South Africa?s re-entry into the fast moving and competitive global economy calls for some careful strategic planning and a good deal of co-operation between suppliers and end-users. The issues that need addressing are generally well known and include: ?South Africa was ranked 45th out of 46 i.r.o. productivity ?SMMEs contribute 1% to exports compared to 40-60% for the ?tigers? ?High unemployment ?Limited skills of the majority of workers ?Slow growth rate of the economy ?The vast majority of suppliers are not world-class ?The vast majority of suppliers are not export or marketing orientated. In order to survive, all parties, i.e. government, labour and business, will have to play their part.

"In 2012 the International Seabed Authority (ISA) established nine “Areas of Particular Environmental Interest” (APEIs) for consideration as future Marine Protected Areas to help preserve the biodiversity of life on the seabed within the Clarion-Clipperton Zone (CCZ) between Baja California, Mexico, and the Hawaiian Islands. The CCZ is believed to have a high potential for future seabed mining operations. Areas under active exploration contracts in the CCZ, plus the areas currently reserved by the ISA for exploration by developing nations, comprise about 1.9 million km2 of seabed area. The currently designated APEIs consist of more than 1.4 million km2 of seabed. Each APEI includes a central primary conservation area of 200 X 200 km, surrounded by 100-km buffer areas on all sides. The 100-km buffers are intended as a very conservative spacing between the primary conservation area and potential mining activities in adjacent seabed. The selection of these nine 400 X 400 km APEIs, has been criticized as possibly not including sufficient representative habitat similar enough to the potential mining areas (identified currently as the exploration contract and reserved areas administered by the ISA within the region) to ensure protection of the biodiversity that might be impacted by mining.An area to the east of the existing exploration contracts and reserved areas is known to have substantial mineral deposits; it is very similar to the adjacent exploration contract areas in its geology, environmental setting, polymetallic nodule abundance and nodule metal content. Because it is located in the northeastern extreme of the CCZ, this area is also likely to have relatively high densities of benthic life, compared with benthic communities further westward within the CCZ. Many options for the designation of this APEI are possible, but the area designation must accommodate the boundaries of the Exclusive Economic Zones of Mexico and France.This paper discusses why the selected region in the eastern extreme of the CCZ is a good candidate for designation as a new APEI.Keywords: polymetallic nodules, Marine Protected Areas, Clarion-Clipperton Zone, Areas of Particular Environmental Interest"

The Bureau of Mines prepared and investigated xanthated sawdust adsorbents to determine their effectiveness in removing heavy metal ions from dilute aqueous solutions, mine-drainage waters, and brines. Stripping of the metal values from the metal-laden adsorbent was also investigated. The treated sawdusts had an adsorption capacity of 0.3 to 0.4 meg/g dry adsorbent for Mn, Co, Ni, Cu, Ag, Zn, Cd, Hg, or Pb from feed solutions with pH 5 to 6. The feed solutions tested included mine-drainage waters and geothermal brine. Effluent metal concentrations as low as 0.05 to 0.1 mg/l were obtained at effluent pH values of 6 to 9. The order of affinity of metals for the sawdust adsorbent is Na«Ca~Mg~Mn<Zn<Ni<Cd<Pb~Cu. The presence of Ca, Mg, or Na in concentrations as high as 2 g/l does not seriously impair the heavy-metal adsorption. Metals were desorbed from the metal-laden adsorbent by elution with dilute mineral acids, sodium cyanide, or salts of ethylenediaminetetra-acetic acid.

This first section of case histories of mineral discoveries, Vol. 3, covers some of the milestones in porphyry copper and skam exploration successes. It was during the era of these discoveries that large, complex exploration departments emerged as permanent adjuncts of large mining companies. The discoveries helped shape how and where exploration activity was conducted. Probably the most important factor in exploration success is management. Few management people are mentioned in this section or in any exploration history, yet the distinction between success and failure ultimately rested with the decisions they made. One of the most successful groups was initiated by Roger Straus and Herbert Brownell when they sought to make Asarco into an important metal producer. Relying on Clem Pollock and L.H. (Bill) Hart to identify and push worthwhile projects, the Asarco management remade the company. Asarco will benefit from exploration successes com- pounded by that team for years to come. Duval is an example of a management that decided to add metal production to its industrial minerals output. When Page Morris was president, that company opened three major porphyry copper mines and became an important factor in metals. Under the Monis management team, Duval became a leader in exploration. At the other end of the scale are managements that snatched defeat from the jaws of victory and by so doing changed the character of their companies in other ways.

