DEVELOPMENT of a simple radioactive tracer technique for measurement of the diffusion coefficient of calcium ion in liquid slag has already been reported. The investigation was of a preliminary nature designed to explore the possibilities of using radioactive isotopes and to establish a method, and no great accuracy was claimed for the results. It was shown, however, that Ca15 could be used successfully, and the values obtained for the diffusion coefficient appeared to be of the right order of magnitude. However, it was considered that a better technique could be devised for carrying out the diffusion. The experiments were, therefore, continued to find a more accurate method, to check the calcium results, and to extend the investigation to include measurements of the diffusion coefficient of silicon in the same slag. There were two flaws in the original technique. Convection was the cause of too many failures, and the interface between the two slags in the diffusion cell was curved rather than plane, probably due to a surface tension effect caused by the addition of the tracer Ca45 in the form of chloride. Two methods of overcoming these defects were tried. Since it was planned to study diffusion of the short-lived isotope Si"' also, the development of methods was restricted to those which gave promise of being reasonably rapid. Method 1—The principle was identical to that previously used with respect to the diffusion conditions, but there were three differences in technique. Temperature control was more rigid, the tracer was added to the slag as Ca45O rather than the chloride and, finally, an effort was made to translate to high temperatures the elegant method developed by Cohen and BruinV or bringing together the two liquid layers and beginning the diffusion. A master slag was melted in graphite, ground to a fine powder, and analyzed (38.5 pct Ca0-20.9 pct Al2O3-40.5 pct SiO2). The tracer was received as Ca45C12 in an aqueous solution of CaC12 + HC1. From this, calcium oxalate was precipitated, ignited to calcium oxide, and added as such to the slag to give an activity of approximately 5 µc per g. The mixture was then melted into the form of a cylinder 3/16 in. diam and about 1 in. long. A solution identical to the tracer solution without Ca45 was given exactly the same treatment. The resulting Ca40O was mixed with that slag which was to form the tracer-free half of the diffusion cell, and this was likewise melted into a cylinder of the same size. The Bureau of Mines conducted tests on samples of two Florida phosphate slimes t6 devise a technique to recover phosphate currently dis-carded because of its fine size. A flotation technique was devised to recover the phosphate contained in two fractions of each slime: the plus 37um fraction and the plus 20-um fraction. The technique involved conditioning the flotation feed with sodium silicate and a fatty acid-fuel oil emulsion, floating a rougher phosphate concentrate, and cleaning the concentrate in two cleaner stages with sodium silicate added to each for gangue depression. Concentrates containing 21.0 to 32.3 pct P20S were produced with recoveries of 68.1 to 84.2 pct of the P20S con-tained in the flotation feed.

