Dragline stripping operations account for over one-half of the U.S. bituminous coal production mined by surface coal mining methods. The dragline is a popular stripping tool because of its flexibility in varying overburden depths and relatively low operating costs per cubic yard of overburden. Because of the relatively high capital costs of the machines and their use as a primary stripping tool, the selection process is an important step in the mine planning procedure.

Shoemaker: We've all heard a lot about epoxy liner backings. This brings up the question-do zinc furnaces still have a place in a new plant? Meaders: I would, you must understand, be prejudiced in this question because we introduced epoxy backing into the industry. Naturally, we wouldn't have done so if we didn't think it should be done. With that background maybe I could give a little more information on this particular subject than some of the others, because we now have been in this business for some three or four years.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. "The Polymetallic Twin Metals Project deposits in Northern Minnesota are being developed by Twin Metals Minnesota. Amongst the flowsheet alternatives being examined at a prefeasibility study level is one involving flotation of a bulk concentrate followed by high temperature autoclaving of the concentrate using the PlatsolTM Process to solubilize all the valuable metals in the concentrate (Cu, Ni, Pt, Pd and Au). Autoclave operating conditions have been established in which recoveries of all the pay metals are in the 92 to 99% range, and the autoclave residence time has been reduced to an hour. The stability of the precious metals in solution after autoclaving has been assessed, as well as the impact of internally recycling process liquors to the feed to the autoclave.INTRODUCTIONPlatinum group metals (PGMs; platinum, palladium, rhodium, ruthenium, iridium and osmium) are traditionally recovered from their ores by production of a high-grade concentrate by flotation and/or gravity concentration followed by smelting of the concentrate. Concentrates are smelted to remove nonsulphide minerals and converted to remove iron and sulphur. The resulting high PGM grade matte is processed hydrometallurgically to leach the base metals, leaving a residue with a very high grade (20-40%) PGM concentrate for final refining to individual PGMs. Due to the complexity of this process and its high capital cost, this process can only be applied economically to high grade PGM ores. Lower grade PGM concentrates might be accepted as copper and nickel concentrates but may not yield attractive payment terms for the PGMs. The mineralized Duluth Gabbro region of Minnesota hosts several low grade base and PGM deposits and Twin Metals Minnesota is working to develop the Twin Metals Project deposits. Earlier studies at both pre-feasibility and feasibility level, by other mining companies, have failed to yield an economically viable project based on the traditional process. It is possible to produce a saleable copper concentrate from these ores, but economic recovery of nickel and PGMs into saleable concentrates proved elusive.In the late 1990’s and early 2000’s the Platsol™ process was developed at SGS in Lakefield, Ontario (at the time Lakefield Research Limited) for the NorthMet deposit (also within the Duluth Gabbro) owned by PolyMet Mining. The process developed was a high temperature chloride-assisted pressure oxidation process capable of dissolving simultaneously the base metals (Cu, Ni, Co, Zn), gold and the PGMs."

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. """Unassayable gold and platinum group metals"" have come into vogue in the 70sand 80s in certain jurisdictions as a means of perpetrating fraud. Usual arguments are that a particular ore is not amenable to ""conventional fire assaying"". Explanations for unassayable gold usually revolve around: evaporation of micron-size gold; vaporization of organic gold complexes; volatization of gold halides; alloying of gold with PGM's which prevents fusion or alloying which prevents collection .This paper reviews several of the myths and truths of gold and PGM assaying with the knowledge that not a single mine operatesin thefree world producing gold from unassayable ore.INTRODUCTIONAccurate analyses of exploration data and estimation of ore reserves are two of the most important functions of professional geologists and engineers in mine development. The problems encountered become particularly acute when dealing with precious metal values where very low grade deposits (in the range of 0.0 I Troy oz per ton or - 0.2 ppm (g/t) by weight) sometimes are economic or constitute ""ore"". To emphasize this ""scarcity effect"", a gold assay of 0.4 g/t (0.01 T oz/st) would result from the presence of a single 420 J.tm (35 mesh) gold flake (which weighs I milligram) in a 5 kilogram siliceous sample.The current high gold price and the prospects of high profit margins awaiting exploitation of even very low grade gold deposits, has spawned a sizeable group of incompetent or fraudulent gold assayers. These ""assayers"" will often report significant precious metal values where no such values occur. Failures of legitimate assay labs to confirm these ""significant"" assays are often attributed, by the charlatan, to their capability of detecting ""unassayable gold"" while the check assayer cannot. Geologists and engineers lacking detailed knowledge of sampling and assaying techniques are often hard-pressed to convince a gold-fever aroused company executive or investor-client to abandon a property on which attention-grabbling values have been reported, often by more than one laboratory. Professionals engaged in such evaluations must acquire an understanding of contemporary precious metal sampling and assaying techniques . Only then can they determine whether misrepresentation of values have been perpetrated"

"It is widely accepted that the rock blasting results are a function of several stochastic variables given by: -The natural geological structure of the rock mass (joint spacings, discontinuities length orientation and characteristics, physical-mechanical properties, such as: ultimate strengths and elastic properties, etc.).-The detonation and explosion parameters of the explosive mixture (V.O.D., P2, T2, Q3, etc.).-The drilling and blasting pattern dimensions.-In this paper the most important stochastic variables regarding with the rock mass and the blast design dimensions before mentioned are identified, described and discussed.A non linear programming method to calculate the optimum burden Bo) is proposed and discussed.The great impact of the stochastic variable called burden (B) on the rock blasting results is emphasized. A comparison between burden theoretical calculations and some field blast results is also shown."

