The shortage of adequate construction sites and their difficult location has compelled many engineering structures to be planned in old mining areas in Japan. This paper shows, first, the characteristics of the excavated underground environment and next, the necessary preventive measures during construction of surface structures. Where the depth of a mined out area is relatively shallow, there is a tendency of cave-in consequent to surface loadings. The effect of surface loadings is inversely proportional to the depth of goals. Finally, a power plant project is studied as an example.

THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

ACCORDING to Hanemann1 the hardness of retained austenite in a 1.7 pct C steel is increased by subsequent tempering. He reported that the hardness of this constituent increases only slightly on tempering to 300°F, rises more rapidly above this temperature, and attains the same value as the tempered martensite present in steel at approximately 480°F. The variation of hardness of both retained austenite and martensite with tempering temperature as obtained by Hanemann1 is shown in Fig. 1. Hanemann attributes the increase in hardness of the retained austenite essentially to continued formation of fine needles of martensite on tempering. Although he did not explain the actual mechanism involved, work hardening of retained austenite by the plastic deformation associated with such martensite formation appeared to be a possibility. Recently Lement, Averbach, and Cohen2 reported the existence of subgrains, about l000Å in diameter, in retained austenite and suggested that they may be delineated by a subboundary carbide. This raised the possibility that carbide precipitation might be responsible for the hardening reported by Hanemann. In view of these conflicting possibilities, an investigation" was carried out on a high purity, Fe-C alloy containing 1.7 pct C in order to clarify the nature of the phenomenon involved in the reported hardening of retained austenite. This investigation involved correlation of changes in microhardness and microstructure of the austenite as a result of tempering. Microhardness tests were made with a Tukon tester using a 25 gram load and a Vickers diamond. It was found that two groups of austenite hardness values were obtained after tempering at a series of temperatures up to 450°F, which was the highest temperature at which retained austenite regions could be identified microscopically. Proven and developed oil reserves, and productive capacity increased during 1943 in the fieids of the Rocky Mountain region. Oil production during the year was nearly 45 million barrels, or slightly less than in 1942. The rate of production at the start of 1944 was slightly less than at the start of 1943. Pipe-line projects scheduled for completion during 1944 should permit a substantial increase in the rate of production. Wildcat exploration was more extensive in Montana during 1943 than in other states in the region. The results of wildcat drilling were unsatisfactory, although new oil fields were discovered on the Gebo, Little Buffalo Basin and Steamboat Butte structures of Wyoming, the Gage anticline of Montana, and the Clark Lake structure of Colorado. The area of the structures on which the discovery wells were drilled is known to be considerable, but further drilling is required to determine the importance of these fields. The most important increase in proven reserves resulted from the drilling to newly discovered deeper producing formations in the Elk Basin and other fields of the Big Horn Basin area of northern Wyoming. Lack of a market and unfavorable prices for heavy black oils had prevented complete exploration of favorable areas in the Rocky Mountain region for many years. In particular, the effect on further exploitation of the Big Horn Basin area had been quite serious. The increased demands for all oils created by the war and an increase in price in February 1943, combined later with Government approval of construction of pipe lines from the Big Horn Basin area to the Billings and the Casper districts, provided a basis for undertaking a drilling program. The important additions to reserves were made by drilling in previously discovered fields. The newly discovered fields resulted from drilling on favorable structures which had been known for several years. A continuation of the favorable results obtained during 1943 seems possible only if further testing of the newly discovered fields is satisfactory and if drilling on less favorable known structures or geophysical prospects results in the discovery of new fields. The amount of drilling in the Rocky Mountain states of Colorado, Montana and Wyoming, was about the same during 1943 as .in 1942. However, owing to the fact that a number of wells of large potential production were completed in the Elk Basin field, the total initial production of the prodicing wells was- nearly twice as great for 1943 as for 1942. Explorational activity at the end of 1943 seemed to be directed to geophysical methods, which are required to discover structures hidden beneath the rocks of Tertiary age in the Powder River and other large sedimentary basins. Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

The mineralogy and geochemistry of Pennsylvanian shales and underclays were studied to determine their suitability for lightweight aggregate and refractory ladle brick. Eighty percent of the variation in bloating of shales and clays was explained by the variation of Si02, A1203, and fluxes (Fe203, MgO, CaO, Na20, and K20); 60% by variation in quartz, kaolinite, illite, and chlorite. The best bloating was exhibited by marine shales, whereas freshwater shales and underclays experienced little or no expansion. Regional paleogeographic maps o f Pottsville and Allegheny shales permit bloating to be geographically predicted. It was found that clays meeting the specifications for refractory ladle bricks were obtained from underclays having over 34.5% mica, over 40% kaolinite and less than 15% quartz. Underclays of this composition are confined to the lower Allegheney outcropping along the near-margins of the coal basin. The best clay is that underlying the Lower Kittanning coal. Porosity of the first fired brick was found to be inversely correlated with reheat expansion.