THE first paper1 of this series described a technique of careful surface preparation by means of which reproducible results may be obtained from potential measurements of the behavior of tin in carbonate solutions with a pH range from 8.4 to 11.2. It then went on to establish the behavior of pure tin electrodes under these conditions and showed that the metal remains active at all times, though the steady potential attained after several hours decreases from I.I2[t] volts at a pH of 12.6 to 0.6 volts at a pH of 8.4. This behavior may serve as a norm with which all other data can be compared. In the second paper,2 small amounts of other anions were added to the carbonate solutions and the conclusion was reached that the common impurities encountered in alkaline materials packaged in tin do not increase corrosion. In fact, in some cases these anions may actually promote the formation of protective films. The present paper rounds out this survey by presenting data on the influence of cations added to the carbonate solutions, as well as the effect of alloy additions to the tin. In many cases the potential data are supplemented with weight-loss measurements. Information is also presented on the effects of some additional anions, the influence of gases above the electrolyte, the behavior of high-purity tin, and the effect of atmospheric oxidation on the corrosion resistance of the above-named alloys. Analysis of the entire body of data discloses some general rules applicable to corrosion in carbonate solutions. The experimental methods used are the same as those previously described. EXPERIMENTAL DATA Cations.-The carbonates of the cations K+, Li+, NH4+, which are soluble, were studied in the same way as the anions, by adding 0.01 mol of the metal carbonate to one liter of 0.2 M sodium carbonate solution, pH 11.2, or to 0.1 M sodium bicarbonate, pH 8.4. The other metallic carbonates are only slightly soluble, of the order of 0 7-3 mols per liter or less, and the sodium carbonate solutions were saturated by adding excess reagent several days before the experiment, shaking frequently, and filtering just before use. The chemicals were c.p. grade in each case except the indium salt. This salt was prepared by solution of the metal in hydrochloric acid and precipitation by addition of Na2CO3. These cations may be divided into two classes, according to their effect on the potential behavior of the tin: (I) normal, (2) passive. To offer a basis of comparison, curves I of Figs. "Viceroy Resource Corporation of Vancouver, B.C. has recently developed the Brewery Creek Mine, an open pit heap leach gold mine 55km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797000oz) of gold. Ore processing employs the heap leach technology using run of mine ore. 1996 highlights included construction of 158,000 m2 of leach pad, placing 1.9 million tonnes of ore at a grade of 1.46 gpt on to the leach pad, construction and successful commissioning of the ADR plant, and pouring of the first gold bar on November 15th.Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon where winter site temperatures routinely reach -45 C for extended periods.IntroductionFollowing a comprehensive governmental and public review of the proposed project, a Class A Yukon Water license was issued in August, 1995. Construction started in 1995 and leaching commenced in October 1996. The Brewery Creek Mine is in Yukon, the home of the Klondike Gold Rush nearly 100 years ago. This is the only part of Canada not glaciated in the Wisconsin advance so there is oxide ore resulting from about 80,000 years of weathering -unique in Canada. Discontinuous permafrost is present on site and has required special consideration in the design. Winter temperatures dip below minus 50 C, demanding an approach to mining and leaching that is different than in more temperate climates.Project DescriptionThe mine comprises 8 shallow, largely oxidized gold deposits along a 7km corridor. An 8 year mining program will extract 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797,000 oz) of gold. The strip ratio will be 1.35: 1. Overall gold recovery is projected at 78%. There will be 2.3 million tonnes of ore placed on the pad annually, with an average of 2.57 tonnes (83, 000 oz) of gold recovered per year. Because of the cold winters, the mine will operate approximately 210 days per year, while the leaching process will operate on a year round basis. Run of mine ore is placed on the heap 150 days per year. The recovery process utilizes conventional sodium cyanide leaching , carbon adsorption, caustic desorption, and on-site smelting. Peak employment during mining is 145 and winter staff is reduced to 45."

After blowing such low manganese steel, it may be coaxed into a rail, but it is a wonder that it holds together so long as it does, with so great a nornber of minute flaws. I would not in any way depreciate chemistry, but I think it should be kept in its proper sphere. Let the chemist look after the quality of pig metal, and apply common sense in the avoiding of extremes, then the most fastidious railroad cannot find fault with the result. PROFESSOR EGLESTON, New YORK City : It is not my place as an engineer to apologize for the chemists, but as no one seems disposed to do so, and as they have had more than their share of criticism, 1 am glad to say that I believe there are chemists in this Institute whose work and word are just as reliable, arid perhaps even more so, than that of the average engineer. But we ought to make a distinction; there are chemists and chemists. With the ordinary commercial chemist, who looks upon the science as so much merohandise, I have not a particle of sympathy; but with the chemist who looks upon his profession as engineers do upon theirs, I have every sympathy. When matiufactorers and engineers go to a chemist and ask him to make an investigation, and scretv him dowu to the lowest point, turning the equivalent of his brains into cents and mills, they ustially get an exact equivalent in poor work for miserable pay, and no one has or should have any sympathy with them, and the under these conditions has no right to ask for any, and no reason to criticise any work that he may get under such circumstances. But I am disposed to think that the chemists who have been replwented and discussed at this meeting do their work conscientiously, and that it is as reliable as that of almost any profession. I believe, however, that this problem of steel rails is being investigated in a wrong direction. I said so at the Pittsburgh meeting, and I think the discussion of this meeting will prove it to all those who have heard it. I think the chemigt is incapable of solving this problem unlees he goes very far into the domain of physical chemistry, so far that it becomes physics and not chemistry; and that the physicist will be the one on whom we must rely in the future for the elucidation of the subject. The chemist may aid the physicist, but it is my decided opinion that we are looking in the wrong place to get the explanation of the phenomena.

"Search Minerals is currently exploring the Port Hope Simpson (PHS) Rare Earth Element District in southeastern Labrador, Canada. The Foxtrot Rare Earth Element (REE) Project in the PHS District has a 43-101 resource estimate consisting of 3,410,000 tonnes of Indicated Mineral Resources and 5,850,000 tonnes of Inferred Mineral Resources. The indicated and inferred resources contain 1.07% and 0.98% total rare earth element oxide (including yttrium), respectively. The dysprosium and neodymium grades are particularly attractive at 218 ppm Dy2O3 and 1687 ppm Nd2O3 for the indicated resources and 208 ppm Dy2O3 and 1494 ppm Nd2O3 for the inferred resources. The mineralization remains open along strike and at depth and is only one of a number of attractive exploration targets in the Port Hope Simpson area. The REE minerals fergusonite and allanite are present. The ore can be beneficiated by gravity, magnetic separation and flotation to a recovery of +80% for the individual REE. Acid bake and water leaching may be used to extract REE into solution for subsequent purification and recovery. The extraction range for single stage leach tests were 91-96% for Nd, 84-87% for Tm and 92-94 % for Dy with modest acid consumptions. INTRODUCTIONSearch Minerals Inc. (Search) is exploring the 100% owned Port Hope - Simpson District in Labrador, Canada for rare earth elements (REE). This District is approximately 135 km by 12 km in size, and is highly prospective for heavy and light rare earth elements. A total of 11 REE prospects have been discovered in the District to date, including the Foxtrot. In addition, Search is exploring in the 100% owned Henley Harbour region and has joint ventures with Quest Rare Minerals in the Strange Lake region, and with Great Western Minerals Group in the Red Wine complex, all in Labrador. These exploration locations are illustrated in the Figure 1. The focus of this paper is the investigation of the mineralogy and processing of Foxtrot REE materials. The Foxtrot resource falls within the claims held by Search in the Port Hope Simpson REE District. The infrastructure available at Foxtrot is excellent with a deep water port, air strip and road and power infrastructure at Port Hope Simpson. Over $7 Million has been spent to date on exploration and development of the District. The Foxtrot has been explored using prospecting geochemical methods, geophysics (airborne and ground), channel sampling of surface outcrops, mapping and three phases of drilling (18,934 m total)."

In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

ATHOUGH turquoise mining was, so far as we know, the first large, well-organized mining operation,' gem mining, from the Roman con-quest of Egypt until the opening of the South African pipe diamond mines some 50 years ago, was largely carried on' by individuals 01' small companies in a relatively primitive way. Now" however" gem mining does not yield in efficiency or in scale of operations to the mining of other mineral products. In 1926 the diamond mines of the world milled some 9,000,000 cu. yd. and produced 0,43 cu. yd. diamonds, a remarkable example of concentration. The Premier Diamond Mining Co. up to Oct. 31, 1927, had milled 116,455,550 loads (each of 16 cu. ft.) from which 26,-217,144 carats of diamonds" worth £29,897,971 2s, 9d., were recovered. The Burma Ruby Mines, Ltd., operating sever-al alluvial mines in Burma in 1911-12, mined and milled 1,479,845 truckloads of gemmiferous earth for 15c. per load. We of the industry can there-fore, with good grace, disclose some of the myths and also describe some of the primitive mining methods of the, dark ages of our industry. The methods, so far as I know, were not patented, and if they were, the patents have expired, so that engineers in other branches of the art are free to use them if they see fit.

Froth flotation has been shown to be an effective method for reducing Loss-on-Ignition (LOI) of ponded or landfilled fly ash. Reduction of LOI is required for many fly ashes, particularly those produced from low-No, burners, in order to meet ASTM requirements for use as a mineral admixture in Portland cement concrete. An additional ASTM requirement, fineness, is critical in determining end use applicability, and in many cases, classification of fly ash is necessary to produce an acceptable product. Hydraulic classification has been shown to be a simple, cost-effective method for classification of a variety of minerals including silica, phosphate, mica, coal, etc. and has shown to be similarly effective on fly ash. The combination of froth flotation and hydraulic classification facilitate the production of a high quality pozzolan that meets or exceeds ASTM specifications. This combination has been rigorously evaluated and results of pilot-scale testing are presented. Pilot scale testing was conducted on fly ash from two active utility storage ponds and demonstrated that high quality, consistent pozzolan could be produced using APT's Fast Float? Technology. Along with the pozzolan, additional production of aggregate for masonry mortar and a low sulfur, medium Btu fuel were also demonstrated. The Fast Float? process incorporates several simple unit processes to ensure pozzolan consistency; classification controls particle size distribution which is critical to achieving early strength, flotation controls the grade with respect to L.O.I. (Loss on Ignition) while dewatering controls the moisture content.

