Geological Sketch.-The rhyolite area near Silver Cliff includes what may be called the Silver Cliff plateau, with Round mountain and the intervening valley. The plateau is about 2 miles long and 1 mile wide. From its northern part rise the White hills, which have no special topographic importance, as their highest point is only 400 ft. above the northern edge of the rhyolite mass. Round mountain, on the other hand, is a quite sharply pointed conical hill, so steep-sided as to constitute an important topographic feature, although its elevation above the plains around it is barely 700 ft. The summit of Round mountain is dense banded rhyolite, with steep, irregular clip; the southern end is breccia containing fragments of the banded rock. There are slight exposures of glassy forms of rhyolite on the lower slopes. On the east, the Archaean rocks extend half-way up the side of the mountain, and the contact between them and the rhyolite is vertical, or dips steeply to the west. This mountain is supposed to be at the vent from which the rhyolite of the plateau was poured out. The Silver Cliff plateau occupies the site of a former basin, in which at one time there was probably a lake. At the time of the rhyolitic outburst of the Rosita hills there was a local eruption of the same character in this region, commencing with showers of volcanic ash and of rock-fragments, which filled the lake and built tip about it hills which have since been removed in great measure by erosion. At present the southern half of the plateau is capped by solid lava to a depth in places of 150 ft. The cliff of blackened rhyolite on the southern edge, where the main discovery of ore was made, is from 30 to 50 ft.

PLASTIC strain in polycrystalline metal as a result of bulk movement of one grain with respect to another along grain boundaries is not new. Rosenhain and Humphrey observed such effects shortly after the turn of the century.' Since then, observations of grain boundary deformation have been made on several metals. In recent years, intensive studies of the deformation at grain boundaries have been performed on polycrystalline metal and bicrystals.14-20 Aluminum or its alloys have been used in these latter studies. The subjects of controversy at present appear to be not whether grain boundary deformation exists, but 1) how quantitatively important it can be in polycrystalline metal, and 2) what its detailed mechanism is. Some investigators have concluded that such de- formation is minor in importance while others have concluded that it is a major consideration. Some have concluded that it involves shear of one grain over another at the interface while others have concluded that it operates by crystallographic deformation within the grains near ,the boundary. A categorical statement for electrolytic magnesium cannot be made on either of -these points. When polycrystalline magnesium is deformed in creep under conditions of high strain rate and low temperature, grain boundary deformation is relatively slight." Under these conditions, much deformation occurs within the grains and boundary contours change to a higher-energy jagged form. The result is shown in Fig. 1, where boundary jaggedness is pronounced upon polishing and etching after a plastic strain of approximately 6 .pct at 300°F and 3000 psi. No migration of the boundaries has been detected in this process. When the same metal is deformed the same amount at 600°F and 300 psi, resulting in a much lower strain rate, the boundaries migrate toward a lower energy configuration, where

Graphic methods have long been used to advantage in dealing with diverse phases of fuel technology and research. Not only are graphs convenient for presenting data and making calculations, but they are invaluable for deriving generalizations from a mass of data. This is particularly true when relationships are obscure and numerical correlation is poor. This paper describes a new form of graph, the Multibasic Coal Chart, which has been developed to facilitate the study and comparison of coals of all ranks from peat to anthracite on any moisture and purity basis. This type of chart is of unique value for coal classification purposes, since it permits a direct visual comparison of the results obtained when coals are classified by the various systems which have been proposed. Coals are highly variable in character as a result of wide differenees in original vegetal ingredients, degree of metamorphism, and nature and amount of associated impurities. For nearly 100 years, attempts have been made to devise a satisfactory method of classification, and many tables, formulas, ratios and graphs have been suggested. Many of the suggested systems possess considerable merit and have found a limited use, thus promoting a better understanding of coal. However, objections have been raised against each system, and none has received general adoption. When the various systems of classification are compared, it is found that there is an apparently almost hopeless confusion due to: 1. Serious lack of agreement as to the proper moisture and purity basis on which to classify coal. More than ten different bases have been proposed, each of which requires complete recalculat.ion of the analysis data used. 2. Lack of agreement as to what chemical and physical properties are most important and best to use for classification purposes. There is too little knowledge of the degree to which these properties can be correlated.