The accompanying figures show a jig arranged for separating the middle product or middlings obtained in the concentration of certain ores, minerals, coal, etc. In the preparation for sizing, prior to jigging, of ore-bearing minerals, coal, etc., with their impurities, it is generally desirable to avoid reducing them to unnecessarily small sizes. Where the impurities adhere to the mineral particles or are disseminated through its mass, it is generally necessary to crush to such a fineness as will unlock the minerals from the gangue. If a considerable proportion of the material consists of mixtures of the minerals and gangue, each in large size, and a lesser proportion consists of a mixture of the two, in smaller sizes of various dimensions, it is not always desirable to reduce the whole to such size as would be required to liberate completely the pieces of ore and gangue in the finest mixtures. During 1937 the Russian oil industry made very satisfactory progress in its exploration branch and added considerably to its proven reserves in the older producing districts, while several entirely new potential areas were opened for development by discovery wildcats. The exploitation of known fields, however, suffered greatly from internal political difficulties, referred to as "sabotage," and was also seriously handicapped by the requirements for national defense under the duress of a grave international situation. More particularly, the necessity for preparing for a major war resulted during 1937 in short-rationing of the oil industry in its iron, steel and rubber requirements, affecting quantitatively drill pipe, casing, tubing and the rubber equipment of automobiles, and qualitatively much of the oil-field machinery for which it was either impossible or difficult to obtain iron or steel of required specifications, which necessitated manufacture of heavier and unwieldy equipment and caused directly and indirectly an unavoidable major curtailment of drilling operations below the planned footage. War-preparation measures during 1937 also required accumulation of a large gasoline reserve in the Vladivostok area and inasmuch as shipments from California can be made much more cheaply than from Caucasian refineries, either by tank cars across Siberia or by tankers via Suez Canal and Indian Ocean, some 2,000,000 bbl. of gasoline was imported from the United States in the past year, resulting in a decline of 46.98 per cent in net exports of all petroleum products from Russia below the 1936 net export volume, which is the lowest level since 1925. Production of crude oil during 1937 is estimated at 212,742,000 bbl. as compared with 202,543,700 bbl. produced in 1936, an increase of 5.04 per cent, but 11 per cent below the planned output. There were no major readjustments as to the source of crude-oil production, Baku district still accounting for the largest share; that, is, 77.21 per cent of the total. Exploration operations were outstandingly successful during the past year, major discoveries having been made on the Apsheron Peninsula, in Grozny and Maikop-Kuban districts, in Ural-Permian Basin, in Middle Volga-Samara district and other areas.

INTRODUCTION Numerical methods commonly used in rock mechanics, such as finite element, displacement discontinuity, and boundary integral equation methods, offer solutions to problems which can be described by differential equations subject to boundary conditions. These numerical methods use approximations leading to solutions in terms of matrix algebra and numerical integration. Many rock mechanics problems which are beyond the scope of such approximations can be treated effectively by application of techniques developed in the field of artificial intelligence (AI). Among the possible applications are: site characterization (Duda, 1975), geological interpretation (Smith and Baker, 1983), solution of problems involving rock joint networks, and underground construction. Each of these applications utilize particular features of Al. Here we shall present results of AI applications which utilize primarily search and to lesser extent learning or pattern recognition. Specific examples presented are in the field of rock fracture network problems and underground construction. ARTIFICIAL INTELLIGENCE Artificial intelligence techniques attempt to achieve human-like reasoning and learning capabilities. This reasoning capability is valuable in applications where repetition, complexity, or tediousness makes human-like intervention impractical. In rock mechanics this occurs, for example, in stochastic rock mass modeling applications where some complex decision-making is required for each of a large number of iterations.

