During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. The Zn-Vphase diagram was studied by thermal. metallographic, X-ray, and sampling techniques. Three ternary phase equilibria were observed: Mutual solid solubilities in vanadium and zinc appear to be negligible. The liquidus line is retrograde from 670° to 756°C. 1 HE only information in the literature relating to the Zn-V system was a study of corrosion of vanadium by liquid zinc' and an examination of the effectiveness of zinc coatings in protecting vanadium-base alloys from oxidation at high temperatures.2 Establishment of the Zn-V phase diagram was undertaken as part of a study of transition metal solubilities in liquid metal solvents. Chemical, metallographic, thermal, and X-ray diffraction analyses were used to determine the diagram. MATERIALS AND EXPERIMENTAL PROCEDURES Vanadium (99.86 pct) in the form of powder and small chips was employed. Stick zinc (99.99 pct; major impurities: 10 to 15 ppm Pb and 20 ppm Cu) was used in the liquidus determinations and thermal analyses; zinc powder (98.80 pct) was used to prepare intermediate compositions. The liquidus lines were determined by chemical analysis of filtered samples of the saturated melts. The apparatus and sampling techniques were similar to those described by Martin, et al.3 The entire metal sample was dissolved to preclude analytical errors due to segregation on cooling. Vanadium was determined amperometrically, using iron (11) as the titrant,4 to an estimated accuracy of 1 pct. Standard techniques of thermal analysis were employed to examine alloy specimens contained in alumina crucibles under helium. Heating and cooling rates were about 1°C per min. At least five heating and cooling cycles over the range 420° to 700°C were performed for each of two Zn-15 pct V alloys. A Zn-0.2 pct V alloy was used in the determination of the eutectic temperature. The separation of intermediate phases from zinc-rich alloys was carried out by selective leaching with ammonium nitrate solutions. For further investigation of intermediate phases 1/4 in. diam powder compacts were prepared by pressing at 80,000 psi and were annealed in argon at 415" to 450°C for 10 days. Larger quantities of intermediate phases were prepared in sealed tantalum capsules heated in a rocking furnace. BARITE (BaSO4) is the most important industrial barium mineral from the standpoint of quantity consumed. In 1938 the amount was 365,000 tons. Its uses are numerous, some of the more important being in the production of pigments, as an inert filler in a wide variety of products, as a weighting material in oil-well drilling muds, in the manufacture of some kinds of glass, and in the production of barium chemicals. The barite studied in this investigation occurs as the massive variety in a shale replacement formation near Magnet Cove, Ark. It is intimately mixed with quartz and small amounts of iron oxide and residual shale. Complete liberation of barite and quartz is not obtained when the rock is ground to loo per cent through 325 mesh. The crude rock with which all test work was done assayed 85.1 per cent BaSO4, 11.11 per cent SiO2, and 2.85 per cent R2O3. Its specific gravity was 4.03. It was found in the course of the investigation that the barite contained a small amount of uniformly distributed carbonaceous material, so intimately dispersed that it could not be seen with the microscope, but gave a definite gray cast to the barite concentrates. The color of the barite in polished sections of the crude rock ranged from gray to almost black, while finely ground powder was a reddish gray. The reddish hue was due to the iron oxide present. In 1939, under the supervision of Oliver C. Ralston,* the Bureau of Mines, in cooperation with the Milwhite Company, of Houston, Texas, undertook to study the flotation of barite from Magnet Cove, Ark. Flotation of several southern barite ores had already been investigated by the Bureau of Mines.' The Magnet Cove barite was unique, however, in that it had to be ground to such an extremely small particle size for liberation. The flotation of nonmetallic minerals in the presence of a large amount of slime is usually very difficult and when done is an innovation calling for conditions different from those under which granular material is separated. LABORATORY FLOTATION WORK Preliminary investigation showed that the flotation reagents recommended by O'Meara and Coe1 for separating barite and siliceous material were suitable, but much larger quantities of reagents were required to separate such finely divided material. Moreover, it was found that careful control of the frothing was necessary. When oleic acid and sodium silicate were used a voluminous froth was observed at the beginning of a test, and toward the end there was not enough froth to effect complete recovery of barite. The addition of pine oil as a frother gave proper frothing for the duration of the test, and the substitution of coconut fatty acid (crude lauric acid) for oleic acid produced a more heavily burdened froth. Production planning of direct-shipping ore from a number of relatively small deposits serves to sequence development and mining of these deposits so that both long- and short-range demand can be met while the timing of development cost is such that the average annual rate is minimized. Hand-computed methods have the disadvantage that they require substantial effort and time and cannot be exhaustive. The application of operations research and computers not only overcomes these disadvantages, but opens up additional applications, such as feasibility studies involving alternative mining strategies and changes in the ore market. The method employed concerns linear programming and specifically the Big-M algorithm applied to the variant on the simplex technique with penalties applied to deviations from the desired ore grade. Acceptable 20-year production schedules could be generated in relatively little time, i. e. , in less than 200 seconds for the central processor of the Control Data Corporation 6400 system of the University of Colorado in Boulder.

