Location.—The principal manganese-deposits of the Department of Panama, Republic of Colombia, are located almost clue south of Viento Frio, a native village bordering on the Caribbean Sea, and about 45 miles northeast of Colon (Aspinwall). The mining-claims are the Viento Frio, the Carrano, the Nispero, and the Soledad. Each property is to the south of the preceding one in the order mentioned. The first one is about one mile from the coast, and the most southerly boundary of the Soledad is about five miles in a straight line from the same coast-line. I shall confine my remarks to the four properties mentioned and to La Guaca, west of the Carrano, because these are the only ones where mining has so far been done to more or less extent. Manganese has also been found, however, in the neighborhood of these deposits, and a large area adjoining them has been divided into sections and " denounced " as mining-claims. So commonplace that they are seldom noticed, mining-machine bits have a defi-nite and important bearing on the cost of coal production. At the average mine many thousands of bits are used during the year. The actual cost represented by the pur-chase of the bits used, as well as that of sharpening and handling them, represents a considerable sum of money. From the point of view of indirect costs they are im-portant, as the lack of good bits at a mining machine can seriously impair production. Good bits tend to ensure an adequate supply of coal.

AMONG the feldspar-rocks there are certain types which occur constantly in different areas-viz., the aruphibolitic plagioclase- rocks and the granulitic rocks Composed of quartz and alkaline feldspars. Among the latter soda: granulites as well as potash are met with; also the corresponding gneisses occur. GROUP I.-THE ORES OF THE ARCHEAN CRYSTALLINE SCHISTS. The Rocks. The ore-bearing rocks of the ore-province of central Sweden are chemically and petrographically unlike the more monotonous gneiss- and granite-areas which surround them. On the whole, they constitute a quartz-feldspar formation in which purer quartzitic rocks, limestones, " skarn " rocks, and ore-bodies are very subordinate members. (Skarn is the Swedish name for rocks of varying composition, mostly consisting of lime, magnesia, iron, and alumina, silicates of the pyroxene, amphibole, and garnet groups; as secondary minerals, epidote, chlorite, biotite, and talc occur. The skarn is scarcely an independent rock but is connected with the ore-deposits. It is formed through an interchange between the silica of the quartz-feldspar rocks and the basic constituents of the ore-formation.) [A BRIDGED SUMMARY.-The amphibolites must be considered as stretched and dynamo-metamorphosed dioritic rocks. The present paper records a chapter in the history of the development of an electrolytic manganese industry in the United States.l A relatively large pilot plant at Boulder City, Nev., for the production of electrolytic manganese was conceived as part of the national defense program to make this country independent of foreign importation of manganese ore. The first authorization, in November 1940, however, was for a plant of only several hundred pounds capacity. Improvements in process and subsequent additions to some sections authorized by subsequent appropriations have enabled the plant to produce as much as 2000 lb. of manganese a day for substantial periods of time. Since in pilot-plant operation frequent changes are made in the flowsheet, the electrolytic manganese plant was constructed so that equipment could be rearranged with a minimum of expense and time. Several different kinds of the various ¦ types of equipment were installed for many of the operations, so that the one most suitable for the process might be chosen. Pilot-plant operations were begun in November 1941 and have been continuous except for brief shutdowns for installation of new equipment. More than one-half million pounds of manganese have been produced. The improvements in process, selection of equipment, and operational procedure developed are recorded here. Development of the Process The work of early investigators on the electrolysis of manganese solutions has been reviewed by Shelton. Until the method of continuous production of manganese by electrolysis was perfected by SheltonZm4 and coworkers, no practical procedure had been devised. The method as originally developed by the Bureau of Mines will be described here only briefly. The manganese dioxide ore was reduced in a rotating kiln-type furnace at 650°C. in an atmosphere of "city" gas. The calcine was leached with spent electrolyte and enough sulphuric acid to produce a neutral leach solutioil containing 2 5 grams manganese per liter as manganese sulphate and zoo grams per liter of ammonium sulphate. Arsenic was removed from the solution by the addition of 0.0j gram iron per liter as ferrous sulphate followed by oxidation with manganese dioxide, and aeration, which precipitated the iron as ferric hydroxide. ' I. Natural-Gas Explorations. The rapid development of the natural-gas* industry in Western Pennsylvania, and the great economy which results from its use, both for manufacturing and domestic purposes, has led to an inquiry as to the occurrence of this gaseous mineral in all thickly populated and large manufacturing centers of the United States. Natural-gas springs are to be found in almost every State in the Union, and in many States gas has been obtained in wells sunk either for water, oil, or gas, or in search of solid mineral deposits. The occurrence of natural gas is, however, not dependent upon mere chance, as is popularly supposed, but upon the existence of special geological phenomena; this fact is now recognized by professional men and by many practical men concerned either in the exploration for or in the use of this gas. The desire among our leading manufacturers, to emulate Pittsburgh, has led to the sinking of many wells in many localities, in search of natural gas. Some of these wells are now being located and drilled