Stafford, Steelton, Pa.: I must confess my high ap preciation of Dr. Dadlq's conscientious and painstaking work, and of his scientific methds in obtaining the data; but with his method of handling these results and with his conclusions drawn therefrom 1 canuot agree. The reasons for this difference of opinion I will endeavor to explain. It is apparent on inspecting his Plates 6 and 7 that the majority of the slower-wearing rails are from the north track, and generally have a longer time of service, a greater average tonnage per rail, and a smaller avernge tonnage per year per rail than the faster wearing, the majority of which are from the south track, and gener ally have a shorter time of service, a smaller average tonnage per rail, and a greater average tonnage per year per rail. Have these facts any significance Have these different of conditions to which they are subjected any baring on the relative wearing capacity of these rails I venture to say they have. I think, after a study of Table I (page 676), (an arrangement of linee 17 and 18 of Plate a), in connection with Plates 6 and 7, we will find that the slower wear of the 32 best rails is only partly due to qualities inherent in the rails themselves, but is principally due to external conditions favorable to slower wear. In regard to the north and south track, we know that over the rsoiith track come the loaded cam from the West, and that over the north track these cars return, most of them, empty. It is evident that this means for the north track a less average tonirage per rail per year; or, in other words, a lower wheel tonnage. When the load per wheel is less, the resistance and consequently the wear must, necessarily, be less, other things being equal. Time of service, alee, has an important bearing on the question in hand. It has been only within the last five or six years, as Dr. Dudley has pointed out, that the roadbed of the Pennsylvania Rail road has reached its present admirable condition. Before this time the njadbrd was more elastic, more yielding (and probably not uni tbrmly so) than at present. These circumstalices might cause a sofier rail to be more durable than a harder one, owing to the fact that it ulonId yield rnore or less to the bending force of the passing load and would thus get a bearing on each cross-tie. The Pinto Valley digital control system is a supervisory system interfaced with a conventional analog control system. The design criteria, the hardware selection, and the startup of the system in the Pinto Valley concentrator are reported in depth. Examples of data collection application, as well as the present and immediate future implementation of control strategies, are discussed. This paper is a description of the digital data acquisition and control system that is installed at Cities Service's Pinto Valley concentrator.

Geotechnical site investigation for new mine shafts can reduce the level of design uncertainty for shaft linings. The parameters which determine the lining strength required include rock strength and hydrologic properties, the in situ stress conditions, and the concrete strength. These parameters are applied to analytical methods of shaft lining design using the plastic and clastic assumptions of rock response to determine the required lining thickness to maintain the stability of the shaft excavation.

The work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacional da Produggo Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operating practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being -expanded- and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining conditions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern Sao Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I) shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940). NOTHING makes the run-of-the-hall Congressman feel quite so secure as to be on an investigating committee. It's sure fire publicity for one thing and is a convenient excuse for absence from Congressional sessions when controversial issues are being balloted. The minerals procurement program has just had a thorough investigation by Congressmen of the House Interior and Insular Affairs Committee who heard valuable testimony from men like John D. Morgan, director of materials procurement, DPA. He listed over 40 government agencies concerned with mineral affairs. Testimony disclosed the justification for many of the agencies but Congressmen and mine operators have been regarding the defense minerals program in the same light as did the mining student who remarked to the descriptive geometry prof "it's not the intrinsic difficulty of the problem which gives me trouble; it's the multiplicity of detail."

AT the Noralyn mine and mill of International Minerals & Chemical Corp. in Bartow, Fla., process instrumentation has been incorporated in three departments-mining, flotation, and preparation. Use of the dragline is the most difficult aspect of the mining operation to control automatically. At the Noralyn mine there are two draglines, a Bucyrus-Erie 1250-B with 29-yd bucket and 235-ft boom and a Bucyrus-Erie 1150-B with 21-yd bucket and 215-ft boom. These are equipped with a minimum number of instruments, but further instrumentation would increase the operator's efficiency.

Chan and Goodman (1983) presented a procedure for simulating joint traces and identifying key blocks on an excavation. This paper defines six measures of support requirements that characterize the number and dimensions of key blocks, taking into account the frictional properties of joints and actions of support systems. When correlated with case histories, these measures of support requirements can help in choosing an optimal design for shallow excavations in discontinuous hard rocks.

Soviet industrial expansion depends on coal as a source of power and raw materials for the USSR's metallurgical and chemical industries. Knowledge of the Soviet Union's coal resources and production outlook is essential for a critical evaluation of the Soviet industrial potential. Although there is considerable literature on the Soviet coal industry, no single source provides an authoritative study of how the coal industry functions and how well it per- formed its job. Soviet reports are singularly lacking in the precise data in terms that are comprehensible to a westerner. It is essential, therefore, to clarify the terms in Soviet parlance. These terms are not comparable to those in common use in the West and are the cause of most inaccurate results. Official Soviet data on labor productivity refer to a limited group of "production workers" while in the West all wage earners are counted. Statistics are based on unprepared or run-of-mine coal, whereas it is customary elsewhere to measure productivity in terms of marketable coal. Thus, many western publications, while diligently and accurately reporting published Soviet data, overstate the case, presenting an exaggerated picture of Soviet progress in coal production and technology. (In terms of Western criteria, there is a three-fold exaggeration of labor productivity.)

Salicylaldehyde, a chelating agent for tin, has been found to function as a collector for the flotation of cassiterite. Infrared and nuclear magnetic resonance studies clearly show that salicylaldehyde can form a chelate compound in bulk and at the surface. Results are also given for the flotation of a tin ore with this reagent.

Predicting the performance of a waste embankment requires an estimate of the properties of the waste and foundation materials. The performance characteristics and the associated material properties are: [ ] Methods for obtaining estimates of the material properties include: laboratory and field testing, back analysis, and indirect estimates from other material properties. The most critical technical need is the development of indirect methods for use in feasibility studies and mine planning, prior to production when actual samples of waste material are not available. Material properties are not unique, single values; they are probability distributions. There are two components to these distributions: the uncertainties in testing and the inherent variability of the material. The objectives of a material properties evaluation should be to obtain an unbiased estimate of the property distributions rather than the average or the minimum value. Whether the current trend to a probability design analysis is followed or a simple sensitivity analysis is conducted, the unbiased probability distribution is preferable to single values.

ESTIMATES of the "plasticity" of a metal are commonly deduced from three types of test-tensile, torsion and impact. The several results have been more or less at variance, though this disparity has attracted little notice, largely perhaps because they have been expressed in different terms. The discrepancy between the results of the three tests becomes obvious when each is made at a series of low temperatures, for the temperature range within which the "plasticity" of iron largely disappears proves to be very different in the three types of test. The rather abrupt disappearance of "plasticity" of iron within a narrow temperature range cannot be due to any physicochemical change (such as a precipitation) taking place in the material at that time, because the original plasticity is immediately regained when the temperature of the material is brought above the sensitive range. Accordingly this differ-ence in behavior shows that the "plasticity" of a metal depends upon the mode of action of the stresses which produce the deformation, and there-fore upon the method of test. Analysis of the stresses leads to the conclusion that the observed plasticity of a metal is determined by the relation between its resistance to rupture by separation and its resistance to shear (slip), on the one hand, and between the effective normal and shearing stresses on the other; and that the relation between the two resistances does not in general remain constant with change of temperature, and may somehow be altered to some extent by the previous treatment of the specimen. This suggests the view that the results of none of the usual mechanical tests are directly comparable even for a single metal tested at a series of tem-peratures, or for a series of metals at one temperature, because the propor-tion of the total resistance of the metal to the test contributed by the

