IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners-all of them cattle ranchers-sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum.

The development of long-term plans and schedules for strip mines now faces many companies, especially those developing large properties in the West. The rule of mining the lowest strip ratios first, while delaying equipment acquisitions and recouping investment the fastest, sometimes creates the situation where stripping ratios are too high in the latter years of mining operations. A program concept taking life of mine return on investment into account is developed in this paper to optimize mine scheduling and equipment acquisition. In addition, quality considerations (heat content, ash, sulfur, and washability) can be considered by including the appropriate blending constraints to meet contract requirements.

The paper read by Mr. George J. Snelus, in 1894, before the Iron and Steel Institute of Great Britain* so fully and ably described the Walrand-Leghisel process that there remains very little to add beyond recording some changes in practice, made since that date, and observed by the writer last summer, at several continental works, and the further fact that the process has now been for some time in successful operation in this country. Briefiy stated, the Walrand-LegBnisel process is an addition to the Bessemer operation, with the object of obtaining quiet and more fluid steel, and consequently sound castings and ingots. Much valuable scientific research has been performed in recent years on the subject of phase behavior of hydrocarbons. ? 1-11 Engineers employed in petroleum production are interesting themselves in this work as well as in methods of applying the fundamental data available to the solution of their various problems. Recently a number of papers have been published in which applica-tions of phase behavior have been made to specific cases pertaining to critical phenomena.)12-16 Little effort, however, has been made in the literature to show the relation between changes occurring in the critical region and the more common phase behavior, therefore it is believed that a presentation of the fundamentals of phase behavior with reference to hydrocarbons is timely. Study of phase behavior is not new. In the metallurgical field, knowledge of heterogeneous equilibria has advanced tremendously, particularly with reference to solid-solid and solid-liquid behavior. Much is known about vapor-liquid equilibria too, but few engineers are familiar with this subject. ?

THERE is no question as to the importance of the part played by the retort in modern zinc smelting. A satisfactory retort should have properties that will result in resistance to slagging action and fire cracks, and have no tendency, or at least, only a small tendency, to soften and bend under furnace heat. The life and cost of a retort also are extremely important factors. The trend in zinc smelting during the past few years has been toward longer retorts and higher charge density. This is caused by the fact that the diameter is limited to 9 or 10 in. because of heat penetration difficulties in larger sizes. Consequently, increasing the length of the retort and density of charge offers the only practical means of increasing the amount of zinc produced per retort. The stiffness of a retort perhaps is the most important factor, as slag accumulates in the bottom of a retort which has sagged and very quickly cuts through, often ruining the retorts below. The development of the high-silica retort is a result of the demands made by the trend toward heavy charges.