THE accuracy with which detachable bits can be sharpened and gauged by grinding has made possible refinements in design that cannot be attained by forging. This applies particularly to gauging, where accuracy is of the greatest importance. Gauge changes of 1/32 in., and even 1/64 in., are now feasible, whereas 1/16 -in. changes are about the limit in accuracy for forged bits. These small changes in gauge are feasible, however, only with certain fundamental principles of design. Within reasonable limits the depth to which a hole can be drilled is dependent primarily upon the loss in gauge, or diameter, of the bit. In drilling there is always a certain amount of "overdrilling"-the bouncing of the bit in the hole and its rotation wear away the walls-so that the actual diameter of the hole is greater than the diameter of the bit. The amount of this overdrilling depends upon the kind of rock being drilled, and is sometimes sufficient to permit the use of the same diameter of bit for the full depth of the hole. If, for instance, a 1 3/4-in. diameter bit overdrills 1/32 in. in diameter, and loses 1/64 in. in gauge in drilling 2 ft. of hole, the bottom of the hole is still 1/64 in, larger than the original diameter of the bit, and a new 1 ¾ -in. bit can be used to drill the next 2 ft. If, however, the overdrill is less than the loss in gauge, the next bit must be of smaller diameter. The first requisite in reducing loss of gauge in drilling is to have the points and corners of the wings of the bit cut circles of the same diameter, thus producing a reaming surface with continuous bearing on the wall of the hole. The greater the reaming surface, the less the gauge loss that is to be expected. If the reaming surface, however, is too large, it may impede the rotation of the bit through excessive friction. This principle was probably first recognized in the design of the Carr bit (Fig. 1), a bit with a single cutting edge of wide angle, a definite reaming edge, and a large center hole. The same idea was followed in designing the double-taper cross bits, which are now standard almost everywhere.

LOCAL yearly taxes levied on bituminous coal lands in Pennsylvania have become a cost of first importance to the coal industry of the State. In Pennsylvania there is no State tax on real estate, but local taxation of real estate furnishes the greater part of the revenue necessary for the small governmental unit, as counties, townships, boroughs, and local school, road, and poor districts. Coal in place in the ground, whether or not title thereto has been severed from ownership of the surface, is assessed as real estate and on its supposed sale or market value. There are eight classes of counties in Pennsylvania, based on population; in populous counties of the first, second and third class, assessments are made by a county board appointed by the county commissioners and are fairly uniform throughout the county. In counties of the fourth to the eighth classes inclusive, property assessments are made by property assessors elected by and for each township within a county. In these counties the board of county commissioners acts as a board of equalization and review to hear appeals. In most counties, therefore, where there is a large unmined reserve of coal, assessments on that coal vary for each township, irrespective of the fact that the coal bed is continuous under many townships.

INTRODUCTION The mines of western central Mexico historically contributed a profusion of gold and silver for the treasury of Spain and later provided sources for financing the Mexican War for Independence and the Mexican Revolution. The western coastal and barranca (cliff) tribes were hunters and extremely hostile, and the Spaniards were not able to penetrate many of the rich districts of their rugged homeland until the mid-1700's. This was more than 200 years after Cortez began the Inquisition by defeating the Aztecs and their allies in a decisive battle in the great city of Tenochtitlan (present day Mexico City). The Spaniards had a voracious appetite for silver and gold, and it was inevitable that they would finally subdue the natives and commence mining activities. Described in this paper are some of the precious metal mining activities in the southern half of the State of Sinaloa and the western half of the State of Durango (Figure l), and specifically those mining activities in the area controlled by the company with which the author was associated for 14 years, Minas de San Luis, S. This paper presents the feasibility analyses of terrace pit mining a single seam for depths beyond 33 m (110 feet) in a hypothetical model mine and at an operating mine in southern Illinois. One or two shovel- truck benches near the surface and a large dragline for the last bench are considered for overburden stripping in the proposed mining scheme. Mining and reclamation operations are integrated and reclamation efforts are minimized by proper spoiling techniques. The proposed mining scheme was optimized using the OPMHS (Open Pit Material Handling Simulator) model developed by Penn State. Equipment selection and economic analyses were also conducted using the simulation model. The effect of pertinent variables such as thickness of the coal seam, annual production, initial capital requirements, size of haul trucks, selling price of coal and expected rate of return were analyzed on the feasibility of terrace pit mining. Sensitivity analysis charts for the effect of these variables are presented in the paper.

