Continuous contacting equipment for solvent extraction can be divided into two major areas, according to whether their mode of operation is stagewise or differential (Figure 1). Mixer settlers and the recent Kenics and Sulzer mixers typify the stagewise contactors. In these counter- current contactors, the aqueous and the organic phase are mixed and then separated in a large settling area before the next stage of mixing. Countercurrent differential contact- ors, such as centrifuges and various types of columns, are more compact in that they require less ground area than mixer settlers. [ ] Contactors, in addition to being either stagewise or differential, can be further subdivided into non-agitated and agitated depending on the method used for mixing the phases and producing the countercurrent flow. The simplest contactors such as spray, packed, or perforated plate columns achieve both the mixing and countercurrent flow by means of the gravity difference between the two phases. In agitated contactors such as the Scheibel, Reciprocating Plate, and Sieve-Plate Pulse, mechanical agitation is introduced but gravity differences still produce countercurrent flow. To conserve plant space, and for large throughput with short contact time, centrifugal contactors are used where possible. The reader can refer to reviews on the subject (1-11).

MANY writers, in discussing defects caused by oxidation and gassing of bronzes and red brasses advocate substantially the same cure for both. But from its nature, oxidation cannot take place if there is an excess of fuel in the furnace, while the gases absorbed by some alloys are products of incomplete combustion of the fuel. Hence the metal can be either oxidized or gassed, but it is doubtful whether these actions can take place simultaneously. Oxidation can be easily overcome by the use of deoxidizers or it may be avoided by protecting the molten metal with suitable fluxes. Absorption of gases is more difficult to overcome. The regulation of the air and fuel, so as to produce complete combustion, and the protection of the bath by mineral fluxes are the most important factors. Gas expulsion, resulting in gas holes, porosity, unsoundness, and swollen or cauliflower-headed risers, is said to have several causes. One writer' lists the most common causes in the order of their importance, as follows: Superheated metal, dirty or slaggy furnace conditions, using metals low in quality or those previously subjected to bad melting practice, poor grade of fuel, use of newly lined or damp ladles, indiscriminate mixing of scrap or illogical combinations of metal. Superheating the metal usually occurs when the heat is ready to be poured but for some reason must be held in the furnace. In this case, a careful furnace tender tries to avoid overheating the metal by keeping a mild fire; that is, a reducing fire which, unfortunately, results in gassing the metal. A dirty, slaggy furnace may result in gassing the metal by retarding the heating and prolonging the time necessary to bring the metal to the proper temperature, thereby increasing the chances of gassing in uncertain furnace atmosphere.

Although much may be learned about the economics of cold weather operations by studying successful mining ventures in southern and central Canada, it is the purpose of this article to extend the study by considering only permafrost areas. Geographically this means most of the country north of the 60th parallel. In this area, at the present time, only five Canadian companies are carrying on routine and successful mining operations on a year-round basis. However, there have been some score of unsuccessful ventures, and a number of properties in the development stage show promise of being producers. Problems of cold weather are worthy of study. It may be pointed out that successful mines in this area face problems of isolation and costly transportation as well as cold weather. To reach valid conclusions, consider the development of a mythical mineral deposit located on the 65th parallel in the heart of the barren lands; problems of isolation and transportation will be ignored.

