1. INTRODUCTION. THE anthracite coal trade, with a shipment averaging about 70,000,000 tons per year, differs essentially from other coal business, in the fact that the larger sizes, comprising about 65 per cent. of the total, are used almost exclusively for domestic purposes, principally during the winter months; and that for proper combustion close-sizing is imperative, so that eight sizes are made; broken, egg, stove, and nut, known as prepared sizes, and pea, buckwheat, rice, and barley, known as steam sizes. These sizes are made in the regular course of preparation, and but little variation in the natural percentage of each is practicable. Thus it is necessary either to work the collieries intermittently, or to dispose of all the varying sizes in their fixed proportions. Unfortunately, the market does not at all times absorb the coal in proper proportions, and rather than interfere with the regular operation of the mines it has been found economical to provide storage for the excess. While the cellars of the consumers are the great storage-plants of the country, this capacity is not under the control of the trade, except so far as reduced prices during the spring and summer months may tempt the use of this reserve. The same remark applies but with less force to the retail yards, which,, though usually small, store in the aggregate a large amount of anthracite. While every effort is made to utilize to the utmost the individual storage-capacity of the country, there still remains the necessity for taking care of the irregularities of the market by the construction of storage-plants under the direct control of the producers. Such plants are usually the property of the railroads, and are situated at points most convenient from a traffic stand-point.

COMMERCIAL strip mining of coal was first begun in the state of Illinois in 1911.1 The annual tonnage of coal produced from coal strip mines in the state was very small until 1924, when the strip mines shipped 1.68 pet of the total state shipping mine tonnage. Since then, strip mines have gradually come into their own by producing a sizable percentage of the coal produced in the state. Table 1 shows the coal tonnage shipped from both underground and strip coal mines in the state of Illinois for selected years. The table illustrates the major role that strip mines play in the state's coal industry. Today, strip mining is generally conducted in areas where the coal seams lie so close to the surface of earth that a stripping method of mining the coal seam is cheaper than an underground method. Strip mining not only recovers 100 pct of the coal deposit, but may also be used as a method of mining large acreages of coal abandoned by the closing of underground mines.

ONE of the important mineral discoveries of the eighteenth century was , that of the Minas Geraes, Brazil; diamond fields. The production of this and of .other diamond discoveries in neighboring states made Brazil the premier producer of diamonds, succeeding India; its 140 years of supremacy finally passed to- South Africa- 60 years ago. Three times have diamonds contributed heavily to Portugal's somewhat checkered financial history; first in the sixteenth and seventeenth- centuries when the diamond trade of India was controlled by its citizens residing in ,Goa, later in the late eighteenth and the first 75 years of the nineteenth century when the Brazilian fields were the world's source of diamonds, and now, when the Angola diamond mines are the principal source of revenue of its colony, Portuguese West Africa. Certain phases in the history of the administration of the Brazilian field are sufficiently curious to warrant description.

THERE are three active mines in the Chewelah-Colville district, the United Silver Copper near Chewelah, and the Old Dominion and the Chloride Queen near Colville. The Admiral near Valley is also doing development work. The Chewelah district is in the south central part of Stevens County in the Colville Valley. Chewelah, a thriving town of 1600 people, and the scene of operations of the Northwest Magnesite Co., is about the center of the district. It is situated in a farming community on the Spokane-Nelson branch of the Great Northern railway, about 65 miles north of Spokane. Only two or three of the mines in the district have been extensively developed, although many have been prospected. The general elevation of the valley, is about 1600 or 1700 ft., that of the mountain ranges on each side about 3000 to 4000 ft., with gentle slopes and rounded glaciated tops. Prospecting is often difficult because of much glacial debris.

