INTERNATIONAL ENGINEERING CONGRESS, 1915.. Announcement. In connection with the Panama-Pacific International Exposition which will be held in San Francisco in 1915, there will be an International Engineering Congress, in which engineers throughout the world will he invited to participate. The Congress is to be conducted under the auspices of the following five National Engineering Societies: American Society of Civil Engineers, American Institute of Mining Engineers, The American Society of Mechanical Engineers, American Institute of Electrical Engineers, and The Society of Naval Architects and Marine Engineers. These societies, acting in co-operation, have appointed a permanent Committee of Management, consisting of the Presidents and Secretaries of each of these Societies, and eighteen members resident, in San Francisco. Thus constituted, the personnel of the Committee 'is as follows:

I doubt if many of our engineers know of the existence of coalfields extending over hundreds of miles of territory bordering on and lying contiguous to the Rio Grande River in Mexico. Essential as these facts are to those contemplating the starting of industrial works along our frontier, 1 have not been able to learn that any surveys or examinations have been made of these deposits, arid I trust the preliminary and unofficial investigations lately made by myself may be found of interest, especially to those of our members whose experience has been with poor fuel, or in districts remote from railway facilities. While it is true that Northern Mexico is generally bare of charcoal-making timber, yet no greater mistake can be made than to condemn the light, quick-growing woods found in profusion, and which cannot be excelled in flame or heat-pruducing qualities for boilers, reverberatory furnaces, or hearths. No country could be surer of a full supply of wood if wise legislation in regard to irrigation and preservation of young timber were adopted and enforced, but the beneficiation of the low-grade ores of Mexico demands a more dense fuel for furnace work, and, fortunately for metallurgists, who will hereafter make this frontier a base of operations, there have been disclosed, near the surface, seemingly inexhaustible beds of semi-anthracite and bituminous coals. No extensive openings have as yet been made, and my own workings at the Cedral mines are all that can yet be said to prove the quantity and quality of the coal, other openings furnishing only corroborative evidence. Our location (one hundred and ten miles west of the Rio Grande River) is on the western line of the depository basin, as it has existed since the period of activity along the volcanic line. The region farther inland I have not examined, but the elevations, as a rule, are much greater, though from the nature of the formation, they are not necessarily barren ground. Beginning at the base of the Santa Rosa Mountains (location of the Cedral mines), we find very interesting breaks in the foot-hills, disclosing the stratified rocks from the volcanic centres to the valleys.

KENTUCKY'S first acid-grade fluorspar flotation mill, shown in Fig. 1, was placed in operation Aug. 1, 1952, by the Pennsylvania Salt Manufacturing Co. at Mexico, Ky. During 1951 a critical shortage of acid-grade fluorspar developed and it became necessary for the company to produce part of its fluorspar requirements. In 1951 the company purchased the Crider and Lennen metallurgical fluorspar mill and an adjacent stockpile of tailing at Mexico, Ky. The tailing, assaying about 26 pct calcium fluoride, originated from log washer and jig mill concentrators in the area. As the mill did not have a fluorspar dryer or convenient rail facilities, the company leased the Burleson concentrator at Marion, Ky., where these facilities were available. At Marion, Ky., on the Illinois Central Railroad, dry acid-grade fluorspar is transported direct to the company's Calvert City, Ky., hydrofluoric acid plant.

During the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. While at first some difficulty was experienced in establishing the quality of such dull coals, still it was found that the real obstacle to the sale of these materials in the past had been the fact that the coal producers' own sales departments felt convinced of the inferiority of this type of fuel and when complaints were registered they were given ready credence. PETROLEUM has been found in Russia in various localities from north to south, as may be seen from the list given below: (a) In the basin of the Petchora river, Northern Russia. (b) In the basin of the Volga river, in the governments of Samara and Saratoff. (c) In the government of Astrakhan and in the Uralsk territory, close to the northern and eastern coast of the Caspian sea. (d) At Grozny in Northeastern Caucasus. (e) In the Daghestan territory, Eastern Caucasus, on the Caspian sea. (f) On the Apsheron peninsula (Baku and other districts) close to the Caspian sea shore. (g) On the island of Tcheleken in the Caspian sea, also on the island of Sviatoi. (h) In the Transcaspian territory on the Neftianaia Gora (Oil hill) and on the surrounding hills. (i) In the Ferghana valley in Russian Central Asia. (j) On the Kertch and Taman peninsulas on the Black sea. (k) In Siberia it has been discovered in the Transbaikal territory and on the island of Sakhalin. In the above-mentioned districts petroleum has been found to exist under different geological conditions and to vary in its chemical and physical properties. At the present time petroleum is produced in Russia at Baku, Grozny, on the island of Tcheleken, in the Ferghana district, and in the Uralsk territory. The yearly production in 1912 throughout the Russian Empire amounted to 69,400,000 barrels, of which the Baku fields were responsible for 52,000,000 barrels. This shows that the Baku fields on the Apsheron peninsula are the chief oil-producing centers in Russia, being at the same time the oldest of all our oil fields.. In this paper I shall discuss the Baku fields only, leaving all the others until a later date.

ACCURATE knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these compo-nents. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccu-racies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in considera-tion of the uncertainties thus made apparent, presents, new X-ray data obtained with the first three members of this group.

Discussion of the paper of JAMES H. HANCE, presented at the New York meeting, .February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 299 to 326. FREDERIC P. DEWEY, Washington, D. C. (communication to the Secretary*).-I wish to congratulate Professor Hance and to thank him for his extremely valuable addition to the fund of data upon this subject. It presents clearly conclusive and incontrovertible proof of the unreliability of drill samples of this class of metal for determining the value of such bullion. I am afraid, however, that his hope that some one in the mint service might continue such an investigation upon a more elaborate and exhaustive scale is, for the present at least, doomed to disappointment. As a practical matter, the mint service is not now particularly interested in segregation in crude bullion. So much trouble and friction arose, -both in the original purchase and in the transfer from one institution to another, in handling segregated bullion, that it became necessary to adopt drastic measures and now it is seldom attempted to determine the value of such bullion in the service. When bullion known or even suspected of being segregated is presented for purchase, it is at once strongly refined in the pot and the disturbing elements so far removed that concordant assays may certainly be obtained from the dip samples and a reasonably fair agreement obtained from drill samples. The mint service prefers that the owner should refine his bullion himself, but if he does not we will do it at his expense and return the slag to him when desired. Much work has been done in the mint service trying to arrive at the value of deposits of segregated bullion without strong refining. It was no unusual thing for such deposits to be melted three times at the purchasing office and to have 30 to 40 assays on the metal made before buying it. Yet when shipped to a mint it was found necessary to melt two or three times more and to make 15 to 25 assays before the mint would accept the bar, and there were considerable differences between the valuations of the two offices. In what was undoubtedly the worst case ever investigated, the purchasing office melted the deposit, 953 oz., three times, with a loss of 105.5 oz., and made 46 assays; the mint melted three times, with a loss of 6.6 oz., and made 28 assays. The mint allowed the purchasing office 1.178 oz. of fine gold more than the purchasing office claimed, while an extensive investigation of the mint samples by the Bureau, in which over 100 independent assays were made in various service laboratories, indicated that the metal carried 0.7 to 0.9 oz. more of fine gold than the mint allowed. PeRhaps of all the scientific economic questions which have been claiming the attention of capitalists, metallurgists, manufacturers, directors of public utilities, and the general public of America, during the last few years, none have been of more importance than the one relating to the wear and safety of steel rails. The discovery of the Bessemer process made possible modern railway development. In that growth, as has generally happened in all progressive movemeuts, all its departments have not remained equally balanced. Iron rails permitted the construction of roadways for the passage of power-driven vehicles. In time the speed and weight of such carriages proved too much for the wearing-qualities of the rails, and the limit of railway capacity seemed to have been reached. Bessemer made his invention, which was soon perfected and developed, especially as related to steel rails, and thereby increased the limit of capacity, and vastly greater railway progress was made pgssible. The Siemens-Martin open-hearth process followed, and was later supplemented by the Thomas-Q-ilchrist basic improvement. For a time the Bessemer steel rails of commerce were more than equal to all that was asked of them, but this did not long continue, as evidenced by the records in our Tansactions. Revolutionary changes occurred in the industrial world, and in no part of it more than in steel-rail manufacture. Great and powerful commercial combinations were made, whose financial resources made possible the supplanting of the then most efficient blast-furnaces, steel-works, and mills, by others of theretofore unimagined capacity. Old traditions and practices of steel-making were wiped away, and, in too many cases, output was apparently the chief aim, with the result that much dissatisfaction with the wear and safety of rails was felt by railway officials, and the general public was concerned as to its safety when traveling. The economic relationship between steepening slopes and decreasing waste removal requirements ahead of ore mining is one of the most important factors in the design of open-pit mines. The steepness and stability of the pit slopes often spells the difference between ore and waste profit or loss in low cost open-pit operations. Unfortunately, the technology necessary for designing stable rock slopes is still in the early stages of development. Past and current pit-design methods have been, and still are, empirical, with rock slopes frequently made too steep or too shallow. As such, large expenditures are often made for correcting slopes after failures occur, or for unnecessarily removing more waste material than required.

THE purpose of a symposium, I take it, is to gather together a group interested in a common intellectual field, in order to exchange views, and to appraise the state of knowledge. Symposia are the more successful, the greater the activity in the chosen field and the wider the range of applicability of the information gained. From time to time, as emphasis changes from one field of research to another, a given subject may enjoy popularity and later retire into a scientific somnolence, for fashions change even among engineers and scientists. The subject of this symposium, however, enjoys the advantages of wide applicability and of high current interest and productivity in results. It is a timely subject for a symposium; with much new information, surely metallurgical engineers should now devote an increasing attention to its application to practice. In beginning the symposium, I shall attempt briefly to appraise our basic knowledge in the field, to survey instances of practical usefulness, and to suggest where new work might be most productive of useful results. There are many examples of direct practical application of diffusion knowledge, and it is the purpose of the several papers in this symposium to review these. In this introduction I shall attempt to take a broad view, which, while it will but poorly serve the engineer in the solution of any given problem, may perhaps be of some use in assessing the state of knowledge in this field. RATE OF DIFFUSION Liquid Metals The process of diffusion among liquid metals, of gases in liquid or solid metals, or among solid metals, is ubiquitous, to say the least. The manufacture of alloys by the intermelting of metals, the addition of ferroalloys to molten steel, the deoxidation of molten alloys, all involve diffusion in the liquid state. The oxidation of molten copper for purposes of purification, the unsought oxidation of alloys generally during melting and casting, the reaction of liquid steel with oxidizing slags in the open-hearth furnace, the absorption of nitrogen by liquid steel, particularly in the bessemer furnace, all operate by the diffusion of gases in liquid metals. These processes have not been studied much from the viewpoint of rates of diffusion. Alloys are made by melting metals with stirring and with allowance of time for mixing (which is diffusion) but I know of no studies that seem to define the necessary times, and though in only very rare cases can faulty properties of the finished castings be ascribed to inadequate mixing, and though certainly in most cases, with stirring, the rate of diffusion is adequate to give sufficient mixing, a more quantitative treatment would be good to have. It is not wholly certain that thorough and sufficient mixing is at all times attained, for I suspect that ferroalloy additions to steel, and that additions of aluminum to steel as a deoxidizer, especially in the sampling of steels

FRED TURRELL GREENE Fred Turrell Greene was born in Brooklyn, N. Y., Nov. 22, 1872. His father, William A. Greene, was born in Providence, R. I., and his mother, Angenora Semlear, was born in Brooklyn, N. Y. Fred's early school clays were spent in Boston, whence his father moved to Canada in 1882. Attending first the Collegiate Institute in Toronto, .then the High School at Berlin (now Kitchener), Ontario, where he graduated, Fred progressed to the Toronto University and the Michigan College of Mines, at Houghton, where lie graduated in 1897. He secured employment almost immediately at Butte with the engineering force of the Boston & Montana Consolidated Silver Mining Co., under Chas. S. Batterman. In 1899 he went to Rossland, B. C., where he spent more than a year as mining engineer and assistant superintendent of the War Eagle Consolidated Mining and Development Co. and the Center Star Mining Company Ltd. Returning to Butte in 1900, he acted as assistant geologist for the Anaconda Copper Mining Co. until 1906, when he filled a similar position in St. Paul with the Great Northern Railway for about two years. From 1908 until his tragic death on Christmas day, 1917, his headquarters were in Butte, where he enjoyed an excellent reputation -as consulting mining engineer, with a rapidly widening circle of clients. During the past four years he had been consulting engineer for the Elm Orlu and other mines controlled by Hon. W. A. Clark, and was in charge of underground developments and law-suit preparations for the celebrated apex case between the Elm Orlu and the Butte & Superior companies. At the time of his death he was in charge of similar work for the Utah Metals Co., in connection with their mines at Bingham, Utah. He was also for some years active in the Coeur d'Alenes, as consulting geologist for the Federal and other companies there, and was considered an authority on this as well as the Butte district. Mr. Greene was unmarried, and is survived by his parents, a younger brother, who is in the army, and one sister, Mrs. James A. Hatch, of New York. Some of the most important and valuable ideas regarding the nature and origin of copper ores have originated in Butte, since that district is not only one of the greatest examples of mineralization known in any land, but has gone through a long course of mining litigation, and was, one of the first to be studied intensively by geologists. In connection with the early investigations, as well as with the most recent in that camp, Mr. Greene played an important part. His conscientious devotion to his duties and his intelligent handling of the problems presented for solution sufficiently explain the esteem in which he was held by his employers and his professional associates.

It has been suggested to me that some data, bearing on the treatment of silver ores in Southern Arizona, would be in accord with the objects of the present meeting. I have, therefore, made a few notes, gathered from practical experience at some of the best known works of that district. Presuming the general arrangement of a silver mill to be familiar to members, the subject having been repeatedly brought to the notice of the Institute, it is my aim in the following description of the modus operandi at the different mills to which I would invite your attention, to give simply such salient points of the apparatus as have a direct bearing upon results, together with the cost of materials, labor, etc. I have gone somewhat deeply into detail in my descriptions of machinery, thinking that possibly some of our members engaged in this branch of the profession might find something of interest among them. In an industry such as silver milling, where the various works are scattered over a vast extent of territory, and the conditions under which results are obtained are subject to the greatest variations, it is essential to go into rather minute details in describing plants, processes, etc., in order to afford a clear idea of the operations. Not only should results be given, but also the means by which such are attained. The milleralogical and chemical constituents of the ore, and its physical properties, throw a flood of light upon the success or failure of a process Figures representing totals I have subdivided as much as possible, so that the cost per ton for labor, castings, chemicals, etc., are apparent. Unless all these Factors are known, no accurate comparison can be drawn, since in this branch of metallurgy, more perhaps than in others, the weakness of any one link in the chain of operations demoralizes the remainder. The surveying of oil wells has in recent months become a common practice in the deep fields of the Mid-Continent area. Borehole surveys have been made by mining companies for many years, but the introduction of such methods into the oil fields has been delayed until the past few years, because the value of survey data was not fully appreciated. The acid and gelatin bottle methods of obtaining the angle of deviation and the floating compass method of obtaining the direction of horizontal drift have been in use for more than 20 years. A photographic recording instrument consisting of a plumb bob, magnetic needle and electrically operated camera was devised and used in the Rand mining fields of South Africa prior to 1912.1 Another and improved photographic instrument, depending upon orientation of the drill pipe instead of polar magnetism for direction, has been invented and used. The acid bottle method has also been used in conjunction with oriented drill pipe. The magnetic compass is not reliable for oil-well work because of the unsymmetrical attraction of the needle to the well casing and possible magnetic formations. Many engineers also concur in the opinion that orientation of the drill pipe from instrument to surface will be inaccurate because of the torque exerted between the drill pipe and walls of the hole, causing the lower sections of pipe to twist. When it is considered that 4000 ft. of 6 in. drill pipe has approximately the same slender-ness ratio as 6 ft. of silk thread, such twisting effects can be readily visualized. The gyroscopic compass has been suggested for use in direction finding, but the high cost of such instruments will prohibit their use, except in special cases. Due to the lack of accurate direction-finding instruments, almost all of the survey work in the Mid-Continent fields has been of the acid bottle method alone.

Much of the strip mining in the Appalachian coalfields was done prior to backfilling and regrading requirements, resulting in many devastated areas which also have serious acid mine drainage problems. Economic incentive or justification for reclaiming these thousands of acres of land does not exist unless some value can be attached to the open cuts and weathered overburden piles. In Pennsylvania many of these old strip mine cuts are being successfully used for sanitary landfills and sludge disposal sites, and multiple benefits are realized. Given proper regulatory control, this technique could be beneficially applied to many other areas in the east.