This study was undertaken to redetermine the phase diagram of the lead molybdate-bismuth molyb-date salt system. A portion of this diagram was originally determined by Zambonini in 1920, and more recently by Beale. Thermal analysis and X-ray methods were used to define this system. The diagram was found to be a simple eutectic type with an eutectic at 11 mol pet lead molybdate and 634OC. A maximum solid solubility of 6 mol pet was found at the lead molybdate end of the diagram. Solid solubility at the bismuth molybdate end of' the diagram appeared to be quite limited and possibly nonexistent. These results generally agree with those of Beale, but differ significantly from those of Zambonini. MOLTEN salt systems have been vigorously investigated since World War 11. Much of this work has been performed as pure research; however, consideration has recently been given to their possible use as coolants in nuclear reactors. Because of this application and other potential applications, it was decided to reinvestigate the lead molybdate-bismuth molybdate phase diagram. This diagram was originally determined by Professor F. Zambonini of the University of Turin in 1920.' In 1961, a portion of this diagram was redetermined by Beale.2 With the quality equipment and high-purity materials available today, it was expected that discrepancies between the results of this present investigation and Zambonini's work would be obtained. This investigation was conducted in two parts. First, the general shape of the phase diagram was determined by cooling-curve analysis. Next, the primary solid-solution phase at the lead molybdate end of the diagram was investigated by means of X-ray diffraction techniques. EXPERIMENTAL PROCEDURE High-purity lead molybdate, assaying 99.993 pet, and high-purity bismuth molybdate, assaying 99.989 pet, were employed during this investigation.* The results of a spectrographic analysis of the two salts are presented in Table I. Twenty-two experimental compositions were prepared for cooling-curve analysis. Compositions selected are presented in Table 11. INDUSTRIAL specialization has rapidly created a demand for new and better alloys. A more thorough understanding of the requirements of specific industries and the discovery of processes by which it has been made possible to utilize certain metallic elements in larger quantities, together with greater purity in most virgin metals, has resulted in a great increase in the number and variety of alloys. This increase in the number of elements entering into non-ferrous alloy manufacture has increased the contamination in secondary metals, as received by the smelter. In order to successfully refine scrap of a much more complex nature it has been necessary for the smelter to install new equipment and to constantly search for new methods of refining as well as to improve the methods already in use. In some instances it is largely responsible for specialization in the secondary metal industry. It is usually necessary to remove the contaminating impurities in scrap or eliminate to a degree not objectionable, no matter how introduced. In order to know what metals or elements are of an objectionable nature, the smelter must make a study of the effect of single elements and combinations of elements on many of the physical and mechanical properties, such as strength, ductility, color, hardness, casting soundness, etc. The smelter of secondary metals must be able to utilize scrap materials of all kinds, for, sooner or later, most fabricated metal parts and the waste products formed during the process of manufacture find their way to the smelter. In addition, the smelter, in contracting for salvaged material from the producer, gets some undesirable and unusual materials. The value of secondary metals and the importance of their recovery has increased in recent years and it is no longer sufficient to recover the base metal only, such as copper from copper-bearing material, but it inessential that other elements present be recovered and converted into useful form.

ABIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has three major awards to make annually and one special prize for excellence in technical papers, as follows. The Robert W. Hunt Medal and Prize, The J. E. Johnson, Jr., Award, the James Douglas Medal, and The Lewisohn Platinum Prize to senior members. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting' ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules ? 1 The award shall consist of two prizes, first of a gold medal, second of a sum of money, a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2 The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material

CARBONIFEROUS CLAYS FROM a geological standpoint, but scant attention has been paid to fire-clay beds. Only within the last few years have they been the subject of individual investigation, prior to this time having been considered only in their relation to coal seams. While the relative importance of coal and fire clay is still immeasurably in favor of coal, yet an industry as large as that of fire clay is entitled to a measure of attention. A discussion of the Carboniferous clays is practically a discussion of the clay beds in the Appalachian basin, since more than 90 per cent. of these clays mined are from this region. The clays are confined to the northern end of the basin, or the States of Pennsylvania, Ohio, Kentucky, Maryland and West Virginia, ranking in importance about in the order named. The clay deposits of the Carboniferous period have been divided into two classes; those found in the Pottsville conglomerate series of rocks, and all those that are found in the formations above, for the reason that the clay beds above the Pottsville series all resemble each other in properties, composition and appearance, and all are distinctly different from the bed found in the Pottsville formation. The bed of clay found in the latter formation is unique in that flint clay is practically restricted to it. (A variety of flint clay is occasionally found in these upper deposits but this is in such small amounts as to be negligible.) Carboniferous clays occur between stratified rocks; sandstones, limestones, etc., in the same manner as coal veins. They are often accompanied by a coal vein although where the clay is of a workable thickness the coal is generally too thin to work. The clay beds are sometimes known by the name of the coal seam at which horizon they occur. Clay beds may be from a few inches up to 20 ft. in thickness. They may consist of all soft clay all flint or both soft and flint.