THE crushing of ore, as defined by Taggart,1 is "usually a stage process, utilizing . . . machines especially suitable for the reduction of particular sizes... . down to a final stage, employed for the reduction of the finest sizes. . .. In contradistinction, comminution to 20-mesh or finer is called grinding. There is a twilight zone in which the product is 6, 10, or 14mesh limiting size which is either crushing or grinding. . .. " Since the data in this paper pertain to a rod-mill operation, comminuting a particular ore size of ¾ in. to a final stage, coarser than 20-mesh, the rod mill is designated as a "fine crusher machine" in this paper. The published literature discloses a wealth of data regarding a rod mill as a fine-grinding machine but relatively little as a fine-crushing operation. Typical of the latter operation is: (I) a description by F. J. Tuck2 in which a fine-crushing rod mill replaced crushing rolls and (2) a description by the present authors3 in which a fine-crushing rod mill was installed instead of a conventional fine-crushing machine. The experience of the authors is that a definite distinction must be made between the rod mill functioning as a fine crusher and as a fine-grinding machine. As a fine-crushing machine it prepares * relatively large amounts of ore for a subsequent fine-grinding operation; as a grinding machine, it grinds relatively small amounts of ore to some predetermined finished product. PULP MOVEMENT AND ACTION IN MILL In considering the work performed by a fine-crushing rod mill, it seems important to understand just what takes place within the mill. We were inspired to study this matter by a paper by E. W. Davis,4 which indicated that definite water classification of ore particles took place in a ball mill. However, in thinking of the rod-mill action from this point of view, we were confronted with the fact that our rod-mill discharge product showed no evidence of action by water classification. The Tennessee Copper Co. ore is relatively high in sulphides, and the gangue rock and the sulphides are of about the same hardness. In the presence of any action by classification, the coarser sizes are definitely very lean in sulphide minerals. [ ]

In the fall of 1910, the Nevada Petroleum Co., operating in the Coal-inga field in California, determined to drill a number of wells with rotary tools, in order to prove conclusively the relative value of the rotary as compared with the standard rig. At that time, the rotary was but little known in California and its proposed introduction met with considerable criticism on the part of the operators and quiet opposition among the standard drilling crews. There were few men available who were competent to handle a rotary outfit, and these few had had but little experience in California fields. Machines as then built were much inferior to those now used, being lighter in construction and of a poorer quality of material. The shells encountered at depths between 1,700 and 2,000 ft. seemed to be too hard to permit of successful drilling, and at these depths the rig was changed over to standard tools and by them completed. Because of the heavy depreciation, the time lost in converting from rotary to standard, and the comparatively small profit, it was concluded that unless in the future there was some material improvement in rotary rigs, nothing would be gained by drilling with rotary tools upon this property. Little or no drilling has been done upon the property since that time, but in the meantime a large number of men have been trained in the use of the rotary; in fact, many standard-tool men have abandoned standard drilling and, starting in as roustabouts, have become thoroughly competent rotary operators. The improvements in the machinery have been such as to remove many of the objections and the rotary drilling of to-day is in every way superior to that of 1910. In contrast, a well drilled recently by the Kern Trading & Oil Co., in the east side Coalinga field may be cited. The first 2,500 ft. was drilled in 24 days and it is confidently expected that the water string will be set with a rotary at 3,400 ft.—a record obviously far beyond that made in 1910 by the Nevada Petroleum Co. INTRODUCTION The Chord property was acquired in 1975 from Roy Chord, an early prospector and miner of the area. He had staked numerous claims on the southern flank of the Black Hills in the early 19501s, and by the late 50’s, many small open pit and underground mines had been or were in operation. By the mid 1960's small tonnages of high-grade oxidized uranium ore had been mined from the property. Starting in 1975, Union Carbide conducted a series of exploration programs to determine the remaining economic potential. The previously mined areas were re-examined in order to define additional oxidized mineralization. Meanwhile, a wide-spaced drilling program was initiated to determine the potential for deeper unoxidized deposits. Through the exploration program of 1979, measured minable reserves in excess of two million pounds of contained uranium had been discovered. GEOLOGY The Edgemont District is located on the southern end of the Black Hills Uplift. A succession of pre-Cambrian to Cretaceous Formations is exposed within the core and across the flanks. The uranium host is the lower Cretaceous Inyan Kara Group which is divided into two formations, the Lakota and Fall River Formations (Figure 1). The basal Lakota Formation rests unconformably on the Jurassic Morrison Formation and consists of fluvial channel sandstones