The outstanding engineering accomplishment of the last three decades has been the development and application of more and cheaper power and its use instead of the labor of men and animals. Substitution of power for manual labor has taken effect on every hand in the United States. With the aid of energy mechanically available to his hand, one man does the work that only a few years ago required two, three or even a greater number of laborers. The results in respect to the favorable economic effects are well known; namely, increased production, higher wages and lower costs. On the other hand, the vast social effects, both good and bad, have been none the less important, even if less understood and only casually regarded. The chief sources of energy today are the mineral fuels, coal and petroleum. In the United States they yield more than 90 per cent of the total energy demand. Thirty years ago the proportion of energy supplied by the mineral fuels was likewise above 90 per cent, but the division according to origin was very different. These relations are shown for the years 1900, 1930 and 1950 in Table 1. Method or Preparation and Interpretation of Statistical Data The fuels comprised in this study are: (1) the coal group including both bituminous and anthracite coal; (2) the petroleum group, taking in not only petroleum but natural gas and natural-gas gasoline. THE effect of tempering temperature and time upon the properties of quenched steel is clearly a subject of great practical importance, as well as of considerable theoretical interest. It would be very desirable to be able to predict the properties of a quenched steel when given any selected tempering cycle, with a minimum of experimental work upon that heat or even type of steel. Two problems are involved: one consists of relating the structure obtained to the physical properties, and will not be discussed here; the other, with which this paper deals, involves the relations of time, temperature and composition with the structure obtained on tempering. Indentation hardness is perhaps the most convenient quantitative measure of the tempered structure, or of what might be called the "degree of tempering." Undoubtedly, it is not an exact measure, and in some cases (as when temper-brittleness occurs) pieces of the same quenched and tempered steel may have widely differing properties at the same hardness. However, hardness has the advantage of being simple to determine and is certainly the most widely used indication of the degree of tempering. Moreover, for fully quenched steels that are not temper-brittle and do not contain retained austenite when quenched, it appears that, in general, if the hardness of the steel is the same, the tensile and impact properties will also be identical, whether a high or a low tempering temperature is used. The tempering charts available in the metallurgical literature usually give the hardness as a function of tempering temperature for only one tempering time. However, in practice, tempering times frequently vary, and a method of converting tempering curves for one time to tempering curves for some other time would be very valuable. It is also advantageous, in determining the tempering treatment necessary for a given part, not to have to temper samples at several temperatures for the time used for the commercial tempering operation. A more satisfactory procedure would be to employ times of the order of 10 to 30 min., rather than 5 or 10 hr., and if possible to use only one temperature. Furthermore, it is frequently desirable, for reasons such as temper-brittleness,* to obtain a given hardness with short times at relatively high temperatures, and it would be convenient to be able to compute without tests the time required to produce this hardness. An automatic, continuous casting arc furnace employing a nonconsum-able electrode and a direct current arc has been constructed and operated successfully for titanium. A comparison of the properties of arc and induction-melted titanium indicates that where high ductility, formability, and toughness are required, arc-melted metal is preferable. BECAUSE of the reactivity of titanium metal with all known refractories and the common atmospheric gases, melting of the metal presents numerous problems. It is necessary to provide an inert atmosphere in the furnace as well as a crucible material that will not react with the molten metal, if a ductile ingot is to be produced. Two special furnaces have been developed that meet the requirements and one, the induction heated graphite furnace, has been described in some detail.' Little information is available for sizable units wherein power is applied to the melt through an arc, and the dearth of technical information on such a furnace prompted this report. It has been demonstrated clearly that arc melting produces titanium metal with superior toughness, ductility, and formability. To produce titanium ingots with these properties, an automatic, continuous casting arc furnace has been developed and is described herein. The history of arc melting may be traced to 1800, when Sir Humphrey Davy2 first experimented with Volta's electric battery and found that light could be produced and an arc formed between two carbon points attached to the cell. The discovery of the arc was followed by the design and construction of an arc furnace by Napier," in 1845, for the reduction of metal oxides. In 1853, Pichou' described a similar furnace, although it was not until the discovery of the dynamo in 1867 that the arc furnace could achieve commercial significance. In 1878, Siemens- esigned the first arc furnace intended for the melting of metals and by 1882 had melted steel and platinum successfully. . This was followed by Moissan's" classical work with the arc furnace in 1892. W. von Bolton,' in 1905, found that the arc furnace was suited admirably for melting refractory metals. In his work with tantalum, no suitable refractories for retaining the molten metal were found to exist. Together with Otto Simpson, he developed an arc furnace with a water-cooled copper crucible in which tantalum could be melted without contamination. This technique proved eminently successful. In his paper on the preparation of ductile titanium, Krolle first described an application of the von Bolton furnace to the melting of this metal. The

Greater, emphasis is being placed on recovering nickel from laterite ores by ammonia leaching techniques. New methods are required for lower cost, non-polluting techniques to separate more efficiently the metals of interest. Liquid ion exchange techniques meet these requirements with the added advantage of producing salable electrowon nickel cathodes at the plantsite. A complete solvent extraction- electrowinning process is described, including preliminary engineering and cost data for a typical plant producing 50 million pounds of nickel per year.

