"1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

The aim of this study was the safety risk assessment of accidents that occur because of production dynamics in deep coal mining, one of the highly dangerous business class, with spatiotemporal GIS. In this study, accidents that occur at certain times during production in underground mining workplaces are discussed based on evaluations of spatial and temporal dimensions. Accordingly, various analyses have been handled using criminology science tactics and strategies such as 80–20, kernel density, space–time cube, and hot spot, which have been adapted to GIS tools. Implementations have been realized on 3D underground cartographic models covering accident data from deep coal mine workplaces in the Zonguldak-Kozlu basin in Turkey between 2019 and 2021, at an average elevation of – 400 m. Space–time cube, kernel density, and time series analyses suggest that the Annual Bonus Incentives, which are repeated every year and given before the new year, increase the psychosocial risks for employees. It has been determined that this situation can lead to problems such as poor concentration among miners and loss of focus in some shifts. Additionally, significant relationships were found between the number of accidents and monthly production progress rates as a temporal parameter. The results demonstrate that applying a reactive approach with spatiotemporal GIS to accidents in deep coal mines is becoming increasingly important.

This paper addresses the need for a method to compare the effectiveness of different support systems when designing ground support in coal mines. At present, support design methods include empirical methods based on observations of past performance of installed support systems, analytical methods where the roof is typically simulated by elastic beams and numerical model analysis. The approach presented in this paper estimates the relative stability of a support design through geotechnical evaluation of the rock mass and numerical model analysis of the interaction between the rock mass and the support system. Models are used first to simulate the design performance at the expected rock conditions. The rock strength is then reduced until collapse is indicated in the model. The stability factor is then calculated as the ratio of the expected rock mass strength to the rock mass strength at the onset of collapse, and is similar to the well-known factor of safety used in engineering practice. The stability factor can be used to assist in developing a final support design by comparing the effectiveness of various support systems and the stability of excavations under various geological and loading conditions. Examples of the method?s application in three different geological settings are presented.

As I have attempted briefly to show you, gentlemen, the present position of the mining and metallurgical industries of this country offers in several respects most important indications of radical change. This is an epoch for more than one branch of these industries. We are commencing again to export copper; we have shifted the main production of lead from the Mississippi Valley to the far West, besides developing a new production of that metal in Missouri; we have seen the price of quicksilver go up, and the price of iron go down to such an extent as to affect profoundly, on the one hand, the great business of extracting silver by amalgamation, through the Washoe process in this country and the patio process in Mexico, and, on the other hand, the various manufactures employing iron as a raw material ; above all, the manufacture of steel. But the epoch which has occurred in the relative value of gold and silver, in consequence of causes which I shall attempt to explain, and among which the extraordinary increase in the silver product of Nevada is not the least ; this epoch is, perhaps, the most striking feature in the review of our situation. Since my official duties in connection with the mining industry of the Pacific slope and the Great Interior Basin have led me to pay particular attention to this subject, I have thought it not inappropriate to lay before you a somewhat extended account of its history. It is a topic of peculiar interest, because of the general use of these two metals as standards of value in the exchange of commodities. Traditionally, there have been three main methods for iron removal in the hydrometallurgical production of zinc. These methods are atmospheric precipitation of jarosite or goethite and pressurised precipitation of hematite. Jarosite precipitation is without doubt the leading and the most commonly used technology for iron removal. However, jarosite precipitation has some drawbacks, such as a low iron content (and, thus, high residue volume), high moisture content after filtration and often a high zinc content. These features make any environmentally acceptable way of using or disposing of jarosite more expensive, as compared to hematite and goethite. The importance of environmental regulations has grown in the zinc industry during the last decade, which will have an increasing effect on new investments. Hematite has several advantages over jarosite, such as a high iron content, low moisture and low zinc content. An important advantage of hematite is that it is suited for further use in the cement industry. However, until now the need for autoclave equipment has limited the spread and implementation of hematite precipitation in the zinc industry. Outokumpu Technology Oy has recently developed an alternative method for iron removal, which is the atmospheric precipitation of hematite. A patented method for precipitating hematite at atmospheric pressure is presented and compared with conventional methods for iron removal. The process conditions, the quality of the hematite precipitate and the environmental aspects are also discussed.

Fully mechanized longwall mining with large mining heights (LMHs) in shallow-depth thick coal seams has been widely applied in Shenfu coalfield, China. Dynamic loading and rib spalling is serious when the LMH working face experiences periodic weighting in shallow coal seams. The advanced breaking position (fracturing ahead of the face) in the roof affects the strength of the mine pressure (weighting) when the roof is broken. Based on the theory of the “elastic foundation beam,” this paper presents a mechanical model for the advanced breaking of the roof, including a predictive formula. In an attempt to verify the formula, a field program consisting of multiple-point borehole extensometers installed in the roof in advance of the longwall face was performed in the No. 22201 working face of Zhangjiamao coal mine in the Shenfu mining area, China. The field measurement results show that the roof movement of the LMH working face is detected prior to roof pressure increase, and that the roof breaks approximately 5–8 m ahead of the face. This compares with a calculated value of 6.9 m, indicating that the formula developed in this research is reliable and should have application in predicting roof pressure associated with LMH working faces in shallow coal seams.

