was interrupted for a total of about 1 month during this period by work on other projects in nearby areas. Previous to the geophysical surveys, a preliminary examination was made by H. R. Joesting to determine if geophysical methods could be utilized in exploring the area. 5/Field measurements were made by L. O. Bacon and J. H. Getz, project geo¬physicists of the Bureau of Mines, under the general supervision of H. R. Joesting. A grid survey of the area, to locate geophysical stations, was made by Paul Russell, Bureau of Mines engineer, who also collected specimens for laboratory tests. Most of the computations and the preliminary magnetic and resistivity maps were made by L. 0. Bacon."

A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent.

Demonstration of Solid-Liquid Separations Using Recycled Supernatant that Contains Temperature-Responsive Polymer The effective use of recycled supernatant that contains temperature-responsive flocculant is demonstrated for solid-liquid separations. The recyclability of poly(N-isopropylacrylamide) (PNIPAM) of several different molecular weights and a 15 per cent negatively charged derivative are compared. Batch settling tests of a-alumina suspensions are first conducted at 50¦C, with a subsequent 25¦C period, after which the supernatant is harvested and used to flocculate subsequent suspensions. Using this procedure consecutive separations are obtained with the repeated recycling of uncharged PNIPAM containing supernatant. Batch settling tests indicate that hindered settling rates increase with molecular weight of PNIPAM. Adsorption studies indicate that strong adsorption of PNIPAM onto alumina occurs with PNIPAM at 50¦C and that significant desorption occurs after cooling at 25¦C. However, the extent of desorption decreases with molecular weight resulting in low amounts of PNIPAM for recycling and poor settling behaviour when high molecular weight PNIPAM is recycled. Little recyclability was evident using the negatively charged PNIPAM. On the basis of these findings a recycling-thickener apparatus that uses low molecular weight uncharged PNIPAM is proposed.

Growing global concern over the impacts of climate change, attributable largely to fossil fuel energy sources, has led to the widely shared goal for a ‘just transition’ to cleaner energy and reduced dependence on carbon-based fuels. As the world’s 14th biggest CO2 emitter and being particularly vulnerable to the impacts of climate change, South Africa must embark on a just transition pathway. This paper reviews expected coal mine closures and associated community vulnerabilities and local governance challenges in South Africa. Decommissioning schedules for all coal-fired power stations and operating coal mines are plotted, and 69 mining host communities and 21 municipalities are mapped, classified, and described. Community socio-economic profiles are measured using a set of SDG indicators and census data and municipalities assessed through financial audits. Our research shows that five coal-fired power plants (8.9 GW) and 15 coal mines (29.5 Mt/a) will probably close by 2030, and a further four plants (14 GW) and 23 mines (106 Mt/a) by 2040. Thus, the shift to cleaner energy will likely occur without the premature closures implied by the just transition. The impact of mine closure on the 2.5 million residents of host communities will be significant, particularly as levels of income, employment, and education are already very low and many municipalities are in financial distress. The South African approach to the just transition needs to take local realities into account and the narrative must support an effective transition that does not undermine energy security and economic growth.

The most fundamental feature of fracture is that it involves separation. Such separation can arise by either separation of molecules, more or less along the line joining their centers (tension), or by d sliding separation roughly perpendicular to that line (shear). Theoretically, a perfect crystal could never be broken by the application of perfectly axial compressive stress (until some sub-molecular actions occur). In tension fields the calculated forces between molecules are extremely high. Consequently, calculations based on the forces known to exist in materials at the molecular and crystalline levels always lead to strengths which are two or three magnitudes higher than the strengths obtained in service or in the laboratory. It has been a major problem, therefore, to explain: (a) How fracture can occur in compressive stress states. (b) Why the observed strength of a material is always much lower than its calculated strength.

