At today's mineral prices, unproductive or low productive work in any underground mine must be kept at a minimum to insure a profit. Improper level and raise spacing can be one of the contributing factors to high production costs, and little can be done to reduce these costs after the spacing interval has been chosen. The objective in selecting level spacing is to find the most desirable interval which produces ore at the least cost per ton while still operating within the highest margins of safety and efficiency to the workmen. In addition, maximum possible recovery of ore under the conditions must be attained.

In the present note we present thermal-analysis data for the liquidus curve from 0 to 76 at. pct Se and for the selenium-rich monotectic reaction in the Pb-Se system. We have previously reported that no expey-imental eviderzce was found for a lead-rich monotectic reaction, at -860°C with a monotectic composition of -20.5 at. pct Se, as found by Nozato and Igaki.&apos; Our additional data substantiated this earlier finding and extended the composition range studied. The alloys were prepared from semiconductor -grade lead and selenium purchased from the American Smelting and Refining Co. Both elements were 99.999+ wt pct pure as determined by the supplier. The impurities for lead were Fe (1 ppm) and Cu & ppm) while for selenium the impurities were Cu (< 1 ppm), As (< 1 ppm), Te (1 ppm), and C1 (<1 ppm). The general procedures used for thermal analysis were those specified by the National Bureau of Standards. A Pt/Pt-10 pct Rh thermocouple calibrated against the freezing points of zinc and copper purchased from the National Bureau of Standards and antimony (99.985 pct pure) purchased from A. D. Mackay, New York, was used for all the thermal analysis. The thermocouple electromotive force was measured with a Rubicon Type B potentiometer used in conjunction with a galvanometer with a sensitivity of 0.5 pV (mm) -&apos;. The absolute accuracy of this thermal-analysis system was *0.5"C. One-hundred-gram alloys of the desired composition were sealed in quartz crucibles, with a central thermocouple well, at a pressure of less than 10"1 Torr. The alloys were initially heated well above the liquidus curve and shaken vigorously to insure homogeneity. Cooling curves were then taken by the direct method at cooling rates ranging from -0.5" to 1.5"C (min)-&apos;. The phase diagram from 0 to 76 at. pct Se as determined by direct thermal analysis is shown in Fig. l.* An extrapolation of the selenium-rich portion of the liquidus curve to the monotectic reaction isotherm (678.3"C) gave a value of 76.1 at. pct Se for the monotectic composition. A tabulation of all the thermal-analysis data is given in Table I. For the sake of clarity the points for the 49.00 and 49.16 at. pct Se alloys were not drawn on this phase diagram, see Table I. for the lead-rich monotectic reaction found by Nozato and Igaki.&apos; This result was further substantiated by the fact that none of twelve lead-rich alloys, see Table I, examined for this monotectic reaction exhibited a thermal arrest in the temperature range (849" to 863°C) cited by Nozato and Igaki for the lead-rich monotectic reaction. Hence, our results tend to support the earlier qualitative work of ~elabon&apos; and Friedrich and ~eroux" in the 0 to 50 at. pct portion of the phase diagram, though the selenium-rich monotectic composition and reaction isotherm temperature were in agreement with the approximate values (75 at. pct Se and 672" to 680°C) given by Nozato and ~~aki. &apos;

This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvements in the situation. GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial. "The enforcement of the principles enunciated by President Monroe does not depend upon Mexico, upon anybody&apos;s recognition or non-recognition. The countries concerned in the Monroe Doctrine are the United States on the one hand, and countries not of this hemisphere on the other."

(written discussion*).-In Mr. Burke Baker&apos;s description of the process of the American Briquet Co., he speaks only of the attractive features, but every process which uses a compound or emulsified binder has certain undesirable features which must be considered. In making an emulsion, the success of which depends upon the introduction of the various ingredients at certain fixed temperatures and the complete intermixing of a soluble solution with an oil which has absolutely no affinity for it, considerable difficulty is found in keeping the various factors in strict accordance with the formula. To serve its purpose properly or, in other words, to be right for easy mixing with the coal, it should be of a certain predetermined density. Among the controlling factors of this ate the proportion of moisture contained and the temperature of the oil when introduced. If the latter is higher than intended, a greater proportion of moisture will be evaporated than is proper, and if the oil is not sufficiently hot the process of emulsification is retarded. These various factors can be controlled with more or less certainty where working in a laboratory or in a small experimental way, but when it is attempted on a large commercial scale, certain obstacles not otherwise apparent are likely to be encountered.

