Diesel engines are a major source of underground miners? exposure to nitrogen dioxide. In an effort to reduce the exposure of underground miners to regulated and unregulated diesel emissions, primarily particulate matter, mining companies in the U.S. are retrofitting existing and introducing new engines with various exhaust aftertreatment technologies. Different aftertreatment devices, or changing the operating temperature of a selected device, can have unexpected effects on the concentration of nitrogen dioxide emitted by a diesel-powered piece of equipment. This paper provides an overview of the effects different exhaust aftertreatment technologies available to the mining industry have on no2 emissions.

IN 1948, the writer and his associates determined the surface tension of solid copper by balancing the force of surface tension in a very fine wire against an external load.' At that time we, in common with other early workers, assumed that grain boundary energy in a pure metal is very small in comparison to the energy of an external surface. Accordingly, we neglected the internal surface energy of the coarse-grained specimens. Since that time, experimental evidence has accumulated showing that grain boundary energy, far from being small, is generally about one-third of the energy of an external surface.2-4 This is sufficient to introduce a significant error into our determination. The differential equation governing equilibrium is: wdl - yds, + y*ds2 [I] rather than wdl = yds as originally written. w is the balancing force in dynes, 1 the length of the specimen, sl the external and s2, the internal surface area, y the copper/ copper vapor surface tension, and y* the grain boundary tension. Fortunately, we had made for another purpose a careful study of the size and shape of the grains, and found that the boundaries, with rare exceptions, traversed the specimens and were perpendicular to the wire axis. For this case, eq 1 leads to w = rry -(n) r2y* [2] where r is the wire radius and (n is the number of grains per unit length. A count of some twenty 5-mil wires indicated that - n became 80 & 10 after a short anneal near the melting point, and remained nearly constant for as long as 96 hr at temperature. An assumption of y* = 1/3y leads to a defining eauation for r: [31 The term in the brackets may be considered a correction factor applied to eq 11 of ref. 1. Upon applying this factor, the surface tension of solid copper at its melting point is found to be 1650 & 100 dynes per cm, rather than 1370 as previously reported.' The new temperature coefficient is —0.55 dynes per cm per "C. Grain boundary energy is more significant than surface energy to the physical metallurgist. It is evident from eq 2 that a series of experiments with wires of different grain size can lead to an evaluation of y*. The details of such an experiment are being worked out now. References 1 H. "It has been the practice in Europe to extract the most economic seams first: taking the seams sequentially, top down, to avoid operating within the fractured strata formed by the subsidence trough above previously mined coal seams. In the 1990s, the UK coal industry found itself at a number of sites having to operate over one or more previously mined seams. This led to specific geotechnical challenges with respect to maintaining economic, safe and stable rectangular roadways with rock-bolted support.Within this paper, the current challenges and mitigation strategies of overmining in the UK are described following the completion of a -three-year European Commission-funded project in 2015. The challenges and mitigation strategies are related to:• A case study with overmining of older workings of variable geometry;• Numerical modeling for overmining layout and support design; and• A case study site planning mine layout when considering future overmining.INTRODUCTIONAt the first case study site, case histories were examined for a mine operating at a depth of approximately 700 meters where five longwall panels were extracted above workings 35-40 m below. The overmining of various extraction geometries below led to challenging conditions in areas of high vertical stress concentration. It was found that results from one longwall panel could be suitably used to predict behaviour in a subsequent panel. The experience was used to update previously existing guidelines on the positioning of roadways in relation to subsidence troughs. Existing guidelines recommended that only as a last resort should longwalls be planned to retreat over narrow pillars, or from solid ground into a subsidence trough. Existing guidelines regarding the layout of overmining panels are conservative, and new work indicates that such multi-seam geometries are possible with appropriate support management strategies."

