INTRODUCTION The stress redistribution accompanying the excavation of a deep tunnel may induce failure of the rock. The role of the support system is to control the extent of the failed region and hence to limit closure of the tunnel within an allowable amount. In such circumstances, the design of the support system is generally based on the Ground Reaction Curve (GRC). The GRC is the relationship between the support pressure and the induced displacement at the tunnel wall for a circular tunnel under hydrostatic loading. In the calculation of the GRC (see Brown et al. (1983) for an exhaustive list of reference), the rock is generally treated as an elastoplastic material characterized by cohesive-frictional yield strength and by dilatancy during plastic deformation. A recent analytical development (Detournay, 1983) has allowed the generalization of the GRC concept for some cases of non-hydrostatic in-situ stress fields (Detournay and Fairhurst, 1982). As an application of that development, this paper describes design charts that provide powerful means of performing parametric analysis for tunnels subject to non-hydrostatic loading. BACKGROUND The in-situ stress in a plane perpendicular to the tunnel axis can be decomposed into mean and deviatoric components, Po and So (see Fig. 1). IN planning retreatment of tailings, the material to be retreated should be thoroughly investigated, tak- ing into consideration the total tonnage, the blende content, the specific gravity of the different particles, and the grinding necessary to liberate the mineral. The tailing pile is surveyed by making a closed trav-erse around the outer edges, locating the stations at points from which a considerable portion of the pile is visible. From each of these points the pile is sur-veyed by stadia and a contour map made. The yardage is then calculated from the contour interval and the area inclosed by the contours obtained with a planim-eter. A party of three men can survey an average tailing pile in one and one-half, days. In calculating tonnage it is assumed that 22 cu. ft. of tailing in place equal one ton. Sampling is done by the use of an auger with casing to prevent the hole from caving. These holes may be bored 12 to 15 ft. deep by hand, but to penetrate the entire pile some kind of power is applied to drive the casing and raise or lower the auger. The latter method is more expensive but the increased cost is more than compensated for by the value of the information obtained.

MATHEWSON, Anaconda, Mont.-After hearing about the success of D. H. Browne with his furnaces, we in Anaconda decided we might venture into the field of pulverized coal for reverberatory smelting. We sent a delegation of investigators to see Mr. Browne and his work, and they returned, filled with enthusiasm, and said they would recommend it strongly. We thereupon asked for an appropriation, and after some delay obtained the same and fitted up one furnace to use pulverized coal. We copied Mr. Browne's practice and his selection of machinery for drying and pulverizing coal; and we also copied the burner he used, which was a standard article on the market. We got an expert coal-dust machinery man to design our plant, and were very glad we did so as we avoided some of the unpleasantness that had been experienced at other plants through fires and minor explosions.

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel were all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance. Some treated their steel with considerable refinement while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations ? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. In April, 1918, this Association presented a set of specifications described as "British Standard Specifications for Aircraft Steels for Government Purchases in the United States of America." Underground mining of limestone is becoming increasingly practicable in Illinois. Most quarries are near rivers on the western and southern borders where competition for land use is intensive. Increasing demands for stone can be met by expanded mining with access by adits in existing quarries and by inclines and shafts at downdip sites. Geologic, hydrologic, and engineering conditions indicate that deep mines in the Ste. Genevieve, Salem, Ullin, and basal Burlington limestones of Mississippian age and in the Moredock member of the Dunleith formation of Ordovician age are particularly feasible, but development will require prudent exploration and planning to ensure that the product will be of good quality.

