The discovery of rhenium on the ion exchange resin used at the uraniun in-situ leach operations at Palangana, TX, led to a laborabory study of possible recovery methods. Rhenium was present in small amounts in the ammonium carbonate leach liquors as the perrhenate anion, ReO4-. It concentrated on the anion exchange resin, which was a factor of 10 more selective for rhenium than for uranium. Various elution systems were investigated for stripping the rhenium from the columns after the uranium had been eluted with chloride or nitrate solutions. Although the per-chlorate ion was most efficient on a molar basis, nitrate ion combined the benefits of efficiency and low cost. A 3N or stronger concentration of nitrate containing up to 0. 5N H + was found to be the system of choice. A rhenium sulfide concentrate containing up to 14010 Re was obtained from these effluents by hydrogen sulfide precipitation. Preliminary experiments were run to produce rhenium metal powder by oxidation of the concentrate to NH4ReO4 followed by hydrogen reduction at elevated temperature.

THE stored energy and microhardness of a Au-Ag alloy deformed by explosive loading were measured previously as functions of shock pressure' and compared with corresponding data for drawn wires.' The difference of the two processes has been explored further by investigating the annealing behavior of explosively loaded specimens and drawn wires. Sheet specimens, 0.042 in. thick, of a Au-Ag alloy containing 82.6 wt pct Au were explosively loaded in stacks of four.3 Wires prepared from the same melt of alloy were drawn through dies.' The annealing kinetics were determined by microhardness measurements on separate specimens for each annealing temperature and time. Several values of the stored energy were measured by tin-solution calorimetry Experimental details are given elsewhere. Wires were drawn until the microhardness or stored energy equalled the corresponding values of the explosively loaded specimens as nearly as possible. While working upon the processes which have been descaribed from time to time in the Transactions of the Institute for the estimation of these elements, I discovered that certain reactions take place under certain conditions which if overlooked, give erroneous results. Some of these reactions are new, to me at least. Estimation of Manganese. A weighed sample is dissolved in nitric acid and the manganese precipitated by potassium chlorate in the usual manner, care being taken to add some strong nitric acid at the last, and boil, to completely destroy the chlorate. Filter through purified asbestos, suck the filter dry with an aspirator; then wash with HNO3(1.40sp). gr.) until the acid comes through clear, and again suck dry with the aspirator. The nitric acid used for washing must be free from nitrous acid, for this acid reduces the peroxide of manganese; the lower oxide thus formed is dissolved by the strong nitric acid and is carried through the filter; some manganese also will nearly always be dissolved if the precipitate is washed with water. ALTHOUGH Kikuchi electron-diffraction patterns were first observed nearly 40 years ago,' little systematic application seems to have been made of them, until fairly recently during electron microscopy, when their usefulness in contrast experimen and for determining exact orientations8'9 has been pointed out. With the availability of gonio-metric specimen tilting stages it has now become possible to make much wider use of diffraction patterns, particularly the Kikuchi pattern, which is the main subject of this paper. The treatment presented here is not exhaustive but it is hoped that it will stimulate more use of Kikuchi patterns during electron-microscopy investigations. The Kikuchi pattern is formed as a result of Bragg diffraction of the inelastically scattered electrons produced during the interaction of the beam and thick specimens, The important feature of these patterns is that they give an accurate representation of the symmetry of the crystal being investigated, so that it is possible to identify crystal systems and even the Bravais lattice. This means that new structures, e.g., formed in phase transformations, may be identified during normal electron microscopy, so that Kikuchi-pattern analyses considerably extend the uses of the electron microscope. Recent work has also shown that dark-field images are more informative than bright-field images, particularly, for observing small precipitates. The second part of this paper discusses some applications and advantages of dark-field imaging in studies of two-phase systems. 