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. The concept of what qualified as prime land varied considerably from one geographic area to another and from one person to another. Tripoli is a naturally occurring, very finely divided form of silica found chiefly in some midwestern and southeastern states and used commercially as fillers and abrasives. Definitions Tripoli is a microcrystalline, finely particulate, more or less friable form of silica that appears to be the product of leaching of siliceous limestone or calcareous chert. The term was originally applied to a deposit near Seneca, MO, that resembled material of that name found near Tripoli In North Africa (Hovey, 1894). The two deposits were subsequently found to have different physical characteristics -the North African tripoli, now called tripolite, is a diatomite, composed of the siliceous skeletons of microscopic marine plants called diatoms; the Missouri tripoli contains no diatom remains. The term tripoli, however, continued to be used for the Missouri material and is now applied in a general way to most silica deposits similar to it in characteristics and geologic origin. In commercial trade tripoli is commonly understood to designate material from the Missouri-Oklahoma field; silica from southern Illinois, the other major producing area, is referred to commercially as amorphous silica. Each term, however, may be used commercially for material, regardless of place of origin, that has the characteristics or uses commonly ascribed to the material from one or the other major producing area. For example, in the commodity price listings, Engineering & Mining Journal routinely lists under Tripoli, prices "f.o.b. Elco, IL" and "f.o.b. Seneca, MO, and Rogers, AR," and under Silica, amorphous, prices "f.o.b. IL," and "f.o.b. bierks, AR." Amorphous silica, the commercial designation given to southern Illinois tripoli, is, like the term tripoli, a misnomer. Mineralogically, the southern Illinois deposits are composed of microcrystalline quartz, and no amorphous material has been detected during X-ray and scanning electron microscope investigations (Leamnson, Thomas, and Ehrlinger, 1969; Thomas et al., 1970; Keller, 1978). Soft silica is another term that has been applied to Illinois and Tennessee tripoli, presumably to distinguish it from the more compact Missouri material. It has also been used in the ceramic trade to distinguish tripoli from "hard" silica, or silica flour, produced by pulverizing silica sand (Heinz, 1937). Rottenstone, produced commercially in Pennsylvania, is similar to tripoli in that a major constituent is finely particulate silica, and its uses are much the same as those of Tripoli-as abrasives and fillers. The origin of rottenstone also is similar to that of tripoli-decomposition of a siliceous sedimentary rock. The parent rock is defined as a siliceous limestone (Gary, McAfee,, and Wolf, 1972; Thrush, 1968) or as shale. Heinz (1937) quotes a brief statement describing the Pennsylvania deposits -"a black impure shaly limestone grading into black shale"-but does not identify the source of the statement. For convenience, rottenstone is included with tripoli in the reporting of production statistics in US Bureau of Mines (USBM) Minerals Yearbooks. Other materials that have been called tripoli include siliceous deposits in San Bernardino County, California (USBM Minerals Yearbooks, 1934-1941) and in Nevada (Chandler, 1960). These, however, differ in composition and/or origin from tripoli and, therefore, should not be identified by the name tripoli.

WITHIN the last twenty-five or thirty years the actual operations of the great mining industry have passed almost wholly under the charge of men trained in the technical colleges. It follows that the industry is profoundly influenced for good or ill by the character of the training which the college graduate receives, and the relations existing between the industry and the colleges. This fact seems to be generally recognized, as evidenced, for example, by the existence of a Committee on Technical Education created some two or three years ago by the Mining and Metallurgical Society of America. In 1921 this committee rendered a very able and. extremely well poised reports of technical education as applied to the prospective mining engineer. It deserves the attention of every one interested in the effectiveness of engineering training. That the importance of the relation between the mining industry and the engineering colleges is recog-nized is evidenced also by the mass of criticism, usually adverse, which is proffered to and often hurled at the colleges by those in the industry. The man inn the field sometimes goes so far as to say that engineering educa-tion is hopelessly inefficient and its product worthless, while the college worker sometimes complains that the demands of the industrialist are too numerous and conflicting to be met, and adds that they would' best be ignored. Between these extremes, there seems to be a general consensus of opinion that the training of the would-be engineer can be, and. ought to be, made much better than it now is.

THE increase in the production of iron has been accompanied by a growing demand for an improved quality, and more especially at the present time, in the manufacture of Bessemer steel, which is rapidly becoming an important branch of industry. This has led the makers of pig iron to a careful investigation of the composition of the materials from which their metal is produced, the inquiry being greatly assisted by a cordial alliance of science and practice. Formerly, chemical science was held in abeyance, or admitted in a hesitating experimental way ; but now it is received as a valuable auxiliary, and its decisions are accepted as final and conclusive. It is called on to assist the iron-maker in determining the quality of his stock, and to detect the presence of injurious elements in his fuel, ores, flux, or iron. The object of this paper is to submit the method now in use at the furnaces of the Kemble Coal and Iron Company in the Broad Top coal and iron region, for removing, by a process of crushing and washing, slate and other impurities from coal, designed, when coked, for furnace fuel. It is not contemplated to claim very advanced progress in this work, believing that it is susceptible of improvement, but to show that some progress has been made in a comparatively new field, and it is hoped in the right direction, since coke is probably destined to become the principal fuel in the metallurgy of iron. The Broad Top coal region occupies an isolated geographical position, standing 25 miles east from the Alleghany field. It is associated with the latter by the structure of its coal, and more closely with the Cumberland field by a similarity in the quality of coal.