Introductory Remarks PRESIDENT MARKS: We have made special assignments for the discussion of this paper, and I believe these discussions are to be answered in sections, and as the different sections are read applying to this paper, we will just have a brief discussion on that particular point and proceed to the next and try and expedite this discussion as much as possible, be- cause I realize a good many of you have something to say. The first discussion is by Mr. Frank A. Rank, of the General Electric Company, Salt Lake City. MR. F. A. RANK (General Electric Company, Salt Lake City, Utah) : Mr. Chairman, while my name has been put on the program as being the one to discuss this paper, I believe Mr. Jones of our company has prepared a discussion on it, and therefore will let him talk in my place. MR. A. L. JONES: I think that it is passing the buck. However, Mr. Rank sent me a copy of the paper, and I read it over with a good deal of interest. There is one thing I want to say: Mr. Shubart, in his breezy letters, stated this paper was to be written by Mr. Harrington, assisted by a number of manufacturing and operating companies, among them the General Electric Company. We did not function. The paper was completed, and we were not consulted, and I believe that is true of the others. After reading the paper over, I dictated a few notes which I want to read, to give you the view-point that we have on the subject We do not want to minimize electrical dangers, or in any way slow down high-grade construction maintenance, but there is such a thing as overstating the case. "Heap leaching of low-grade copper-cobalt oxidized ore and solvent extraction of copper, cobalt, manganese, and zinc were investigated. Heap-leaching parameters were optimized using agitated and tray batch leaching tests, capped by tests on a pilot semicontinuous heap-leach plant. The optimum pregnant leach solution yielded 2,350 mg/L Cu, 3,800 mg/L Co, 3,600 mg/L Fe, 130 mg/L Mn, 25 mg/L Zn, and 0.58 g/L solids in suspension, with pH and acidity of 1.27 and 3.66 g/L, respectively. Copper, cobalt, and impurities (Mn and Zn) were extracted using (v/v) 30% CP-150, 20% IONQUEST® 290, and 20% D2EHPA, respectively; overall recoveries of copper, cobalt, and impurities were 98, 99, and 70%, respectively.RÉSUMÉ La lixiviation en tas des minerais oxydés de cuivre et de cobalt et l’extraction par solvant du cuivre, du cobalt, du manganèse et du zinc ont été étudiés. It treats oxidized ores of copper and cobalt that are recovered by sulphuric acid heap leaching (Trujillo, Cisternas, Gálvez, & Mellado, 2014; Kime, Kanowa, Mulaba- Bafubiandi, & Diyambi, 2016) and solvent extraction processes (Crane, Urbani, Dudley, Horner, & Virnig, 2009; Fisher, 2011; Kime et al., 2016). The ore to the plant is primarily sourced from the Luita and Mukondo mines. Geological prospecting work by Gecamines and Boss Mining showed that the Mukondo mine contains a very large cobalt reserve not yet exploited, but with grades as low as 0.2%.Currently, Boss Mining is focusing on the production of copper, but is investigating methods to efficiently produce both copper and cobalt. A challenge in the production of cobalt from this ore is its presence in the third oxidation state. This requires the addition of reducing agents, which increases the overall operating cost (Kime & Makgoale, 2016). Cobalt solvent extraction is also very sensitive to impurities such as nickel, zinc, manganese, and aluminum, which are often co-extracted (Swartz, Donegan, & Amos, 2009). This sensitivity to impurities requires the optimization of operational parameters to lower impurity levels as much as possible in the electrolyte."

A sand and gravel deposit exists in the Wildrose Canyon Wilderness Study Area (WSA), Out it is limited to local use because of the distance from major markets and resulting high transportation costs. The WSA has no identified metallic minerals, oil, gas or other energy related deposits. INTRODUCTION The WSA encompasses 17,366 acres (7,028 ha) in the Panamint Range, Inyo County, California. Access to the area is by State Route 190, approximately 45 miles (72.4 km) east of Lone Pine, California and 16 miles (26 km) southwest of Stovepipe Wells, California (fig. 1).

GENERAL DESCRIPTION The Lucky Friday mine is located in Mullan, Sho-¬shone County, Idaho. The mining method is horizontal slice cut-and-fill (with timbering for support or un¬timbered) using hydraulic sand. Cemented sand fill at a 1:17 ratio is used in sill pours and at a 1:7 ratio for the final 152 mm (6 in.) capping in successive stope floor pours. Annual production with 100% cut-and-fill mining is 167 829 t (185,000 st). The average depth of mining is 1296 m (4250 ft) and the average travel time to the stope is 45 min. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size The ore body is 396 to 488 m (1300 to 1600 ft) long on strike, 1421 m (4660 ft) on dip, with an average width of 2.3 m (7.5 ft). Dip varies from vertical to1.2 rad (70°) Ground Conditions, Ore Value, and Production Requirements The ore body contains quite strong argentiferous galena and quartz. The hanging wall and footwall are strongly sheared and fractured. Ore value is $211/t ($192/st).

