"Ground Water or Pore water pressure development in Sandy Soil formation is Critical situation in foundation analysis and design.Moreover it become severe while associated with higher liquefaction probability in river bank areas. It is difficult to find cost optimized solution for liquefaction mitigation under limited budget allocated for the project. Here in these research paper the attempt has been made to have clear picture of liquefaction by using various techniques and field tests. And its mitigation by suitable foundation type. In Bangladesh, On Bank of River Meghana, Power plant structures are proposed. The particular site is full of fine sand having partial silt throughout from EGL to 55 m depth. Hence in addition to Conventional Boring / Drilling operations, CPLT, SCPT, SCHT and PMT had been performed to arrive deterministic effect of liquefaction. By use of Geologismiki software and some excel based programs developed which indicates that Certainly liquefaction occurs under the event of earthquake. By Checking past records of Bangladesh we found, there are small magnitude earthquakes are inevitable and frequent. Hence fourth to overcome the bad effect of liquefaction, the deep pile foundation -Driven Pre Cast Solid Square Pile of 400 mm dia. had been suggested for various types of power plant structures. Which densify the soil and ground will improve in resisting liquefaction.1. INTRODUCTIONA Detailed Geotechnical/Foundation design Analysis had been done to arrive at optimum foundation design solution in highly probable liquefaction zone of Silty Fine Sand near Dhaka City of Bangladesh for proposed 750 MW Cyclic Power Plant. Hence about 24 no. of (Borehole) Boring and Drilling up to depth of 55 m from existing ground level has been carried out. Additionally, 09 nos. of Static Cone Penetration Test (SCPT), 02 Nos. of Dynamic Cone Penetration Test (DCPT), 02 Nos. of Pressure meter test (PMT), 02 nos. of Cyclic Plate load test (CPLT) of suitable capacity with 06 nos. of Seismic Cross Hole Test (SCHT) in boreholes had been carried out. The purpose of PMT and SCHT was to have clear idea about the Seismic behavior - knowhow of site. According to Basic principles of Soil Mechanics and foundation design, it is proved that PMT & SCHT are dynamic test. These tests stimulate field condition of occurrences of earthquake. In later stages of analysis, it is found that site have high probability of liquefaction through use of Geologismiki – Liquefaction Analysis Software. Author of these research paper also felt earthquake vibrations – strong aftershocks during site study where Epicenter of the earthquake was in Myanmar during month of august 2016."