1) DIFFRACTION PATTERNS 1.1) Spot Patterns. Electron-diffraction spot patterns have their limitations because of the importance of the form factor on the intensities and shape of the reciprocal lattice points. Because of the extension of these points into relrods, reflections are possible over a large angular range (+5 deg) and the patterns from thin regions can be complicated because second-layer relrods intersect the reflecting sphere. Spot patterns can thus give only an approximate idea of the crystallography unless the foil is tilted into exact orientation. In this case the spot pattern is symmetrical, with equal numbers of spots on the positive and negative zone directions about the origin. Such cases are necessary for structural analyses and have been used recently to determine the crystal structure of the ordered Ta64C phase." Exact orientation means that the plane of the reciprocal lattice lies exactly normal to the incident beam as shown in Fig. 1(b). It should be noted that in exact orientations the angle of reflection is less than the exact Bragg angle 9 so that the reciprocal lattice points lie to the outside of the sphere, Fig. 1(b). This deviation is denoted by the parameter s and in the usual convention4 s is negative for exact orientations and, of course, zero at the exact reflecting position shown in Fig. l(a). In order to avoid secondary reflections from thickness relrods it is advantageous to work in thicker regions of foils. Diffraction from thick regions may also produce Kikuchi patterns and as dis-

DURING a current program of research on the structure and properties of liquid sodium alloys, the need arose for information on the solubilities as a function of temperature of several B subgroup metals in liquid sodium. In the absence of reliable information in the literature for several of these systems, par- ticularly at temperatures in the range 100° to 300°C, an apparatus was constructed to determine solubilities by a direct melt-sampling technique, followed by wet-chemical analysis for both sodium and the solute metal. The details of the technique have been described previously.' The solubility of indium in liquid sodium was determined at eight temperatures in the range 100° to 270°C. The solubility as a function of temperature is shown on Fig. 1; this represents the liquidus line over this composition range. A cooling curve was plotted after the completion of the sampling and an arrest was observed at 94.9°C which must be interpreted as being the result of a eutectic reaction. By extrapolation of the liquidus to this temperature, the eutectic composition was estimated to be about 0.25 at. pct In. The present estimate of the eutectic temperature and composition are in good agreement with the values of 96.0° to 96.2°C and between 0.28 and 0.45 at. pct In, respectively, which were reported by Heycock and Neville.2 However, no further information on the liquidus of this system at the sodium-rich end could be found in the literature for comparison. Experiments have been carried out to study the effect of an applied stress on strain aging in steel. It was found that the stress-induced strain aging reaction proceeds rapidly in the temperature range of 0° to 60°C. The variation of stress-induced strain aging with plastic strain, aging time, and temperatures is reported. The activation energy for the stress-induced strain aging was found to be 10,000 cal per mol for the steel used in this investigation. VARIOUS observations1-5 have been made of the influence of an applied stress upon the yielding of iron and steel. However, there have been only cursory studies of the effect of an applied tensile stress upon strain aging in iron and steel1,2 The following represents the results of a preliminary study of strain aging as influenced by the application of an external tensile load during the aging process. For the most part, previous experimental work on strain aging can be classified into two parts. First, the experimental technique involved a direct determination of mechanical properties of a suitable specimen that has been plastically deformed to a constant strain and aged generally at a temperature of the order of 200°C, with the aging times varying from about 1/10 to 2 hr.6-8 The second classification of strain aging experiments involves an indirect determination of strain aging by means of physical property such as electrical resistivity or internal friction as a function of the aging time at a constant temperature and strain.9-12 The latter results have