MR. E. L. Longmore (l), in presenting this paper at the Annual General Meeting, suggested that it was neither desirable nor necessary to read any but the briefest portion of the paper. He wished to emphasize that the scale of the milling operations at the Hollinger not only provided several units in continuous operation to ensure that the test work was being carried on under normal conditions, but also provided a large and competent staff to supervise such an extensive experiment and to criticize intelligently the recorded results. He wished to acknowledge the enthusiastic co-operation of the group of assistants whose excellent work was responsible for the confidence with which the conclusions could be presented. The following data were given as a supplement to the published paper. Following conclusion of the test work described in the paper, the size of the balls fed to the mill was changed from 3-in. diameter to 2Yz-in. Within a short time, a gradual rise in the tonnage rate took place and, as no other condition had been changed, the increased tonnage was credited to the changed character of the ball load. At present, the average daily tonnage for the mill with low discharge is 1,507 tons, an increase of 77 tons over the 1,430 tons ground when feeding a 3-in. ball. A similar increase in tonnage should be credited to the high-discharge test, if the 2;Y2-in. ball had been used at that time. This would raise the 1,117 tons ground at that time to a new figure of 1,177 tons. From a study made to determine those factors influencing the rate of pulp flow through the low-discharge mill, it became evident that the ball screen used on the high-discharge mill must have been restricting the flow through the mill, although this was not recognized at the time. Accord-ingly, it was decided to repeat the high-discharge run. Additional length was added to the 21-in. ring grizzly originally used, and the length of the reverse spiral was increased. The end of the grizzly was left open so that, if necessary, excess pulp might flow out. A coarse mesh 3 ft. by 3 ft. flat screen was provided to catch stray balls.

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

THOMSON, president of the Montana School of Mines, gave an interesting talk on mining schools of the past, present and his ideas of the future before a recent meeting of the Montana Section of the A. I. M. E. He covered the history .of the various mining schools and com- pared the three main types of schools; those attached to or forming part of an endowed college or university such, for example, as' the Columbia School of Mines, the Mining Department of the Massachusetts Institute of Technology and the Mining Department of Stanford University. These resemble in a general way the second class, those attached to the state universities and colleges. The schools of this general type have had varied success.

The Mt Tom Price orebody of Hamersley Iron Pty Limited consists of a folded hematite - shale sequence capped by a layer of goethite. Consequently, variations in iron content occur within the ore body, and as the overall grade is below that required to make specification products, selective mining must be carried out. A necessary preliminary to quality control of products based on selective mining is the production of advance data on the tonnages and grades of material to be expected in future mining areas. Bench plans showing zones of different grades and types of material anticipated are prepared from structural geological information. The grades of materials on a bench are essentially governed by the positions and attitudes of the shale bands. Quality control is exercised by blending different grades and types of material in primary crusher feed. Iron grade is the prime grade consideration although sometimes the level of phosphorus content must be considered. Pre-production grades are determined from assay of samples taken from blast hole cuttings. As shales are more friable than hematite, product fines are always lower in iron grade than the lump product. The realisation of contract specification grade is more difficult with fines than with lump, so maintaining the correct fines grade becomes a prime factor in quality control. Control of fines grade is presently effected by aiming for an appropriate feed grade to the primary stockpile. Studies to estimate fines grade directly by qualitatively taking into account material types are in progress. Quality control measures are checked by monitoring the crushing and screening plant output, and taking appropriate compensatory actions in the mine when required. Minor fluctuations in quality of fines can be blended out on stockpiles. The quality control measures described ensure constant quality products, and a good recovery of high grade material from the deposit.

Recent studies and limited tests indicate favorable results utilizing high accuracy electronic detonator technology over conventional non-electric pyrotechnic systems. This study discusses the application of this technology using the Daveytronic programmable system in an on-going production basis. The study quantifies the performance as it relates to fragmentation, excavation, vibration and productivity in an eastern U.S. aggregate mining operation. In order to insure accurate data, tight field controls were adhered to during the drilling and blasting process as they related to blast design, bench preparation, pattern layout, drilling and blasthole loading. Following the blast the excavation and crushing procedures were studied to quantify any down stream advantages due to improvements in fragmentation. This study will help provide the industry with information as to the advantages of high accuracy electronic blasting systems over conventional pyrotechnic systems and show the results of an operation utilizing electronic detonator technology through their production season.

The Foxtrot deposit of Search Minerals contains a range of rare earth element containing minerals including allanite, fergusonite and bastnasite. The Search Minerals Direct Extraction Process for treating these minerals involves coarse crushing of the ore to -6 mesh (3.45 mm), acid treatment at 200 °C in a novel reactor configuration, water leaching, various purification steps to reject iron, aluminum and uranium/thorium (present in small amounts) and finally precipitation of rare earths as an oxalate and calcination to form a mixed rare earth oxide product for refining. The economics of the process are presented.