SINCE the operative word in the subject on which I have been asked to speak is "international," I need hardly emphasize before such an audience as this that it is one which calls for some discretion on my part at the present juncture of world affairs, since, in some respects, it may not be devoid of a controversial aspect. For though the war is over, it has left behind it a sorry state of health in the political and economic complex of the world we live in; and however different may be the impact of these factors on each of us, yet none of us can any longer hope to devise a system or policy to escape from much of its controversial heat, or evade the obligation of doing what we can to diminish it. I would like, therefore, to consider with you how one great form of world enterprise whose range is coextensive with material civilization itself-that is, the Petroleum Industry-can make and is competent to make, a contribution to international health; for it is now an agreed commonplace that oil is arterial in the world&apos;s system and we need no telling that a healthy body needs healthy blood. Before embarking on my subject, let me assure you that I have no need to be told that this country before all others-and for obvious reasons is the major sounding board of opinion in matters affecting most aspects of the petroleum industry-technical, economic, national and international (but, may I please add parenthetically, not to the exclusion of quite a

When Duval Sulphur & Potash Co. awarded pre- mining stripping and early mining at Esperanza to an independent contractor, it was agreed that monthly payments for excavation were to be made on a truck count. At six-month intervals, however, adjustments must be made on the basis of actual excavation or cut from the pit area. It was estimated that it would be three times more expensive to have the pit sectioned by chain and transit survey than to use photogrammetry, since it would take two crews of three men approximately two weeks to do the field work, another two weeks to plot the sections, and additional time to establish a control network. Therefore it was agreed to have the mine area mapped by photogrammetry for both the premined surface and for semi-annual check surveys necessary for intermediate settlements. A triangulation net was established with a maximum distance of 900 ft between control points. In about 30 working days a two-man survey crew, using a theodolite, set up and triangulated 30 stations and calculated their results. For ease in spotting on the photographs, control stations were marked on the ground with white-painted tires centered over the survey pins.

A matter of much concern at present to the coal-mining industry of Great Britain is the effect of the working of the Coal Mines Act, 1930. This Act, which received the Royal Assent on Aug. 1, 1930, contains five parts: (1) production, supply and sale of coal; (11) the reorganization of the coal-mining industry; (111) hours of work; (IV) the Coal Mines National Industrial Board; (V) general. The first three parts are of major interest and discussion can be confined to them. Part I.—Production, Supply and Sale of Coal Under Part I of the Coal Mines Act, 1930, provision is made for central and district schemes to regulate the production, supply and sale of coal by the fixation of standard tonnage, quota and minimum prices. By Nov. 1, 1930, all the district schemes came into force with the exception of that for Scotland, where the majority of the coal-owners did not see their way to accept the amendments to their draft scheme demanded by the Mines Department. A compulsory scheme for Scotland was thereupon prepared by the Mines Department and put into force on Nov. 24, 1930. It is administered by the coal-owners of the district. The essence of the schemes is the allocation of tonnage for each district by a Central Council, and the allocation of quota for each pit in a district by an Executive Board for that district. Up to Dec. 31, 1930, the various bodies of coal-owners engaged in administering the schemes were employed in work preliminary to their full operation. Standard tonnages had to be determined and coals had to be classified. In consequence, it was not found possible to put the regulation of output into force until Jan. 1, 1931. The determination of minimum prices proved to be an even longer process, and only in a few districts were minimum price schedules operative during the first quarter of this year. The working of the schemes during the March quarter, 1931, has been reviewed in an official publication by the Mines Department,&apos; which can be summarized as follows:

This paper describes a separation coefficient Ks useful as a "measure of goodness" to be used in factorial and response surface methodology. The use and limitations of the separation coefficient is discussed, and a computer program for calculating the coefficient is presented (in Fortran). The application of the coefficient is illustrated in terms of electro-dynamic separation of Mesabi semitaconites. Present Mesabi wash ores and gravity concentrates with an iron to silica ratio of only 5 or 6 to 1 are no longer readily salable, for the steel industry now demands concentrates with an iron to silica ratio of at least 10 to 1 and a structure comparable to pellets. THE ELECTRODYNAMIC-FLOTATION PROCESS Wash ores and gravity concentrates consist largely of hematite, goethite, and quartz. Several methods of beneficiation are being tested at the University of Minnesota Mines Experiment Station with a view to improving the salability of these materials. A process that looks particularly promising from an economic view is the combination electrodynamic-flotation process shown in Fig. 1. This process is designed to upgrade gravity concentrates to a 5% silica content and to provide fines — from the flotation circuit —to permit agglomeration. Although electrodynamic concentration of specularite is an established and well-understood process, the electrodynamic concentration of Mesabi goethite-hematite gravity concentrates presents interesting and enigmatic problems. The gravity concentrates are by no means assemblages of clean, free mineral particles. Instead, the concentrates to be retreated consist of a great variety of middlings. More or less complete liberation would require grinding to minus 325 mesh, at which size only flotation could be expected to function, and even then grades and especially recoveries would not be satisfactory. A close examination of the gravity concentrates shows that grinding to 100% minus 48 mesh will produce a product which is approximately 70 weight % plus 325 mesh (see Fig. 1). SEVENTY-FIVE years ago, in Wilkes-Barre, Pennsylvania, 22 men of vision banded together to initiate this great organization. Ideals and emotions mingled and united in the declaration of a twofold purpose: first, the more economic production of minerals and metals, and second, the promotion of greater safety and welfare for each man so employed-tacit recognition of the inseparability of humanitarian and utilitarian concepts of world progress. The members and honorary members then, as now, were mining engineers and associates from allied walks of life. Under the able guidance of David Thomas, our first president and outstanding ironmaster of the time, there were elected 46 members and associates, and the foundations of the Institute were laid. Conceived in a turbulent postwar era, the problems then faced had some similarity to those we face in this time of war-bashed uncertainty. With a Civil War behind them and once again dedicated to a spirit of national endeavor, they surveyed the landscape, then surged ahead toward a beckoning industrial horizon. That effort has never been relaxed. Poised upon the threshold of a new century, rancher, banker, engineer and businessman paused to contemplate and evaluate his natural endowments. The phase relalionsllips in an isothernzal section of the Ti-Zr-H system at 750°Chave been investigated by measurement of hydrogen equilibrium pressures. The resulting diagram indicates that the hydride phase has an anomalously wide range of homogencity extending from 66.6 to 30 at. pct H in alloys containing about 15 al. pet Zr. Measurement of the heat of solution of hydrogen as a function of alloy composition in ß-phase alloys indicates no anomalous behavior in the region of 15 at. pet Zr, and suggests that the extensive range of homogeneity in the hydride phase at about this composition must he attributed to an enhanced stability of the, hydride phase. THE manner in which titanium and zirconium react with hydrogen and the constitutional diagrams of the two metal-hydrogen systems are qualitatively very similar,&apos;-6 as can be seen from Fig. 1 which shows the constitutional diagrams of the two systems. Quantitatively, however, there are some differences. For example, the exothermic heat of solution of hydrogen in ß titanium is smaller than that in ß zirconium, and consequently the equilibrium hydrogen pressure of a Ti-H alloy is higher than a Zr-H alloy at the same temperature and hydrogen concentration. Other differences manifest themselves in the hydride phases which exist at high hydrogen concentrations. In the Ti-H system, above room temperature, there exists only a single hydride phase in which the metal atoms are arranged on a fee lattice, but in the zirconium system there are two hydrides, and whereas the hydride of lower hydrogen concentration has a fee structure, the higher hydride has a face-centered tetragonal structure. The tetragonal hydride retains its stability up to temperatures in excess of 450oC.7 From the foregoing, it would be expected that the constitutional diagram of the ternary Ti-Zr-H system would have a very simple form, especially as titanium and zirconium are completely miscible in both the a and ß forms.8 The present work, which consists of a study of an isothermal section of the ternary system, was carried out in order to check the assumption frequently made that the electronic structure of the two metals and the mechanism by which hydrogen is held in solution in the metals is the same for each. Although this proved largely to be true, certain inter esting and unexpected features of the ternary system emerged which must be explained before we can really say that the reactions of titanium and zirconium with hydrogen are fully understood. EXPERIMENTAL PROCEDURE The most convenient method of studying hydrogen-metal systems is by the measurement of the hydrogen pressure in equilibrium with the hydrogen dissolved in the metal as a function of hydrogen concentration and temperature. In binary systems, the results are easily interpreted in terms of alloy constitution, since two-phase regions can be recognized by the fact that the hydrogen pressure at constant temperature does not vary with the hydrogen concentration in the alloy when it is in the two-phase condition. This criterion does not apply in ternary systems, but there is usually a marked change of slope in the isothermal pressure-composition curves when a phase boundary is crossed, and with care, and a knowledge of the limiting binary systems, the phase structure of the alloys can usually be deduced. Resource and coal quality estimates of three coal deposits in the Western United States were estimated by kriging, a geostatistical method that yields unbiased estimates with maximum achievable precision. Derived geostatistical models were used in kriging to estimate the tonnages of the deposits and to derive contour maps of thickness, structure, and sulfur content. Where data were available on quarter-mile spacing, kriging was used to obtain detailed information applicable to mine planning and design. Where data were sparse, kriging was used to do a preliminary evaluation of total resources. Geologic studies were required to correlate the individual coal beds and to identify complicating conditions such as the presence of faults, burnt zones, channels, and regional changes in thickness and elevation. Where these conditions were identified, they were explicitly integrated into the estimation procedure.