Cyanide management practices on modern gold plants are becoming more onerous, due to environmental pressures, particularly for signatories to the International Cyanide Management Code. Operations are therefore seeking to reduce levels of weak-acid dissociable (WAD) cyanide reporting to spigot discharge as well as to any eventual discharges from the tailings storage facility (TSF). Current gold industry standard processes primarily include the oxidation of cyanide by means of sodium meta-bisulfite (SMBS, or SO2) with air, Caro&apos;s acid (H2SO5) or hydrogen peroxide (H2O2). These processes require the transport and usage of expensive oxidizing reagents, along with the safety and environmental issues associated with these corrosive and toxic chemicals. Maelgwyn Mineral Services (MMS) has developed the MMS CN-DTM process, which utilizes the Aachen ReactorTM, a high-energy mass-transfer superoxygenation system, in conjunction with an activated carbon-based catalyst and no additional reagents, to increase the rate of cyanide oxidation to cyanate, the thermodynamically more stable form. Testwork conducted at the Maelgwyn Australia testwork facility in Perth Australia is described, at both pilot scale and continuous bench-scale, on a sample of tailings effluent obtained from an Australian gold plant. WAD cyanide is demonstrated to be lowered using the MMS CN-DTM process from an influent of 130 mg/L to the required levels for discharge to TSF (<50 mg/L). The continuous test results showed stable operation over three residence time turnovers. The pilot-scale results demonstrated the efficiency of the process at the reasonably large scales required for engineering cost estimation.

The purpose of the given research was to investigate the possibility of high-carbon ferrochromium refining to remove harmful impurities as a result of metal treatment by slag mixtures on the basis of the CaO-MgO-SiO2system. The final conclusions were drawn from experimental results. It was shown that the treatment of high-carbon ferrochromium by SiO2-MgO-CaO slag mixtures with additions of chromium sinter or iron-ore concentrate removes carbon, sulphur and phosphorus from the metal. A mechanism of phosphorus removal from a melt to a gas phase is proposed.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 7,000 acres of the 9,240-acre Little Blitzen Gorge Wilderness Study Area in Harney County, OR, to evaluate its mineral resources. The study area is dominated by a 1,500-ft-deep canyon that was carved by Pleistocene glaciers in gently westward-dipping homoclinal flows of Miocene Steens Basalt. The Bureau reviewed pertinent literature and county mining records During the field investigations, 18 rock samples were collected from basalt dikes, breccia, fractured or porphyritic flows, and 20 alluvial samples from gravel accumulations. Mercury anomalies from sampling by the Oregon Department of Geology and Mineral Industries could not be verified. The mercury might have originated -From the Pike Creek Formation, a known mercury-producing unit that may extend into the study area beneath the Steens Basalt. Any epithermal deposit at depth would be expensive to explore and develop.

John M. Cairns, in an interesting letter dated June. 19, 1918, tells us of his experiences in Italy. He says, "It may interest you to know I came out to Italy after being on the Afghan frontier of Indian Baluchistan, in August last year, and for some time was posted at Turin as Railway Transport officer. At that time Turin was in the toils of the riots which were the forerunners and preliminaries which led up to the great Italian retreat (Capretto). Since then I have been all over Italy from (deleted by the censor) in Transportation intelligence, and now have just been transferred to the Directorate of Requisitions and Hirings, which now permits great opportunities of going nearly all over Italy (deleted by the censor). "Cyclone separators of different design are being used in increasing numbers in the coal industry of today. One recent addition, the Compound Water Cyclone, is finding application in the North American and Australian coal fields for the beneficiation of coking coals and for the reduction of sulphur and ash in steam coals. In this paper, the combination of specific-gravity separation, thickening, classification and water recovery are discussed. All of these operations can now be accomplished by means of cyclones that are effectively combined in circuits of compact design. In the layout of such integrated plants, three main sections are distinguished, namely: a Main Section for cleaning the plus-28-mesh fractions; an Effluent-Beneficiation Section for treating the minus-28-mesh fractions; and a Water-Recovery Section, where the wash water is reconditioned, and the fine solids are removed in a semi-solid state as slugs or pellets. Depending on the nature of the coal and the specifications of the purchaser, water-cyclone circuits can be flexibly combined with HM Cyclones and froth flotation, as well as with ancillary equipment for dewatering and drying."