EXPOSURE of steels to a fast-neutron flux results in helium generation by (n,a) reactions. The elements Fe, Ni, Cr, and N are major participants in the (n,a) reaction and helium concentrations of up to 5 x 10"5 atom fraction could accrue in fuel clads after a year of service in proposed fast reactors.' Such concentrations of helium can severely reduce the ductility of alloys at temperatures of reactor service. The phenomenon of helium embrittlement has been studied in austenitic alloys which were irradiated with particles as a rapid means of producing significant helium concentrations.2-5 The pres-ent work is a continuation of those studies and is concerned with helium effects in a ferritic stainless steel. I) EXPERIMENT Small sheet tensile samples with a gage length of 0.50 in. and a cross-section of 0.009 by 0.040 in. in the gage length were punched from cold-rolled type 405 stainless steel. The composition of the steel used in this work is given in Table I. Prior to helium injection, the samples were annealed 24 hr at 760°C which caused complete recrys-tallization with a resulting grain size of 40 u. This treatment rendered the alloy completely ferritic and carbide particles, 0.5 to 2 uin size, were present at a density of 1 x 1011 cm-3, Fig. 1. These carbide particles were probably a mixture of the M7C3 and M4C types.6 Helium was injected into the samples by irradiation with a particles from a cyclotron, which produced uniform concentrations through the center two-thirds of the sample thickness. Details of this procedure were previously described.' The average helium concentration, as measured on a gas-source mass spec- 11) RESULTS A) Tensile Tests. The results of the tensile tests are given in Table I1 where the values shown are averages of two samples. There was no significant effect of helium on either the yield strength or tensile strength at 550" or 650°C but an increase in both is apparent at 750°C. Samples with helium showed a 20 pct loss in total elongation at 650°C which increased to a 55 pct loss at 750°C. The uniform elongation is not affected by helium at 550" or 650°C but shows an increase at 750°C.

This Bureau of Mines report describes 2nd evaluates iron ore resources in California and Nevada and analyzes the California and Japanese iron ore markets in which these resources will be used. The competitive position of California-Nevada ores, in these markets, was estimated by comparing regional iron ore prices, production costs, and transportation costs with those of foreign suppliers. Resources were determined to be sufficient to produce the equivalent of 585 million tons of 64-percent iron pellets at a price of less than $15 per ton delivered at California ports. Much higher tonnage could be produced at higher prices. Iron ore requirement of the California iron and steel industry will increase to an estimated 15.9 million tons by the year 2000. A study of the iron ore production potential of California-Nevada deposits and of out-of- State sources indicated that this ore requirement can be supplied most economically by California-Nevada ores. Iron ore import requirements of the Japanese iron and steel industry will increase to an estimated 150.0 million tons by the year 2000. A study of price trends in this market indicated that very little California-Nevada iron ore will be sold in Japan after 1973 when existing sales contracts expire. Iron ore-exports might be economically possible if ore could be transported from California to Japan at ballast rates as backhaul on existing petroleum shipping.

EDWIN W. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.

The kinetics of the Cr2O3-based scale oxidation and volatilization were studied in the presence of water vapour (H2O). A commercial Cr2O3-based scale forming Type 310S stainless steel was examined at the ambient pressure (0.1 MPa) and 550ºC in relatively low and high H2O containing environments of air- 10% H2O and air- 70% H2O, respectively. The increase in the partial pressure of H2O (pH2O) from 10% to 70% resulted in transition of the oxidation and volatilization kinetics from the parabolic rate law for air-10% H2O to the paralinear rate law for air-70% H2O. The kinetics transition was attributed to the increase in the Cr loss rate from the base scale after coupons exposure in air- 70% H2O. The significant role of the Mn alloying element in the base scale protectiveness was also discussed in the context of the Cr2O3-based scale stability.

