In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

Introductory: In dealing with a topic so large, one that involves such a multiplicity of details, and that also has certain controversial aspects, it is quite impracticable within the limits of this article to touch upon many most interesting phases and incidents. Also, to bring out the actual truth, it is necessary to make certain categorical statements. The writer believes that all such statements made here-under are supported by facts. Again, however, it is out of the question to cite all the proof. The writer, therefore, will gladly answer any pertinent criticisms or questions and thus supplement the unavoidable brevity of this paper. Controversial points will take care of themselves. Historical: For present purposes the history of gold mining in Nova Scotia may best be summed up in a very few paragraphs, in some of which the writer quotes freely from recent reports compiled by himself. The first material discovery of gold was made in the year 1860. As this and rapidly succeeding discoveries were looked upon as bonanzas, the claims were fixed at a size of 20 by 50 feet, and a yearly rental of $20 was charged. Later the claims (areas) were increased in size to 50 by 150 feet. In the year 1866 a temporarily successful company, so we are informed by a contemporary writer, owned a mill and mining plant worth $6,000. As this fact is cited with admiration, it is apparent that most of the mining and milling must have been done in a very primitive manner indeed.

A new extraction method which includes a combination of gravity and alternating electromagnetic fields with interfriction of mineral particles was proposed (Tikhonov O.N., 1979) and tested in lab conditions at Mineral Processing Department of St. Petersburg Mining Institute. At the beginning of the work the main goal was to find an efficient alternative to traditional extraction methods (like shaking table, etc.) used for concentration of fine alluvial gold particles. After the method and a series of gradually improved lab separators (Tikhonov, et al., 1983) were positively tested for gold (Tikhonov, et al.. 1986) the efficiency of the method was also proved for extraction of and other heavy minerals from alluvial and ground ores in experimental work at the St. Petersburg Mining Institute. The fine heavy minerals were separated to concentrates with high technological indices (Andreev et al., 1987), (Tikhonov, Gladkov, 1987), (Tikhonov, Gladkov 1989). In parallel a semi-industrial gravi-electro- magnetic separator was made and several technological flowsheets were designed for testing the method in industrial conditions (Tikhonov O.N., Miazin B.N., 1987), (Tikhonov O.N., Tolstunov S.A., Jebelev V.V.,1989). A series of industrial tests accompanied with complete sampling and standard technological measurements were performed at several alluvial deposits, with good technological indices. Thus the method and the flowsheets displayed high additional recovery of fine alluvial gold particles during elkrated industrial experiments in Siberia (Aldan province). At higher concentrate grade this method, even in one-stage operation, increased gold recovery more than by 25% compared with shaking table (for particles -0.10 mm gold recovery was 82% vs. 55% by shaking table, for particles - 0.25mm the recovery was 97.5% vs. 61.8%). Experiments were performed by joint team of St. Petersburg Mining Institute and the Irkutsk Institute of Rare Metals (Tikhonov O.N., Gladkov S.A., Tarasova T.B., 1991).