The purpose of this paper is to identify and examine alternative methods (other than shovel/truck stripping) of effecting the pre-stripping of consolidated overburden, in conjunction with dragline stripping operations, at surface coal mines. The analysis will be case study oriented with practical mining considerations and comparative economics being evaluated. Alternatives that will be examined include blast casting, dozer push, and multiple pass dragline sequences.

The platinum group metal (PGM) industry is currently reliant on the crush-mill-float-smelt-refine route to process PGM ores. However, there are many instances where this route would not be feasible. An alternative process route has been developed which involves heap bioleaching to extract base metals followed by heap reclamation and a water wash step, leading into heap cyanide leaching to extract precious metals. This process was evaluated through test work on samples of Platreef ore using laboratory scale columns. After 304 days 75% Ni and 93% Cu were extracted in the bioleach experiment at 65°C, and after 60 days 58% Pt, 99% Pd and 90% Au in the follow-up cyanide leach experiment at 50°C. A preliminary process flow sheet has been developed around this. Analysis via a mineral liberation analyser showed that the remaining Pt was in the form of the mineral sperrylite, which appeared to be slow leaching in cyanide in comparison to the other mineral types. Analysis of cyanide effluent solution showed high levels of thiocyanate, which present an environmental risk for disposal and high consumption of cyanide. Further studies to develop the process for commercial application in the South African PGM industry are outlined.

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell&apos;s notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being&apos; in part the same now as when Mr. Stetefeldt&apos;s second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt&apos;s complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.

The preparation of high-purity zirconyl compounds was studied in order to develop an economical process for obtaining pure zirconium via the caustic fritting of zircon sand. The direct dissolution of caustic frits with concentrated hydrochloric or nitric acid at 80c. followed by the addition of a small amount of acidified gelatin, gave high-purity zirconyl chloride or nitrate. The addition of a small amount of gelatin caused a mutual flocculation between colloidal silica and gelatin. The precipitation of this silica floc markedly lowered the content of silica in the product. The silica content of the compounds (or solution) so produced, generally less than 100 ppm., was sufficiently low for tributyl phosphate extraction for nitrate solutions. It was found that the degree of purification de-pends not only on the procedures employed but also on the nature of the frit itself. Silica was more effectively eliminated from the fritted product produced at higher temperatures, and less silica was present in the com-pound prepared from the frit produced in a shorter heating time. One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

"Paste backfill has replaced cemented rock fill as one of the components to improve ground · control and mine safety at the Macassa Operation of Kinross Gold Corporation in Kirkland Lake, Ontario. It is the first operation to utilize "" flash thickening ""of very fine gold tailings to a paste consistency in the ""Paste Production and Storage Mechanism"", a joint technical development of Inco and GL&V. The tailings paste is mixed with alluvial sand to produce an engineered quality paste backfill. The development leading up to the decision to proceed with this novel technology is discussed, as well as commissioning of the backfill operation.IntroductionThe occurrence of a major rockburst on November 23, 1993 prompted a review of mining and backfill procedures at the Macassa No 3 shaft . This shaft is some 7238 ft deep and lies in a mining belt that is prone to seismic events. The recommendations were to change the mining from underhand cut and fill to mechanized long hole stopping and to look at alternatives to the rockfill backfill system in place. The Macassa cemented rock backfill operation, while producing the desired fill stiffness had drawbacks as compared to paste fill. With paste fill, placement rates are faster, more openings can be filled, it is less expensive and less prone to the occurrences of compensable incidents.Macassa mining personnel visited the Sudbury operations of Inco in 1993, where development on paste backfill was in progress. As some of the R&D was taking place with funding from the Premier's Council Technology Fund of the Ministry of Trade and Technology of the Province of Ontario , Inco personnel at that time did some feasibility and conceptual consulting on the use of paste fill for the industry. Inco had developed the use of alluvial sand paste fill, an engineered blend of alluvial sand and tailings fines and was doing development work to eliminate the ""conventional"" way of producing paste from mill tailing by thickening and filtration. This latter development work was taking place with GL&V Ontario. That work led to the filing of a joint Inca/ GL&V patent application for the PPSM, the Paste Production and Storage Mechanism with all marketing rights being held by GL&V."

The results of full scale plate load tests on stone columns on soft clay in coastal areas are presented in this paper. Four load tests were made, two of which were performed on the ground treated with stone columns, one on an isolated stone column and the last one on the untreated ground. For a given stress range, the settlement of the rigid plate, the stress concentration factor, and the excess pore water pressure were measured. It is found that the distribution of vertical stress beneath the rigid plate supported by the composite ground of stone columns is very different in shape from the one by the untreated ground, that the stress concentration factor has a relation with the stress level and time, that the stone columns increase the bearing capacity up to by 2 times, and that the ground stabilized by stone columns is of great advantage to keep the foundation stable.