This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

WHAT was certainly the greatest event of January, and perhaps it will prove to be the greatest of 1923, or even of the next decade, was the meeting of the premiers of the principal Euro-pean powers in Paris on Jan. 2, to consider what should be done with respect to German reparations. The French and British were unable to come to any agree-ment, and the conference broke up on Jan. 4. The French and British parted friends, but each with the determination henceforth to pursue its own economic and political way. This event was profound in its significance and perhaps will be calamitous) in its consequences. Following the disruption of the Conference at Paris, the French immediately began preparations to occupy the Ruhr district on the ground that Germany was in default on coal deliveries, without waiting. for Jan. 15, the next due date for reparation payment. This action by the French led to orders being issued by President Harding on Jan. 10 for the withdrawal of the remainder of the American troops on the Rhine. Thus ended the physical participation in. European affairs by the American army, whose vanguard landed in France in June, 1917. The French occupation of the Ruhr Valley, i.e., the great industrial region of western Westphalia, was made with a large military force. The Germans offered no physical resistance, and passed under French control with sullen resentment. The coal miners to a con-siderable extent refused to work and there was more or less disorganization of railway service. Before the end of the month the opinion was expressed that the French occupation was an economic failure and there were reports of French blast furnaces being blown out for lack of coke.

In February, 1918, the conclusion was published by Lewis and Beal "that wells of equal output on the average will produce equal amounts of oil in the future, regardless of the ages of the wells." This conclusion was based upon the study of data collected principally in Oklahoma and was not known at that time to be true for other oil fields. An abundance of statistical proof was later collected by the senior author of the present paper, which showed that the conclusion was undoubtedly well founded and that it applied to other fields as well. Accordingly, it was later restated2 as the "law of equal expectations" as follows: "If two wells under similar conditions produce equal amounts during any given year, the amounts they will produce thereafter, on the average, will be approximately equal, regardless of their relative ages." Although only scanty data from the California oil fields were available at the time this publication was prepared, sufficient information was analyzed upon which to base the insert on Fig. 80, which showed beyond a doubt that the law held at least for a part of the Midway oil field in California. Recently the authors have collected more complete data in California, and it is the purpose of this paper to explain the method used in demonstrating the truth of the law and, in addition, to give several methods by which curves constructed in accordance with this law can be used in a practical way with ease and accuracy. In these days of the almost exclusive use of byproduct coke as the blast-furnace fuel in this country, it may seem out of place, and smacking too much of reminiscing, to say anything about the use of anthracite coal for blast-furnace fuel. Viewed in the light of present day research and of developments in alloy steel, some observations seem appropriate regarding this raw material that played such an important part in the development of the iron and steel industry during 50 years of the past century. The research work of that period, in which the whole iron and steel industry was revolutionized, passing from wrought iron to steel and from charcoal to three new mineral fuels for blast furnaces, was done chiefly in the full-sized plants of that day; and it was done largely by the ironmasters themselves. The laboratory had not become a part of the ironworks, and scientific instruments were lacking around the blast furnaces; "rule o' thumb" and erroneous theories prevailed—and have not yet all been eliminated. The recent interest in meteoric iron in connection with nickel steels and other alloys proves that it is worth while to search for the reasons for excellence and the causes for failures in the metallurgy of bygone days. Turner1 gives the reasons why the blast furnace of Dr. F. W. Geissen-hainer on Silver Creek, Schuylkill County, Pennsylvania, about 10 miles northeast of Pottsville, was operated successfully with anthracite2 in August and September, 1836, and why several other attempts failed. It has taken a long time for us to find out that there are great differences in the behavior of anthracites from the several parts of the anthracite region, as well as differences in coking coals from the bituminous fields.

