The possibility of increasing the efficiency of mineral processing plants by means of computer control has prompted metallurgists to examine their flowsheets more critically in order to develop practical control strategies. Control schemes in use to date generally rely on the automation of traditional and previously manually regulated control loops, e.g., the addition of reagents to maintain a constant assay or a constant pH. This approach is predicated on the availability of well established primary sensors such as pH electrodes or on-stream analyzers. Noranda Research Center, in cooperation with Noranda Group concentrators, has developed a froth level monitor and a pulp density meter adaptable to this type of control. Although some of the basic principles on which they are based have been known for some time, their incorporation into the design of reliable, direct-reading instruments which can be interfaced with a computer is believed to be novel.

APPARENTLY the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed.

INTRODUCTION A very important key to the success of an in-situ leach venture is proper choice of well field chemistry, in which type and concentration of oxidant plays a significant role. For proper design of well field and plant, an engineer must be able to estimate uranium production levels and their change with time. The rate controlling step in the uranium leach process is generally acknowledged to be the oxidation step (Goddard and Brosnahan, 1980; McKnight and Anthony, 1979; Mays, 1979). Uranium head grade is very dependent upon concentration of oxidant injected into the ore zone. If oxidant levels are too low, uranium production requirements will not be met; if levels ate too high, excess oxidant will be wasted in side reactions with gangue material and leach economics will suffer. To date, no reliable laboratory technique exists for generating data easily translatable to field conditions. Empirical correlations based upon lengthy field testing have been the major tools avail- able to the design engineer to date. During the past five years, FMC has developed lab- oratory techniques for studying uranium leach chemistry under conditions simulating as closely as possible the field situation. Both agitated batch and consolidated core leach procedures have been developed. Results of FMC agitated batch studies are described in detail in a companion paper (Carlson, et. al., 1980). This paper will focus on the technique developed for leaching consolidated undisturbed core under simulated down-hole conditions. Through use of a follow-up computer model (Winkley, 1980), generated data can be translated to expected field response, thus providing the design engineer with valuable information in a relatively short period of time. CHEMISTRY In addition to uranium (+4), other oxidant-consuming species present in uranium ore are iron sulfides and carbonaceous material. Iron sulfides are usually present in concentrations far exceeding those of the other two materials and, therefore, represent the major oxidant-consuming species present in uranium sandstone ore. Previous studies (Carlson, et. al., 1980) have shown that iron sulfides exist in both Texas and Wyoming ores as a mixture of pyrite and marcasite (FeSz); furthermore, uranium mineralization (existing as uraninite) was shown to exist as a fine granular material coating or imbedded in iron sulfide crystals and sand grains (i.e. quartz and feldspars). In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends' at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. In such cases, perhaps, for better security, all the ore is reduced in the works established by the creditors, who also handle all silver produced..As the head-men are, for the most part, improvident, and the laws and customs for the collection of' debts are stringent and peculiar, the " officemen" or creditors acquire in time what is practically an ownership of

Discussion of the paper of GEORGE K. BURGESS and SIR ROBERT A. HADFIELD, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 455 to 468. ALBERT SAUVEUR, Cambridge, Mass.-There is a definiteness and finality in the investigations that have been conducted by the Bureau of Standards and in the method of presenting the results that is most satisfactory and refreshing.. A year ago Dr. Burgess and his co-workers investigated the question of critical points in carbonless iron, and they settled the question once for all. No one can now claim that the thermal point A2 in carbonless iron does not exist. At the past meeting of this Institute in Pittsburgh, Dr. Burgess showed the worthlessness of the shrinkage clause. To my mind after his demonstration no one can again claim that the shrinkage clause renders any service. He also showed us that it was a practicable proposition to use pyrometers in steel work in order to ascertain the finishing temperatures of rails. No one can again come before this body and make the claim that it is not a practical proposition. And now Dr. Burgess shows us that steel ingots can be made in a commercial way, practically free from pipe, from segregation, aid from blow holes. It places again before us in a very clear manner the question of piped ingots and of segregation, a question which has been debated for 20 years or more. I know very well the attitude of the standpatters in the matter. They claim that most of the pipe is removed in the discard, and that if a little is left it is so thoroughly welded that it does no harm. I for one am not convinced of the soundness of the argument. I do not believe there is any one present who would claim that, given an ingot free from pipe, free from segregation, and free from blow holes, better rails will not be made out of that ingot than out of the ordinary piped or segregated metal which is used by almost all of our steel mills. In my opinion, if we give our sanction to the casting of steel in the shape of piped or segregated steel ingots, we are guilty. If we give our sanction to the rolling of rails from such metal, we are guilty. It is our duty as experts, as steel makers, and as steel consumers to make and to use the best steel obtainable on a commercial basis, for the manufacture of rails. Now, we have been shown that sound ingots can be produced from which superior rails can be made. If we do not insist upon these sound ingots, then we fail in our duty. I think that the art of casting steel ingots has advanced to such a point that the casting of steel ingots piped and segregated ought no longer to be tolerated.