INTRODUCTION What is automation? Why automate? Webster's New Collegiate Dictionary defines automation as "the automatically controlled operation of an apparatus, process, or system by mechanical or electronic devices that take the place of human organs of observation, effort, and decision." This definition gives an implied answer to the second question, "Why automate?" Automation, automatic control devices, and process control equipment receive their justification in supplementing or replacing manpower, which results in decreased operating costs. In the past, processes were operated with the minimum amount of instruments needed merely to guide operators. Processes were manually con- trolled by the operator on the basis of simple temperature, pressure, flow, and level indications on a panel. Today the tendency is to design a new plant to operate in a fully automatic manner according to a preset pro- gram utilizing a minimum of manpower. In addition to this direct cost reduction in manual labor, increased equipment capacity results from uniformity of flow and uniform control of process variables. This control eliminates or minimizes surges and permits equipment to be operated at or near its ultimate capacity and, for a given material throughput, permits the use of smaller process equipment. Automatic control, therefore, be it in the field of coal processing or in any industrial field, is simply a problem of economics. Control equipment is justified in terms of its contribution toward increasing productivity, increasing profit margins, or producing a new and salable product at a profit. Instruments and control devices can be divided into two general groups: (1) units which measure and (2) units which both measure and control a process variable.

ABILITY to speak effectively is one of man's most longed for and coveted abilities. It is the ability to stand on one's feet, transfer knowledge and thoughts to others, to reach an objective professionally or otherwise by leading groups through a channel of planned thought. Each day group speaking plays an important part in making or marring success, and the engineering profession often provides this opportunity and requirement. An ability to speak effectively develops courage, poise, confidence, and prestige for the speaker. The technical man cannot be reluctant to face an audience. He is often called upon to do this in presence of employees, supervisors, and other groups. His ability to speak effectively is as much a requirement as the fundamentals of his profession. The three fundamentals of effective speaking are: (1) Enthusiasm and Confidence. These are joined because of their close relation. (2) Preparation. This includes knowledge of the subject. (3) Presentation. By this is meant the features of delivery.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. Dr. Buehler emphasized repeatedly his feeling that the younger man that had never had Institute membership brought specifically to his attention had been cheated:

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the 'Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board's report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger's paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." AN analysis of the bituminous coal situation by an authority who traces the production, mining, safety, markets and labor trends in comparison with other fuels. BEFORE 1918 the production of coal experienced a steady growth, with slight recessions in ouput in only twelve years (1837, 1841, 1852, 1855, 1861, 1874, 1876, 1889, 1894, 1905, 1909, 1914), and in each of these cases the loss was recovered in the following year and the increase continued. In each decade the output was doubled. Prices, while not high, allowed some profit. In 1918 during World War I, an output of 580 million tons was reached and with the exception of 1923 this total was not again reached until 1942, in World War 11. Losses of output in this period were much greater than ever before; in 1932 the total was 270 million tons less than in 1918 or 1923, and the loss after 1923 was not recovered until 1942. The greatest output was 631 million tons in 1947.

A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. WITH the object of adapting high-school vocational courses to the industrial needs of the community, a few high-school officials in West -Virginia working with the School of Mines of the State university decided to try an innovation this year. The purpose of this experiment was to teach coal mining in two high schools situated in mining communities. We thought that if a course in coal mining would be included in the list of optional courses offered in the high school, it might interest some of the boys, and if the course were properly taught it would undoubtedly be of inestimable value to those boys who later decided to take up mining work as their vocation. This coal-mining course was started last September in the Berwind and Gary high schools in West Virginia. The high-school officials in their conferences with' us decided that we should work up the outline of this course and they would assign the science teachers of the schools as instructors, with ,the understanding that we would help 'these instructors with this work. We consented to all this and submitted -an outline to the school officials which they are following this year.