The Sudbury ore-deposits possess a peculiar interest for a variety of reasons. In the first place, they are deep within the borders of the Huronian rocks, and are consequently amongst the oldest deposits that we know of, unless, indeed, the ores were deposited at a much later period than the country rock. Again, they carry nickel in unusual proportions, and lastly, they are unique in containing a small amount of platinum, although arsenic is not present. I shall not pretend to go into the geology of this region. The Huronian and Laurentian rocks are familiar to all American geologists, and these present only the usual series of gneiss, graywacke, quartzites, greenstones, clay-slates, etc., characteristic of this gigantic system of rocks, which has excited so much discussion of late years. As in all parts of Canada where it occurs, I believe, the rocks of this system are tilted to such an extraordinary degree that it may be said that the whole country is standing on edge at an angle of something like 70°. SOME time ago during a study of impact properties of tempered martensite,1 it was postulated that the consistently good ductility of tempered martensite might be caused by its relatively small and peculiarly shaped ferrite grains. The fer-rite grains of tempered martensite have approximately the same size and shape as the martensite "needles." Thus they form an interlocking mass of needle-shaped grains quite different from equiaxed or lamellar ferrite grain structures. When the common mechanical test methods are applied to steel, variations are often observed in the ductility of specimens that have closely similar hardness and tensile strength values. The ductility so measured appears to be structure dependent. When steel from the same heat has been heat treated to produce different structures with the same hardness, the elongation and reduction of area values from the tensile test and the transition temperature determined by the notched-bar impact test vary according to whether pearlite, tempered martensite, or other structural constituents were produced by the heat treatment. It has been widely recognized that tempered martensite gives a consistently good performance, when tempered to the same hardness as many other structures with which it has been compared. In recent years the isothermal transformation of austenite to specific structural products and the quantitative evaluation of the character of these products with respect to their nature and response to deformation has received considerable attention. The objective of the present study was to pursue somewhat further the dependence of ductility upon structure; specifically, it was desired to ascertain whether ferrite grain structure, including both shape and size of the grains, can account for the consistently good performance of tempered martensite in the notched-bar impact test. It was thought that a simple experiment would indicate whether the ferrite grain structure plays any part in the good ductility exhibited by tempered martensite in contrast to other steel structures with different types of ferrite grains. By determining the impact transition temperature, it was proposed to compare spheroidites having similar carbide particle size and spacing but obtained in such a manner that their ferrite grain structures would be very different. Spheroidite obtained by tempering martensite, with its small, needle-shaped grains, was to be compared with spheroidite from pearlite. If the latter is produced by sub-critical annealing, the ferrite grains correspond to the pearlite colonies. Thus, if the pearlite was not too coarse, the ferrite grains of spheroidite from pearlite are equiaxed in contrast to the needle-shaped grains of spheroidite from martensite. It was thought that the ferrite grain structure of spheroidite from martensite might depend to some extent upon the grain size of the prior austenite. The austenite grain boundaries limit the maximum attainable size of the martensite needles and thus of the ferrite grains in the derived spheroidite. In order to evaluate any possible influence of prior austehite grain size, spheroidites were to be prepared from martensites that had been formed from fine-grain austenite and also from coarsened austenite. As the carbide particle size and distribution were to be essentially alike in the various spheroidites, the difference would be in the ferrite grain size and shape. Thus any marked difference in transition temperature could be attributable to the character of the ferrite grain structure. There are certain considerations in assuming that these spheroidites would be equivalent in all respects except ferrite grain structure, and an attempt was made to take them into account. One of the considerations was the choice of the carbon content of the steel. An approximately eutectoid steel was selected for two reasons. First, the pearlitic structure would contain no proeutectoid ferrite which might complicate the picture by producing a non-uniform ferrite grain structure in the resulting spheroidite. Then, too, the high-carbon content would inhibit ferrite grain growth during the sub-critical treatment. Another factor to be taken into account was the choice of an alloying element to assure a martensitic structure throughout on quenching the impact specimens. Nickel was chosen, because it is a common alloying element and resides in the ferrite both upon its