The chlorine content of the coals in the Illinois Basin ranges from 0.00% to more than 0.60%. The chlorine content of the Herrin (No. 6) Coal has been mapped on a regional scale and, in general, increases with the depth of the coal. The depth-chlorine correlation exists because the coal is in apparent equilibrium with the composition of the ground water associated with it, and the salinity of the ground water generally increases with depth. At least part of the chlorine can be easily removed from the coal in the laboratory. In a natural weathering experiment, chlorine values decreased markedly during an 8-week period. Results to date indicate that none of the coals studied has a sufficiently high chlorine content to make it unusable in high-temperature steam boilers, although special steps may be necessary in the preparation or utilization of some of the highest chlorine coals. Investigations into the occurrence and distribution of chlorine in Illinois coals have been in progress at the Illinois State Geological Survey for over 35 years. Since 1948, chlorine analyses of face channel samples and of drill core samples of coal have been made routinely. The increased interest in chlorine and alkalies in coal in the U.S. followed that in Europe, where power plants during World War II were called upon to produce at higher levels than previously and with less down time for maintenance. Higher steam temperatures were reached, resulting in increases in the amount of fouling of external heating surfaces and in corrosion of boiler tubes when high chlorine coals were used. Early studies of the problem showed that coals with high chlorine content were more likely than those low in chlorine to cause difficulties in installations fired with powdered fuel. Crossleyl reported that the first rule of thumb developed for British coals was that coals considered to be high in chlorine (more than 0.30%) caused the most trouble, those intermediate in chlorine content (0.15% to 0.30%) were less likely to cause difficulties and those low in chlorine (less than 0.15%) generally were not associated with alkali bonded deposits and corrosion. However, this relatively simple picture was not adequate to characterize the difficulties that could be expected during the utilization of a large number of coals and Crossley1 developed another scheme for assessing the chances of superheater corrosion. This scheme took into consideration the observation that coals high in sulfur as well as chlorine are more likely to cause corrosion and fouling than coals low in sulfur and high in chlorine. Crossley also considered the ash content. When two coals had the same chlorine and sulfur contents, the one with the greater amount of ash would be the less likely to cause difficulties. Knowing only the amount of chlorine in a coal obviously will not give all the answers. Indeed, the significance of the chlorine content has been much discussed and it has been suggested that perhaps the total alkalies are a better indicator of possible troubles. The Rainbow Lode is situated at Walkerville, in the Summit Valley mining district, Silver Bow County, Montana Territory, about one mile from Butte City. It was so named ill 1876 by Mr. J. E. Clayton, in recognition of the broadly-sweeping curve of the outcrop across the rounded surface of the eastern slope of a granitic mountain, at an elevation of about 6000 feet above the sea-level. It is on the western side of the range which divides the waters of the Missouri from those of the Columbia. History.—The history of the district is an instructive one. The water-courses and flanks of the hills were worked for years for placer gold. Millions of dollars' worth of low-grade gold have been washed out of the surface gravels below the veins of the district. Missoula Gulch and Silver Bow creek, just below Butte, are noted for their rich placers, and they continue to yield largely, producing within narrow limits from $50,000 to $100,000 dollars' worth of golddust yearly. It is ragged vein-gold, and evidently is near its parent source. It is no doubt derived from the disintegration of the veins of the district, and this conclusion was soon forced upon the miners. The veins which were seen outcropping boldly upon the slopes above them were located, and prospecting commenced. These outcrops were found heavily stained and blackened with oxide of manganese, and were porous and honey-combed in places, showing that the quartz was formerly filled with pyritous ores, and that these ores had decomposed and dissolved away, leaving, however, portions of the precious metal behind, especially at and near the surface of the ground. Assays of the croppings gave variable and often contradictory results; but the fact. that these were the outcrops of lodes bearing gold and silver in depth was patent to any experienced observer of mineral veins. The lodes of the district were first brought prominently to notice by Mr. Clayton in 1876, and in October of that year the Alice mine, upon the central portion of the lode, was opened by Mr. Marcus Daly, now so well known as the superintendent of the Anaconda Copper mine, upon another extremely interesting lode, in the same region.

The Iron Mountain, situated three-quarters of a mile NE. of the limits of the City of Durango, rises abruptly from a level plain, and trends N. 83' E. Fig. 1 gives a view of the mountain, with the company's iron-works. There are indications that the vein or deposit of iron-ore extends also about two leagues across the Murca ranch, in the same general direction. The Iron Mountain proper is divided into two great lenses by a horse of cantera or eruptive rock, some hundreds of feet in width.

THE purpose of mine-hoist safety con-trollers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper accel-eration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoist-ing drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of me-chanical hoist controllers, the basic ele-ments of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical con-nections would cut off the power and set the brakes.

WHAT is an engineering opportunity? To the mining .engineer the natural assumption is that the first requisite 'is a mineral deposit, but, of course, it is not so simple as that. There are at various points on the earth really very great mineral deposits which, on account of geographic location, backwardness of the country, or hostility of its natives, are now, and for a long time to come will be, quite valueless. The mining engineer, and for that matter the civil engineer, is more dependent upon the decisions of capital than upon any other factor in his profession. Ordinarily it is to be assumed that money will go to any place where it is clear that an adequate return upon its investment can be secured, but for many years it has not been safe to depend upon this. ' As already stated, there are many places where local conditions are such that mining is not safe to engage in and there are still other places in which conditions have been so aggravated by the Great War and by the social unrest which has upset the Asiatic region that capital is naturally most reluctant to venture, even when engineering data makes the undertaking appear attractive. It will be evident, I. believe, that there are many factors vital to the success of a mining enterprise in some of the remote countries which we do not have to consider in the United States and which do not, in fact, exist here.