In the spectrum of mining-related disciplines, geometallurgy sits between resource geology and metallurgical engineering. Unlike its neighbours, it is a relatively young discipline and its concepts, procedures and techniques are still evolving. Relevant geometallurgical issues differ from one deposit to the next so there is no single template that can be used in all situations, meaning that geometallurgy programs are nearly always customised and tailored to the deposit and the situation.Over time, a number of key mistakes are seen to emerge regularly. The eventual impact of these mistakes can vary from suboptimal performance of mine and plant to complete failure of the operation. For instance, poor characterisation of ore lithologies and their spatial distribution can have negative impacts on processing plant throughput. However, when combined with failure to identify critical blending constraints it can result in a totally inoperable plant.A number of common mistakes committed during geometallurgical programs are discussed and some preferred alternative approaches are suggested

Today, in Australia, it is increasingly common to see agreements between Indigenous peoples and resource companies being achieved generally as Indigenous Land Use Agreements or agreements pursuant to the ?right to negotiation? process under the Native Title Act 1993 (Cth). Despite progress in this area, resource development on Indigenous lands is not without its challenges for both the resource proponents and the Indigenous parties. History demonstrates that resource development on Indigenous lands has produced struggles between the traditional owners of the land and the resource proponents. In Australia their relationship is generally defined by issues of access to land and assuring continued access to the land for the life of the project. In this context, divisions in Indigenous communities often emerge. The proposed resource project can have the effect of polarising members of an Indigenous community. It may be regarded by some traditional land owners as an advantageous opportunity for the community and by others as a hazard to country and culture. The process of agreement making has proved not only a test for the Indigenous community but also for the resource proponent. In this paper we undertake a contemporary case study of a proposed Australian resource related-development project on Indigenous lands. This project involved a multi-billion gas hub precinct proposed at James Price Point in the Kimberley region in Western Australia. The James Price Point proposal produced a litany of challenges for all parties. The traditional owners faced fundamental social and human rights issues, including a minority opposition to the project, the project's potential cultural heritage impact, the threat of compulsory acquisition of their native title interest by a State government due to an initial failure to settle an agreement, a fracture of their unsettled land claim and a minority rejection of the agreement ultimately reached. Additionally, the ?green? lobby also rejected the proposed gas hub on environmental grounds bringing the green lobby into direct conflict with both the traditional owners in favour of the project and the resource proponent. Ultimately, Woodside announced its decision not to proceed with the proposed gas precinct at James Price Point, in April 2013. In this paper we analyse the complexity of the James Price Point gas hub negotiations with the traditional owners which resulted in an Agreement that promised to deliver substantial benefits for the Indigenous communities. We question why such a favourable and beneficial agreement for the Indigenous community also produced the plethora of challenges and concerns and we consider how future negotiation processes could be better structured to avoid the difficulties that have confronted Indigenous land owners and resource proponents alike.

BASIC mineral commodities may be divided into two general classifications in their market or price characteristics. In one class are commodities sold on a world-wide basis, as gold, silver, nickel, asbestos and petroleum, and in the second are those produced and sold locally. Of course, no precise line of demarcation exists between the two; coal, for instance, belongs more or less in both. If there are enough producers of any commodity to prevent control of production by any one person or group, a free market then exists and the price in a buyer's market is determined by the most favored producer-meaning the producer, with the lowest production cost or the lowest cost of transportation, or both, to the particular market, or place of use. With minerals in the first classification, their high intrinsic value far outweighs the transportation cost and a uniform market price is accepted as an essential element in the economy of distribution. But with common minerals of small. intrinsic value and relatively high transportation costs, economists are reluctant to admit that a uniform price may also be an essential element in distribution.