Management of solid mine wastes, particularly waste rock, requires careful planning to reduce the likelihood of sulfide oxidation, and generation of acid rock drainage (ARD). Waste management strategies must focus on obtaining a thorough understanding of the environmental characteristics of future waste rock materials. In this study, a waste management strategy for characterising underground waste rock was developed at a polymetallic underground mine in western Tasmania to determine which materials were appropriate for surficial placement. The criteria for surficial placement set by the regulator were that materials had to be non-acid forming and non-metalliferous. A range of cost-effective field-based tools, mineralogical assessments and mineral chemistry techniques were used on a suite of representative drill core material to determine an appropriate waste management strategy. Ultimately, a modified geochemistry–mineralogy–texture–geometallurgy (GMTG) approach was designed, whereby geoenvironmental focused logging and simple prescreening tools such as paste pH and sulfur analyses were used at stage-one; routine acid base accounting and leachate tests at stage-two; and validation tools including X-ray diffractometry and laser ablation inductively coupled plasma-mass spectrometry (ICPMS) at stage-three. This approach should be considered for other mine sites at early and operational life-of-mine stages with similar deposit characteristics, to ensure correct screening and placement of potentially hazardous waste materials in suitable above-ground waste repositories or mined-out mine sections.CITATION:Parbhakar-Fox, A and Lottermoser, B G, 2017. It is imperative, therefore, that attention should be drawn to a serious defect in the treatment by de Bruyn, Overbeek, and Schuhmann. Their Eq. 5 dy = — ld/u — Th2odiH2n states correctly the relationship between the change in surface free energy dy, the surface excesses Tx and Th2o of the components x and H2O and the changes du, and dph2o in the chemical potentials of these components. This equation applies for constant pressure and con- stant temperature and for the interface of the solid in contact with the solution of X. The relation remains valid when 1.1 is defined so that TH2O becomes zero and the equation becomes dr = — r:dur [17] From this equation de Bruyn et al. correctly concluded that increased adsorption of the collector at the liquid solid interface would reduce the interfacial energy ysl. Thiosulfate leaching as an environmentally benign alternative to cyanide leaching has received particular attention in recent years. Most studies have focused on thiosulfate leaching of free milling ores and, to some extent, pregrobbing ores. In this study, leaching of gold from the refractory Kaletas ore (in which gold/silver alloy is the only mode of occurrence detected) in ammoniacal thiosulfate solutions was studied. A two-level full factorial design (23) was adopted to investigate the effects of concentration of thiosulfate (0.2-1 M Na2S2O3), ammonia (0.5-1 M NH3) and copper (0.05-0.1 M CuSO4) on the extraction of gold from a ground ore (-38 µm) over a period of 24 h. Statistical analysis confirmed the leaching of gold improved with increasing concentrations of thiosulfate and ammonia. In contrast, increasing the concentration of copper in the range tested adversely affected the extraction of gold. The magnitude of effects of parameters on the gold extraction was in the order of Na2S2O3 > NH3 > CuSO4. The maximum extraction of gold (69.6%) was obtained in the presence of 1 M Na2S2O3, 1 M NH3 and 0.05 M CuSO4. The negative influence of copper on gold extraction is most likely attributed to the decomposition of thiosulfate catalyzed by copper. Concentration of thiosulfate was also identified to be statistically the most important parameter for its consumption.

The demand placed on the mining industry in the past 15 years for increased production, coupled with lower grade ore and higher cost capital, has resulted in a noticeable increase in grinding mill sizes. The pressure to increase mill size continues. During the mid sixty's and early seventy's, ?larger? conventional ball mills were in the range of 13 - 16-1/2 f t. diameter (4 - 5 m) increasing by the mid 70's to 18 ft. (5.5 m) diameter. At the same time, autogenous mills expanded from 24 - 32 ft. (7.3 - 9.1 m) to the present 34 and 36 ft. (10.b and 11.0 m) diameters. These size pioneers of 16-1/2, 18, and 36 ft. diameter mills from Allis-Chalmers have been free from structural problems, because they were analyzed, modeled, designed, and field tested to meet the challenge.

Paper written on project work carried out in partial fulfilment of BSc (Hons) (Eng) (Mechanical) degree Discrete element methods (DEM) are being used to provide detailed impact histories of the particles in comminution devices, such as mills. To match this immense detail of information, far more informative breakage tests than those that are generally conducted are now required. The split Hopkinson pressure bar apparatus is used in this study, as it allows the calculation of breakage forces and absorbed energies. The geometry of rock particles has been identified as significant, so this project undertook to identify the influence of shape on the breakage pattern of blue stone. Comparisons are then made between the breakage pattern of angular rocks and rounded, milled rocks for single impact fracture and consecutive impact loading at low energy. Results of this experiment indicate that although breakage for both geometries occurs over a similar energy range, rounded particles have the greater probability of fracture because they absorb more of the impact energy for a given loading. Size distributions of progeny show that five pebbles or more are sufficient to predict the distribution of most particles in small energy regimes. Cumulative impact testing shows that considerably more energy is required to break a rock through cumulative damage than through a single impact?this is of considerable importance in the light of the indications from DEM simulations that most breakage in a mill will be from cumulative damage rather than single impact breakage.