(communication to the Secretary*).-I have read Mr. Howland's paper on Calculations with Reference to the Use of Carbon in Modern American Blast Furnaces with much interest, and believe that his method of analysis of the subject will be of material assistance in our study of the action of coke in the blast furnace. Mr. Howland quotes Professor Richards' statement that from the standpoint of the generation of the maximum quantity of heat in the furnace, Grüner was right in saying that all the carbon burned in the furnace should be first oxidized at the tuyères to CO and all reduction of oxides above the tuyères should be caused by CO, which thus becomes CO2. It is clear that the maximum quantity of heat is generated in the furnace when the greatest amount of carbon is burned to CO2 irrespective of whether it is burned at the tuyères or further up the furnace. So it would appear that Grüner's theory is sound regarding the maximum production of heat only because if all the carbon is burned to CO at the tuyères the reduction of the ores will have to be effected by the further oxidation to CO2. Whereas, if the reduction of the ores is effected in part by solid carbon, part of this carbon might be oxidized only to CO, resulting in a higher percentage of CO in the escaping gases than from Grüner's "ideal conditions.? But in studying the combustion of coke in the furnace, it is clear that the production of the maximum quantity of heat is not of the first importance in blast-furnace operation, or in the utilization of the fuel charged into the furnace. To my mind the production of a high thermal head at the tuyères is of the first importance, and the best coke is that which reaches the tuyères in proper condition to produce the highest temperature at the tuyères, and in just sufficient quantity to do the amount of work required there under the conditions produced by this maximum temperature. The combustion of a much larger amount of fuel at the tuyères, under conditions that will fall short of producing the highest possible temperature, cannot produce as good results, either in fuel economy or output. If this statement is correct, does it not correspond with Mr. Howland's statement that too much wind is inimical to low coke consumption? BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government. MUCH study has been given by engineers in general, and investigators in particular, to the concentration of stress which occurs under load in structural members having irregularities in section such as notches, shoulders, key ways, tool marks, etc. The result of the effect of both fresh and salt water corrosion upon the endurance properties of various metals and alloys has been ably determined and the general laws underlying these phenomena carefully pointed out by McAdam. From a practical standpoint, 'however, it is after all the endurance value of corroded, non-symmetrical sections which is most pertinent. In the experiments about to be described rotating cantilever specimens of nickel steel of the 3.5 per cent nickel ' 0.35 per cent carbon type have been used. These were machined from bars l 1/8. in. dia. and 9% in. long and were heat-treated by quenching in oil from 825 deg. C. followed by reheating to 650' C. and oil quenching. The town of Pacific, in Jefferson County, Mo., is 27 miles west of St. Louis. Since the area lies entirely on the flood plain of a cut-off meander of the Meramac River, it was considered a likely environment for accumulation of commercial quantities of sand and gravel. Excellent transportation facilities are afforded by two major railways to St. Louis, and ample water supply for washing and separation is assured by the proximity of the river. As a large washing and separation plant was planned, the property was evaluated in detail to justify the high initial expenditure. An intensive testing program using both geophysical and drilling methods was designed and carried out. The prospect was surveyed topographically and a 200-ft grid staked on which electrical resistivity depth profiles were observed at 130 points. The Wenner 4-electrode configuration and earth resistivity apparatus* were used. In all but a few cases, the electrode spacing, A, was increased in increments of 1% ft to a spread of 30 ft and in increments of 3 ft thereafter.

THE TTT-curve for the beginning of transformation in hypoeutectoid steels containing appreciable amounts of relatively strong carbide-forming alloying elements often exhibits a "bay" at intermediate temperatures. In many of these steels, proeutectoid ferrite is the initial product of the decomposition of austenite not only at temperatures above the bay but also in an appreciable temperature range below the region of the bay. Hultgren has postulated that ferrite formed above the bay, termed "orthoferrite", contains the equilibrium concentration of alloying element at temperatures above the eutectoid range, and the extrapolated metastable equilibrium concentration at lower temperatures. The ferrite formed below the bay, on the other hand, termed "paraferrite", was assumed to inherit completely the bulk alloy content of the austenite without regard for the compositional requirements of equilibrium. As shown schematically in Fig. 1, the two types of ferrite were taken to have different Ae3 temperatures and different C-curves on a TTT-diagram. Their different kinetic behaviors were thus considered responsible for the bay in the TTT-curve for the proeutectoid ferrite reaction in this type of alloy steel.