BRAZED joints and their strength have for some time been of great practical as well as theoretical interest. A good summary of the previous work in this field may be found in the reports of the Armour Research Foundation. In spite of excessive scatter in test data, the fact that the strength of a brazed joint may exceed the ultimate strength of the brazing material itself by many times continues to be of interest and of value in engineering. That this is qualitatively due to plastic constraint of the brazing material by the faying surfaces of the base metal is not in dispute, yet no complete interpretation of the data exists. The purpose of the present work is not to provide such a new interpretation, but to report new experimental data which we hope may lead to a better understanding of the important variables concerned. Methods of utilizing flocculents as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for makeup and delivery of flocculents to the application points are in use throughout the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful makeup and we of flocculants are presented in relationship to the available makeup and feed systems. Actual industrial applications are included in the presentation.

An experimental study has been made of the solubility of nitrogen in liquid iron and liquid Fe-C alloys using levitation melting and a rapid quenching device. Iron alloy droplets were equilibrated with nitrogen gas at 1 atm pressure, quenched, and analyzed. Previous techniques for studying the Fe-C-N system have produced data which me in marked disagreement. This disagreement is due largely to errors caused by reaction between the molten alloy and the crucible material. With the levitation procedure, errors from this source have been eliminated and precise solubility data obtained for temperatures between 1450° and 1750°C. C-N interactions in molten iron have been expressed in terms of first- and second-order free energy, enthalpy, and entropy parameters. ALTHOUGH the solubility of nitrogen in iron base alloys is in general small, the effects of nitrogen on the properties of steel may be quite profound. For most purposes nitrogen in finished steels is undesirable, particularly in the low-carbon grades, since on cooling to room temperature the solubility limit of nitrogen in the steel may be exceeded and this can lead to embrittlement and loss of ductility on aging. On the other hand, nitrogen can improve the work-hardening properties and machinability of steels while in certain stainless grades nitrogen is important in order to stabilize the austenite phase. It is, therefore, desirable that one should be able to predict the solubility of nitrogen in liquid iron alloys. To do this, information is required concerning the interactions between nitrogen and the various alloying elements which may be present in liquid iron. There have been several investigations of these effects in recent years1"7 and the interactions between nitrogen and many elements dissolved in liquid iron are now known to a high degree of precision at steel-making temperatures. Unfortunately, a number of iron alloy systems which are of interest in steelmaking have been difficult to deal with by the experimental techniques generally used for this type of investigation. Among the most important of these are the Fe-C alloys. In the past, two methods have been widely used for determining nitrogen solubilities: the Sieverts' technique, in which the amount of nitrogen required to saturate a given mass of liquid metal at a particular temperature and pressure is measured volumetrically, and the sampled-bath technique in which liquid metal held in a crucible is equilibrated with a gas phase containing a known partial pressure of nitrogen, and samples drawn from the melt are quenched and analyzed. These two methods have been discussed in detail elsewhere.5,8 With the Sieverts' technique, errors may be introduced from the following sources: i) Gas adsorption on metal films which have condensed on the cooler parts of the reaction chamber. ii) Uncertainty in the determination of "hot volume" calibrations. iii) Crucible-melt interaction, particularly if a gaseous reaction product is formed or if the melt becomes contaminated with material from the crucible walls. The sampled-bath method may also suffer from errors due to reaction between the melt and the crucible material. In addition, there is the possibility that gas may be lost from the sample during solidification and cooling. In the present investigation, the solubility of nitrogen in liquid iron alloys has been studied by means of a new technique based on the use of levitation melting equipment and a rapid quenching device. In addition to the fact that problems of the type outlined above are avoided, this particular approach has the following advantages: i) The high-frequency current induces vigorous stirring within the levitated droplet so that gas-metal equilibration is rapidly attained. ii) The gas phase surrounding the melt can be changed very quickly and is easily controlled. For example, a droplet may be levitated in helium, deoxidized in hydrogen, equilibrated with nitrogen, and quenched, within a period of 15 min. ii) Melts can be readily under cooled or superheated, thus extending the effective temperature range of an investigation and allowing temperature-dependent data to be determined with a high degree of precision. Excellent reviews of levitation melting techniques and their application to physical-chemistry studies at high temperature have been published recently by Jenkins et al.,9 Peifer,10 and Rostron.11 In the present investigation a levitation melting technique has been used to obtain data for the solubility of nitrogen in pure liquid iron and liquid Fe-C alloys at temperatures between 1450° and 1750°C. THE instrument about to be described meets so perfectly the special needs of the metal microscopist that there seems to be little doubt but its merits must be readily appreciated by those who have had any experience in the microscopical examination of metals. The Microscope-Stand.-The microscope-stand proper, Fig. 1, consists of a microscope-tube, provided with both coarse and fine adjustments of the best construction, and with a draw-tube, rigidly mounted on a bar supported at both ends on substantial and firm cast-iron legs. The height between the table and the under side of the supporting bar is 5 in. and the distance between the supporting legs 12 inches. This arrangement' affords free space below the objective for the examination of large specimens of metals, such as full rail-sections, without detracting in the least from the value of the instrument when applied to the examination of the usual small specimen, as explained later. Many metal microscopists frequently have to examine bulky specimens, and this is altogether impossible with the ordinary microscopes as well as with the special metallurgical microscopes which have been designed and described from time to time. Recourse must be had to all sorts of makeshifts for the proper support of large specimens, or, more often, the microscopist gives up the attempt altogether, or else resigns himself to the cutting of the bulky samples into small pieces to -be laboriously polished and separately examined. In discussing the problem of abnormal magnetic polarization, C. A. Heilandl† emphasized the unfortunate fact that our knowledge of the geological and physical conditions relating to such occurrences is very limited and that a more detailed insight into their physical causes would be extremely valuable for interpreting measured anomalies. He also pointed out that to arrive at quantitative physical formulas that would express the conditions that cause abnormal polarization many more occurrences of the kind would have to be recorded. The first part of this paper is a contribution to such descriptions. Abnormal Magnetic Polarization in South Africa The occurrence was mapped in the course of a magnetometric survey carried out about 70 miles to the east of Johannesburg and east of the Witwatersrand gold field, for the purpose of detecting the position of the suboutcrop of certain magnetite-bearing shales that occur in the lower portion of the Witwatersrand system of sediments, shales whose position in section in relation to the ore-bearing members of the same system of sediments are known. In this case the shales are covered by younger strata several hundred feet thick. Lines of magnetometric traverse were run at right angles to the strike for a strongly magnetic body. This body is a shale zone in the Witwatersrand sediments and has a strike of N.20°E. (magnetic) and dips 15" to the east. The field work was done by a vertical intensity field balance (A. Schmidt principle). The plotting is done in such a way that the sign is reversed from that usually employed in the northern hemisphere, so that a positive profile is obtained in abnormal cases while the same conditions in the northern hemisphere would give a negative one. This method of recording should be kept in mind in reading what follows.