Pure talc is a hydrous magnesium silicate (Mg3Si4010(OH)2). Pyrophyllite, although it resemble: talc in certain physical properties and uses, is a hydrous aluminum silicate (Al2Si4010(OH)2) - like kaolin, except that kaolin has a somewhat different composition (Al2Si205(OH)4) and structure. Soapstone can be considered essentially an impure talc grid when pulverized is used for many of the same purposes as talc. Massive, compact varieties of talc often are called steatite. PROPERTIES Talc and pyrophyllite are characterizes; by their softness (hardness on Mohs' scale, 1) their greasy feel, pearly luster, white color, and perfect basal cleavage. They have similar crystal structures, and this similarity explains the close resemblance of the two minerals in physical acid chemical properties. Talc is a good electrical insulator, resists the action of most acids and alkalies, and has an exceptional heat-retaining capacity. Its specific gravity is about 2.7.

Al-Ti master alloys were prepared by aluminothermic reduction between the dissolved titanium dioxide and aluminum in cryolite melts at 960oC. The kinetic analysis by differential scanning calorimetry indicated that the apparent activation energy of the reaction of reducing titanium dioxide by aluminium is 22.3 kJ/mol, and the reaction order is 0.5. The products were analyzed by means of X-ray diffraction, X-ray fluorescence, scanning electron microscopy and energy dispersive spectrometer. Results from X-ray diffraction showed that the phase compositions of produced alloys are Al and Al3Ti. In addition, Al-Ti master alloys containing 2-6 mass% Ti were formed at different reduction time of 2-5h in aluminothermic reduction experiment.

INTRODUCTION Industrial minerals can have similar financing requirements to those needs of metaliferrous and coal mining projects. One of the outstanding differences is the understanding of the many different markets that these industrial minerals represent. There are in excess of 30 principal industrial minerals ranging in terms of annual production from the largest quantity such as sand and gravel, to possibly the smallest quantity of production of a legitimate industrial mineral which may be defined as industrial and rough gem diamond. (See Tables 1 and 2) Project finance techniques, analytical methods, and information requirements are covered elsewhere in this Chapter and Chapter 10. Some comments on equity finance aspects follow. EQUITY AMOUNT The amount of equity in a financing transaction provides a cushion to the lender in case the project runs into trouble. Generally speaking, the greater the amount of risk in a project, the more equity a lender will require. The amount of cash equity in a project financing transaction is between 25 and 40 percent. The amount of leverage (debt/equity) is negotiable based on such factors as the strength and extent of the sponsor's undertakings, of the project's economics, and the term of a strong sales contract. Naturally, a borrower seeks to obtain d loan with as little equity required as can be negotiated. Zero percent equity is usually associated with a take-or-pay contract (a hell-or-high- water unconditional commitment under which the purchaser must pay for the commodity as though it were shipped regardless of whether it is actually mined or shipped) with a financially strong corporate entity i.e., the parent company or an end user. As a take-or-pay contract is tantamount to a guarantee of payment, the banker views the credit basis of the loan as being other than the borrower's mining operation and therefore will analyze the creditworthiness of the institution purchasing the commodity on the basis of its corporate balance sheet. Do not confuse a take-or-pay contract with a take-if- tendered or take-and-pay contract. Another means in the United States of obtaining zero percent equity is the carved out production payment financing, typical of coal mine financing. This involves the sale, or conveyance, by the owner of the mineral property of a production payment to a nominally capitalized company. The nominally capitalized company is formed solely to buy the production payment and usually borrows 100 percent of the purchase price from a lender. Equity amounts of 10 to 20 percent generally are found in transactions which employ techniques such as an advance sale or a subordinated lease/loan. These agreements are viewed as quasi equity by most banks for several reasons. First, the proceeds represent a cash infusion early in the project's life - usually prior to the bank lending any funds. Thus, the repayment schedule is "behind" that of the bank debt. In the case of an advance sale, repayment is in the form of a long-term supply contract with favorable terms, usually priced close to the mining operation's costs. There is also usually a requirement that all costs of the project be paid for by the loan or equity, often making the sponsors financially responsible for any cost overruns. Cost overruns are a major risk in any project, large or small, and are often due to unforeseen factors such as wildcat strikes, a piece of faulty equipment, or any event which delays completion, e.g., remote location, weather, etc.. . "Introduction0N MAY 2th, 1953, Socony Seaboard Pembina No. 1 well, located 70 miles west-southwest of Edmonton, was completed as a producer of high-gravity oil from the Cretaceous Cardinm sand. This event is possibly the most significant in the development of the oil industry in Western Canada since the Devonian discovery at Leduc in 1947. The result of the Pembina discovery and the follow-up drilling has been a tremendous increase in interest in the Cardium formation.Descriptions of the Cardium formation, as it occurs in the 'Central Foothills' and in the 'Southern British Columbia Foothills' have been presented by R. E. Folinsbee (9)-and C. R. Stelck (21), respectively. The purpose of this paper is to discuss the more regional aspects of the subject.The name Cardium was first used .as a stratigraphic term in 1863. Dr. James Hector ( l2), geologist attached to Captain John Palliser's exploratory expedition, gave the name 'Cardium to the whole section of marine Cretaceous beds exposed along the Bow river west of Calgary."