I. INTRODUCTION. THE results embodied in this paper are based on a careful field- and laboratory-study of the lead- and zinc-deposits of the Virginia-Tennessee district, begun in the latter part of the summer of 1904 and completed in the spring of 1905, preparatory to the publishing of a State report .on them. A separate description of the individual deposits in Virginia is purposely omitted, since I have already described them in considerable detail in a State report. The Tennessee deposits are described here in some detail for the reason that no detailed record of them has yet been published. Practically, this paper summarizes the results obtained from a study of the geology of the ore-deposits of the district as, a whole. (I had the pleasure of visiting the deposits of Virginia and Tennessee with Dr. H. Foster Bain of the U. S. Geological Survey, in April, 1905. Figs. 21 and 22 are from photographs taken by Dr., Bail.) II. HISTORICAL. . The first authentic records of lead-mining .in Virginia date hack more than 150 years; and the old lead-mines at Austinville, on New river in Wythe county, V a., were the first to be worked. Colonel Chiswell, a native of Wales, and one of the earlier adventurers in southwestern Virginia, was one of the first operators of the Austinville mines. Chiswell's operations at Austinville commenced in the year 1750, and closed shortly after the beginning of the Revolutionary War, in the' year 1776, covering a period of about 25 years. From that time to the present, mining has been carried on almost continuously in the Virginia area. MY first Nevada City mining reminiscence is one of seeing Capt. Thomas Mein, over 52 years ago, in the old Wyoming mill on Deer Creek about a mile below the town of Nevada City. Captain Mein was then superintendent of the Wyoming mine, where the old fashioned Cornish pump was used, as well as hurdy-gurdy water wheels for power. This mill was one of the typical, up-to-date mills of that time and consisted of stamps, fed by Chinese hand feeders, who also cobbed the ore down to a small enough size to be fed into the mortars. Stamps at that time were of light weight and crushed about one ton to one and a half tons to the stamp, the pulp going over plates, then into sluices with self-raising gates. When a sluice became full the pulp was shut off and directed into the parallel sluice, also with a self-raising gate. The concentrate thus collected in the sluice was shoveled out and carried to Cornish buddles and there cleaned up, preparatory to being sent to a local custom chlorination works.

A LARGE attendance at the annual dinner of the Institute, to be held this year on Tuesday eve-ning of convention week, is already assured. Presentation of the Douglas, Hunt and Saunders medals will attract unusual attention since not only in Blaylock, Mathews and Hoover the Institute will be honoring men who have made notable contributions to the advance-ment of their profession, but as to one of them each person as he passes down the reception line will be won-dering whether in renewing acquaintance with our past-president and present Secretary of Commerce, he is not greeting the next president of the United States. Elsewhere in this issue accounts of the professional careers of these three men appear as also of the two younger men, Charles H. Herty, Jr., and P. H. Royster, who are to receive the Robert W. Hunt and the J. E. Johnson awards. Institute honors go for technical achievement, but the Institute will be proud and happy if the nation should later confirm its own judgment by placing larger responsibilities on one of its members. The medals are to be presented at the annual dinner following the President's reception and preceding the dance. There will be no. other speeches and since the occasion falls on Carnival Night a particularly gay evening is anticipated. The event will be at the Wal-dorf as usual, and members are urged to return prompt-ly the reservation cards sent them by mail. Other entertainment features will include a Smoker, Monday evening at 8.15, held at Mecca Temple and in charge of a new committee with Fred Kay of the Petro-leum Division as chairman. He promises that vocal music will not be allowed to interrupt conversation. Lunch will be served each day on the Fifth Floor of the Engineering Societies Building, and ten special luncheons and dinners have been arranged for particu-lar committees and groups as shown by the detailed program. The Woman's Auxiliary has laid out a gen-erous program including luncheons, teas, a theater party on the night the men folks go to the Smoker, visits to museums and, not the least important, a round of the leading shops. The Excursion Committee is arranging for an excur-sion sure to be of interest. The American Smelting and Refining Co. has opened its great Perth Amboy plant to the Institute, and on Thursday, Feb. 23, a party will be taken to it by bus traveling through the Holland Tunnel en route. Full opportunity will be afforded those interested to see the workings of the ventilation system of that great public work. If a sufficient number indicate interest, arrangements will be made for group excursions to other plants in the vicinity of the city.