Mechanical properties of the nether roof rocks play a substantial role in maintenance of mine openings. On longwall faces too low strength is a cause of rock- falls which bring about delays in face advance, and hazard to the miners, while too high strength may result in over hanging of roof rocks in gobs, sometimes over a large area, initiating dynamic periodical pressures. Hence, efforts have been undertaken to develop methods of caveability evaluation for proper selection of roof control system and of longwall-face supports. DESCRIPTIVE CLASSIFICATIONS One of the basic qualitative criteria for classification of roof types with different caveability is the criterion of geological structure. The 26-stages scale worked out for conditions of Donetz Coalfield. USSR, by E.T. Proyavkin et al.(l) may be an example of that type of classification. This scale is presented graphically in Fig. 1. The first types of roofs according to this scale are easily caving immediately after exposure of a small surface, while the last be- long to the strongest roofs which over-hang in waste and require artificial fracturing. Observations and measurements carried out also in Donetz mines lead W.T. Davidyanc (2) to following classification: Class I - weak and densely bedded rocks very easily caving after each advance of supports. The roof subsidence over a waste edge is: [ ] where: h is roof subsidence, m M is thickness of the seam being mined, m S is width of an opening, m Class II - medium caveability and small main roof movements [ ] Class III - hardly breakable rocks, thicker beds with higher strength: caving by large blocks. After exposure of larger roof surfaces the movements of the main roof strata may affect an opening. [ ] Class IV - very hardly breakable rocks - thick, monolithic sandstones: they cause considerable difficulties in working with caving. [ ] Class V - thin-bedded rocks featured by the capacity of a smooth subsidence without disintegration into loose blocks with keeping contact between the particular blocks in a bed. In this classification mining with full roof caving is recommended for class I-III and only exceptionally for class IV. In many coal fields, qualitative and quantitative observations of roof rocks behavior have been carried out: as a result relations and characteristics found in certain mines are given. As an example, Kizielov Coalfield data in the USSR given by B.S. Vinokur (3) may be mentioned. In working thin pitching seams man- less system of undercutting the seam by means of rope saw is used there. The author separated four classes of roofs and gave, for every class, the empirical relation between the extracted area and the time of roof stability. The size of the stable area of exposed roof for particular classes is as follows: 120 to 150 m2 (1291 to 1614 ft2 ), 170 to 200 m2 (1829 to 2152 ft2), 250 to 280 m2 (2690 to 3013 ft2 ) and 350 to 400 m2 (3766 to 4300 ft ). For Kuznetz coalfield in the USSR the following classification of roofs was developed at the WIMI Institute in Leningrad: Class I - completely unstable: impact strength in- dex of rock f = up to 1.5 - the strip of roof 1.4 to 2.0 m (4.59 to 6.56 it) wide, exposed after shearer's cut holds stable during the time not longer than 5 min. Class II - low stability: f = 1.5 to 2.5 - the strip of roof 1.4 to 2.0 m (4.59 to 6.56 ft) wide and up to 4.0 m (13 it) long, exposed after shearer's cut holds stable during 5 to 20 min. Class III - medium stability: f = 2.51 to 3.5 - the strip of roof 1.4 to 2.0 m (4.59 to 6.56 it) wide and 4.0 to 25 m (13 to 82 ft) long, exposed after shearer's cut holds stable from 20 min. to 2 hours. Class IV - stable: f = 3.51 to 4.5 - the strip of roof 1.4 to 2.0 m (4.59 to 6.56 ft) wide and 25 m (82 it) long exposed after shearer's cut is stable during the time longer than 2 hours. Cospidie (3CaO*2SiO2*CaFe2) is one of the most important compounds crystallized in mold flux films during casting in the continuous casting process of steel, The primary crystallization field of cuspidine has been experimentally developed in the CaO-SiO2-CaF2-SiF4 system. The cuspidine-NaF binary and cuspidine-CaF2-NaF ternary systems have been also experimentally determined to study effects of addition of NaF on the primary field of cuspidine. In order to discuss its thermodynamic stability the standard Gibbs energy of formation of cuspidine has been deterimed by an electromotive force methods using CaF2 as solid electrolyte and a transpiration method as follows: ^fG° (cuspidine) /kjmol-1 = 5198 + 0.825T (+12) (1313<T/K<1329): EMF method ^fG° (cuspidine) /kjmol-1 = 5178 + 0.813T (+8) (1221<T/K<1469): Transpiration method The chemical potential diagram and constituent activities for the CaO-SiO2-CaF2 System have been evaluated based on the obtained thermodynamic data.

"This paper describes the recent pilot-plant work carried out on two alternative processes capable of producing an effluent containing less than 10 pCi/L total radium-226 activity and very close to 3 pCi/L dissolved radium-226. The processes incorporate coprecipitation of radium with barium sulphate by the addition of barium chloride in continuously stirred tank reactors followed by either chemical coagulation with ferric chloride, flocculation and clarification, or polymer-aided dual-media filtration. IntroductionUranium mines in Canada have practiced radium removal from tailings basin effluents since 1965. Treatment consists of addition of barium chloride to precipitate radium as barium- radium sulphate and provision of natural or constructed settling ponds for sedimentation. This process, however, has been identified as being deficient in that it allows particulate or suspended radium-226 releases which are higher than the regulated dissolved values». Also, the large size of some of the settling ponds is believed to represent a real limitation of the present technology because of inferred difficulty in recovery of barium-radium sulphate precipitates.The Federal Government Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical/chemical treatment systems as an alternative to settling ponds. In response to the SubGroup recommendations, a bench-scale study began in March 1976at the Wastewater Technology Centre (WTC) of Environment Canada . The results of this study indicated that coagulation and flocculation of the precipitate from barium chloride addition is a viable alternative to sedimentation in settling ponds(3). The bench work was expanded and accelerated in 1977, with financial assistance provided by the Atomic Energy Control Board. Subsequently, a research program with a larger scope was developed; this program is jointly managed and funded by government and industry, as shown in Table I.One of the goals of the joint program is to develop, at pilot scale, a physicalI chemical process to reduce the radium-226 content of uranium mining and milling effluents. Target radium-226 activities for treated tailings basin effluents were set: namely, 10 pCil L total and 3 pCil L dissolved radium 226. Extensive bench-scale and pilot-scale work was conducted through 1978 and 1979 and has culminated in the development of two physical/chemical processes. This paper describes work carried out at a pilot plant which led to the selection of the two physical I chemical processes for demonstration. In short-term tests, the processes produced effluents meeting the radium-226 target activities."

