Human progress has a visible material phase, easily discernible, that is expressed in the standard of living. This material phase, however, is only the outward expression of a spiritual or mental phase that acts as a driving force in making humanity improve both its outlook and its mode of living. The instrument of progress is the human brain. Under the urge of spiritual drive, the brain acts as a focal point to utilize the forces of nature and put them to work for the benefit of mankind. Besides intelligence, which is an innate quality, the tools of the human brain are knowledge, experience, training, initiative, and skill. Given sufficient intelligence, the human brain can make an amazing amount of progress, provided it is supplied with an adequate spiritual and moral urge and a good technical background. It is the role of education to sup- ply such a background. The material phase of human progress proceeds on a series of parallel fronts, all of them interdependent to some extent (Fig. 7). The rise of the standard of living, dependent as it is upon the manufacture and mass distribution of goods, is based essentially upon the development and utilization of the material resources of a country or land area. This development involves the extraction of mineral and organic products from Mother Earth, their transportation to manufacturing centers, their transformation into finished goods and their dis-

THE petroleum industry in Indiana made no extraordinary progress during the year 1924. The surplus stock of crude, brought about by the production of 732,407,000 bbl. in the United States in 1923, as against a production of 557,531,000 bbl. in 1922, had its effect on prices though there were slight advances. These advances were more than offset by the continued high prices of labor and materials. TRENTON OIL DEVELOPMENT The principal development of the year occurred in the Hotmire pool of the Ridgeville district in northeastern Indiana. This pool lies partly in the southern part of Jay County and partly in the northern part of Randolph County. The oil is obtained from the upper horizon of the Trenton. During the past year, about 30 wells were drilled, 21 of which were productive. An attempt to extend the Hotmire pool to the northeast resulted in the discovery of a gas-producing area near the center of Pike township in Jay County; 10 wells have been drilled 4 of which produced oil. The Harvey Orr No. 1 produced 900,000 cu. ft. of gas per day.

In commonly used to prepare the surface of the mineral to be floated so that attachment to air takes place. The quantity of agent required to make the mineral hydrophobic is usually very small, of the order of 0.1 to 0.25 lb per ton of mineral. Details of the mechanism of pyrite collection are for the most part unsettled. Adsorption of collector has long been believed to involve an ion exchange mechanism as demonstrated for galena' and for chalcocite. In the work on chalcocite it was also demonstrated that a film of xanthate radicals unleachable in solvents that dissolve alkali xanthates, copper xanthate, or dixanthogen was formed at the surface of the mineral. The unleachable product increased with increasing addition of xanthate up to a maximum corresponding to an oriented monolayer of xanthate radicals. Pyrite is extremely floatable with xanthate if its surface is fresh,,' but the floatability decreases rapidly as oxide coatings increase in abundance. Pyrite shows zero contact angle when in contact with ethyl xanthate solution at pH higher than about 10.5; at neutrality. a contact angle of 60° is obtained at a reagent concentration of 25 mg per liter. Alkali sulfides and cyanides are pyrite depressants.

As the heart of a copper-producing complex, a smelter converts raw copper concentrates or leach-plant precipitates, or both, into blister copper. A typical smelter feed also contains matte chips, flue dust, flux, and lime. All these materials vary widely in their characteristics, ranging from sub-micron to lumps, from slurry to dust, from abrasive to corrosive, and free-flowing to adhesive. Handling all these materials becomes even more problematic since most of the world's open-pit copper mines are located in a semi-arid zone where rainfall is minimal.