Abstract -The Key Anacon deposit consists of four sulfide zones called, from south to north : Key Anacon No. 1, Key Anacon No. 2, Key Anacon No. 3, and Key Anacon Copper Zone. Massive sulfides of zones 1, 2, and 3 are underlain by rocks correlated with the Nepisiguit Falls Formation and are overlain by matie volcanic rocks correlative with the Boucher Brook Formation. In contrast to zones 1, 2, and 3, narrow northwesterly-trend.ing, copper-rich fracture zones occur within the Patrick Brook Formation. Sulfides in zone 2 occur as three mineralogical associations, namely: pyrite-chalcopyrite, pyrite-sphalerite-galerta, and pyrrhotite-sphalerite-galerta. The distribution of lithologies and en-echelon patterns of the three sulfide lenses of Key Anacon No. 2 zone are the result of F1 and F2 folding. Zone 2 is the most promising economically, with proven reserves of 1.11 million tonnes grading 0.2207o Cu, 3.47% Pb, 8.41% Zn, and 96 g/t Ag; the zone is open below a depth of 427 m.

UPWARDS of 200,000 engineers in this country are sufficiently interested in engineering as a profession to have joined a society, but not over 10% of them belong to any one society. There is a widely-felt need of an over-all organization of all the societies to act as spokesman for all engineers on matters of common concern. On a local basis, over 100,000 engineers in 35 metropolitan areas have organized themselves into local councils, and are doing an effective job of intersocietal co-operation within their sphere of activity. In the last few years much has been said and written about a similar organization on a national scale. Everybody wants iteverybody is talking about it-it's in the air-it's coming-it's inevitable. Although it is no longer necessary to talk about why or whether there should be such an organization, there is no such unanimity about what it should be like. This paper outlines a proposed organization by answering four questions-who, how, what, and who will pay for it.

The Bureau of Mines studied methods for recovering unreacted titanium minerals and petroleum coke from titanium chlorination plant wastes prior to neutralization treatment with lime. The objective was to recover valuable raw materials and to reduce the amount of waste materials that must be treated for disposal. Samples of solid wastes were physically beneficiated by gravity concentration (tabling) to recover titanium minerals containing 69.0 to 92.4 wt-pct Ti02 and by selective carbon flotation to recover petroleum coke containing 94.0 to 96.8 wt-pct C. Laboratory data indicate that the recovered titanium mineral would decrease the amount of solid waste to be disposed of from 32.8 to 53.9 wt-pct. The recovery of coke would further decrease the amount by additional 32.9 wt-pct. Preliminary tests conducted on recovering vanadium, chromium, and columbium from liquors obtained by leaching chlorination residues also have shown that (1) 97 pct of the vanadium was extracted from leach liquors in a two-stage solvent ex-traction procedure and (2) 58 pct of the columbium and 40 pct of the chromium were separated from the leach liquors by an ion exchange technique using a strong acid resin.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. The project is undertaken by Elgas Pty Ltd, a 50 per cent joint venture between AGL and BOC, to store 65 000 t of LPG in underground storage at Port Botany, NSW. The contractor, Concrete Constructions Pty Ltd, elected to use drilling and blasting techniques. An investigation of the quenching behavior of coal dust-air flames was carried out. The literature relevant to coal dust-air flames was reviewed, including information on the agglomeration, sedimentation, and dispersal of dust clouds. The simple equations relating the various concentrations involved in dust flame propagation are given and their implications elaborated. It is shown that the concentration seen by a moving flame in a sedimenting dust cloud can differ significantly from the concentration commonly measured in such experiments. The known dust cloud phenomena which appeared significant in flame propagation studies were experimentally evaluated, and quenching diameters, flame speeds, and lean propagation limits for several tube diameters measured. For Pittsburgh seam coal, the Minimum Quenching Diameter (MQD) for dust between 10 and 20 µm was found to be between 0.7 and 0.8 cm, and the lean propagation for 3.2-cm tubes to be approximately 200 mg/liter. Similar MQD data were also obtained for Pocahontas and Sewell coals, Beulah lignite, and a 50-gal./ton oil shale. The effect of temperature, coal particle size, and propagation tube material were also investigated.