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world&apos;s supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

A method was developed for calibrating photographic emulsions and retrieving working curves for emission spectrography. The values obtained from a digital readout or a recorder chart of a comparator-microphotometer are converted to light intensity values using an emulsion characteristic curve derived from a quartic polynomial preliminary curve. The characteristic curve, consisting of Seidel transform versus the logarithm of intensity, is split into two cubic polynomials at the zero value of the transform, resulting in eight emulsion calibration coefficients. These methods allow use of the calibration curves even at very small and very high intensities, thus extending the range of analysis. Use of a small computer allows rapid calculations. A computer program was written to formulate, code, and file each working curve along with its statistical error. Proper coding of the input data permits the direct printout of the concentration of the elements under investigation.

This paper details the recent trends in slag-related research from 1999 to 2003. The trends in thefollowing are outlined: • Annual publication rate • Geographical origin of the work • Nature of the research (e.g. thermodynamics, kinetics) • Nature of the slag studied. This study has revealed that slag research in the USA and Europe has decreased to about a half over the last 20 years and that there has been a significant decrease in Japanese research in this area in recent years. However, these decreases have been offset by significant increases in Chinese and Korean research activity. There has been a significant increase in the amount of work carried out on the recycling and environmental aspects of slags in recent years.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don&apos;t breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia&apos;s huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing&apos;s role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Now, coal marketing must be recognized in its "true leadership role," Daniel said. Electrical ad thermal-conductivity measurements have been made on titanium and 6 titanium alloys. The following expression was derived for calculating thermal conductivity from electrical conductivity: K = 0.626 s T x 10-8 + 0.00497 where K = thermal conductivity, cal sec-1 cm-2 cm0C-1 s = electrical conductivity, ohm-]cm-1 T = temperature, deg Kelvin This expression gives calculated thermal conductivities that are not in error by more than 10 pct from the experimental values for A-55 titanium and the 6 alloys measured; namely, A-110AT, C-110M, C-130AM, Ti-6A1-4V, Ti-140A, and Ti-155A, which are representative of the presently available commercial a and a-ß titanium alloys. THERMAL conduction in a gas, liquid, or amorphous solid is accomplished by energy diffusion from molecule to molecule, a relatively slow process. For this reason, such materials have a low thermal conductivity. When a material is crystalline, there is in addition a heat transfer by a vibratory motion of the crystal lattice. It is the contribution of this lattice conduction that makes a crystal a much better conductor than a gas, liquid, or amorphous solid. Lattice conduction, however, does not account for the relatively enormous thermal conductivity of a metal. This is explained by the freedom of movement of valence electrons. These valence electrons drift in a metal in a direction toward a drop in electrical potential and, to a lesser degree, in the direction of a temperature drop in the metal. Since both the electrical and thermal conductivities of a metal depend upon the presence of free electrons, there should be some relatively simple relation between the two. Wiedemann and Franz in 1653 first discovered an approximate empirical relation between the electrical and thermal conductivities of metals at the same temperature. This ratio varies appreciably with temperature, and Lorenz later showed that by adding a temperature factor to the Wiedemann-Franz ratio the value of K/(s T) is constant, where K is the thermal conductivity, a the electrical conductivity, and T the absolute temperature. This Lorenz constant shows a greater variation for alloys than it does for pure metals, the ratio increasing slightly as the proportion of alloying elements increases. It has been found that a closer correlation between electrical conductivity and thermal conductivity can be obtained by means of an equation of the form K - A s T + B [1] where A and B are constants. In this equation the term AsT is the contribution of electronic conduction and B is the contribution of lattice conduction to the total thermal conductivity. EXPERIMENTAL MEASUREMENTS Electrical-resistivity and thermal-conductivity measurements on titanium and 6 titanium alloys serve as the basis for determining an equation of the K = AsT + B type for titanium alloys. Specimens—Table I shows nominal compositions of the 7 metals on which electrical and thermal conductivities were measured. The electrical and thermal-conductivity specimens for each alloy were taken from stock of the same heat and usually from adjacent sections of the same bar. The spillage of liquid diethyl ether in rooms at floor level and 3 feet above the floor resulted in flammable vapor-air mixtures in the immediate vicinity of the exposed liquido The liquid temperature was found to decrease by as much as 35° C., with a resultant decrease in vaporization rate. A search of the literature yielded numerous references to unstable peroxide (residue) formed by the autoxidation of ether. Such residues appear to constitute an explosion hazard in the condensed state.

