INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Multiphase steels are quite sensitive to hydrogen embrittlement. Laboratory tests to evaluate this often use electrochemical, charging to introduce hydrogen into the sample, but damage purely caused by hydrogen charging has to be avoided. A ferrite-bainite steel, was charged using various conditions to identify when surface blisters occurred. Samples were also checked for internal, damage by electron microscopy. This study was repeated for three other multiphase steels and pure iron. An HSLA steel, was found to be more resistant whereas pure iron was quite susceptible to internal, hydrogen damage. For al, industrial, steels, cracks concentrated in the middle of the sample were attributed to inclusions and segregations, inherent to production.

Although laboratory studies of tin flotation have been reported as far back as the 1920`s(1), the commercial application has only been realized within the past few years(2,3). The principal technical difficulty in the application of the process to tin ores has not been in the flotation of cassiterite itself, this mineral being readily recoverable with the common collectors, including xanthates with heavy metal ion activation(2). The difficulty has been with the depression of the gangue minerals commonly associated with tin ores, and to a lesser extent with the problems of collector consuming semi-colloidal minerals which are in some cases present. The application of sulfosuccinamate collectors to flotation of cassiterite from the Catavi, Bolivia, slime tailings has recently been described(3). The investigation which led to this successful process development included studies of other samples of gravity plant tailings as well as of lode tin ores. A common flowsheet with few significant variations was applied to most of these ore samples with acceptable results. In the following the process is described and the results of its application to samples from Bolivia and elsewhere given. Among the factors considered are: gangue depression, particle size and slime effects, and reagent and pulp density levels.

"Padwal and Chaturvedi have developed the model based on M-K theory, considering Hosford's yield criterion and critical thickness strain criterion"" to predict the sheet metal forming limits under simple (constant) strain ratio paths. This analysis has been extended in this paper to predict the sheet metal forming limits under complex strain paths. The effects of exponent ""a"" in Hosford's yield criterion and strain paths on the forming limits under complex strain paths are studied using this analysis. The predictions of the present analysis are compared, both for simple and complex strain paths, with experimental results of Ishigaki for A.K. steel and also with the predictions of Rao and Chaturvedi's model. The quantitative analysis of the error in predicting the forming limits has also been carried out using a method suggested by the authors earlier.1. INTRODUCTIONThe constant strain ratio condition has been assumed in the theories developed for prediction of forming limit diagrams (FLO). In actual forming operation, this condition is seldom satisfied. Even in the case of simple single stage press formed components, the strain path becomes curved and non-linear. In the case of pressings with complex shapes, or multiple stages of forming, the changes in strain path are more pronounced and even abrupt.Experimental study of the forming limits, under two stage strain paths, by Ishigaki [1], has shown that the forming limits are path dependent. It has been observed that the forming limits lower than that under simple strain paths, may be obtained under certain strain paths (when the first stage strain path is either equibiaxial tension or uniaxial tension, followed by the second stage strain path as plane strain). Rasmussen's work [2J, on the theoretical study of forming limits under curvilinear strains paths, has shown that a large drop in formability can result from very small changes in strain path. Thus if a deformation process gives rise to failures due to plastic instability, the failure is not necessarily due to insufficient formability of the material. In such cases, FLOs based on constant strain ratio path should not be used directly in predicting the success or failure of the forming operation. Thus the knowledge of forming limits under complex strain paths is of great importance to the interpretation of press-shop problems."