under the direction of professional experts, but many more have been, and are still being located by "quack " explorers, who often depend upon spiritualistic communications, or the diviningrod, or by intelligent persons, who are ignorant, however, of the geological and physical conditions under which gas has already been found. When this study was started very little information was available regarding the physical characteristics of West Virginia coals. This was particularly true of friability and of crushing strengths of the coals. Some work had been done on specific gravity studies but the available information applied to only a few coals. In practically all coal-classification systems thus far proposed, the predominating factors of classifications are largely based on the chemical characteristics of the coal. Recently some investigators have pointed out that a classification based on chemical and physical properties of coal might serve to place coals in their proper group better than classification systems based on chemical properties alone. One of the aims of this study was to obtain some data on the physical properties of coal which might help to classify West Virginia coals. The Samples Fig. I shows where the coal samples were obtained and the approximate division line of the high and low-volatile coal fields of the state. The relative geological horizons of the coal beds tested are shown in Fig. 2. In securing samples of coal for friability and specific gravity tests, it was the aim always to obtain a representative sample of lump coal produced at a particular mine. The samples were obtained from the loading boom, the railroad car, or the mine cars. Wherever it was possible to secure samples from a loading boom they were taken from it by taking shovelfuls of coal from the loading boom every minute until about 200 lb. of coal was obtained. If there were no loading booms used at the mines sampled, the coal sample was taken from a loaded railroad car by systematically taking shovelfuls of coal at definite intervals over the whole top of the car until about 200 Ib. of coal was obtained.

The phase boundaries in the ternary system Ti-Cr-Al have been established at 1800° and 1400°F for alloys containing more than 60 pct Ti. The martensite transformation temperature has been measured for the titanium-rich alloys. THE studies of binary alloys of titanium with the transition elements which have been published so far1-0 ndicate clearly that the solubility of these elements is always much greater in the high temperature body-centered cubic form of titanium (ß phase) than in the low temperature hexagonal form. In this category of alloying elements are iron, nickel, chromium, manganese, vanadium, molybdenum, tungsten, columbium, and tantalum. Although studies of the nontransition elements have been rather limited, early work on titanium binary alloys'" has shown that most of them were not very soluble in the a form, with the exception of aluminum, for which the solubility in a is about 25 pct.13, 12 In addition to this large solubility in a, aluminum is also soluble in ß titanium to the extent of about 35 pct and the transformation temperature from ß to a is raised with aluminum content. This effect is also typical of aluminum, in contrast with that found for the transition elements which lower the ß to a transformation temperature. Therefore, it may be anticipated that tprnarv titanium alloys with aluminum and any one of the transition elements will constitute a class of ternary alloys having characteristic features absent in alloys involving two transition elements. Chromium was chosen as a typical transition element for the present study because ternary alloys of Ti-Al-Cr commercially produced have been found to possess very interesting physical properties (MST-3 pct A1-5 pct Cr of Mallory-Sharon).'" Binary Systems The binary systems Ti-A1 and Ti-Cr have been established recently by several investigators. The data used in this investigation were taken from the complete diagram of Bumps, Kessler, and Hansen." This diagram agrees quite well with earlier investigations." For the Ti-Cr system, the phase boundaries at 1800" and 1400°F were taken from refs. 6 and 7. The binary system Cr-A1 has been studied recently by Bradley." This system is rather complex and contains not less than seven intermediate phases. The present study was limited to the titanium corner of the ternary system (less than a total of 40 pct Cr plus Al) and none of the phases present in the Cr-A1 binary alloys were found in the ternary alloys investigated. In an earlier paper, Ehrenburg and Watson1 published the develop ment for a potential function by which it is possible to obtain the electric potential at points on the surface of the ground when a current I passes between two electrodes and the subsoil is composed of parallel, homogeneous layers. In view of the continued interest in the resistivity method of electrical prospecting, the author has considered it desirable to publish the results of a number of theoretical studies making use of this potential function, and also the results of a considerable number of tests with models designed to show the soundness of the mathematical theory. It is hoped that these results will prove how erroneous the various empirical rules for depth determination may be. It has always seemed puzzling to the author that one can find, in papers published comparatively recently, statements upholding empirical rules for depth determination, and attributing most of the irregularities of resistivity curves to vertical discontinuities in resistivity in the subsoil. It would indeed be fortunate for the geophysical investigator if such a simple rule held. However, numerous investigators have proved both theoretically and by the success of their field work that such a rule does not hold, even by a "rough approximation" in many cases. On the other hand, as is shown in the development to follow, if the underground conditions are favorable it is possible for such empirical rules