The object of this graphic method is to estimate the weight of the casting, which is to be made from a given pattern, when the cross-section is not a uniform geometrical figure. Such an estimate is a very important guide to the foundryman, who would otherwise guess at the probable weight of a casting of new design, and, in trying to be on the safe side, would probably melt an unnecessary amount of iron. It is also an aid to the designer of a new car-wheel pattern, who must otherwise estimate from general experience the probable weight, have test-wheels made, and correct the pattern afterwards, so as to obtain the weight prescribed. For the method here described, an accurate drawing of the pattern is employed. This gives a closer result than a drawing of the wheel itself, for the following reasons: 1. Calculations based upon the actual dimensions of the wheel involve the erroneous assumption that the specific gravity of the casting is uniform throughout; and upon that basis the calculated weight would be wrong, because the amount of metal poured has shrunk in the mould, acquiring the highest density in the outside chilled portion, and growing less dense through the mottled to the gray portions. 2. Calculations based upon the dimensions of the pattern or " chiller " assume that the cooled metal will not have shrunk, but will have the volume of the pattern and a uniform density. These assumptions, though erroneous, counterbalance each other. For instance, the patterns and the chiller which give a wheel 33 in. in diameter when cold, are respectively 33.5 in. in diameter. This shows a shrinkage for wheel-iron of about & in. (ordinary gray pig is commonly assumed to shrink about 1/8 in.) per foot. Wheels cast in 33.5-in. chillers do not always have the

Competitive growth of recrystallized grains into striated single crystals of zone-refined lead produced preferred orientations of the coincidence type after annealing at 175°C, but not at 300°C. This preferred orientation development was found to result from the higher mobility and lower energy of large -angle coincidence boundaries compared to large-angle noncoincidence boundaries. These mobility and energy difference provide a useful basis for explaining many cases of preferred orientation observed in annealed metals. DURING a study1 of the mobility of grain boundaries in zone refined lead, it was observed that the temperature dependence of the grain boundary migration rate is smaller for large-angle, coincidence-type grain boundaries than for large-angle noncoincidence ("random") boundaries. This observation is illustrated schematically in Fig. 1, which shows log rate of grain boundary migration vs reciprocal absolute temperature for two large-angle boundaries. The upper curve refers to a coincidence-type boundary of the sort discussed by Kronberg and Wilson.2 While the mobilities of these two boundaries are similar at 300°C, the coincidence-type boundary has a greater mobility, by a factor of about: four, at 175°C than does the noncoincidence boundary illustrated in the lower curve. The observation described above suggested a simple experiment for testing the role of grain boundary mobility in the development of preferred orientation in annealed, high-purity lead. On the basis of this observation, it would be expected that if a large number of grains of different orientations are growing competitively, and if relative grain boundary mobility is a controlling factor, then the specimen procluced by boundary migration will contain crystals having random orientations if annealing is done at 300°C, while preferred orientations of

In 1877 the Pennsylvania Railroad Company removed an old bridge from its line at Duncannon, Pa., built intermediate piers and erected shorter spans of the Pratt truss type, which had previously been in use on another portion of the road. The design of this truss would not admit of diagonals larger than 19 inches diameter, and in order to stiffen the bridge somewhat steel rods were introduced for the main diagonals in the first and second panels, 19 inches and 18/8 inches diameter respectively. These rods were threaded without upsetting, and by the ordinary formulae the strains were of the same intensity upon both, viz., 16,000 pounds per square inch with the maximum loading. The other main diagonals in the truss are 19 inches diameter, and of iron. It was specified for the steel rods: Elastic limit,.......46,000 Ibs. Tensile strength,. .. ,. .. 80,000 lbs. Elongation,,.,.,. 20 per cent. The steel was procured without difficulty, and it allowed a factor of safety of 23/4 at elastic limit, while a similar factor of 2½ had for a long time been successfully used for iron. In the course of three years, from time to time, six of these steel rods broke, three of them being 18 inches in diameter, and three 19 inches in diameter. The broken rods were tested, and three of them analyzed at Altoona to ascertain the cause of failure, and what modifications should be made in the steel for such service. Examination showed that all the rods were broken in detail close under the nut. The threads were well cut and properly rounded at the root. testing the rods micrometer screws, reading to .0001" with c bell to signal the contact, were attached to the test pieces, and by this means the modulus of elasticity and elastic limit accurately obtained.