UNTIL VERY RECENTLY the flotation process has not found much application in the treatment of gold ores. No appreciable improvement has been made lately in the technology of this application; but the possibilities of flotation have been more fully appreciated. Excellent results were obtained long ago, but few operators paid much attention to them. For instance, in 1915 extensive experiments were carried out by Mr. Beauchamp and Minerals Separation on ores from the Dutch-Sweeney mine near Jimtown, Calif. The ore contained gold-bearing pyrite and laboratory tests indicated a 10c. tailing on a $6 head. In 1918 a 300-ton flotation mill using Minerals Separation machines was built based on the results obtained. However, when the mill began full-scale operation, mill heads did not come up to expectation, being only $4; also the-tonnage was considerably less than had been expected. Flotation mill tailing assayed 15c., indicating a recovery of over 96 per cent, so that excellent metallurgical results were obtained. The operation was a success but the patient died.

Application of surface tension measurements has been made to molten silicates in order to determine the effect of sulphur upon the surface tensions of synthetic blast furnace slags. In melts with the same molar ratios of AI2O3 + SiO2 to the basic oxides BaO, CaO, and MgO, the surface tensions increase in the order of oxides listed. Sulphur lowers the surface tensions of the basic BaO, basic CaO, acid BaO, acid CaO, and acid MgO slags in that order; and the concentration of excess sulphur at the slag surface increases in this same order of slags. The rate and amount of desulphurization of iron by these slags is favored by a low excess surface sulphur in the slag. IN a previous paper,1 the authors discussed the applications of surface tension measurements of molten silicates to problems of metallurgical interest. Of major importance is the aid that such studies lend to forming a working concept of slag structure. Since the ability of a slag to desulphurize metal depends strongly upon its composition,2"4 fundamental information about the structural differences between various slags which contain sulphur should aid the development of better desulphurizing media. For that reason, the present investigation concerns the effect of sulphur upon the surface tensions of synthetic blast furnace slags. Experimental Procedure , The maximum bubble-pressure method was used to measure the surface tensions of synthetic blast furnace slags in the temperature range 1300° to 1600°C. "In this study, a three level Box- Behnken factorial design combined with Response surface methodology (RSM) for modeling of process parameters of Multi Gravity Separator (MGS) for recovery Iron values from sub grade iron ore, Deposit No. 5, Bailadila complex has been developed. The three significant operational parameters of MGS, Drum rotational speed (RPM), Drum inclination (degrees) and quantity of wash water (LPM) were considered in the experimental work. Other parameters like feed percent solids, shake frequency and shake amplitude were maintained constant. The ‘as received’ sub grade iron ore sample is admixture of lump and fines and chemically assayed 40.80% Fe, 40.90% SiO2, 0.24% Al2O3 and 0.22% Loss on Ignition (LOI). The obtained results were evaluated with the Box-Behnken factorial design, RSM and also Quadratic programming(QP). Second order response functions were produced for Fe in terms of grade (%) and recovery (%) of the concentrate fraction. Taking advantage of QP, it was observed that maximum grade of 62.21% Fe achieved at an inclination of 4.3degrees, 2.7LPM of wash water and at a drum speed of 198 RPM. Similarly a maximum Fe recovery of 65.37% weight can be achieved at 4.3degrees inclination, 2.6LPM wash water and at a rotational speed of 212 RPM Predicted values of responses obtained using model equations were in good agreement with the experimental values. The influence of the process variables of the multi gravity separator concentrator on grade and recovery of concentrate fraction were presented and discussed."

Based on dimensional analysis and a regression of the experimental data and, it was shown that in the inertial and gravitational force dominated flow regimes, 95% bulk mixing times for a slag-less situation can be described via:[equation]Parallel to this, a large number of experiments were also carried out in one of the water models (D=0.30m) to quantify the influence of an upper buoyant phase on mixing. These indicated that mixing time, operating variables and thermo-physical properties of the upper phase liquid can be correlated via a dimensionless relationship of the type:[equation]in which, Q is the ambient gas flow rate, L is the depth of liquid , (AL) is the slag layer thickness and 6 and t are respectively the surface tension and viscosity of the upper phase fluid The dimensional analysis, regression of experimental data as well as the adequacy of the proposed correlations are discussed in the text."

Newmont Metallurgical Services (NMS) recently acquired a Scanning Electron Microscope (SEM) with a JKMRC/FEI Mineral Liberation Analyzer (MLA). With the MLA software package, raw particle image and X-ray data can be converted into particle mineral maps and bulk and liberation data can then be calculated for minerals of interest. This type of quantitative mineralogical data can then be used for a wide variety of applications. Ore characterization with MLA can be carried out for existing or processing plants in development. MLA characterization of laboratory test products provides valuable liberation information that assists the research metallurgist in better planning and developing process treatment options for various ore types. This paper describes the use of MLA characterization in a copper flotation test program where the use of various testing options for arsenic depression was being evaluated.

