In his April 10, 1978 budget address, Finance Minister Chretien declared that the federal government will restrict the growth of its spending to less than the trend growth of the gross national product; over the past year, both the federal and a number of provincial governments have taken action to cut back on spending policies. This new emphasis in restraint would seem 10 be a response to a mounting public reaction to the rapid growth of government spending - and taxation - over the past 25 years. Although this relatively new government posture on public spending may be admired by many, to others it raises the question: "Can the growth in government spending really be stopped?" This article comments on just how government revenues - and spending - have grown over the past few years in Canada, and mentions some of the issues relating to a slowdown in that growth.

In the scope of this investigation comparison between impact breakage and compression breakage were carried out for the separation efficiency of minerals using a chromite ore sample. The ore sample was broken below 1 mm employing a laboratory type roll crusher and an impact crusher. Concentration tests were conducted on -1+0.5 mm, -0.5+0.2 mm and -0.2 mm size fractions using a Wilfley type shaking table. Test results showed a remarkable difference between two types of breakage. Both concentrate grade and recovery was in the favour of impact crushing. Furthermore, the shape of the broken particles also showed differences such that in the case of impact breakage they were more spherical compared to compressive crushing. The results of the shaking table con-centration tests showed that a concentrate assaying 48.4% Cr2O3 were obtained with 78.5% recovery in the case of impact breakage. On the other hand the concentrate grade and recovery values were 48.8% Cr2O3and 52.4% respectively in the case of compression crushing. The losses in the tailings were also in favour of impact breakage proving that differential breakage occurred between chromite and gangue minerals.

THE lattice parameter of the ß form of pure titanium has been measured at elevated temperature.', ' No attempt was made, however, to correct the parameter obtained to room temperature. In the course of phase diagram studies at Armour Research Foundation and elsewhere, the variation of ß-phase lattice parameter with composition has been established in a number of binary and ternary systems involving titanium. It was possible to extrapolate in these instances to 100 pct Ti to find the apparent lattice parameter of ß titanium at room temperature. Table I lists the results thus obtained. The suggested value for the lattice parameter of ß titanium is the average of the extrapolated values 3.276 ±0.003 kX. This suggested value gives an interatomic distance in ± titanium of 2.837 kX and hence a Goldschmidt atomic diameter (coordination number 12) of 2.925 kX. The latter agrees closely with the value of 2.93 given by Hume-Rothery." From the data of Adenstedt and coworkers' it was possible to determine by extrapolation the mean coefficient of linear expansion for /3 titanium in the range from room temperature to 1000°C. This value, 10.1x10-8 per degree C, compares with about 11x10-8 for a titanium in a similar range." It was thus possible to calculate the parameter at 900 °C. The value of 3.305 kX agrees well with 3.3065 given by Eppel-sheimer.' The majority of values reported in the literature7-', ' were given as Angstroms. In at least one case, ref. 8, it was shown that they actually represented kX units. The source of this confusion appears to be that a large number of tables of X-ray emission spectra list wavelengths as Angstroms and give values in kX units. The accepted conversion factor for kX units to Angstroms (10.' cm) is 1.00202. Thus the parameter of ß titanium suggested corresponds to 3.282A. References J. H. de Boer, W. G. Burgers, and J. D. This paper describes a study of the effects of combined heat treatment and explosive loading on the mechanical properties of high-strength steels. nis program investigated two distinct areas: 1) the effect of shock waves, without gross irreversible defmmution, on a 3-Cr steel at various stages of heat treatment; and 2) the effect of rapid deformation (explosive forming) on H-11 and D6-AC steels in the metastable austenitic state. The mechanical properties of these steels were improved, in some cases markedly, as a result of these treatments. ,AUSFORMWG, which requires the plastic deformation of metastable austenite, is a process which can appreciably improve the properties of selected alloy stee1s.l,2 The Ausform process significantly increases the strength of these steels without decreasing their ductility. The properties at high temperatures are also improved through a change in the response of the steels to tempering. Although the mechanism by which ausforming alters the properties of these steels is not fully understood, it appears that the dislocation arrays produced by deformation of the metastable austenite influence the structure of the martensite on subsequent transformation. This, in turn, affects the strength, ductility, and tempering response of the martensite. This research used chemical explosives to deform steels at various stages in their heat treatment in order to improve the properties of these steels. The explosive energy is used in two ways; 1) high-pressure shock waves are propagated through the steel to produce extensive microscopic shear strain without causing a large irreversible change in shape, and 2) explosive energy is used to cause extensive macroscopic plastic strain in the metastable austenitic state (explosive forming). I) AUSFORMING WITH INTENSE SHOCK WAVES The steel used in this phase of the research was an alloy having a nominal composition 0.43 pct C, 3.0 pct Cr, 1.5 pct Ni, and 1.5 pct Si. The steel was subjected to intense shock waves in three conditions: 1) in the metastable austenitic state, 2) in the tempered mar tens itic state, and 3) in the tempered martensitic state after ausforming by conventional techniques. The specimens were in the form of disks 2.75 in. in diam and 5/16 in. thick. These were incorporated into a specimen assembly consisting of two disks pressed into a 5 by 5 by 1 in. block of stainless steel, Fig. 1. Spalling (or scabbing) is confined to the front disk. The specimen is protected from oxidation and decarburization by the surrounding metal. The temperature of the assembly is monitored by a thermocouple inserted into one side of the stainless steel block. The assembly is positioned over an oil reservoir which serves both as a means of catching the disks and as quenching medium for the disks shocked under ausforming conditions. Plane shock waves are introduced into the assembly by a metal driver plate impacting the top surface of the block. The driver plate is accelerated by a chemical explosive sheet supplied by E. I. du Pont de Nemours & Co. All the specimens were subjected to plane shock waves having a peak pressure of approximately 430 kbar. The pressure is that quoted by G. E. Dieter for the plane wave generator used in this work.' The driver plate used was 1/4 in. thick, so that the initial pulse was essentially a l/2-in.-wide square wave. The attenuation of the peak pressure during the subsequent 1/4 in. is estimated to be less than 5 pct. The shock front induces a temperature rise, a portion of which is irreversible. Rough estimates (+25 pct) of this temperature rise have been made for iron shocked at room temperature.4 For a 500-kbar shock wave, the temperature rise in the shock front is about 700°F, and is held for a time of the order of microseconds. The irreversible temperature rise, which remains after the shock wave passes, is about 450°F.4 The disks are quenched to room temperature within a few seconds of the shock treatment. It should be emphasized that the temperature rises given above are estimates for pure iron at room temperature, and are not necessarily true for the tests made in this work. The disks shocked at temperatures in the metastable austenitic range were austenitized in the stainless steel assembly in a furnace protected from the firing area. During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.