ISO 14031 is an international standard that describes a process for measuring environmental performance evaluation by setting quantitative indicators and providing a structured approach for organizations to follow, independent of location, size, complexity and type of activity. It is not a standard for certification as ISO 14001 is, but it fits into the ISO 14000 series of standards and is intended to assist organizations to apply environmental management systems and obtain environmental evaluation. This case study’s main objective is to identify the interaction between ISO 14031 and ISO 14040-42. ISO 14040-42 is referring to Life Cycle Analysis (LCA) methodology. More specific, LCA is applied (based on the ISO 14040-42 standard) to stone wool’s production, the market dominating thermal insulation material, produced by bauxite and amphibolite. LCA is used as a decision making tool for the development of environmental indicators (based on ISO 14031 guidelines) and for environmental performance evaluation.

The precipitation of the Feab and Fe,Ti Laves phases (MgZn, type, C14) from Fe-Nb and Fe-Ti solid solutions, respectively, has been studied in the temperature range 500" to 800°C using hardness measurements, light and electron microscopy, and X-ray and electron diffraction. The Fe-Nb alloys contained 0.96, 1.67, and 3.80 pct Nb and the Fe-Ti alloys 3.5, 5.8, and 8.8 pct Ti. In both systems only the equilibrium Laves phase is formed, with nucleation occurring at grain boundaries, at dislocations, and in the matrix. No cellular precipitation or transition phases were observed. The precipitation of the Laves phase in a fine dispersion leads to significant hardening in both systems. The hardness of the aged alloys is proportional to the reciprocal of the square root of the interparticle spacing. The maximum solid solubility of titanium in a! iron is 9.0 pct Ti at 1280°C. THE precipitation of the FezNb and FezTi Laves phases (MgZn2 type, C 14) from Fe-Nb and Fe-Ti solid solutions, respectively, has been investigated as part of a continuing study of the mechanisms of precipitation from ferritic binary iron-base alloys. The iron-rich portions of the Fe-Nb and Fe-Ti phase diagrams are shown in Fig. l(a) and l(b). The Fe-Nb diagram is essentially that given by ansen' with the more recent work of Hume-Rothery and Gibson2 added. Goldschmidt3 indicates that the FezNb Laves phase has a solubility extending from 32 to 55 wt pct Nb. The Fe-Ti diagram is also essentially that reported by Hansen.l The recent results of Nishimura and kamei, Murakami, Kimura, and Nishimura,' indicate that the FezTi Laves phase has a solubility extending from 22.5 to 30.5 wt pct Ti. The L/6 + FezTi eutectic temperature of 1298°C indicated by Kornilov and oriskina' has been adopted. The addition of niobium or titanium to iron lowers the 6 — y transformation temperature and raises the y — a! transformation temperature. This results in a closed y field in the Fe-Ti system, but the lower solubility of niobium in a! (6) iron results in a eutec-toid, 6 — y + FezNb, at 1200°C, and a peritectoid, y + FezNb —-a, at 989°C in the Fe-Nb system. The maximum solubility of niobium is reported to be 4.5 wt pct in 6 iron,' 1.0 wt pct in y iron,7 and 1.8 wt pct in a iron.' Some results from the present work indicate that the maximum solubility in a! iron is actually less than 0.96 wt pct Nb. The maximum solubility of titanium in a! (6) iron is somewhat uncertain since the early work of To faute and Butting-haus indicated a value of 6.0 wt pct while later work of Kornilov and Boriskina6 yielded a value of 14.0 wt pct. The present work indicates that the maximum solubility is actually 9.0 wt pct. In both systems the phase in equilibrium with the iron-base solid solutions is a Laves phase (Mg znztype, C14), FezNb or FezTi. Both of these Laves phases have a wide range of Solubility. The precipitation-hardening behavior of Fe-Nb or Fe-Ti alloys has not been studied extensively. Genders and Harrison' reported that binary Fe-Nb alloys hardened upon aging. Peter and Fisher7 studied the mechanical properties of Fe-Nb and Fe-Ti alloys quenched from different phase fields.

In any process or organization inefficiencies are costly. In times of abundance this reality often does not receive much attention. During such times the focus is rather on increasing capacity to increase production. However, there is a growing awareness in the world of tougher economic, social as well as environmental conditions, and enterprises find themselves facing greater demands for accountability towards shareholders, the environment and the public, as well as growing competition for market share and limited global resources. This reality is no different in ensuring a sustainable mineral sands operation. In order to achieve this, any operation needs to be stripped of all process as well as operational inefficiencies. In this context it has become essential for any Mineral Separation Plant (MSP) to have the necessary process monitoring and control systems in place to continually monitor and optimize the production of on-spec products and maximize operational efficiency and consistency. The MSP Grade Control Solution developed by Crusader Systems and running on top of the CSense platform contributes towards these goals by improving the consistent production of on-grade product. This allows the process to operate closer to the maximum allowable product grade constraint, which in turn maximizes production.