Detection and quantification of precious metals (Au, Pd, Pt, and Rh) in spinels and silicate minerals is important for establishing the maximum attainable recovery by sulphide flotation. To achieve this goal subpart per billion (ppb) detection limits are required plus the ability to quantify results. Existing quantitative microbeam techniques (EPMA, PIXE, SIMS, TOFLIMS) have limits of detection in the O. l-200ppm range. Time-of-flight resonance ionization mass spectrometry (TOF-RIMS) is a microbeam analytical technique that allows for the identification and quantification of atomic species in very small quantities. It utilizes a tunable laser source for resonant excitation and ionization of a particular element of interest and has some unique features: elemental selectivity, linear response over a large dynamic range and very high sensitivity. The analysis consist of three steps: (i) the solid sample is vaporized by laser ablation to form a plume containing neutral atoms, (ii) the neutral atoms of a specific atomic element in the plume are resonantly excited and ionized by another tunable laser, and finally (iii) the ions created are mass analyzed in a time-of-flight mass spectrometer. A TOF-RIMS mass spectrometer was developed at AMTEL for trace element analysis of Au, Pd, and Rh in minerals. The spectrometer was calibrated using homogeneous CANMET and NIST reference samples covering three orders of magnitude in concentration. Attained minimum detection limits (MDL=2cr of the background) are in the low ppb range.

This study identifies and describes various crystalline phases of the V205-Na20 system, and relates their properties to metallurgical aspects of vanadium production. Phase equilibria and stability ranges of sodium vanadate phases of varying molar ratios of Na20/V205 were investigated in a variety of plant products, ranging from fused "black cakes" (V20 melts) to "salt roast" calcines. Crystalline compounds, Including vanadium pentoxide, V205; sodium vanadyl vanadate, 6 phase, Na2O.V2O5.5V2O5; sodium vanadyl vanadate, y phase, 5Na20.V204.12V205; sodium metavanadate, Na20 .V 05; sodium pyrovanadate , 2Na20 .V205; and sodium orthovanadate, 4Na20.~2~5, have been characterized with the aid of X-ray diffraction patterns, infrared spectra, and optical properties in addition to chemical analyses, as a guide to mineralogical "troubleshooting" of plant problems and processes in vanadium pyro- and hydrometallurgy.

Although roof bolting has been a major means of strata support for nearly two decades, little attention has been directed towards the design of bolt Installations. The variables involved are interdependent and their study complex. However, some simple tests may be employed to serve as guides to the efficient design of roof bolt systems. Local conditions are continually varying and are important to pattern design. This paper discusses such considerations and suggests techniques which may be employed to effect improved roof control with bolts.

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

At the 2017 ICGCM-conference in Morgantown, WV, a case study was presented with measurements of the upward surface movements or uplift after the closure of two neighboring coal mines (Winterslag and Zwartberg, Belgium). One was closed in the sixties, and the other closed in 1988. The study was based on satellite data (Radar-interferometry or InSAR). The analyses showed both a significant variation of uplift values above the mined area and the surrounding zones, and a variation of the uplift rate as a function of time. In other words, the phenomenon of uplift is complex. At that time, it also was clear that more research was needed to better understand this phenomenon, e.g., an identification of the various mechanisms that are relevant for the process of uplift and the quantification of the various impacts. A systematic analysis of all relevant parameters resulted in a framework that forms the basis for the analytical calculations of uplift values. These calculations show that the main impact is due to changes in the hydrostatic pressure. However, the expansion of the softest parts, i.e., the collapsed or goaf material, is not only important, but the expansion of the (stiffer) non-collapsed strata layers due to a change in pore pressure also must be integrated into the model. For the case study, the partial flooding of the underground after closure of the mine that was abandoned in the sixties is integrated into the model. Larger stiffness values also are applied for this mine, in comparison to the values of the more recently closed mine. Overall, a very good correlation is observed between the InSAR-measurements and the calculated values along a north-south transect.

MINERAL industry activities have not been seriously hampered by a lack of men with higher training. The balance between opportunities for employment and advancement and available personnel has been a happy one, with enough competition to stimulate effort but not the unfortunate conditions arising from an overabundance. of employment seekers. Nearly all mineral industry educational institutions have been concerned about the falling enrollment in mining and metallurgical courses of study during the past decade. But industry has drawn upon a supply of many types of technically trained men apart from those who prepared their careers specifically in the mineral industry. Some schools have made this possible by uniting geologists, mineralogists, and others with students in mining and engineering. On the other hand, some schools have combined their department of mining engineering with an over-all engineering department and continue to send their graduates into the mineral industry by another route. On the whole, this seems to be a good trend and is likely to result in men better trained for current problems than would have been possible under the older rigid curricula.