The process of sand erosion has been harnessed to perform a useful function—the directed perforating of oilfield tubular goods and formation rock. In this process the sand is carried by a liquid medium and the resrrlting slurry is forced through a nozzle at an extren~ely high velocity. Upon impingement against casing or formation, the fast-moving sand particles erode a perforalion in the casing followed by cavity formation in the medium behind the casing. The many factors influencing the rate and extent of this penetration are inherently difficult to establish experimentally. Equations describing submerged jet behavior have been applied to these conditions. The following paper develops the equations for predicting the performance of the perforating jet. INTRODUCTION The cutting power of high-velocity sand has been well known in the petroleum industry for many years. Sand carried by a high-velocity gas stream causes severe erosion. This effect has been the cause of numerous production problems in certain areas. It was logical to expect that this phenomenon would one day be adapted to useful industrial applications. Development of mobile, high-pressure, high-horsepower pumping equipment in the last decade has made this possible. The sand erosion process involves pumping a fluid containing abrasive solids through a set of nozzles at a high differential pressure (2,000 to 4,000 psi). The pressure conversion into kinetic energy imparts high velocity to the sand particles which, upon impact with the formation face or casing wall, erode the material in an organized pattern. This paper attempts to establish the effects of the various parameters and to predict the performance and limitations of the process. The following factors will be considered: nozzle differential pressure, perforation size, sand concentration, nozzle stand-off distance and backpressure. In general, this discussion is presented along theoretical lines and is substantiated by field results and data where reliable field data exists. POWER EQUATIONS The penetration rate of a high-velocity hydraulic jet is proportional to the power or energy of the jet at the point in quesion. The power of the submerged jet will decrease with distance (or penetration) into the cavity created by the jet. As the cavity is extended into the formation, the power of the jet diminishes to a value equal to the threshold cutting power of the particular formation which is defiined as the lowest power level at which the formation will be abraded by the jet. Obviously, when this point is reached, no further cutting of the formation can occur. It is assumed that this power level for a particular formation is a function of the hardness of that formation. The following equation can be written for the hydraulic process of formation abrasion.