At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

The Institute is one of the five national societies that joined in organizing the Congress, the others being the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers, and the Society of Naval Architects and Marine Engineers. Each society has pledged from its general funds or some special fund a certain sum to guarantee the success of the Congress. To this the engineers resident on the Pacific Coast added $13,000, the total guarantee fund amounting to $37,000. It is hoped that this money, iii part or in whole, can be repaid to the guarantors of the Congress. The sums necessary to conduct the latter and to publish the proceedings, are to be derived from membership fees paid equally by all participating. A member of the Institute as such is not a member of the Congress and will not receive any of the publications of the latter. He is eligible to become a member of the Congress and it is hoped that he will do so. The membership fee is $5, and this entitles one to receive the introductory volume of the Congress containing the proceedings; a digest of the other volumes and a general index. It also entitles the member to one other volume of the transactions, to be chosen as he will. For moderate sums he can buy additional volumes, the whole set costing delivered, $30 or less. On Jan. 12 the total membership was 2,350, of which only 290 were recorded as mining engineers. Full details regarding the Congress have been sent to every member of the Institute, and the failure of the members to take a more active interest in the matter is believed to be due to some misunderstanding of the situation.

IN these days of intense competition for the domestic fuel market much is heard of the low efficiencies with which solid fuels, and most particularly bituminous coal, are burned in domestic heating equipment. In contrast to the every-day operating efficiencies of 85 and 90 per cent in large, central, electric-generating stations, efficiencies of 50 per cent and lower are cited for the hand-fired home furnace. Just as the miles per gallon of gasoline is only one of the factors that determine the cost of operation of an automobile, so the thermal efficiency is only one factor in the cost of domestic or other heating. The purpose of this paper is to analyze the total costs of domestic heating by various fuels and types of equipment, to determine the relative importance of efficiency and other factors, and to discuss what this signifies relative to the future of the use of fuels in the home.

ON July 2 the Krupp plant in Essen was occupied by the French. The City of Frankfurt, on the edge of the Mayence Bridgehead was surrounded by the French. French infantry and cavalry occupied some more towns in the Ruhr. These moves were apparently in the way of reprisals. The Bank of England on July 5 raised its discount rate from three per cent. to four, per, cent., the lower rate having previously prevailed for almost exactly a year.. The advance appears to have been inspired by the reserve ratio, but especially owing to the fact that the low rate in the London market had led to the out-flow of funds from there to other markets. Philip Snowden brought up again in the British .Parliament his motion in favor of the condemnation of the capitalistic system and the substitution of socialism. The motion was put to vote and was defeated by large majority, only the members of the Labor party voting for it. The Allies and the Turks finally came to an agree-ment at Lausanne, the Turks getting about all for which they asked. It would be tiresome to record the details. The main fact is that the Turks, after having been ejected from Europe in 1918, are now going to return. Russia agreed to the settlement respecting the Straits. The Soviet Government of Russia formulated and adopted, subject to ratification, a constitution for the United States of Russia, which appears to be patterned after the constitution of the United States of America and the unwritten constitution of Great Britain. The important thing about this seems to be that it definitely reunites the constituent parts of the old Empire, the semi-independence of the Ukraine being surrendered.

While this device is not new in its inception, its peculiar advantages failed to be of practical utility until furnace-builders instituted the mechanical reform of supporting the upper and lower water-jackets by hanging them from an I-beam frame, independently upheld by iron columns, instead of resting the entire weight of structure on the bottom, as practice formerly prescribed. The Colorado Iron Works were among the first to build copper-furnaces of this description, and the device, illustrated herewith, has been installed by them in three recent plants,—two furnaces for the Westinghouse interests near Ely, Vermont, and one for the Grand Prize Copper Company, of Gila county, Arizona. The jack-screw supports (Figs. 1 and 2) and the familiar iron bottom of former practice are retained as integral parts of this new furnace-bottom. And, instead of resting inert on the tapfloor of the furnace-room, the jack-screws are supported on and bolted to two I-beams the length of the furnace, placed immediately beneath, and parallel to, its sides. These I-beams are bolted to, and supported by, three steel axles equipped with small flanged wheels, the whole constituting a carriage, which runs freely on a track. The entire apparatus is movable or rigid at will, for the wheels are easily braced, if the tension of the tightened jack-screws does not serve to hold the whole in position. The advantages of this design will be at once apparent to those who have had practical experience in barring furnaces provided with stationary iron bottoms. It is a well-known fact that the larger part of the time occupied in cleaning and preparing a frozen furnace for active service is necessitated by working in a confined place where the temperature is uncomfortable, and that in such case the débris must be removed from