Betterton, Jr. (Union Carbide & Carbon Corp., Oak Ridge, Tenn.)—The authors have contributed to the theory of zone melting by considering the effects of the solidification of the final zone on the distribution curves for the finite length bar. However, they do not consider in sufficient detail the restrictions imposed by the particular metals involved. Eq. 4 has the analytical solution which is equivalent to Pfann's' equation for normal solidification of the final zone. For distribution coefficients less than one, it is apparent from this form of the equation that, as the solidification approaches completion, the concentration attains extremely large values which are inconsistent with the density of physical materials. The necessary restrictions then are that the solute concentration cannot exceed the density of the alloy, or more frequently, the solubility limit in the solid phase. Secondly, the distribution coefficient cannot be constant from 0 to 100 pet solute unless the liquidus and solidus coincide over this whole region. It would thus be more correct to impose limits on the solubility such as would be indicated by a typical eutectic diagram. Furthermore, in this case the assumption that the distribution coefficient remains constant is more likely to be realized. The solidification proceeds according to Pfann's' expression until the concentration reaches the maximum solubility in the solid phasc. At this point, the concentration changes abruptly to the eutectic composition and remains at this value for the duration of the solidification. The width of the flat region, and the back reflection of this effect into the concentration curve on subsequent passes, depends upon the ratio of the eutectic concentration to the original concentration, upon the distribution coefficient, and upon the number of passes. Similar effects on the concentration curves in the first zone length would be expected in many systems for which the distribution coefficient is greater than one, and where the maximum solubility is not too much larger than the original concentration. The discussers agree with the authors that the assumption that the liquid is uniform in concentration should be considered with caution. Kneip and Better-ton' have shown, however, that in floating zone refining of zirconium, using induction heating, the distribution of iron agrees with theory which assumes a uniform liquid composition. Hence, in this case, the experimentally realized distribution coefficient agrees with the present phase diagram within the experimental uncertainty. L. Burris, Jr., C. H. Stockman, and I. G. Repairing and replacing equipment damaged by corrosion and abrasion is a major cost throughout industry, especially in the coal mining industry. Careful study of corrosion and abrasion, and their causes and effects, often leads to the selection of alternative materials which can provide economies. What, actually, are corrosion and abrasion and how do they contribute to the cost of operating a coal-preparation plant? Furthermore, what can be done to alleviate corrosion and abrasion problems and thereby reduce operating costs? These questions will be answered in the following discussion, which will describe the destructive action of corrosion and abrasion and give several methods for controlling corrosion and abrasion losses, These methods include the substitution of stainless steel for carbon steel, the use of corrosion inhibitors, and the use of design to eliminate corrosion and abrasion. Examples will be given illustrating the benefits that have resulted in plant tests when these methods of controlling corrosion and abrasion were used.

Quarry operators must continue to change and adapt environmental compliance methods to meet the increasingly demanding regulations. To fulfill industry needs, a computer-based decision support system is being developed to facilitate decision making that mine operators are required to make regarding environmental responsibilities. This system can help to determine permitting and compliance measures needed for air, surface water, groundwater, noise, aesthetics, vegetation, wetlands, hazardous wastes, storage tanks and wildlife habitats during the development, operation, and closure phases of mining. Operators will utilize the system's user-friendly interface consisting of mouse driven responses and limited keyboard entries on a desktop computer. The system is easy to upgrade according to the user's needs and changes in current laws and regulations. Data input models, user interfaces, and support of decision making are explained. The program permits inclusion of the decision maker's own insights through "what-if' analysis, in which the user can change ad hoc entries and check the related consequences. Using this approach, the user has complete control over all steps of the decision making process. A storm water example is selected to demonstrate the potential benefits of the support system to environmental decision makers.