Inertisation is used to enhance the safety of underground mine areas either to avoid the potential for a combustion event or to stabilize a situation after an ignition, fire or heating. The primary objective of a recently completed Australian Coal Association Research Program (ACARP) study was to review coal mine inertisation and in particular to focus on use of the Polish mine fire simulation software Ventgraph to gain better understanding of how various inertisation units interact with the complex ventilation behavior underground during a substantial fire. Critical aspects targeted for examination under the project grant included location of the unit for high priority fire positions, size of borehole or pipe range required, time required for inertisation output to interact with and extinguish a fire, effects of seam gases on fire behavior with inertisation present and main fan management. A major accomplishment of the project has been to take findings from the simulation exercises to develop inertisation related modifications to the Ventgraph fire simulation program in conjunction with the Polish program authors. Selected mines were ?evaluated or audited?as to the ability to deliver inert gases generated from GAG units to high priority underground fire locations .A coding system has been developed and many potential underground mine fire sources cannot be successfully inertized with the GAG docked at the current specified point; this is particularly so for fires in extended areas of workings or in panels. There is a limit to the ability of the GAG jet engine to deliver exhaust down smaller dimension borehole. There is a need to examine the use of the GAG for production or proactive uses in a wider application in Australian mines responding to recovering from mine fires, spontaneous combustion heating?s, elimination of the potential explosibility of newly sealed gobs or inert mines or mine sections on closure. Some of the current uses of low flow inertisation facilities could be more effectively undertaken with the GAG unit.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

ANY analysis of the aluminum situation, particularly of the factors involved in the current shortage of the metal, must consider the rapid march of events since the Munich fiasco of September 1938. At the end of 1938, the sole domestic producer of aluminum had more than a year's supply of metal on hand, having added 50,500 tons of output to stocks during the year. Not until war had been declared between the United Kingdom and Germany in September 1939 did the United States begin to make serious preparations for defense and a limited national emergency was proclaimed. Congress reflecting popular opinion, was not disposed to spend huge sums for armaments in 1939, and although 31,413 tons of aluminum was withdrawn from stocks. 107,500 tons was still on hand at the end of the year. When the President initiated a 50,000-airplane program in May 1940 the country was astounded, as previous Congressional authorizations of approximately 6000 planes for the Army by July 1911 and 3000 for the Navy by 1914 had been considered adequate.

HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p' is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p', the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p' is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. However, nearly all gravity concentration processes (jigs, tables, flowing film concentrators, heavy media separators) and many sizing devices (sizing classifiers, clarifiers, thickeners, hydrosepa¬rators) make use of the hindered settling phenomenon during the separation of particles. A sustainable coal industry needs to achieve a number objectives concerning mainly with superior utilisation of deposits and improved environmental performance. Modern quality control systems, which are greatly based on the on-line analysers, play an important role in achieving sustainability targets. This paper discusses the testing and application of on-line ash analysers installed in the Ptolemais and Megalopolis lignite mines in Greece and examines the possibility of using this type of analyser to control blending and homogenisation operations. The effect of the accuracy of on-line analyser to control process, when used for the characterization of low rank coals with complex and variable composition, such as greek lignites, is examined.

The mineral kaolinite is one of the commonest minerals in the uppermost 10 m of the continental crust; ranking in abundance alongside minerals like quartz, mica, feldspar and calcite. Only very exceptionally does it possess all the necessary properties needed to make it worth commercially exploiting. The terms 'Kaolin' and 'Kaolinite' are derived from a locality known as 'Kau-ling', in Jiangxi Province, Peoples Republic of China; where samples of a white clay used by the Chinese to make porcelain were first obtained by European missionaries and explorers in the eighteenth century.

"INTRODUCTION The iron-ore deposits near Cranberry, N. C., were worked as early as 1820, and records show that to date at least 1,500,000 tons of ore has been mined.. The early operators depended on selective mining and hand cobbing to yield a product containing 40 to 50 percent iron. Later, a magnetic concentrator was erected by the Cranberry Furnace Co. and was operated periodically until 1930. The magnetic cobbing method employed yielded satisfactory concentrates, but the plant was shut down because costs were too high. 4/Early in 1944, in connection with the sponge-iron program of the Bureau of Mines, North Carolina and Tennessee were surveyed for the purpose of finding a readily available source of high-grade iron ore for use in the experimental production of sponge iron at Salisbury, N. C., and samples from various sources were tested in the laboratory. The Cranberry ore proved to be best with respect to grade of magnetite concentrates produced, and it was decided that a pilot mill should be built on the Cranberry mine property and that the concentrate made there should be shipped to Salisbury for direct-reduction tests in a commercial brick kiln."