formation from austenite and throughout tempering. The formation of alloy carbides, or even a large solubility of the alloying element in cementite, would have complicated the interpretation by changing the composition of the ferrite .during spheroid-ization. The possibility of temper brittleness was minimized insofar as possible by using a tempering temperature as high as consistent with the 1 pct of nickel in the steel, namely, 1150°F. While it certainly is not claimed that no difference other than ferrite grain structure could exist between the spheroidites, nevertheless, reasonable precaution has been exercised within the limits of steel metallurgy. The high temperature properties of Fe-Cr-Co-Ni base alloys and the effects of hardening element additions on these properties are rationalized on the basis of general principles of alloying. DURING the past few years the base elements in high temperature austenitic alloys have gradually been changed from iron-rich materials to nickel-rich, then to cobalt-rich and more recently to various iron, cobalt, and nickel combinations, all with an approximately constant chromium content of 20 pct. Concurrently, the hardening additions of the incongruous* elements, have been shifted from small amounts of a single element to various ratios of molybdenum, tungsten, columbium, carbon, titanium, and aluminum with the percentages of these constituents continually increasing. It has been known that the typical soft high temperature alloy (such as Inconel) consisted of face-centered cubic austenite, but the effect of varying the composition of the base elements, iron, chromium, nickel, and cobalt, has not been broadly analyzed. Therefore, it was reasoned that the first major problem in the understanding of the properties or the further development of high temperature alloys was to study systematically the effect of composition upon the mechanical properties of face-centered cubic Fe-Ni-Co-Cr austenitic solid solutions. The matrix of the strong high temperature alloys (such as Inconel X) is usually also a face-centered cubic solid solution of iron, nickel, chromium, and cobalt but with additional phases which can be generally classified as intermetallic compounds and carbides. It is usually observed that combinations of the hardening elements, tungsten, molybdenum, columbium, tantalum, titanium, aluminum, carbon, and others have been used in these strong high temperature alloys. In 1924, the United States Public Health Service was requested to undertake a special study of stream pollution. The Public Health Service asked the United States Bureau of Mines to take up the study because the training and experience of the personnel of the former was considered not to be as well suited to this type of investigation as that of the Bureau of Mines. Under H. Foster Bain, then Director of the Bureau, field investigations were begun in the spring of 1925. Along with mine-drainage wastes, the problem of gas-house and coke-oven waste was investigated in the laboratory and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau Experiment Stations, on a trip to Germany in 1924. He saw a practical application of the process, but obtained no information as to definite chemical or mechanical processes. Because of the then pending American patent applications by the German firm, we made no attempt to develop our findings further. Shortly afterward, a similar method of treatment was developed in the United States,' and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage. CHROMITE deposits in southwestern Oregon occur along definite zones or horizons in sill-like ultramafic intrusions. These horizons are here referred to as ore zones and are distinguishable only by relatively Shin and scattered, discontinuous chromite occurrences. The zones are tabular in shape but are usually folded and faulted by the intensive post-intrusion deformation the ultramafic rocks have undergone. A single zone may contain disseminated, nodular, banded, or pods of massive chromite. The typical chromite deposit is composed of a series of thin lens-shaped bodies that lie along a definite plane and generally show evidence of magmatic flow with their long dimensions aligned in the direction of flow. A body of chromite often pinches down to a narrow wisp only a fraction of an inch thick. This thin streak of chromite may point to or be connected with another body of chromite. In some deposits the orebodies have a definite rake. The depth at which chromite may be found can be predicted by its position in a folded intrusive, provided that adequate structural evidence is available. Although the ore shoots are characteristically discontinuous, there is theoretically no limit to the depth at which chromite may be found. Origin: All the chromite deposits examined in southwestern Oregon are of magmatic origin, that is, the chromite was an original constituent of the peridotite magma and became segregated in varying degree from the magma to form the ore de- posits. Examples of early, intermediate, and late magmatic chromite have been recognized in the area. Crystallization of the principal minerals (olivine, pyroxene, and chromite) was apparently near completion at the time of intrusion of the peridotite magma. The magma acted as a viscous crystal mush stringing out aggregates of pyroxene and chromite in the direction of flow. These streaky accumulations are termed schlieren.