In their analysis of Eqs. 29 and 30, the authors correctly deduce the following behavior limits for the "differential capacitance model". 1. When the rate group a is sufficiently large, the model reduces to that implied by Eq. 1, i.e., the simple convection-diffusion model. 2. When the rate group a is sufficiently small, the model reduces to that implied by Eq. 1 with 1 replaced by 1, i.e., the simple convection-diffusion model with a total pore volume equal to that occupied by the mobile fluid in the original model. Unfortunately, the authors' solution, Eq. C-1, to the transformed versions of Eqs. 29 and 30 does not exhibit the same limiting behavior. For example, as a approaches zero, Eq. C-1 reduces to the solution to Eq. 1 or, equivalently, the solution to Eqs. 29 and 30 for sufficiently large values of a. Therefore, it can be concluded that Eq. C-1 is not a general solution to Eqs. 29 and 30; this conclusion can be easily verified by substitution. I suggest that the correct form of Eq. C-1 is the following: It is generally realized that accounting for dispersion effects is an extremely tricky business; therefore no one should criticize the pragmatic approach of Coats and Smith who proceeded by accessible theory, made use of some available phenomenology, and who then took the trouble to check the consequences, against their own carefully undertaken experimental results. Here I should like to defend three assertions: (1) Coats and Smith copy the error of previous authors in the formulation of the so-called simple diffusion model (which error is then retained in their differential capacitance model); (2) improving the fit between data and the predictions of an arbitrary model by increasing the number of parameters is a triviality unless the parameters are disposable by being independently determined; and (3) existing experimental procedures lack sufficient resolution to clarify some current theoretical uncertainties. Taking first the view that all theoretical approaches (whether constructed by statistical, finite difference, or continuum arguments) tend to reduce to the same model form as fixed by the number and nature of the disposable parameters, one notices that the "finite-stage" model of Deans1 is equivalent to the Coats and Smith so-called differential capacitance model for the pertinent case where a

From these primary data and available information relating to the isobaric heat capacities of the components at infinite volume, the heat capacities of these gases were computed throughout the above-mentioned range of pressures and temperatures. The enthalpies of the gases were computed as a function of state and the results compared with values obtained by several methods of prediction currently available. The details of the apparatus employed for this purpose have been described.' It is believed that the changes in temperature and pressure were ascertained with an uncertainty of not more than 0.3 per cent. However, as a result of deviations from steady flow, it is probable that uncertainties as large as 2 per cent may exist in the measured Joule-Thomson coefficient. The gases utilized in this work were taken from high-pressure separators and were dried prior to use by passage over calcium chloride at pressures in excess of 300 lb. per sq. in. The gases were subjected to the conventional fractionation and Orsat analyses. The results are recorded in Table I. The composition is typical of gases from such sources, with the possible exception of the presence of significant quantities of carbon dioxide in each of the samples. An improved bomb-sampling technique for obtaining samples for oxygen analysis from liquid steel is described. Analyses of samples taken from open-hearth furnaces by the improved method show sufficient agreement with laboratory data to indicate the accuracy of the method is better than that of other existing sampling methods. THE bomb-sampling method of determining the oxygen content of a liquid-steel bath was studied by obtaining and analyzing more than 200 samples from normal open-hearth heats. Of these samples, about 60 were obtained with a bomb of conventional design;' the remainder were taken with a somewhat modified bomb designed to give greater protection against slag contamination. In the new device, the contacting faces of the cast-iron mold halves are machined so that they fit closely; the opening at the top of the bomb is covered with a thin steel cap; and the top of the bomb is further covered with a wood block held in place by heavy steel wire. After the bomb has passed through the slag layer and has entered the steel bath, the wire melts and the wood block floats to the surface. Thereafter, the steel melts through the thin cap and flows into the bomb cavity where it is deoxidized with aluminum wire. An assembled bomb, ready for sampling, is shown in Fig. 1. To standardize sampling procedure, the samples were usually taken through the center door and at the bottom of the furnace; that is, the bomb was on the bottom when the metal cap melted. After each addition to the furnace, at least 20 min elapsed before a sample was taken. The oxygen contents of all the samples were determined by using the vacuum-fusion method, two or more specimens from each sample being analyzed. The specimens were cubes of metal cut from a region in the interior of the bomb sample, as shown in Fig. 2. Drillings for carbon analysis were obtained immediately above the oxygen-analysis region. Reproducibility of Results In determining the reproducibility of the results obtained with the modified bomb, the following four factors were studied: 1—variation in the oxygen concentration of duplicate specimens taken from a single sample; 2—variation in the oxygen concentration of duplicate samples taken in quick succession: 3—effect of the amount of aluminum wire