"Molecular self-assembly of phospholipids and other amphipathic molecules offers a versatile approach to form self-organized microstructures in various morphologies. Stabilization of microstructures in specific morphologies by polymerization renders them useful for practical applications in areas ranging from controlled release technology to template mediated synthesis of metals. Our efforts are focussed on the development of polymerizable biomembranes derived from phospholipids, their properties and utility e.g., as stable templates for studying chemistry at the lipid interface. Polymerized vesicles formed from mixtures of 1,2-bis(tricosa-1 O,12-diynoyl)-sn-glycero-3-phosphocholine, 1, with corresponding lipids having phosphohydroxyethanol,2, or -hydroxypropanol,3, headgroups have been used in electroless metal plating of vesicle surface with gold utilizing selective binding of Pd(NH3)4 2 + to 2 or 3. The surface bound palladium ion served as catalyst for metalization. Metalization of polymerized vesicles constructed from charge neutral diacetylenic phosphocholine,1, did not occur using this process. The headgroup structure of the negatively charged phospholipids and the degree of vesicle polymerization had an effect on the stability of the vesicles after metalization. Vesicles formed from a mixture of 1 with polymerizable diacetylenic phosphatidic acid, nonpolymerizable 1,2- dipalmitoyl phosphohydroxyethanol or 1,2-diacyl phosphohydroxyethanol (from soy lecithin) were not stable to metalization process. The metal coating of the vesicles was examined by electron diffraction and revealed that the gold metal on vesicles was polycrystalline and face centered cubic. The results demonstrate the utility of polymerized synthetic membranes as template for easy and efficient synthesis of nanoparticles. IntroductionPhospholipids, synthetic or natural, provide a simple and straight forward route to construct membranes in a variety of morphologies due to their inherent property of selforganization in the presence of water[1]. Vesicles are closed spherical structures comprised of concentric walls made from lipid bilayers. Vesicles are morphologically simple structures with enormous technological potential. Polymerizable phospholipids prepared by incorporating a polymerizable group in the molecules demonstrate physical properties comparable to their non-polymerizable counterparts and have the added virtue of providing enhanced physical and chemical stability to the membranes[2,3]. The size, shape and properties of the organized assemblies are dependent on the lipid structure and the nature of the aqueous environment[4,5]. The headgroup geometry, surface charge density, and spatial arrangement of the phospholipids are known to affect the surface behavior of the lipid membranes, which is evident through their interaction with other molecular (hormones, antigens, antibodies etc) or lomc species. Since phospholipid headgroup structure and charge can be modified either synthetically or by chemical perturbation of the aqueous medium (e.g., pH or ionic strength), phospholipid membrane surfaces offer a potential for developing novel strategies in those areas which involve the use of molecular reactive sites. One such strategy which could be envisioned explores the use of molecularly engineered phospholipid assemblies to design and prepare template structures to regulate formation of ordered materials [6]."