Published or available data on safety in quarries are few except those pertaining to blasting issued by manufacturers of explosives. During the past 25 years the quarrying industry (including various types of quarries producing many different materials) has had a markedly improved accident experience. The downward trend has not been phenomenal or has it been uniform from year to year, owing to occasional major disasters; but from the information at hand it appears that improvement during the 25-year period has been definite.

I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.

An investigation was made to provide further information for evaluating columbium- hafnium alloys for use as high - temperature structural materials . The columbium- hafnium system was investigated between 700 ° and 2,400 ° C by melting point , thermal analysis , X - ray diffraction , electrical resistivity , and metallographic techniques . The equilibrium diagram is the beta isomorphous type , with columbium tending to stabilize the beta phase . Addition of 60 atomic percent columbium stabilizes the beta phase at 700 ° C. The allotropic transformation temperature of hafnium is 1,750 ° ± 20 ° C. A minimum melting point occurs near 75 atomic percent hafnium .

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

Magnetic separation of iron ores is one of the fastest-growing segments of the minerals beneficiation industry. The tonnage of taconite ores processed annually by magnetic separation will, in a few years, reach 100 million. Magnetic separation occupies an attractive position in the field of ore beneficiation. It is a simple yet effective method, used for some 150 years and steadily growing more important. This type of beneficiation orginated in 1792, when William Ful-larton was issued a British patent covering the separation of iron ore by magnetic attraction. What is magnetism, and why are some materials capable of being magnetized and others not The study involves many unknowns, and even a partial answer to these questions would be a dissertation in solid state physics and perhaps other fields of science. But the last two decades have revealed basic facts as to why certain materials are magnetic and what happens to them when they are magnetized. Some of the newer studies in solid state physics have developed a theory that can be applied to studies of magnetism. It is claimed that magnetism stems fundamentally from the spin of electrons in atoms that tend to go in pairs, spinning in opposite directions. The atom as a whole can act as a magnet only when there is an imbalance of electronic spin. Whenever an atom has an odd number of electrons, therefore, this imbalance exists. This neutralizing effect explains why a piece of material that contains atomic magnets is not necessarily magnetic. The physicists tell us that iron is composed of many small magnetized regions called domains, which consist individually of millions of atoms. The piece of iron becomes magnetized when an external force lines up these domains in the same direction. Fundamental data developed by physicists working in fields far removed from minerals beneficiation are now available for developing better magnetic separators for ore processing. More Data Needed on Magnetic Properties of Minerals: There is less information on magnetic properties of minerals than there is for certain aspects of magnetic separator design. When the data on magnetic properties is available, it is often directed toward the study of powders for tape recorders and other highly scientific endeavors that are of little use to the beneficiation engineer. W. R. Crane's table of tractive forces, published in 1902, is still a guide in the study of magnetic minerals. Bits of other information regarding electrostatic conductivity, dielectric constant values, and permeability of various minerals have also appeared but are of small practical value in magnetic separation of ore. It is extremely important to obtain pure mineral specimens for making investigations and to record results that may be of use in studies of magnetic processes. Reference to the large volume of data developed by those concerned with analysis and design of permanent magnets soon reveals that these people have extensively evaluated the effect of various impurities on magnetic properties. Much of the science of the ferrite industry is based upon spinel-type structures which are varied by substitution of selected elements or even subtraction of elements, leaving vacant sites in the space lattice. Magnetic separators are used to beneficiate a wide variety of industrial minerals. In this application the relatively large volumes of nonmagnetics are usually the commercial products.