It is well known that under certain conditions ammonia is found in the gas produced by the distillation of coal. Until recently it was held, and many still believe, that this ammonia exists in the coal, and is a natural product of the destructive distillation, varying in percentage, like the other products, according to the nature of the coal, but not formed synthetically beyond that limit. This opinion is in contradiction with well-established facts concerning the formation of ammonia from the elements of the coal. If any ammonia exists as such in the coal, the quantity is insignificant. The purpose of this paper is to explain the theory of the formation of ammonia during distillation, and call the attention of the members of the Institute to its application in connection with the production of heating-gas for metallurgical purposes, etc. For many years little or no importance was attached to the presence of ammonia in coal-gas. It was deemed by the gas-manufacturers an undesirable product of the process, as one of the impurities to be removed; and no attempt was made for its recovery. Not until its practical extraction and utilization was found possible, did scientists commence to investigate the question. Little was known about the nitrogen of the coal, and still less about the reactions leading to its transformation into ammonia. A. W. Hofmann, I believe, was the first to establish a relation between the percentage of nitrogen in the coal and the proportion of ammonia in the coal-gas. As early as 1863 he pointed out that, in dry distillation, such as is practiced in the manufacture of illuminating-gas, only one-third of the total nitrogen in the coal is liberated, two-thirds remaining in the coke. It is no longer possible to doubt that the ammonia is a synthetical product, resulting, under certain conditions, from the combination of the,elements of the coal. ElectRical prospecting by potential methods has been applied to mining problems for some years and determinations of the depth to bed rock have been made, but so far as is known it has not been used previously in the solution of civil engineering problems, such as investigating the foundations of dams. During the past winter and spring the senior author has been engaged as consulting geologist in studying the site of a large dam on the upper Connecticut River and has had the satisfaction of introducing electrical prospecting to foundation problems. The valley across which the dam is to be built is underlaid by a deeply buried preglacial gorge which is filled with glacial deposits. An extensive drilling campaign was in progress, but the work was unusually slow and expensive on account of the number of boulders in the overburden. The necessity of speeding up the work was pressing and it was decided that much of the needed information could be obtained by geophysical methods. After investigating the various methods and conferring with the company engineers and with the consulting engineer, Albert Crane, a contract was made with the Schlumberger Electrical Prospecting Methods, and an observer with apparatus was sent to the dam site the first of April, 1928. The problem was to determine the depth to rock at various points in order to prepare a contour map of the bed-rock surface and outline the buried gorge in the vicinity of the dam site. Over one hundred determinations of depth have been made and the bed-rock topography is now known in considerable detail. In addition, some information has been obtained about the nature of the overburden. The drilling has been continued; in fact, two additional drills have been put to work, and the electrical determinations have been checked at several points. At one of these the depth to rock given by the electrical work was 142 ft. and the drill found rock at 147 ft., an error of less than 4 per cent. The electrical work has also been checked by the geological study, and it has been found that when the electrical determinations are in agreement with the geological expectations they are probably reasonably accurate. The opening oxidation of a hydrometallurgical treatment of natural sulphides must for several reasons be so controlled that a maximum of the sulphide sulphur is transformed into elemental. If the oxidation is performed at low pressure and moderate temperatures and with mild reagents such as diluted nitric acid (or ferric or cupric chloride) the just mentioned condition is realized and it has been found possible to conduct the reaction so that solutions are obtained from which the metals can be recovered and the reagents required for the dissolution are regenerated. Experiments in laboratory scale with nitric-acid promoted oxidation have shown that this method is applicable to several types of raw materials, and in combination with electrodialysis both for partial neutralization and for final regeneration of the circulating acid can the requirements of low consumption of chemical reagents and formation of harmless residues be well fulfilled. The metals can be recovered as cathodic deposits or as hydroxides, and the method should be applicable also for low grade ores and concentrates. Although oxidation of sulphides by ferric or cupric ions has the advantage that it can be performed in open vessels it seems well worth the complication of working with nitric acid promotion in a low-pressure autoclave. Also complex sulphidic, oxidic and metallic materials can be treated.

The importance of the size composition of coal is reflected in the difference in price of the various sizes of the same coal and in the large number of primary sizes and mixtures of sizes produced by the modern preparation plant to meet the demands of a market that in late years has grown increasingly conscious of coal size. The importance of size in the industrial and domestic uses of coal has its counterpart in the role played by size composition in the laboratory examination of coal. Investigation of many of the physical properties of coal in their relation to its uses requires an evaluation of size composition. In fact, the Standards on Coal and Coke issued by the American Socaiety for Testing Materials in 1936 contains 12 standard methods of testing that involve some use of size composition. The screen analysis is, of course, the standard method of determining size composition, whether the material is coarse run-of-mine coal or fine pulverized fuel. Custorriarily, the analysis is reported as the weight percentages retained on or passing each of a series of testing screens, the number of which may range from only two or three to as many as 20. When more than two or three sieves are used, which is usual, the number of weight percentages obtained is so great as to make the analysis difficult to comprehend. Direct comparison of analyses made 011 the same sieves is hard, and comparison of analyses covering the same range of sizes but made on different sieves is next to impossible. Consequently, a frequent purpose of sizing tests-—-correlation of size with properties and charactcristics related to size-—is rendered difficult. Less cumbersome means of expressing size composition have been attempted with various degrees of success. A general model which represents not only batch but also continuous flotation in multi-cell machines is presented. This model considers both the size distribution and the distribution of flotabilities in a size class for valuable mineral particles in the pulp. The general expression is shown to reduce to several previously reported models. In addition, a number of new models are found to arise for different specific assumptions concerning the flotability distribution and/or the size distribution of the particles undergoing flotation. Several of these new models are tested experimentally using laboratory-scale batch and pilot-scale continuous data. Model parameters are estimated from this data and a comparison of calculated recoveries and those experimentally determined are presented. Finally, the influence of the feed rate, aeration rate and valuable mineral content of the feed on the recovery is examined.