With the growing demand for energy, explora¬tion for uranium deposits has dramatically increased in the past few years. Since the early ages of uranium exploration, natural gamma ray logs has proved fast and convenient in locating and evaluating mineralized bodies. However, natural gamma ray logging is an indirect measure of the uranium content and in some circonstances, the radiometric signal can be 'altered in a very significant way. To check the presence of any distortion, statistical comparision of radiometric counts and chemical assay values for the same samples is generally performed. Of course in such studies, one inevitably mixes samples where the radiometric signal is really proportional to the uranium content and samples where this signal is influenced by many other sources or distorted before being recorded. Nevertheless, the average tendency leads to correction factors which are then applied to every radiometric reading in the deposit or portion of the deposit where the statistical comparison is made. To account for the "average" character of these correction factors, a parameter of uncertainty like a standard deviation of possible errors is associated to each corrected value. This parameter can be latter used in an ore reserve estimation when the weights assigned to samples should depend on the precision of their grade. The purpose of this paper is to present a new regression technique which can be used without any restrictive hypothesis like a normal or lognormal distribution. Different standard ways which can be used to statistically compare radiometric and chemical assay values for the same sample and to derive a correction factor for the latter will first be reviewed, after a general discussion of disequilibrium problems. The discussion and the examples will be restricted to the case of natural gamma ray logging in drill holes but the methods presented in this paper can also be applied to data from the radiometric probing of a working face or a truck load in an operating mine.

The purpose of this study is to formulate practical guidelines for active underground mining in close proximity to water bodies. This was accomplished through systematic completion of three phases of study: I) Collection and Documentation of Data; II) Application of Existing Guidelines to Case Histories of Previous Inundations; and III) Development of Recommended Guidelines for Underground Coal Mining Near Bodies of Water. Phase I of the study involved a worldwide data collection effort designed to obtain foreign and domestic guidelines for mining near water bodies, and accident records and case histories of accidental mine inundations. Within Phase II, existing guidelines were categorized and classified and then evaluated as to their effectiveness in precluding past inundations had they been in effect at the time of inrush. Advantages and disadvantages of existing guidelines were defined. Drawing on the broad data base established in previous study efforts, Phase III was directed at development of viable guidelines to promote the greatest possible coal extraction while precluding accidental mine inundation. Two levels of guidelines are presented; Level I Guidelines require little or no subsurface exploration on the part of the mine operator, while Level II Guidelines recommend various testing and investigative procedures to permit greatest possible mineral extraction. This report presents findings and conclusions of the study.

INTRODUCTION The Metropolitan Boston Transit Authority (MIA) Red Line has served greater Boston commuter needs from its Harvard Square terminus since its opening in 1912. Since then, the population of Boston's northwest area has increased substantially, and with this growth have come dramatic changes in the type and distribution of urban land uses, including the number of households, jobs, shopping and recreational opportunities; these changes have created a need for improved transportation. Extension of the Red Line to better serve these communities has been a topic of discussion for nearly 40 years. In November of 1977, the Urban Mass Transportation Administration (UMTA) granted the MBTA approval and funding for the Red Line Extension Project. With funding in place, the MBTA proceeded with final engineering and construction of the section from Harvard Square to Alewife. When completed, the Red Line Extension will add 3.2 miles of new track to the MBTA system. Estimated final cost is about $400 million. On October 3, 1978, the MBTA received bids for the construction of Project 091-105, Harvard Square to Porter Square Tunnels and Shafts, which is part of the overall Red Line Extension. The Joint Venture of Morrison-Knudsen, White, Mergentime was the low bidder at $47,478,600. Official award of the contract came on October 25, 1978, with Notice to Proceed given October 31, 1978. The contract called for construction of two independent parallel concrete-lined tunnels in rock, soft-ground and mixed-face

The three thousand foot long 66-inch diameter Folsom East Interceptor Section2B was completed accident free, on time and under budget with no measurable surface settlement. The tunnel passed through nested cobbles, highly abrasive sands and gravels, and abandoned mine workings with less than five-feet of cover at times. Preventing settlement was critical since the tunnel passed under a heavily traveled state highway. A pilot project to test microtunneling and pipejacking methods in the same ground conditions abandoned both drives before completing the planned drive lengths. This paper discusses performance of the conventional tunneling method selected to excavate the ground and the effectiveness of the ground modification techniques employed.