THE- impression which the public has of northern Canada is that it is a' vast wilderness of forests; river's, and. lakes, sparsely inhabited by. a few Indians and `containing a few, scattered trading posts of the Hudson Bay Co. This is far from the facts. The building of the Canadian Pacific Railway led to the discovery, in 1883, of the nickel deposits of Sudbury, Ont.; these are the largest known nickel deposits in the world and produce about 90 per cent. of the world's output of nickel. The building of the Temiskaming and Northern Ontario Railway north, from North Bay, to open up farming lands along Lake. Temiskaming, resulted in the discovery and development of the great silver deposits of the Cobalt area, Ontario. Since the discovery of these deposits in 1903 to Dec. 31, .1923, Cobalt has produced a total of ' 327,301,897 oz. of silver, valued at $212,668,434, and paid in. dividends $88,338,185. In 1923 the production of Cobalt amounted to 10,285,247 oz. of silver. Just south of Cobalt, in South Lorrain,. a. new silver district has recently been developed and mills have started production. These deposits are of such extent that 'a branch railroad is under construction from Cobalt to that area. Northwest of Cobalt is the Gowganda silver area which is also a producer of silver ore and is now attracting outside attention. This area is not connected by railroad.

THE sulfur content of coal is perhaps more important in the manufacture of illuminating gas than in any other coal-using industry. Whether the gas is made by the distillation of coal in retorts or ovens or by steaming incandescent coal or coke in the water-gas process, a portion of the sulfur present in the fuel always passes into the crude gas. Practically all the sulfur that remains in the finished gas is transformed into sulfur dioxide (SO2) when the gas is burned. Sulfur dioxide is a pungent suffocating gas and, if present in the air in any perceptible amount, is deleterious to health and comfort and damaging to house furnishings. So universally is this recognized that laws regulating the amount of sulfur that may be permitted to remain in the gas are very generally in force. The capacity of a plant to purify gas frequently limits the selection of coal for gas making. This condition may arise from different causes. Some plants were originally designed to handle a certain grade of low-sulfur gas coal, and very little leeway was allowed for growth or for the use of inferior coals. Other plants, when built, had ample capacity to purify gas from relatively higher sulfur coals, but their output has grown so rapidly that their purifying capacity is now limited and only- the low-sulfur coals can be handled. There is a great quantity of coal in the United States that would satisfy the requirements of the gas manufacturer, were it not for the high sulfur content. The coals containing less than 1 per cent. sulfur are becoming scarcer year by year and, in time, the gas industry will probably be compelled to use coals that are now considered out of the question.

The dike here described is exposed in the workings of the Wedge and Bachelor mines, on the southern side of Red Canon, north of the town of Ouray, Colorado. Its course is north 80° east, or nearly east and west, and it hades to the north about 10°. It rarely outcrops, and was nowhere seen at the surface near the mines. A specimen collected by Dr. A. C. Spencer about two miles to the westward, near the mouth of Red Creek, indicates, however, a probable exposure of the dike near this point. The Wedge and Bachelor mines lie in a nearly horizontal series of fine-grained, light-grey sandstones, alternating with beds of very fine-grained shale of the same color. The shale as encountered underground is unusually compact and massive, but weathers readily on exposure, and splits much after the manner of ordinary shale. When fresh it closely resembles some finely arenaceous limestones, but it does not effervesce with acids, and is eseentially a fine, indurated, siliceous silt. THE Australian lead-smelting plants began to use charges carrying high zinc percentages somewhat earlier than was common with American plants. When lead smelting first started in Australia the immense deposits of oxidized lead at Broken Hill were available but later these oxidized ores became exhausted and were replaced by sulfides. This was before the days of flotation and these sulfides when concentrated carried about 1 per cent. of zinc to 6 per cent. of lead. The works of the Sulphide Corpn. at Cockle Creek was perhaps the pioneer in high-zinc slags but the Port Pirie plant of the Proprietary Co. was a close and very able second and has continued the work to the present time. The Cockle Creek lead furnaces remained in operation until shortly after the war when most of the Broken Hill companies combined and took over the Port Pirie plant to treat their concentrates. As it was the practice both at Cockle Creek and Port Pirie to carry 20 per cent. or more of lead on the charge, it was found that under these conditions of large amounts of zinc in the charge, good roasting was absolutely necessary and matte production was unwise. The Hunting-ton-Heberlein system of roasting was introduced and later the Dwight & Lloyd process. In this way, by roasting the sulfide portions of the charge as thoroughly as possible and making no matte, a method of smelting was developed where the slag over long periods carried as high as 20 per cent. ZnO without serious furnace troubles, and slags carrying even up to 33 per cent. ZnO have been reported. The zinc slags were not very different in appearance from the ordinary slags produced in American practice except that they gave off more smoke and fume on tapping. The slag usually ran hot and freely, coming from the tap in a full stream. Normally there was little crust on the sides of the furnace and the tuyeres gave no trouble though they were always rather dark. At the works of the Sulphide Corpn. it was the custom, on account of the labor situation, to shut down the furnaces during the Christmas holidays, thus giving a campaign of about 12 months. The furnaces at the end of the run usually showed no crust on the sides, though crusts always occurred at the back and front ends. Over a period of years the writer has presented a number of studies1 on various aspects of proration, in a progressive attempt to analyze critically and constructively the economic complexities of this interesting institution, which in a decade has revolutionized the economics of oil production in the United States. In the course of the investigations leading to these papers, the changing nature of proration and the principles underlying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. Nature of Proration Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot