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

LABORATORY TESTS Takakuwa and Takamori' have applied the principle of phase inversion, well known in the chemistry of colloids, as a means of evaluating the wettability of minerals and to classify some frothing agents. By determining the angle of contact across the liquid phase of an emulsion, it has been possible to readily determine the wettability of a mineral. When this angle is less than 90°, the emulsion is of the oil-water type, and if it is greater than 90a, then the emulsion is of the water-oil type. The authors replaced oil with benzene in their recommended operation. They studied this method with the influence of ethyl xanthene on galena, on activated or unactivated zinc blend and of sodium cyanide on chalcopyrite and zinc blend. Raffinot and Formanek" described a pilot flotation plant with a capacity of 33 to 66 lb per hr of ore which is at the Laboratory of the Sociktk Minerais et Metaux in Paris. The plant will handle about 440 lb of ore per 8-hr shift and a regular series of tests can be undertaken with two to three tons of ore. Ore is ground to 0.1 in. and blended in advance. The plant includes two mills used either as rod mills or ball mills, conditioners, four groups of three cells for rougher circuits, eight cleaner cells and two small mills for regrinding middlings. Automatic controls for the pulp level in the cells, automatic sampling and addition of flotation reagents by electric valves facilitate plant operation and help to produce regular runs in spite of small throughputs.

The principle mineral concentration practices today can be divided into three basic process categories: magnetic separation, flotation and gravity separation. The basic processes have been in use for many years with only limited changes occurring in equipment design or process technique. In general, equipment and process techniques have been altered only after a need for change has developed. With exceptions for changes necessitated by new environmental laws, most equipment and process improvements have evolved in accordance with the desire to concentrate larger quantities of material at lower costs. The basic result has been the development of larger capacity equipment, to wit: larger flotation cells, larger blast furnaces, larger haulage equipment and larger chemical process equipment. However, there has been practically no changes in the size of spirals, tables, jigs, or-within limits- magnetic separators. (The exception being high-intensity magnetic separators). Consequently, a "new" device has entered the scene which may fill a void in the gravity separation field. It is called a Reichert cone concentrator.

The presence of iron in Portland cement aids in the manufacture of the cement and also imparts certain advantageous physical properties to the finished product. In manufacture, the presence of iron lowers the fuel consumption, increases the ease of proper"burning, and lessens the destructive action of the charge on the kiln refractories. In the finished cement the presence of iron reduces the expansion and contraction, adds strength, adds increased resistance to"freezing and thawing, and increases the resistance of the cement to sea "or sulphate waters. [" During the past few years the construction of numerous dams through- "out the Southeast by the Tennessee Valley Authority has stimulated the "production of high-iron cements. At present a great number of specifica- "tions call for an iron cement, and the industry is supplying this demand "with a Portland cement carrying approximately 5 per cent iron oxide. "Several manufacturers are now making practically all of their cement "of this type and a number of others manufacture it as a special cement "over short periods to meet demands from the Tennessee Valley Authority "and other buyers. " The recent increase in the use of iron in Portland cement has created "a market for iron products that previously was nonexistent. The chief "sources of supply for the cement manufacturers at present are iron sand, "iron sinter and slag, and ocher. This paper describes three programs, currently in use within MSHA, for graphic analysis of accident frequency data. The first program, TREND, plots confidence bands for curved trends in data compiled over a period of time. In addition to detecting statistically significant upward or downward trends, the program can be used to determine whether an observation at a particular time deviates significantly from the historical pattern. The second program, POIPORP, plots interval estimates for the risk of accident in each of several environments, given an observed number of incidents and exposure time at each environment. POIPORP is designed to quantify the uncertainty implicit in incidence rates based on limited information and to facilitate statistically valid comparisons among the rates. The third program, CINDY, plots dynamically adaptive control charts for accident or injury experience at a given location. These charts are used to detect statistically significant departures from a changing standard or a previously established trend. All three programs are written in FORTRAN IV, utilizing DISSPLA and IMSL. They exemplify forms of statistical analysis that would not be practical without a computer. Use of the programs is illustrated with applications to coal mine fatality and injury experience.