The Presidio mine of The American Metal Co. of Texas is situated 45 miles south of Marfa, Texas, a town on the Southern Pacific R. R., and lies approximately 20 miles north of the Mexican border. Communication with the railroad is maintained over a state highway. All supplies for mine and mill are hauled in by truck from Marfa and precipitates and concentrates are freighted to the railroad by the same means and shipped to Selby and El Paso, respectively. The mill is at the town of Shafter, 1 mile from the mine and at approximately 350 ft. lower elevation. The ore is conveyed to it by an aerial tramway which requires practically no power on account of the difference in elevation. The mill is a countercurrent decantation cyanide and gravity concentrating plant of 200 tons daily capacity. Coarse and fine crushing are done at the mill. Two neal-by shallow wells in the bed of Cibolo Creek furnish an abundance of water. Power is generated for the mill and town by a Diesel engine plant. Ore Treated The ore is oxidized and siliceous. The greater part contains approximately 16 oz. of silver per ton, but mixed with this are many particles of ore of much higher grade, assaying in many instances 100 oz. or more. In the 16-oz. material there is an almost constant amount of silver which is difficult to recover by cyanidation. The high-grade material contains a much greater proportion of silver which is easily amenable to cyanide treatment. Thus, as the grade of ore becomes higher, the percentage of recovery of silver increases rapidly, under equal milling conditions. The silver minerals contained in the ore are principally argentite and cerargyrite, the former predominating The lead minerals, all of which are argentiferous, are chiefly cerussite and galena, with occasionally a little anglesite. FREQUENTLY in using a thermo-electric pyrometer for measuring the temperature of a furnace, a hole is drilled at the back or side of the furnace, through which is introduced the tube containing the thermo-couple. At times the couple is left almost where it drops, for the reason that it soon becomes too hot to be handled easily, and the space at the back or side of the furnace may be so small and uncomfortably hot that an easy and accurate adjustment is nearly impossible. In order to overcome this clumsy and unscientific method of using the thermo-electric pyrometer, I designed an adjustable stand, to hold the clay or quartz tube unclosing the platinum and plati-num-rhodium leads that constitute the couple of the Le Chatelier thermo-electric pyrometer. This stand also allows an easy and rapid adjustment of position to varying heights and angles, as may be desired for special reading. This stand is illustrated in Fig. 1. The couple in the tube might be of better service if the tube were held a little higher above the charge in a roasting-dish, changing the height and angle if desired. The stand, made of 1.5-in, water-pipe and mounted on casters, is heavy enough so it cannot be tipped over easily. It is adjusted to any position, and has a universal clamp which holds the clay or quartz protecting-tube. To avoid disturbing the wires of the couple at the cold junction each time the tube is moved, the cooling-bottle sets in a wire basket so placed that it moves forward or back with the couple. Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual model fitting is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. Many interactive methods are described, which are adapted to modeling semivariogram in one-, two-, or three- dimensional environments.

THE Omaha District, Corps of Engineers, has been doing subsurface exploration work for a number of years, both by contract and with its own forces. Certain practices and procedures concerning the recovery of large diameter cores have been developed which will be described in this paper. GEOLOGY Most of the drilling to date has been in connection with structures on the main stem of the Missouri River above Sioux City, Iowa. A wide variety of subsurface conditions has been encountered. The bedrock formations appear in regular order from the oldest to the youngest, traveling upstream; or in other words, the general regional dip is to the northwest. The oldest formation is the Carlile shale, a compaction or noncemented waxy shale of Cretaceous age. Because of its uncemented, soft nature this shale has a tendency to grind or wash away when drilled. It also has a tendency to rebound or expand when the overlying pressures are removed. A 25-ft bed of sharp, friable sandstone called the Codell member is present near the top of the Carlile shale. This member is a cemented sediment, but in drilling, many of the sand grains are broken loose and exert extensive abrasive action on the core barrel and bit. Above the Carlile shale is the Niobrara chalk, a soft calcareous deposit with shaly horizons and some thin beds of bentonitic clay. The average thickness of this deposit is about 145 ft. It is soft enough to be sawed or bored with ordinary woodworking tools, yet is compact enough to be used as building block. The Pierre shale, the formation above the Niobrara chalk, is over 800 ft in thickness and is the most widespread material in the area. It is a dark colored, compaction shale containing numerous thin bentonitic clay seams and at certain horizons, hard manganese concretions. The shale has numerous faults and in addition, along the valley walls, has undergone considerable - slumping. Joints, fault planes and slickensided surfaces are common features encountered in drilling and add to the difficulties of high core recovery. East of the Missouri River the bedrock is generally covered with from 100 to 200 ft of glacial till, composed of clays, silts, sands, gravels and boulders. The valley itself is filled with alluvial deposits, mostly of the sand and gravel sizes, and contains a buried preglacial or interglacial channel over 100 ft in depth. The overburden deposits require sampling in connection with engineering studies and must also be cased before the underlying bedrock can be cored. The diameter of the required overburden samples can thus have an indirect effect on the size of core recovered from the bedrock. Combined loader and transport, the Gismo is now built for sale in one size, 5 to 6 tons. It will operate in a minimum opening of 7x7 ft and can be built to operate at lower heights. Where space limitations are not a factor it could be designed with much greater carrying capacity-12, 18, or 25 tons-to be powered with a standard heavier tractor. The Gismo is mounted on crawler tracks of the same design as the tracks of the small Allis- Chalmers HD-6B tractor used to power it. With the HD-6B tractor it will negotiate upgrades of 12 pct and downgrades of 20 pct. The next tractor size would make the device feasible for steeper grades or for a machine of larger capacity at moderate grades.