to give a satisfactory depth determination. Authors should be more careful about making such sweeping statements about the accuracy of these empirical rules because the relative simplicity of the field work places the method in the hands of any interested experimenter, and he is likely to become completely disgusted with the method after he has made several obviously wrong interpretations by empirical rules. The upswing in oil production and drilling activity in Illinois that began in 1937 gained momentum in 1938 and promises to bring a new and higher peak in the state's annual production in 1939. In 1938 the production totaled 23,929,000 bbl., as compared with 7,426,000 bbl. in 1937, more than a threefold increase. The number of producing oil wells in the new fields was 230 at the end of 1937 and it increased to 2157 at the end of 1938. Daily production for the whole state increased from approximately 35,000 bbl. at the end of 1937 to approximately 135,000 bbl. at the end of 1938, nearly a fourfold increase. Of a total of 2539 wells completed in 1938 in Illinois, 1984 produced oil, 26 produced gas and 529 were dry holes. Of the total, 377 are classified as "wildcat" wells, defined as wells drilled outside of proved territory and more than one mile from the nearest production. The remainder, 2162 wells, were drilled in or near proved fields. Of the 377 wildcat wells (Table 2) 32 were successful in discovering oil or gas in commercial quantities, either new fields or extensions of old fields. Four of these discovery wells mere gas wells, which are not yet commercially productive owing to lack of pipe-line facilities. A special effort was made to ascertain the reasons for the locations of as many as possible of the wildcat wells and the results of this investigation are set forth in the following table:

The importance of magnesium alloys in the manufacture of aircraft engines has been realized for many years. A concentrated effort has been exerted in the laboratories of the Dow Chemical Co. to develop magnesium-base alloys with improved properties at elevated temperatures whereby greater advantage can be taken of the inherent lightness of these materials. In an earlier publication, attention was called to the superior tensile properties and resistance to creep of cerium-containing magnesium alloys at temperatures up to 700°F. More recently, additional data on magnesium-cerium alloys have been furnished by Murphy and Payne. The present paper deals with the mechanical properties of sand-cast magnesium alloys containing zinc, at temperatures up to 500°F. The study includes binary Mg-Znt alloys containing up to 10 pct zinc and several ternary and some polynary alloys based on the Mg-~Zn,f Mg-jZn, Mg-4.4211, Mg-6Zn, and Mg-roZn binaries. The compositional variation in the tensile properties, hardness, and creep at room and elevated temperatures, and in the electrical conductivity at room temperature has been determined. The results of these tests show that many zinc-containing magnesium alloys exhibit resistance to creep at elevated temperatures significantly higher than that of present commercial magnesium alloys, but lower than that of alloys of the magnesium-cerium type. In addition, they have high tensile properties at room and elevated temperatures and high conductivity. This combination of mechanical properties and conductivity indicates that these alloys should be given serious consideration for commercial applications involving exposure to temperatures higher than those to which present commercial magnesium alloys can be taken safely. Literature The properties of sand-cast magnesium alloys containing zinc as a principal alloying element have not been investigated very extensively, especially at elevated temperatures. The following remarks, which are confined to sand-cast alloys, will serve as a summary of the most important references on this phase of magnesium metallurgy. The first recorded determination of the tensile strength of binary Mg-Zn alloys as a function of zinc content was reported by Aitchison. Similar studies, including the measurement of elongation and hardness, have been performed by Gann and Winston,' Dumas and Rockaert, Haugh-ton and Prytherch,6 and by Spitaler, the last being reported by Beck.' MANY fires have occurred in the mines of Butte in recent years, and while all have been of a serious nature, simply because they were mine fires, six of them have been especially dangerous in respect to loss of life and property, and the expense of extinguishing or controlling them. It is not my intention to discuss the relative merits of methods used in fighting these different fires because the conditions under which they occurred varied in each case, and it was not always advisable to expend the large sum of money necessary to actually extinguish them if they could he bulk-headed off from the rest of the mine. It is needless to say that everything possible has been done to check all fires at the beginning, but without success in some cases; and it has then become necessary to bulkhead all connections to them, in which state several now exist. The mine fires of Butte, or fires in any mine, may be divided into two classes, namely: Those occurring in accessible workings, and those occurring in inaccessible workings; because these two conditions govern to the greatest extent the methods of fighting fires. Accessibility and in-accessibility in the case of mine fires concern not only new open workings and old closed workings, respectively, but also the condition of the ventilation in and about those places. When a fire is accessible at the start it should not be difficult to confine it to a small area and extinguish it in a relatively short time, but when it is impossible to actually reach a fire in old filled, abandoned workings, or there is no opening by which the gases may be conducted away from the fire zone, then the time consumed in changing those conditions permits the fire to increase to such an extent that it is a long, hard fight to overcome it.

The manufacture of iron and steel is one of the largest of our industries; and in point of size of single plant and equipment certainly the biggest of all industries. By the general public it is generally considered a prime example both of the marvelous technical advances achieved by modern science and engineering in the design and operation of equipment and of the efficiency of big business in the coordination of men and materials. Actually the operation of its basic processes has not changed significantly in either theory or fundamental design of equipment in the past 75 years. Though many other process industries have been born and developed, and not seldom completely revolutionized, during this period, the primary processes of making iron and steel are still carried out along the lines laid down, and in the equipment originated so long ago, by Bessemer, Siemens and Martin, and subsequently expanded to practically the modern scale by Carnegie, Schwab and Captain Bill Jones in the eighteen eighties and nineties. The application of the principles underlying the continuous counter-current physical and chemical interaction of solids, liquids and gases, which have been so successfully used in the rapid evolution of our chemical process industries, has been very largely lacking in the steel industry. In the days of the last-named giants, especially Carnegie, the steel industry made great and rapid technical progress. Carnegie's ever driving idea (as later with Ford in the production of automobiles) was the finding of new and better ways of making cheaper steel. Carnegie himself was a steelman, and so long as he dominated the industry its technical progress was rapid; and he, like Ford, was vastly successful financially as well, since his costs were continually being driven lower than those of his competitors by his advances in steelmaking technique.

Sound design of structures founded in or upon rock requires that the deformability of each rock member involved be characterized. This can be done by means of loading tests (plate bearing, flat jacks, borehole jacks, pressure chambers, etc.) or through convergence measurements (tunnel convergence, roof sag, etc.) in exploratory works. Analysis of data will be qualitative (degree of nonlinearity, creep behavior, scattering of results over a number of sites, etc.) and quantitative (modulus of elasticity or deformation). Some of these tests involve a very bulky apparatus and are expensive to perform. On the other hand, for the purpose of mapping and describing the various rock members which occur within a given site, many feet of diamond drill holes are frequently completed. Even with the optimum equipment and expert drillers, however, quantitative characterization of the rock units on the basis of tests on returned samples is apt to be misleading; the softer and weaker components of the rock tend to be lost and the fabric of the rock block- fracture system in situ is not sampled. Laboratory moduli of elasticity have proved to be consistently higher than in-situ values selected for engineering purposes. This led to the design of instruments which would operate in boreholes, combining the advantages of a reduced size and a deeper investigation, from the surface to several tens of feet. CHANGES in circuits are often made in milling operations. At the same time that these changes are being evaluated the ores are changing. Even from the same mine, the ore is usually variable as to amount and type of mineral content, degree of association of valuable and gangue minerals, amount and types of soluble salts, hardness, etc. The question then arises whether any small differences in results, after changes have been made in the various circuits, are really due to these changes or whether the variability of the ore can account for those differences. Statistical evaluation provides one method of answering the question that arises so often in beneficiation studies: Did changed results come about because of changed process, or did ore variation cause the change? In this case, data were available for statistical analysis from an operating period of 42 months, representing treatment of approximately 1 million tons of ore. During this period there had been two flowsheet changes: 1) regrind of the zinc circuit middlings was introduced, and 2) alcohol- pine oil frother mixture was substituted for cresylic acid-pine oil frother mixture. Findings are in Table I.