Several empirical equations to estimate coal pillar strength have been presented in academic studies. The development processes of these equations are similar and are usually obtained by fitting the mathematical function (curve) to field data. One of the best criteria to evaluate the quality of fitting for such equations is the correlation coefficient R2, which has limited applicability. It is necessary to calculate the correlation coefficient access to the initial data for which the equation is presented; this is impossible for many coal pillar strength formulas. This paper presents a new approach based on the analysis of uncertainty amplitude to compare the coal pillar strength. This approach utilizes a combination of parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), function type and degrees of freedom. The confidence level of constants is subsequently formed and the correlation coefficient becomes more comprehensive. Therefore, for an effective comparison, the efficiency and accuracy of coal pillar strength formula can be used. Currently lead nitrate is used as the recommended activator in Au-Sb flotation. However, due to high levels of hazard, the application of lead nitrate constitutes a potential risk for human health and ecosystems. To mitigate the harmful impact of activators on the environment, further research on activation by alternative reagents has been launched to promote the efficiency of antimony ores. In the present study, adsorption of lead, copper and zinc cations has been investigated by nuclear quadrupole resonance (NQR), which has revealed copper and zinc cations penetration into the mineral lattice, although lead cations remain adsorbed on the mineral surface. However, the combination of zinc and copper cations leads to preferential volumetric adsorption of zinc in the mineral lattice and further surface adsorption of copper which positively affects the activation process. It has been established that activation of stibnite can be achieved effectively with the mixture of Cu2+:Zn2+=1:1 as much as with lead cations in antimony ore flotation. As a part of this work, the computational modelling has been used in prognosis of reagent activity evaluation (PRAE) for stibnite and aurostibite flotation by sulfhydryl collectors. The lower PRAE value the stronger the ability of a collector to form a stable complex with a mineral. PRAE has shown a strong negative trend to complex formation on the mineral surface of aurostibite and stibnite. Based on these studies, several collectors have been proposed for effective flotation. To verify the feasibility of proposed collectors tetramethyl (ethyl) thiuram disulfides (TMTD and TETD) have been used for flotation of stibnite, sphalerite, pyrite and arsenopyrite. Flotation performance has been improved significantly with TMTD that allows the avoidance of lead nitrate application and increases the recovery of antimony by 8,16%. During 1981, Ecuador's gross domestic product (GDP) increased by a reported 4.8% in real terms, a slight improvement over that of 1980. In current prices, the CDP in 1981 was estimated at $13.7 billion.2 The inflation rate increased to 15.6% according to official figures, above that of 1980. Ecuador's production of petroleum increased 3% in 1981 compared with that of 1980. The consortium of Corporación Estat al Petrolera Ecuatoriana (CEPE), the state oil company, and Texaco, Inc., produced almost 98% of the total from their Putumayo Basin operations in Oriente, the eastern jungle region. In sharp contrast, output from the Santa Elena Peninsula Fields, where oil was first produced commercially in 1921, continued to decline, producing only 510,000 barrels, a decrease of almost 8% compared with that of 1980.

Froth flotation was employed to beneficiate a lean-grade siliceous rock-phosphate ore containing fluorapatite, the phosphate-bearing mineral. The main gangue minerals were quartz, iron oxides and aluminum oxides. After the rougher stage, four cleaning stages were required to upgrade the ore. The liberation size of the phosphate mineral was below 200 mesh, The reagent scheme consisted of commercial-grade sodium silicate and sodium oleate. The effect of reagent dosages, number of cleaning stages and pulp density on the efficiences of separation were studied systematically. A flowsheet was proposed for the processing of low-grade siliceous phosphate ore containing 12.1% P2O5, 55.36% SiO2 and 15.45% CaO. The flowsheet provided a useable phosphate concentrate containing 34.18% P2O5 and 14.20% SiO2 with a P2O5 recovery of 70.4% (the weight yield was 25.0%).

Computer Controlled Scanning Electron Microscopy (CCSEM) analyses of sediment samples from coastal regions of Kerala and Tamil Nadu states and the heavy mineral deposits of Chavara, South India, show large lateral differences in the titanium content in ilmenite due to varying degrees of iron leaching. As the depositional environments for the sands with varying degrees of ilmenite alteration are comparable, the cause for the different degree of alteration is due to differences in the primary source of the ilmenite or to differences in the geochemical history of the ilmenite grains during transport from source to deposit. The CCSEM analyses of the heavy mineral fractions show that source of sediments with a high content of titanium-enriched ilmenites, mainly the heavy mineral deposit around Chavara, resides in the khondalite belt of South India (granulite facies metasediments). The less titanium-enriched ilmenites are sourced from other rocks in the area such as the charnokites. Those conclusions are based on the high MgO content in the leached ilmenites, chemical composition of the accompanying garnets (low CaO and high MgO), and the concentration of aluminum-rich minerals in the sands.