Slat-band chains, currently manufactured from Type 430 ferritic stainless steel, are used as conveyors in various industries. A process to strengthen these chains?with the aim of prolonging the lifetime of the conveyors?was developed recently. The process entails heat treating the cold-worked chain at 475°C,strengthening the material by precipitation of the Cr-rich phase a? at relatively long periods of aging. In the present work, it was found that increasing the interstitial content by solution heat treatments (at 880°C or 930°C) prior to cold rolling and aging, causes an increase in strength at shorter aging times as a result of the precipitation of chromium-rich carbides and nitrides. The solution treatments can introduce martensite into the microstructure if carried out at a sufficiently high temperature. This, along with the deformation caused by cold work, also increases the strength. Corrosion resistance is not affected by the treatments, but ductility is lowered. However, calculated critical crack lengths indicate that solution treatment at a temperature below the Ac1allows for a larger critical flaw size, and that the lifetime of the chains will probably be determined by fatigue. Although the duration of the service of the chains are reportedly controlled by wear, with these treatments the tensile strength of the material is increased to within acceptable limits for conveyor chains. The tensile strength is an indication of the wear or abrasion resistance of a material. It is expected that after the treatments, the wear resistance will be improved, but since embrittlement occurs, the fatigue resistance is lowered. It is concluded that the preferred processing route for the chains would be solution treatment at 880°C, fast quenching to trap the interstitial atoms, cold rolling and then aging at 475°C for 8 minutes.

Advanced process modelling tools were developed for the Xstrata Nickel Sudbury Smelter flow sheet using a combination of FACTSAGE TM METSIMTM and ARENATM software. These tools were employed to assist with plant optimisation, emission control, process design, troubleshooting and case studies as applied to the smelter. The development of process modelling tools in pyro-metallurgy commonly involves an in-depth study of the therm o-chemical properties (heat capacity, liquidus temperature, etc.) of all high temperature phases, usually matte and slag. The preferred tool for this purpose is FACTSAGETM, a well-known then-no-chemical modelling software package. The results from the therm o-chemical model have been subsequently incorporated into the development of a process model for the entire smelting facility using the METSIMTM platform. Such process model also includes a number of special features adopted to effectively simulate the complex industrial phases; matte and slag systems. To ensure the robustness and reliability of the process model, several process parameters and assumptions were verified with laboratory and plant data. Consequently, the model includes the ability to examine the impact of a number of plant parameters on potential plant performance. Primary variables are the percent sulphur elimination during concentrate roasting, furnace matte grade and degree of matte metallization. Key output parameters include operating temperature, furnace coke requirement, sulphuric acid production, CO2 emissions and overall energy requirements. Selected outputs from the process model (for example blowing time, slag production rate and matte converting rate) can then be utilised in the development of a discrete event model (DEM) for the smelter using ARENATM software. Incorporation of reliable and validated mass balance parameters enhances the robustness and reliability of the DEM model. The integration of then-no-chemical, process and DEM modeling tools has a distinct advantage in planning plant trials and examining process design initiatives at Xstrata Nickel's Sudbury Smelter. The present paper discusses the development of these three models and the synergies existing among them. Typical results from all three models are also presented.

The multi-reef area of Cooke 3 Shaft provides a unique mining challenge on account of the very thin middlings between the pay bands and the marginal values of the reef. It is uneconomic or impractical, because of the excessive heights, to mine the middlings using conventional stoping methods. The development of suitable mining methods is discussed with particular emphasis on the control of water inflow and the policy of not jeopardizing or sterilizing other reef horizons by the mining method implemented. No definite solution is currently available, but with the aid of instrumentation, computer analyses and mechanized mining equipment, the mine continues to attempt to maximize extraction and profits.

In the course of the Bureau of Mines investigation relative to the causes, behavior, and control f anthracite-mine fires, attention was directed toward the correlation between the temperature of oxidation and the gaseous oxidation products in the range of temperatures between 100° and 350°C4/ These tests, made on a high-grade anthracite to determine the amount of oxygen consumed and the amounts of carbon dioxide, carbon monoxide, hydrogen and methane evolved when air was passed through samples of the anthracite at various elevated temperatures, showed that the gases evolved and their relative proportions vary with temperature, constitute a means for determining the probable temperature of the anthracite, and thus permit detection of incipient heating before a dangerous fire hazard exists. As the relationships mentioned are affected somewhat by the amount of previous oxidation of the coal, it was deemed desirable to know to what extent they might vary owing to this cause. It was also considered desirable to have a means for estimating the extent of oxidation from the gas analysis, as this would permit a more accurate estimate of probable temperature. Finally, it seemed desirable to know how much the composition of coal might vary over an extended period of oxidation, since this was previously suggested5/ as a possible means for estimating the probable maximum oxidation temperature to which a sample of coal had been subjected.