"The Red Bluff porphyry is a tabular 2 km long north-west trending Early Jurassic quartz diorite to monzodiorite body that intrudes a folded Triassic greywacke sequence in the lskut River area, northwestern British Columbia. The porphyry is 500 m to 800 m northeast of the Snip orebody, which is a southwest-dipping shear-vein, termed the Twin zone that contains approximately 35 tonnes of gold.The intrusion associated with the mineralization is characterized by 0.3 cm to 4 cm phenocrysts of K-feldspar in a mediumgrained plagioclase porphyritic matrix. It is overprinted by pervasive sericite + quartz ± K-feldspar ± biotite (potassic) alteration characterized by intense stockworking of quartz veins containing magnetite--hematite bands. This assemblage is cut successively by quartz veins with minor iron-oxides and pyrite, and by younger pyrite veins with phyllic envelopes. The system is gold-rich but copper-poor, with typical grades between 0.25 g/t and 0.6 g/t Au, and 0.1% and 0.2% Cu. All styles of alteration and veining have similar abundances of these metals. Where southwest- and north-east dipping shear zones are developed in the porphyry, veins of all types are sheeted and foliation parallel. These sheeted zones are interpreted to be syntectonic. Asymmetric phenocrysts, folded veins and oblique foliations developed in the 130 haulageway of the Snip mine imply oblique normally-directed shear on the southwest-dipping foliation.The adjacent Twin zone is a high-grade auriferous shear-vein system that is internally banded with: (1) carbonate-chlorite-biotite veins, with textures indicating formation at least partially by wallrock replacement, and (2) dilatant quartz-sulphide veins. Veins commonly have potassic alteration envelopes that contain biotite ± calcite ± K-feldspar. The zone is highly deformed and schistose, with numerous kinematic indicators including shear bands, asymmetric folds, rotated porphyroclasts and oblique foliations that indicate a normally-directed shear sense which is parallel to that indicated by fabrics within the porphyry.Precious and base metal veins within 2 km or 3 km of the Red Bluff porphyry are zoned. Veins and shear-veins proximal to the intrusion, such as the Twin zone, are typically enriched in gold, copper and molybdenum, and have potassic alteration envelopes dominated by biotite. Distal veins usually contain relatively abundant zinc and lead and have sericitic alteration envelopes. Structures of both types have an Early Jurassic galena Pb-Pb isotope signature.The similarities in structural fabrics and alteration histories in both the Twin zone and the porphyry, the zoning of the vein systems in the area, and the apparently concordant Early Jurassic zircon U-Pb age from the porphyry and galena Pb-Pb dates from the Twin zone and surrounding vein systems suggest that intrusion, semi-brittle deformation and a large mineralizing hydrothermal system were closely related temporally and genetically."

Data on the accident experience of the pebble-phosphate industry in Florida for 1930 and 1940 are combined in this report with statistics for the 9-year period 1930-38, inclusive, which were published in Information Circulars 69173/, 69684/, and 71005/. The periodic compilation and publication of such data enable the pebble-phosphate industry, as well as other industries, to consider the relative hazards, compare experience, and thereby help to prevent accidents. The performance of high alumina refractory subjected to high compressive loads and high temperatures is an area in which operating experience is quite limited. This paper documents the results of five months of operation of a combustion chamber lined with 83 pct alumina brick subjected to compressive stresses as high as 45psi and hot face temperatures of about 2750°F. It also describes a method for predicting long term subsidence results based on the limited information available in standard hot load limit tests. Descriptions of the chamber itself and the pilot plant upon which its design was based are included.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

THE title of this paper, I understand, was suggested by professional mining engineers as an opportunity for someone to pose problems rather than to offer solutions for them, but the paper will merely attempt to pose some of the production problems of the mineral aggregates industry in such manner as to create professional interest in their solution by the mining engineer, geologist, geochemist and the metallurgical engineer versed in mineral-dressing technique. DEFINITION OF MINERAL AGGREGATES "Mineral aggregates" may be defined as fragments of any rock or mineral used to supply bulk or volume or substance for a given purpose. For example, mineral aggregates are used in portland-cement concrete to provide bulk with the expenditure of the least feasible amount of cement binder. Mineral aggregates are used without portland cement or bituminous binder in highway and railway roadbeds to provide substance, to carry loads. Mineral aggregates are used in filters for water and sewage, to provide substance for the liquid to trickle through. These are only a few typical uses of mineral aggregates. For all these uses, strength, toughness, resistance to abrasion, and durability are usually prime requisites; so, while theoretically mineral aggregates may be of any mineral composition, what really is desired is a mineral composition as nearly inert under the conditions of use as anything of earthly origin can be. EXPLORATION AND POSSIBILITIES OF DEVELOPMENT The distribution of deposits of mineral aggregate is universal, since almost any part of the earth's crust can be used; even the top soil is sometimes used in stabilized surfacing for highways or airport runways. Nevertheless there is ample opportunity for exercise of the talents of the mining engineer and the geologist in finding the particular deposit that will be most economical to develop, keeping in mind such considerations as: (1) quality and mineralogical characteristics of the material; (2) size and permanency of the market; (3) final cost of opening and development of the deposit; (4) selection of location of plant; (5) methods and costs of distribution of the product in comparison with both present and possible future competition; (6) selection of the proper type of operating equipment; (7) estimation of probable waste products and their disposal. These are typical but there are other considerations also.