Having obviously cleared the way for fast confirmation by the Senate Interior Committee, the Administration recently named Elburt F. Osborn, vice president of Penn State University, as director of the Bureau of Mines. Interior Committee Chairman Henry M. Jackson (D of Wash.) has moved hearings on the nomination right along, forecasting that they will end in a confirmation. Dr. Osborn not only made a good impression on the Committee, he also made it amply clear that he would be the boss of his job and have right-hand aides to help straighten out conflicts stemming from recently enacted health and safety regulations for miners. Mining engineers in the field hope this clarification can come soon. They are frankly fed up with local, state, regional and national overlapping of restrictions.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

The exploration, geologist of necessity has to have a wide working knowledge of many specialties other than hiw own, First he has to use his own technical background to find a deposit,, of a mineral that is of interest, Once found, his problems are Just beginning, He then has to assume the role of an economist, an accountant, a mining engineer, a chemist, a metallurgist,, a salesman and what-have you, In the economic field, he must determine the marketability of either the ore or the refined mineral. He must gauge the supply and demand for the particular mineral he is interested in and make his best guess as to ultimate cash flow from a deposit over the estimated life of said deposit, He must then assume the role of a mining man and estimate cost of recovery, including an, evaluation of the most economic mining method, cost of supplies and labor, and again estimate a net cash flow. He must then determine amenability of ore to economic metallurgical methods, he must determine the legal status of the property involved and, after analysis of the specific situation, determine the best approach to a deal, After all of this he must sell it to the people who will put up the money and then put his deal together and sell it to the people who own the minerals, if that be necessary. Then he has to sit back, with crossed fingers and crossed legs wondering for some months, and in many cases even years, whether or not he is right. The expenditures required to open up a mine in this day of wild inflation are such that he has to be right, and the responsibilities are awesome.

The King-Beaver mine of Asbestos Corporation Limited operates an open pit in the city of Thetford Mines, Quebec. The approximate loca-tion of the open pit is at Latitude 46° 02' North and Longitude 71° 20' West. The general topography is 1020 feet above sea level. Thirty-six percent of the company's scheduled asbestos ore production, for the Thetford Mines area, comes from the King-Beaver pit. The pit operates 24 hours a day, six days a week. Normal production is 10,500 tons of ore per day at a waste to ore ratio of 2 to 1. The remaining ore requirements are mined from the King-Beaver underground mine and the British-Canadian mine.

"The basic population balance models for agglomeration processes are reviewed and procedures are described for extending their applicability to systems with size-dependent rate constants and to the formation and growth of porous agglomerates from rigid, solid particles. Simplified procedures for the further extension of the models to include simultaneous agglomerate growth and breakage arc also described. IntroductionThe association of small particles into clusters or agglomerates is a significant factor in many facets of particle processing. Agglomeration processes are widely used to facilitate handling, storage and utilization of fine powders. Processes such as coagulation or flocculation are used to aid solid-fluid separation in dispersed particulate systems. Agglomeration also occurs as an accompaniment, often unwanted, to other particulate processing operations such as fine grinding, mixing and blending, transport and flow.Reliable agglomeration models are needed for improved understanding of the processes in general and of the complex role of numerous, interacting variables as well as for direct application to the design and control of industrial processes such as flocculation, granulation and pelletization. Ideally, the models should account for the primary forces responsible for agglomerate ·formation and growth, the effects of external forces on process dynamics, the development of agglomerate structure and its role in the process itself, and the effects of concurrent processes such as structure modification (e.g. compaction) and agglomerate breakage or degradation.In its most general form, the process of agglomeration involves taking discrete, independent particles, bringing them into contact with one another, promoting (or allowing) interparticle adhesion to occur and then causing structure rearrangement, usually under the action of external forces. The relative importance of these steps varies with the nature of the particulate system being agglomerated and with the kinds of agglomerates being produced. Coagulation or flocculation of particles dispersed in fluids is generally dominated by the contact and adhesion steps. In the granulation of powders, on the other hand, particles are already in contact so that structure rearrangement is the principal step."