The thermoelectric power and electrical conductivity of a series of liquid alloys of thallium were determined in order to study the relation of chemical bonding to semiconduction in liquids. The results indicate metallic behavior for the alloys of thallium with arsenic, antimony, and bismuth, while the sulfides, selenides, and tellurides indicate semiconduction. The results are compared with the Properties of the same alloys in the solid state. This work supports the observation that long-range order is not a necessary requirement for semiconduction. PREVIOUS work1,5 has shown that some sulfides and oxides behave as semiconductors in the liquid state. Although the band theory has been of great help in understanding the properties of solid semiconductors, its quantitative application to liquids is difficult. The very existence of liquid electronic semiconductors shows that ascribing the discrete structure of the energy spectrum to strict lattice periodicity, or long-range order, is not always satisfactory. Rather, the short-range order determines the structure of energy levels and the width of the forbidden gap and, consequently, the concentration of free holes and electrons. This is borne out by the analysis of data accumulated by Regel and coworkers.6 The similarity of electronic structure of liquid and solid phases of certain liquid metals was pointed out by Knight et a1.,7 who examined nuclear resonance in solid and liquid Li, Na, Rb, Cs, Mg, Al, Ga, Sn, and Bi. They found noticeable changes in the electronic structure upon melting only in the cases of bismuth and gallium. They concluded that "a liquid metal possesses a band structure which is very like that of the solid, provided the short-range structure is not altered during melting." In semiconductors in which the near-neighbor arrangement remains the same on fusion, the material would be expected to retain its semiconducting properties. The quantum theory of semiconductors, with its band structure of energy levels, is linked exclusively to long-range order. Furthermore, it has limited usefulness in predicting new semiconductors. Many sulfide8-12 have made comparisons of properties on the basis of crystal structure or the position in the periodic table, both methods involving the same factors as chemical bonding. Mooser and Pearson8"10 have pointed out that crystal structure depends on chemical bonding, and that this bonding is a property of the atoms themselves. As the periodic arrangement of the atoms offers an easy comparison of such factors as atomic weight and number of valence electrons it provides clues to expected similarities of bonding for various elements or groups of elements. This approach has led Mooser and Pearson to formulate their valence-bond theory of semiconduction, in which they define a semiconducting bond. These authors state that "semiconductivity is the result of the presence in a solid of predominantly covalent bonds. These lead, through the process of electron sharing, to completely filled s and p orbi-tals in the valence shells of all atoms of elemental semiconductors while in semiconducting compounds only one atom of any two bonded together need acquire closed s and p orbitals. The presence of empty 'metallic' orbitals in some atoms of a compound does not destroy the semiconductivity provided that these atoms are not bonded together; it may, however, give rise to pivoting resonance in

INTRODUCTION The time period from the detailed feasibility study to the post investment audity usually ranges from three to eight years depending upon the nature of the mining project considered. It is the only after the post investment audit that we know the adequacy of the assumptions made concerning operational risk assessment in the detailed feasibility or acquisition economics. The post investment audit results from numerous mining projects can best be described by a verse by John Greenleaf Whittier's Maaud Muller. It reads "For all sad words of tongue or pen the saddest are these 'It might have been!"' Dissecting the negative results of numerous mining projects we find faulty assumptions concerning markets, geology, capital investment and operational risk assessment. Although in hindsight many of these assumptions could have been considered impossible or impracticle to have forecast with any degree of certainty, we find that refined assumptions concerning operational risk assessment could have been made with only a modicum of additional "Due Diligence". Anyone who invests in a mining property should employ a much higher discount rate of future cash flow, (usually in the minimum range of 25%-30%), than he would expect from such safe investments as Treasury Bills or high grade Utility Bonds. The nature of this steep discount translates to a large uncertainty concerning the timing and actualization of assumptions contained in the detailed feasibility study. We must remember that when a project gets beyond 20 years, any contribution to the value of the project of cash flow is minimal due to the nature of the discounting process. Thus for each full or partial day lost in the development or early operation stage of a project, the financial impact will be greater than similar lost days later on in the project. Adequate operational risk assissment is particularly critical when bidding on competitive tenders for coal deposists in remote locations such as the Bowen Basin in Queensland, Australia. Because of the market attractiveness of these coal deposits for supplying end users in the Far East, Middle East and Europe, state governments require competitive tender biddings via the Authority to Prospect process. Front end bonuses and super royalty payments must be commited before the actual mining conditions are known. Time to submit firm offers from the actual request for proposal vary from 90 to 120 days. Thus any operational risk assessment must be detailed, realistic and reflective of the actual project. When one searches the literature, one finds limited qualitative data on operational risk assessment in valuation papers. Usually this facet of valuation takes a secondary role to such areas as reserves, markets, and environmental considerations. When one comes to the question of operational risk assessment more often than not one finds the use of "rules-of-thumb", such as tons per man shift, average production, average seam height, etc., are used to forecast results on which banks and other financial institutions are required to make investment decisions. Because of the extremely competitive environment of the 1970's and 1980's numerous financial institutions approved loans without adequate "Due Diligence", and are currently paying a steep price in terms of non performing loans and charge offs.