Discussion of the paper of HOWLAND BANCROFT, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1767 to 1769. THEODORE SIMONS, Butte, Mont. (communication to the Secretary*). -While preparing maps and models for use in mining litigations the writer was frequently confronted with the problem referred to in Mr. Bancroft's paper. His chart gives the apparent angle of dip with which a vein should be plotted on a vertical section not at right angles to the strike of the vein. For a quick determination of this apparent angle the writer has used an exceedingly simple graphical method, which he believes may prove helpful to engineers engaged in practical work. It is submitted, not as a criticism of Mr. Bancroft's paper, but as a means of solving the same problem when no chart is available and when calculations would consume too much time. The writer's method requires merely a few lines marked off on a piece of tracing cloth, as shown in Fig. 1: Draw line be on any convenient scale. At b erect a perpendicular, ba. Fig. 2 represents the line of strike of the vein and db the trace of the vertical plane on which the vein is to be plotted with the apparent angle of dip. A° is the angle which this plane makes with the strike. Fig. 3 shows the application of the method: Place line cb of tracing over line db of Fig. 2 and move fore and back until line of strike becomes tangent to the circle. Connect d with the point (a) that marks the true angle of dip as found by measurement in the mine (60° in the case illustrated). The angle adb is the apparent angle of dip (C°) to be used in the vertical section. Proof.-As stated in Mr. Bancroft's paper, the apparent angle of dip is: tan C° = sin A° tan B° (1)

The world's production of petroleum during 1926 is estimated at 1,096,000,000 bbl., an increase of about 29,000,000 from that of 1925 and somewhat larger than the average during the last 4 years, which is about 1,049,000,000 bbl. The daily average during the year may be estimated at 3,000,000 bbl. of which the United States produced 2,123,000 and other countries 877,000. The outstanding developments during the year have been the decline of the Mexican fields, the counterbalancing of this decline by the increase in Venezuelan and Russian production, and increases in Roumania and Colombia. During 1926 the United States, Mexico and Russia retained their relative positions as the three leading producers, while Venezuela probably outranked Persia for fourth place, Roumania passed Dutch East Indies for sixth, and Colombia moved from sixteenth to the eleventh position. It further appears that should present conditions develop normally throughout 1927, it is not improbable that Mexico will be outranked by Russia as the second oil-producing country and that the increased yield of Colombia will place this country in the eighth or ninth position, and ahead of India. The United States and Mexico should produce in 1926 about 79 per cent. of the world's total and the aggregate of the seven leading countries should be close to 95 per cent. of the total. It is interesting to note that about 85 per cent. of the total comes from fields on the American continent, the United States accounting for about 71 per cent., and Spanish-American countries and Trinidad for 13 per cent. Production of countries other than the United States and Mexico has gradually increased during the last four years and now represents about 21 per cent. of the total. The United States easily retains its long standing leadership with a total yield of 775,000,000 bbl., or an average daily yield of 2,123,000, representing about 71 per cent. of the total, which is about equal to that of the previous year. An increase in production of about 11,000,000 bbl. is indicated by the statistics so far available. It will be noted that the American production in the last 4 years has averaged about 746,000,000 bbl. yearly and that this uniformity, as well as the marked increases