INTRODUCTION The Philippines is endowed with mineral resources, much of which still remains unexploited. The country's known reserves, at least for the major mineral commodities, have increased every decade since the first major discoveries more than 80 years ago. Mining, therefore, naturally evolved as one of the pioneer industries and has ever since been a major factor in economic development. The Philippines has entered a new era in mineral resources development and management. One significant feature of this era is the degree to which the government is involved with the industry. In recent years, the state has increasingly encouraged the private sector to carry out detailed exploration aided by governmental contributions through extensive geological and geophysical surveys, fundamental researches and even indirect financial assistance in some specific areas. Significant changes in mineral resources development policies were brought about with the promulgation of Presidential Decree 463 or the Mineral Resources Development Decree of 1974. The Decree provides for a more rational system of administration and disposition of mineral lands to promote mineral resource exploration and exploitation. Various forms of incentives are provided. Foreign entities are allowed to participate in development through service contracts with leaseholders or with the government in the case of reserved areas. The thrust in mineral resources development has been focused on the base metals which as envisioned would provide the foundation for sound economic development. In recent years, however, major strides have been made to promote the exploitation of the non-traditionally produced commodities especially the non-metals. Development likewise point to the growing determination of the government and the private sector to expand benefits from mining. This is evident in efforts to promote downstream processing operations and to encourage investments in exploration, exploitation and mineral processing ventures. The integrated mineral resources development plan, therefore, proposes the vertical integration of mining extraction activities with the processing requirements of the metal-based manufacturing industries. While mining activities shall continue to be carved out by the private sector, the government shall influence the industry's direction by establishing legitimate goals to maximize benefits through an integrated approach giving due consideration to environmental protection and resource needs of future generations. STATUS OF MINERAL RESOURCES DEVELOPMENT Extent of Exploration Application of modem exploration tools and concepts complemented by intense infusion of foreign technology and rapid development of indigenous expertise have enabled the government jointly with the private sector to geologically explore vast grounds and to expand the country's known mineral resources. Approximately 93% of the country's total land area of 30 million hectares have been geologically mapped on at least 1:250,000 scale. Of the 93% total coverage, roughly 37.54% or 11.07 million hectares have been done on scales of 1:10,000 to 1:50,000 as shown in Figure I. Only 3.07% of the total coverage have been surveyed in detail. Land gravity surveys have been undertaken on over 45% of the total, while some 77,300 line km. of aeromagnetic surveys have been flown over 110,000 sq. km. of land area. Processing of data is almost complete. Total magnetic intensity and IGRF-corrected maps are available. Geological interpretation utilizing Landsat MSS imagery and low altitude aerial photography augmented by ground truthing have been undertaken in several large areas with very encouraging results. Beach and offshore mineral surveys were initiated in 1977 and have covered substantial areas in northwest and southeast Luzon and northeastern Mindanao. Highly promising areas for detrital magnetite, chromite, gold and some heavy minerals including ilmenite and titanium have been identified. In the petroleum sector, two offshore oilfields are currently producing from Miocene limestone reefs in Northwestern Palawan. Another field from the same area will be on stream in mid-1982.

The phenomenon of diffusion, according to the most prevalent conceptions at the present time, undoubtedly played an important part in the formation and distribution of metals and minerals in the earth's crust. Apparently there is good evidence that in the geological rate of cooling diffusion caused numerous materials to separate into individual masses or into duplex structures. As is well known, the early steels were made by cementation; that is, by heating wrought ferrous metal in contact with carburizing materials so as to produce a relatively high carbon content on the surface. THE methods that may be applied to the treatment of slurries and water, as these are related to practical coal-preparation problems, are concerned essentially with the movements of solids suspended in water. It is assumed that there are no fundamental differences between the principles involved in the treatment of coal slurries and the phenomena encountered in general mineral-dressing practice, and the latter are presented in some detail. Basic principles ,are correlated with present practice for both the anthracite and the bituminous coal fields, and methods are discussed which are designed to utilize best all the material subjected to treatment and suggest a sound approach to the solution of problems relating to the return of clear water to process or to streams. In order to approach the practical phases of the subject with sufficient understanding of the basic principles, it is necessary to discuss two types of phenomena that are applicable. The first is flocculation and the second is sedimentation. Descriptive matter is given covering the various methods and types of equipment employed to conduct these operations, with emphasis on their application to water and coal-slurry treatment. DEFINITION OF TERMS Definitions of terms are consistent with modern developments, and on form, in general, with their usage in mineral-dressing practice. Because of variations in coal-preparation methods, it is impossible to define a rigid upper limit of particle size for a coal slurry or sludge which will apply generally. Limits vary somewhat with the particular treatment method employed at a given plant. For purposes of definition, this limit is chosen as the particle size for which preparation methods such as Chance cones and jigs are usually dispensed with, and other methods, such as the Hydrotator, tables, and froth flotation, are employed. Generally the limit will be 10 to 6 mesh. In assuming this variable upper limit of particle size in a coal slurry, it is recognized that the size ranges discussed will duplicate sizes dealt with