The Lehigh Valley Coal Co. finished the rebuilding of its Drifton No. 2 breaker at Drifton, Pa., in the summer of 1917. The new construction comprises an addition and the complete remodeling of the old breaker. It is of interest to note that the old structure was the first iron breaker erected in the anthracite region. The Old Breaker This old breaker was built by the Cross Creek Coal Co., under the direction of the late Eckley B. Coxe, in 1888-89, and was fully described by him in the Transactions1. The columns were cast iron, 8, 10 and 12 in. square. The floors and partitions in pockets were cast-iron ribbed plates. The struts were cast iron of "H" section; the other members were of structural iron either rolled I-beams or built-up sections. The sizes of the rolled beams varied from 6 to 20 in. deep, while the built-up sections, made of plates and angles, varied from 6 to 63 in. in depth, so that there apparently was no rule to determine the type of section used. In the remodeling of the old structure, practically everything was taken down excepting the columns and roof, and such beams as were necessary for temporary construction purposes, and, therefore, a close inspection of the old structural members could be made and the effect of the acid water on them could be noted. The cast-iron members were but slightly attacked by the water, while the wrought-iron beams, in the wet places, were corroded almost to failure. The following are analyses of cast-iron, wrought-iron, and structural-steel samples taken from the old and the new structure.

The purpose of this paper is to guide in the selection of sampling equipment and outline design parameters for the cutters used in dry and wet sampling without adding redundant mathematical probability formulas. Special attention will also be given to the equipment wed in conjunction with samplers and sampling system, such as feeders, crushers, chutes, launders, and controls.

The corrosion of metals is one problem on which time and thought have been expended for many years. In the effort to avert the destructive action of a hostile environment, attention has been directed almost entirely to the conditions under which most metallic structures are called upon to perform, and the extensive and complicated phenomena attending the corrosive action of atmospheric agencies, acting at the ordinary atmospheric temperatures, have been studied, but there is unanimity of opinion regarding many fundamental facts. One neglected phase is the corrosive action of various gases upon metals exposed to temperatures considerably higher than the atmospheric range, and more especially the attack of atmospheric oxygen upon exposed metallic surfaces. That the problem is difficult is connoted by the practical dominance of industrial electric heating by alloys of one type (nickel-chromium). Proprietary interest may account, in part, for the paucity of information available upon even the most general factors determining the behavior of metals and alloys when exposed to such exacting conditions. The present paper gives some conclusions reached as the result of experimental work, extending over several years, on the mechanism and contributory factors of the high-temperature oxidation of a number of simple unalloyed metals; it is free from experimental detail and proof. High-temperature metallic oxidation may be considered as a phase of metallic corrosion. The scheme outlined below, in which corrosive agent and environment are the principal criteria, is one way of analyzing the several groups of corrosion phenomena. Erosion.—Disintegrating or destructive action by physical causes. Corrosion.—Disintegrating or destructive action by chemical causes. Low-temperature Corrosion.—Solid participating phases essentially immobile: (a) Gaseous agent; (b) liquid agent: action electrolytic and action non-electrolytic. High-temperature Corrosion.—Solid participating phases possess diffusive mobility: (a) Liquid agent; (b) gaseous agent: reducing gases, oxidizing gases. (1) Water; (2) miscellaneous elemental and combined oxygen.

During the course of preparation of crystals of alpha brass for an investigation of their creep characteristics, a number of critically oriented crystals were produced. In each of these specimens, Po, the specimen axis, lay near some important crystallographic direction or on or near the border of two possible slip systems. Because of the unusual nature of their orientations, it was considered of interest to deform these specimcns in simple tension and to study orientation changes and any unusual occurrences, different from what would be expected for specimens ill which only one slip system had distinctly the highest maximum resolved shear stress. Choice of actual operating slip system in a crystal offering an immediate possibility of two slip systems would be expected to be due to chance., defeet, or some inhomogeneity. Even in an ideally perfect crystal so oriented, the natural oscillations of the atoms about their lattice positions would give rise to a condition wherein one slip system would be farored over the other at the critical shear stress. In the large, nonperfeet crystals of the present investigation, slip on both systems, but in different portions of the specimen, might occasionally be expected. Determination of Orientation and Operating Slip System Orientations of specimens before and after deformation were determined by Greninger&apos;s back-reflection Laue method.&apos; Elam2 has shown that deformation of alpha brass crystals proeceds as with crystals of aluminum and of copper; that is, the slip plane is a {111) plane and the slip direction is a <110> direction.