This paper describes a short, simple well-testing procedure evolved from unsteady-state concepts to appraise wellbore damage in water-input wells. Input rates are changed at specific intervals over a 30-minute period and the wellhead pressure recorded at the end of each interval. From these data, the pressure drop due to the "skin" can be computed. This pressure drop in terms of psi/B/D of input rate is referred to as the "skin factor". Two of these variable-rate tests are required to determine change of wellbore damage and to evaluate well-treatment techniques. There are several advantages to the variable-rate procedure. The necessary data can be obtained with wellhead gauges and meters. There is little interference with normal operations. The short testing period eliminates many interpretative difficulties that come from interference from adjacent wells. The shut-in period required for standard tests before the plot of pressure vs log of time attains a straight line is often 12 hours or more. Such a time period is incronvenient, especially when a well must be tested repeatedly to evaluate change in wellbore characteristics. This variable-rate procedure has been successfully npplied to water-input wells in three fields. For some of the wells, skin factors were calculated from both the standard and the variable-rate tests. These results show good agreement. THEORY OF THE VARIABLE-RATE PROCEDURE In many waterflood input wells, the pressure in the wellbore differs from the pressure in the reservoir immediately adjacent to the well because of the restriction of flow through the skin of the well. If the true pressure of the reservoir at the well, p,, is that pressure which would exist in the well if no skin were present, and p,' is the actual pressure as measured in the well, this difference, is the skin effect. Fig. 1 shows the change in skin effect with change in flow rate. As the flow is reduced, the skin effect is reduced by an amount equal to the change in wellbore pressure minus the change in reservoir pressure. The papers of Mr. W. J. Keep, read before this Institute, have called attention to the influence of aluminum in cast-iron and on iron and steel castings. The information in these papers is interesting and valuable, as showing the modifications which iron undergoes when dosed with sufficient aluminum to form a distinct alloy, the quantity of the alloying metal used being such that the amount remaining in the casting is sufficient to be readily discovered by analysis. The same is also true of the so-called aluminum-steel patented by R. A. Hadfield, where the proportions specified are such as to leave in the finished steel from one-twentieth to one-tenth of one per cent. of aluminum. Whether these alloys are of practical utility or not has thus far . not been proved by any extended tests on a large scale, and until such evidence is forthcoming it may be safely held, provisionally, that such a use of aluminum is of doubtful utility. But there is another function which this metal can perform that has been known for some time, and which has passed beyond the experimental stage, viz.: its beneficial effect in securing sound ingots. It appears to be a general property of all metals when in the fluid state and at a temperature considerably above their points of fusion, to contain gas, either dissolved from the air or frorn the furnace, or else self-evolved by internal reactions. Silver, perhaps, shows this power in the highest degree, and mercury and lead in the least; midway stands steel—the quantity of gas which it can hold in solution, or " occlusion " as it has been called, varies with its temperature, its composition, and its mode of manufacture. When the steel sets in the mould, a portion of this gas escapes, causing blow-holes, surface defects, boiling-over, wildness, and quite a long train of troubles, familiar to all practical steel-makers. H. F. Ryan and J. Suiter (CSIRO)—In this paper the authors have presented "a physical model which has as its central hypothesis the solution strengthening of regions along grain boundaries in the order of tens of angstroms thick", and their calculations have used 40Å as the zhalf-width of this boundary region. Selection of this value by the authors suggests that they were unaware of a number of recent field-ion microscope observations of grain boundary structures (e.g., Refs. 29 and 30). The accompanying figure, Fig. 9, shows a portion of an ion micrograph of a tungsten specimen containing a grain boundary, and the regular arrangement of atoms in various crystal planes in each grain can be seen, except in the boundary zone which is not more than two atom diameters in width. Since it is expected that solute atoms will segregate only to the region where the lattice is disturbed, it would seem that a value of 4Å for the half-width of the boundary region would be more appropriate than the value of 40Å assumed by the authors. If the former value is used in Eq. [8] of their paper to obtain curves showing solute concentration in the grain boundary as a function of temperature, the resulting curves differ significantly from those obtained by the authors. Although there are only relatively slight changes in the regions corresponding to higher temperatures (i.e., grain boundary concentrations of approximately 1 at. pet), at lower temperatures the curves are no longer realistic. For example, the curve corresponding to u = 7000 cal per mole gives a solute grain boundary concentration in excess of 100 pet at a temperature of approximately 360°K, and "flattens out" at a grain boundary concentration of about 300 pet! Similar results are obtained with each of the other curves. Ion microscopy of dilute solid-solution alloys has shown that solute atoms give rise to image points which in most cases are of higher intensity than those of the solvent atoms.31 If the same behavior occurs when the solute atoms are present in much lower concentrations then ion microscopy should provide a sensitive tool for studying the segregation of impurities to the grain boundary regions. Although many grain boundaries in tungsten have been examined after different thermal and mechanical treatments, there has not been, as yet, any systematic study of such segregation. In general the micrographs show no clear indications of marked grain boundary segregation, but occasionally areas are found where the grain boundary contains an appreciable number of image points of high intensity in a very narrow zone, see Fig. 9. If it is assumed that these correspond to impurity atoms then it is possible to estimate the impurity concentration both in the grain boundary and within the body of the grains. An extensive research program has been carried out at PCS Mining for some time into the use of high frequency microseismic emissions in the range of 30-200 kHz for roof fall warning in the mines. A laboratory investigation on loaded samples of potash has established a close correlation between acoustic emissions and the applied load. The tests also indicated the occurrence of the Kaiser effect. The positive and encouraging response from underground testing and controlled laboratory testing has lead to the extension of the investigation into correlation of the high frequency microseismic emissions and the change in stress distribution due to mining. Hydraulic borehole pressure cells were installed at different depths ahead of the advancing boring machine. The output due to the stress change and the microseismic event count was monitored by a continuous chart recorder. This paper discusses the results of this instrumentation. The results confirm the strong correlation between the two measured parameters and outlines future areas of research for the use of the high frequency microseismic emission techniques in quantifying the changes in stress distribution.