OneSteel and BlueScope Steel have been working with the CSIRO to develop sustainable carbon fuels and reductants which are suitable for use in the iron and steel industry. One of the initial focuses of this work has been a process called steel recarburisation which is the addition of carbon to liquid steel to produce particular steel grades. This paper reports on the preliminary work and the recent full scale recarburisation plant trials conducted at the OneSteel Sydney Steel Mill. &nbsp; Preliminary experimental work involved kilogram scale recarburisation of liquid steel with a range of commercial and prepared charcoal products. This work showed that charcoal dissolves into liquid steel very quickly and that carbon recovery to steel was inversely related to the charcoal volatile content. Initial larger scale work focused on the collection of wood, and preparation of low volatile charcoal which is required for steel recarburisation. Approximately three tonnes of charcoal was prepared at the Corrimal coke ovens of the Illawarra Coke Company. This charcoal was dried, crushed, sized and packaged in a form suitable for addition to 80 tonne liquid steel ladles. &nbsp; The recarburisation trial was conducted over 30 ladle heats during June 2009. The charcoal was manually added to the liquid steel in 5 kg bags using normal plant practice. Conventional commercial recarburiser was also added to the liquid steel in alternate ladle heats. The performance of the charcoal was compared with the conventional recarburiser based on the carbon recovery to steel, hydrogen pick-up by steel and the rate of carbon dissolution into steel. &nbsp; An analysis of the trial results showed that the charcoal performed at least as well as commercial recarburiser in carbon recovery and rate of dissolution but may have resulted in a slightly higher hydrogen content of steel. This is probably due to the higher moisture content of charcoal. The main challenges in the future include: increasing the charcoal density to improve transport and handling economics, securing a sustainable supply of biomass for the steel industry and developing a charcoal production industry so materials of suitable quality for both production and trials on other applications can be conducted.

Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current wining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for drag line reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

The presence of an extensive soft siltstone layer in the middle of the inter-burden sequence of rocks at Syferfontein Colliery in the Republic of South Africa prompted tests to determine the effect of different mid-column decks of inert material in the siltstone layer. The objective was to achieve significant cost savings in explosives use whilst not degrading dragline productivity. An important factor that had to be considered was that the initiation systems available in South Africa are not accurate enough to ensure simultaneous initiation of explosives decks in a blasthole. A number of inert materials were tested including ash, drill cuttings, river sand and crushed stone. It was found that the ash, drill cuttings and river sand did not effectively attenuate the shock wave and that the risks of sympathetic detonation or partial disruption of one or the other explosives deck in a blasthole was high. This became much worse when the inert material was saturated with water. Crushed rock was the most effective in attenuating the shock wave, but this material was very expensive to use because it had to be imported onto the mine.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

The Nokomai Gold Mining Project commenced production in January 1992. The Project continues a history of mining in theNokomai Valley which extended from 1863 to 1942. L &amp; M Mining Limited have held interests in the valley since 1980. In 1990 the Nokomai Joint Venture was formed with the Hore family, the owners of Nokomai Station, to mine a large alluvial gold resource in the valley. The mine is located adjacent to the Mataura Brown Trout fishery and required extensive environmental studies prior to granting of permits. The mine is budgeted to work for 20 months, processing 460 000 m3 of wash material. During this period, contract miners, Downer Mining Limited, will move in excess of seven million cubic metres of overburden from the deposit.

ABSTRACT: Hydraulic experiments have been conducted since 1997 within a small fractured calcareous rock mass in southeastern France, at a site called Coaraze. On this reduced-scale site closing a floodgate located on a downstream spring produces repeated hydraulic loadings. Simultaneous measurements of normal deformations and pressure in several joints have provided a better understanding of the hydromechanical behaviour of such a fractured rock mass. The present paper first describes both the site and conceptual interpretation of the measurements performed. We showed that accurate measurement reproduction requires incorporating certain features: a variable normal joint stiffness, the joint vicinity (through introducing a Z coefficient), and the initial stress state. The paper then develops an original analytical interpretation of the coupled pressure-displacement measurements carried out, which reveal the high level of measurement suitability to the non-linear behaviours examined. 2D modelling, using the discontinuous code (UDEC) was used to proceed with the calibration step. Gleichzeitiger Druck und normale Verformung Meßungen in mehreren Fugen haben erlaubt, das hydromechanische Verhalten einer solche gebrochene Felsenmasse besser zu verstehen. Activated carbons used for precious metal recovery from carbon-in­pulp (CIP), carbon-In-leach (CIL) and carbon-in-column (CIC) circuits often become fouled with Inorganic precipitates (i.e., CaCOa, CaS04, SI02), and adsorbed organics (I.e., petroleum distillates from lubricants, dissolution products from wood) (1,2). These contaminants occlude carbon pore structure, such that diffusion controlled adsorption and desorption (elution) of Au(CN)2-and Ag(CN)2· are lmpeded(3,4l. Thus, after only short exposure to the hydrometallurgical environment, the characteristic carbon activity is reduced(5l. By frequently regenerating circuit carbons, activity losses associated with fouling can usually be minimized. Regeneration typically Involves (not necessarily Is this order): 1) elution to remove adsorbed ionic species (e.g., until they are removed from the carbon pore structure, Au(CN)2" and Ag(CN)2-are contaminants )(6l; 2) acid washing with 3-15% (wt/wt) hydro­chloric acid, to dissolve soluble Inorganic precipitates such as CaC03; 3) neutralization and/or water rinsing to remove residual acid; 4) thermal regeneration at 350-650 °C to remove adsorbed and/or pyrolyzed organ­ics; and 5) screening to remove fine carbon particles produced by Impaction and abrasion in the various stages of the hydrometallurgical circuit (i.e., adsorption, elution, and regeneration). The overall process Is purposed to reopen the circuit carbon pore structure, and to maintain the activity and qualities of virgin (new) carbon(7,8l. While most CIP, CIL and CIC operators regenerate circuit carbons, few evaluate the effect of the process on carbon quality in a systematic way. Process control usually Involves Iterating critical regeneration parameters such as: acid concentration; time frames for acid washing and water rinsing; and temperature and residence time for thermal regeneration. Carbon quality control frequently comprises only sporadic activity tests performed on non-representative grab samples dipped from conve­niently accessed carbon storage bins. So, regenerated carbon quality may vary and (at times) be unacceptable for effective hydrometallurglcal circuit operation. To verify the efficacy of the regeneration process and assure accept­able adsorption and elution rates for Au(CN)2· and Ag(CN)2·, operators should systematically assess regenerated circuit carbon quality. This paper, then, suggests methods for effectively assessing circuit carbon quality, Including: carbon sampling procedures; standardized physical and chemical test methods; and criteria and general procedures for comparative adsorption rate (activity) testing. Also, a two tier quality control testing scheme is proposed, and techniques for presenting and interpreting test data are demonstrated.

The El Sauzal deposit is a classic, high sulfidation, epithermal gold system located in the southwestern Chihuahua state of Mexico (Fig. 1). A Francisco Gold geologist discovered the prospect in1995. El Sauzal was encountered as a result of an extensive grassroots exploration program in the rugged, dissected volcanic terrains of the Sierra Madre Occidental, around the historical Batopilas silver camp. At El Sauzal, high grade gold is hosted within a series of more permeable, low-dipping, lithic and fine-grained dacitic rocks of early Tertiaryage. The mineralization appears tobe structurally and lithologically controlled. The alteration characteristics are typical of a high sulfidation system, including kaolinite, illite, alunite, dickite and pyrophyllite.

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic&apos; success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson&apos;s paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.