Of the many opportunities in the mining industry to invest funds to improve operations, there is always some limit in every company as to how much can be spent each year for the acquisition of capital assets. Generally, there are many more opportunities for investment than funds to make the investments. As such, one of management's goals is to select the most profitable of all the opportunities available. Each opportunity must be carefully analyzed for its potential percentage rate of return. This percentage return or return on investment concept is an accepted financial yardstick of business profit- ability. For today's mining engineers, this problem resolves itself in the job of determining how to in- vest most productively the cash that is flowing from their operations so that it will multiply in value. There are four basic types of capital investments: Strategic investments, such as selecting a plant site, are those that affect virtually all long-run plans of a company. Change in a company's product line and expansion of company facilities are two other types of capital investments.

When Mr Carnegie made his gift, "for the erection of a suitable union home" for the engineering societies, United Engineering Trustees, Inc (then United Engineering Society) was chartered un¬der Chapter 703, Laws of the State of New York, 1904, for "the advancement of the engineering arts and sciences in all their branches, and to maintain a free public engineering library " The Corporation was further empowered to acquire real and personal property and to use, maintain and occupy it, with the provision that any building erected by the Corporation shall be used perpet¬ually as a meeting place and headquar¬ters for the Founder Societies Thus the Carnegie gift realized the ideal of bring¬ing the engineering societies together under one roof, and the Corporation through its members nominated in equal numbers by the four Founder Societies had the necessary authority to act for the Founder Societies in their joint in¬terests in owning and operating for them not only Engineering Societies Building, but in the course of time, Engineering Societies Library, and The Engineering

Arthur Launcelot Collins was born at Truro in Cornmall, England, July 8, 1868. His father, J. H. Collins, is well kuown as an engineer, and his books have been widely read in this country: Arthur was the third son. Three of his brothers are engaged, as is his father, in the profession of mining engineering. His education, gained partly at St. Austell, partly at Falmouth, and partly at Nuttall's Collegiate School in Truro, England, was supervised by his father, who was then Lecturer on the Mining Sciences to the Miners' Association of Cornwall and Devon. In 1881, J. H. Collins went to Rio Tinto, in Spain, as chief chemist and metallurgist, and it was there that Arthur began his practical work in the laboratory and continued his studies in chenlistry and mineralogy. To the latter science he was deeply attached; and he never lost an opportunity of adding to his cabinet of minerals, of which he was an ardent collector. In 1883, he became assayer and general assistant to Mr. Nicol, Manager of the Peña del Hierro copper-mines, ncar Rio Tinto. Beyond the industrial suburbs of Melbourne to the southeast are brown coal deposits just under the fertile soil of the Latrobe Valley. These deposits rank as one of the wonders of the world. The manner in which this resource is put to use is one of the great engineering accomplishments of our time and also a prime example of Australian elan. The brown coal, with over 60% water content, occurs in beds from 200 to 400 ft thick, under 50 ft of cover. Fifty thousand tons of coal per day move in a nearly continuous stream from mining face to boilers. The power plants supply two thirds of the State of Victoria's requirements, about 800 megawatts. Surge capacity between mine and power plant is sufficient for 12 hr steaming time! Victorian brown coals have been known since the middle of the 19th century. However, it took a strike of bituminous coal miners in 1915 to bring brown coal permanently into the picture as a fuel for power generation. In Australia, power generation is a State function. The great development of brown coals has been under the State Electricity Commission of Victoria.

The coal procedures described in this paper address the problems building a body of coal data that is accurate, precise, readily available, and easy to manipulate. The system is a set of interactive computer procedures consisting of a) data gathering (core hole and geophysical logs, their location, elevation, etc.) and standardized computer printouts, b) the graphic outputs of coded logs (log strips-scale variable) wing on-line electrostatic plotter, c) determination of seam continuity via relative movements of the log strips on an interactive graphic display terminal, d) calculation of the seam parameters (minable seam thickness, volume of non-coal material in the seam, ash and sulfur content of the raw or prepared product, roof and floor characteristics and other attributes relevant to mining), e) posting of seam parameters wing on-line drum plotter controlled by a microprocessor on-line to the minicomputer (PDP- 11).

One of the most unexpected and unusual mining disasters which have ever been recorded in the Pennsylvania anthracite region, or, in fact, in any coal-mining district, occurred in the northern anthracite field near Nanticoke, Luzerne County, about 10 o'clock on Friday morning, December 18, 1885. This accident caused the death of twenty-six persons, a larger number than had perished in any catastrophe in the anthracite mines since that which occurred at the West Pittston mine in 1871. The Nanticoke disaster resulted from a " cave-in " in the roof of a portion of the Ross coal-bed workings from Slope No. 1 of the Susquehanna Coal Company, by which a large body of quicksand, gravel, rock- and coal-boulders, and water broke through the roof of the mine, filling up a large extent of the workings, until not only the water, but also the rock material, flowed out at the mouth of the mine. Immediately over the point where the "cave-in" occurred, was located a large pile of refuse coal and slate, taken from Slope No. a. After the occurrence of the accident, I made a very careful examination of the ground in the vicinity of the "cave-in," in conjunction with a study of all the maps, sections and other mining data in the possession of the Susquehanna Coal Company, which were placed at my disposal by Manager Irving A. Stearns. The accompanying map, Fig. 1, was compiled from the Company's map, and from special maps made by the Geological Survey under the direction of my assistant, Mr. Frank A. Hill. This map shows the relative position of the mine-workings, the surface features and the "cave-in," and other points to be specially referred to hereafter. Geological engineering expanded its role and significance during 1966 in the areas of construction, raw materials exploration and inventory, water supply and pollution, mechanical properties of earth material and regional environmental planning. Efforts varied immensely in scope and magnitude, in simplicity, difficulty and importance. Observations, measurements, and analysis encompassed both simple and sophisticated procedures. CONSTRUCTION Activities in construction ranged from preliminary to detailed evaluations of sites, development of preventative measures and designing corrective measures following construction failures. Most investigations concerned dam sites, highway locations and slope stability, building sites, tunnels and underground storage facilities.