No more important question has come before the coal industry in the past decade than the prevention of stream pollution by mine drainage; especially in Pennsylvania, where large areas of coal land have been developed. It may be thought that the problem of labor or lack of transportation outweighs in importance that of stream pollution. We can see possible remedies for labor and transportation problems but there is no known satisfactory solution of the mine-drainage problem. The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or

During the war, the Navy undertook the construction, under my direction, of an experimental gun embodying features designed to lessen the cost and time of production. These experiments were initiated after representations as to their desirability had been offered by myself, by the Naval Consulting Board, and by the National Research Council. The first drawings were made in June, 1917, and the experiment was completed in November, 1918. For the sake of clearness it will pay to recapitulate briefly the fundamental idea of gun construction. It is well known that if a hollow cylinder is subjected to internal fluid pressure, the maximum stress occurs in the inside layers, the outer parts carrying much less than their due share of the stress. This inequality of stress is more pronounced the thicker the walls of the cylinder. If such a cylinder is pushed to the elastic limit, failure in elasticity will take place long before the outer lagers have reached the limit of their capacity. Economical use of the material would demand, however, that all parts of the cylinder reach the limits of their capacity simultaneously. This may be brought about, at least in cylinders of not too great thickness, by producing in the inner layers an initial compression, and in the outer layers an initial tension. The effect of internal pressure is at first to relieve the compression of the inside layers, while increasing the tension of the outside layers. If the initial stresses are properly distributed, all parts of the cylinder will reach their elastic limits simultaneously, thus giving a cylinder of maximum strength for its weight. In gun construction as hitherto practiced, this initial distribution of stress is produced either by winding the inner tube with wire, a common English practice, or by shrinking hoops over the inner tube, which has been the standard American practice. EACH branch of engineering seems to depend on the cooperation and contribution of some other branches to enable it to produce more efficient methods and appliances for man to use. The purpose of this paper is to show approximately the gain in efficiency of self-propelled merchant ships when steel of greater elasticity is substituted for mild steel in some of the strength members and alu-minum alloy is substituted in some of the parts where strength is not essential. The new steel will have some greater strength and a much greater elastic limit in the as-rolled condition, and must be readily weld-able under ordinary conditions of shipbuilding. Naturally, its cost may be more than mild steel, but if the demand is great that excess cost may be reduced to an amount that will make its use more economical than that of the present mild steel. There appears to be a well defined axiom in engineering today that to use the least power to carry a given load the weight of the carrier must be reduced to a minimum. This minimum must be, of course, consistent with the necessary strength, rigidity and durability and it must not be attained at an excessive cost where the fixed charges of the carrier will exceed the savings in, operating the motive power. Recent railroad equipment is a notable example of this, and in these trains alloy steels and aluminum together with less weight per horsepower of the power plant are reducing the weight of the carrier and hence the total power required for moving the paying load. Before considering the application of these metals to shipbuilding, it is well to explain some of the fundamentals of ship design.

The forecasts presented in this paper constitute an attempt by the writer to predict the pattern of the consumption of petroleum products in the United States during the period of transition from war to peace. Although, in preparing the estimates, secular trends were not overlooked, greater emphasis was placed upon considerations of a cyclical character, or upon influences which might be peculiar to parts of the period. The estimates do not extend beyond the year 1950 because by then conditions in the industry should have returned to normal. The consumption of petroleum products is affected, of course, by changes in the condition of business in general. Before estimates of petroleum consumption could be prepared, therefore, it was necessary to predict the pattern of general business during the period under review, particularly the economic series that in the past have shown the closest relationships with petroleum consumption. It is the writer's view that business activity in this country (as measured by industrial production) will be higher on the average during the period between the end of the war and the year 1950 than it ever was before during a peacetime period of the same duration. When the war is over, consumers will have saved amounts of money that will be very large as compared with any previous accumulations. There is little question, therefore, as to the financial ability of consumers to purchase goods. The production of many durable consumers' goods, such as automobiles, refrigerators and radios, has been completely stopped since early in the war; also, many semidurable and nondurable consumers' goods have not been available in the quantities or the qualities desired. There is considerable needi therefore, for consumers to purchase goods after the war. The important question is whether consumers will purchase goods in "1arge enough quantities to keep our economy running at a high level. The writer answers this question in the affirmative. The mere existence of very large consumer savings lends considerable support to this view because, with such backlogs of " security," consumers can afford to spend more of their current earnings than they otherwise could. Also, several polls have been taken, which indicate that consumers expect to buy large quantities of a variety of goods. Some of the savings, therefore, probably will go into current consumption. Even though this percentage is relatively small, so that the bulk of the funds accumulated by consumers during the war continues to remain as savings during the period under review, spending should be great enough to start the production cycle and keep it