With increasing demand for real-time monitoring of mine parameters, the requirement for appropriate data management in many mining applications is also increasing. This includes atmospheric monitoring in underground coal and metal mines. Although a number of different (real-time) monitoring systems have been installed in underground mines, they all typically share the same systems or sub-systems, where each sub-system may include both custom hardware and / or software components. In addition, monitoring components installed in underground coal mines in the USA should also be intrinsically safe and approved by the US Mine Safety and Health Administration. Real-time analysis adds complexity to the system since data validation and storage should be completed independently of filtering, data reduction operations, or visualization. Real-time processing may include statistical evaluation, trending, cross-correlation, and real-time alarm or warning generation. This paper presents the concept and design of an integrated system under development for atmospheric monitoring in US coal mines.

This publication contains routine analyses and related source data for 350 natural gas samples from 19 States collected during calendar year 1362 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Helium Activity of the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus. Four previous publications have been made to present the results of 5,648 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1962. The first, Bulletin 486, 3/ contains analyses and data on 2,195 gas samples collected during the period 1917-47. Bulletin 576, 4/ the second publication, includes data and analyses for 1,575 samples collected from 1947 through May 1956. The third bulletin contains 1,444 analyses and source data of samples obtained from May 1956 to January 1, 1961.

In the following note, with the help of a new parameter of strain hardening, the attention is drawn to the close relationship between the relative performances of steels under plastic range cycling and their strain hardening characteristics. If a cantilever beam of rectangular cross section is tested with the arrangement shown in Fig. 1 in reversed bending between constant deflection limits at the lever head, the longitudinal strain-deflection hysteresis shown in Fig. 2 is obtained. There is no lateral strain due to constraint at the rectangular test section.' If the absolute value of strain undergone between a maximum state of tension and maximum state of compression is called A, it will be seen that A decreases with cycling rapidly due to the strain hardening in the test section and the ensuing change in the bent beam profile. It will also be seen that A reaches an approximately stable value around 10th cycle. If we call the first cycle strain range, A,, and that of 10th cycle, A,,, then is an index of the strain hardening capacity at a particular deflection level. A plot of n vs ? is reproduced in Fig. 3 for two ASTM steels: A-302 and A-201. A-302 is a low alloy structural steel, A-201 a low-carbon steel. The specimens were first normalized at 1650°F for 75 min then grooved with a milling cutter; and the notches were ground to 50G finish. The final operation before testing was a stress relief at 1150°F for 75 min. The behavior of the two steels changes around ?1 = 0.8 pct or A,, = A, -n = 0.7. If these curves are compared with the endurance life curves given in Fig. 4, it will be seen that the relative performance of the two steels also change around A,, =. 0.70 pct. The steel with lower strain hardening capacity (7) at a certain strain level shows a longer endurance life, irrespective of their strength levels. Since the exponent governs strain hardening at lower strain levels than the Modulus, the relative values of both parameters also coincide with the change in n values and the relative performances of the two steels at different strain levels. The principal goal of the research described in the paper was to determine, by measurement of pillar scaling on pillars that have not failed, whether the pillar life prediction method developed by van der Merwe (2003) was valid as it stood or whether adjustments were necessary to the rates indirectly derived from observation of failed pillars. To this end, measurements were taken on over 350 pillars at 13sites on 6 mines. The project was done as a collaborative effort between the University of Pretoria, the Nancy School of Mines and CSIR Miningtek. During the course of the investigation, it was found that the majority of pillars display maximum scaling at mid height, that there was no clear preferential direction of pillar scaling, and that pillar corners do not scale significantly more than the mid pillar areas. The most important conclusion was that the scaling rates found by measurement agreed with the inferred rates found in the previous work. The previously developed procedure for the prediction of pillar life spans consequently requires no adjustment, although the error span is in the region of 20%. It is recommended to do further research into the effect of sealing of panels and, possible chemical changes taking place in the pillars as they age on the scaling rate.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