Mineral Industries Extension instruction was pioneered by The Pennsylvania State Colleges Extension work was organized in 1893 and constituted what is believed to be the first vocational adult educational effort in that field in America. From 1894 to 1899, twenty-seven extension bulletins were printed and distributed free for the benefit of classes in the coal-mining industry and the records show that free lectures wore delivered by a corps of teachers of the mining department of the College "to the mining employees at their customary lace of assembly upon matters of interest to them in their occupation." In 1899, the State Legislature reduced the appropriation to the College and therefore the extension pamphlets and lectures were discontinued. Several sporadic attempts were made to resume the extension services in mining through industrial grants for travel and publications, and through voluntary contributions by members of the resident staff. The work. consisted mainly of lectures and demonstrations and served the purpose of creating the desire for more training and information of a more formal character. In 1928, the nave of the school was changed, by trustee action, from School of Mines and Metallurgy to the School of Mineral Industries and the working structure of the school was organized under the three functional collaborating headings: Resident Instruction, Correspondence and Extension Instruction, and Mineral Industries Research. The three functional bodies are separate, yet interdependent. The Federal Smith-Hughes law, passed in 1917, made Federal and State funds available for vocational educational work. Mining extension was revived in 1919 and the College employed one full-time extension professor to reorganize the work and instruct the classes. In 1923, the State Department of Mines and the State Department of Public Instruction entered into, a formal agreement with the School of Mineral Industries to assist the College in its extension program.. Classes were organized to study the State mining laws and State Department of Mines' previous examination questions and answers, in preparation for coming state examinations for certification of competency as underground officials. Mimeographed lesson material was used at first, and in 1947 and 1929 mining instruction and mining teacher-training lessons were printed. In 1931, the extension activities of the school were placed on an organized basis compatible with the newly formed school organization and a director was appointed to tale full charge of the work. During that year, at a conference in Harrisburg, an agreement was consummated between the State Departments of Public. Instruction, Mines, Labor and. Industry, and the College whereby extension classes in the field of the, mineral industries could be organized by the College, throughout the State, under "public supervision and. control," in close cooperation with the State Department.

During the last year I had occasion, on behalf of our New York copper works, to send to various chemists samples, intended to he accurate, of material which we were buying and selling, and I was astonished to find what differences were reported. After talking over the probable reasons for this with a number of chemists and metallurgists, it was suggested that it would be of real use and some scientific interest to send samples to the different chemists, and take such care in making up the samples that we could feel sure that each chemist had as nearly identical a sample as it was possible to make.