"Pinning of dislocations at nanosized obstacles like precipitates, voids and bubbles, is a crucial mechanism in the context of phenomena like hardening and creep. The interaction between such an obstacle and a dislocation is often explored at fundamental level by means of analytical tools, atomistic simulations and finite element methods. Nevertheless, such studies fail to predict the effect on the overall plasticity on account of insufficient information about the underlying statistics of this process comprising a large number of dislocations and obstacles in a system. Here we propose a new statistical approach, where the statistics of pinning at idealized spherical obstacles is explored by taking into account the generalized size distribution of the obstacle along with the dislocation density within a three-dimensional framework. The application of this approach has been demonstrated for dislocation pinning at nanovoids in neutron irradiated type 316-stainless steel.IntroductionPresence of nanoscale obstacles like precipitates, voids and bubbles play a crucial role in determining the deformation behavior of a crystalline solid on account of the interactions between the line defects and such localized obstacles. In the context of the glide motion of dislocations, the obstacles can offer resistance to a moving dislocation, thereby causing a hardening effect [l-3]. In some other cases, inclusions like voids and bubbles can affect the rate of dislocation climb through diffusive [4] and non-diffusive [5] mechanisms. Over the last few decades, numerous studies have been performed to gain an insight of the dislocation-obstacle interactions at a fundamental level. These include the interactions responsible for the hardening effect, in addition to those pertaining to the non-conservative motion of dislocations.Although the elementary mechanisms of the various dislocation-obstacle interactions have been vastly explored and understood by means of analytical theory and numerical simulations, it remains difficult to quantitatively understand their effects on the macroscopic deformation behavior. This is due to the fact that their influence on the gross plastic deformation of a bulk sample would be the collective outcome of a large ensemble of such interactions. As a result, it becomes infeasible to predict the bulk deformation behavior of a material until the statistics of pinning of the dislocations at the localized obstacles is available. In the context of precipitate hardening, some well known attempts to extract the pinning-statistics were made by Friedel-Fleischer [6] and Mott [7] by analytical means, which were later tested through simplified 2-dimensional in-silica modeling [8]."

Arsenic is among the list of major contaminants in mining aqueous waste streams. Though the elemental form is toxic, the aqueous oxyanions are more so. The most common forms of arsenic released during mining processes are arsenate and arsenite. The common treatment technologies to date can be summed up in these major categories: oxidation, coagulation, absorption, and media filtration. These methods can often involve many expensive processing steps that may also be limited by variables, such as total dissolved solids, other cations and anions, and the oxidation state of the arsenic. An innovative technology, falling in the absorption category, was developed that can successfully reduce such aqueous forms to a level below the EPA recommendations. Paper written on project work carried out in partial fulfilment of Technikon Practical Training Frank shaft is mining both Merensky reef and UG2 reef. The Merensky orebody is almost depleted and this was the reason for starting to mine the UG2 ore reserves. It was decided to mine the UG2 orebody with trackless equipment using a bord and pillar mining method. Frank shaft has been mining the UG2 orebody for nearly 5 years. The T-cut mining method was introduced to see if it could improve the grade of the run of mine (ROM) as well the extraction percentage.

The U.S. Bureau of Mines investigations of the three subunits (fig. 1) of the Homestead RARE II area (No. 6291) revealed no evidence of mining activity or mineral deposits in the area. The Iron Dyke Mine, 3 mi (5 km) outside the study area produced ore between 1916 and early 1982 from a volcanogenic massive sulfide deposit in the Permian volcaniclastic Hunsaker Creek Formation of the Seven Devils Group. The Hunsaker Creek Formation does not crop out in the RARE II area, but extends into the area beneath Miocene flows of Columbia River Basalt. The abundant basalt in the area could be used as aggregate or dimension stone, but equivalent deposits exist closer to markets. INTRODUCTION Location and Access The Homestead RARE II area (fig. 1) encompasses 6260 net acres (253U ha), in three units, of the Wallowa-Whitman National Forest in Baker and Wallowa Counties, Oregon. Two small units of 160 and 300 acres (65 and 120 ha) are 5 mi (8 km) north and east of the main study area. Homestead, Oregon, on the Snake River, is about 3 mi (4 km) south of the two small areas, and about 3 mi (4 km) northeast of the main study area. Peripheral access is provided by State Highway 86, U.S. Forest Service Road 39, and ancillary roads and trails.