The subject of the supply and the quality of the iron-ore and coke of this State has suffered exaggeration and misrepresentation in both directions. Unsophisticated persons have made extraordinary reports of quality and richness, which could not be supported by facts; while, on the other hand, experts have selected inferior samples, and upon the average of these, which was not by any means the average known to our practice, have based comparisons favorable to other States. Our furnace-records give much better testimony as to the run of our ores, the calorific duty of our coke, and the burden and blast which it will bear. Some of them show poorer ore-mixtures than others; but it is safe to say that the Birmingham furnaces produce from 40 to 60 per cent.. of iron from a mixture of equal parts of the leanest and the richest ores, as classified in large quantities. And certain performances on record here, while they do not represent the regular or average practice, ma: be fairly urged as proof of excellence of raw material, since they would otherwise have been impossible, even as exceptional achievements. Thus oue of our furnaces has made iron with 2500 pounds of coke to the ton of 2300 pounds (Mr. Stratton, 1888); another, with a ton of coke to the ton of iron (Mr. Gordon, 1888); another, with 1.27 ton of coke to the ton (2300 pounds) of iron, the product in the last case being from

During World War II the Pocos de Caldas bauxite deposits of Minas Gerais in Brazil yielded some 60,000 tons. Since then they have maintained a small but almost continuous production. Known for many years, the deposits have been reconnoitered by a number of geologists,1-4 but no dimensional study has been possible because there have not been enough exposures to show clearly the depth, bedrock, and habit of occurrence. The deposits are somewhat unorthodox in their occurrence mainly on steep slopes of mountainous terrain. Although the parent rocks are a sequence of alkalic intrusions that bauxitize readily under the proper conditions, bauxitization has not been the dominant weathering process in the area. It is limited to certain localities where important volumes of bauxite have formed by laterization of several rock types, each yielding a distinctive type of bauxite. Bauxitization may be observed in several stages and in both direct and indirect cycles of formation. The deposits are unique in being of demonstrably recent age, so that the conditions under which the bauxite formed are essentially those of the present time. The bauxitization sequence is postulated in Fig. 1.

LAWRENCE ADDICKS, Douglas, Ariz.-It does not seem to me that the role played by carrying heat away from one surface to another has been brought out. A cellular construction prevents the motion of air currents. Also in the installation on the top of a reverberatory furnace, that Mr. Krieger mentions, where it stopped the cooling, there is besides the question of overheating. Another complex question, entirely apart from the necessity of not carrying a brick above a certain temperature, is that of not allowing acids and bases to come together at too high a temperature. J. W. BECKMAN.-What cements together the individual cells in the insulating material? Also, how does the material behave in the presence of acids and alkalies, both strong and weak? A. H. KRIEGER, New York, N. Y.-The material is formed or composed of myriads of lace-like skeleton remains of diatoms visible only -under a powerful microscope. The diatom lives in salt and fresh water. On the Pacific Coast there must have been an abundant life of the diatom, because the beds, still in existence in Southern California, are fully 1,000 ft. through, and are hard and strong, standing a pressure of more than 400 lb. per square inch. The beds must have been many ages in forming and the diatoms have become firmly packed together. The samples shown are typical of the entire deposit as it was formed at the bottom of the sea. Once this structure has been destroyed, it is impossible to reconstruct it without artificial bonding materials. With the exception

The year 1931 has been one of unusual interest in Gulf Coast petroleum development, not so much because of the number of new prospects discovered, for apparently none of any present distinction have been found, but because of the discovery of so many new oil fields and the proving of so many old prospects. During the year 10 new oil fields have been found on the Coast; five in Louisiana and five in Texas. Two suspected salt domes were proven by the drill. Production dropped from a daily average of 192,000 to 162,670 bbl., or an average of 58 bbl. for each producing well, and active operations from 189 to 119. During 1931 the Coast produced approximately 48,600,000 bbl., or 44 per cent less than in 1930, when 86,500,000 bbl. were produced. The daily return at the beginning of the year was $192,000 and at the end only $126,780, the price having dropped from $1 for A grade and a range of $0.75 to $1.22 for B grade to a price range of 70 to 86c, or an average of 78c $ per barrel at the end of 1931. The average Coastal well produced 17,400 bbl. of oil during 1931. During the year development in the old fields has continued active at Barber&apos;s Hill only, although some work is in progress at Humble, Pierce Junction, Refugio and Pettus. Clear Lake is active but the large ownerships will prevent the "boom" type of field. Production is being held fairly steady at Barber&apos;s Hill and Pierce Junction, but has declined rapidly during the year at Refugio, Humble, and to a lesser degree at Pettus. The 6000-ft. production at Barber&apos;s Hill has shown a decided drop during the year and has not measured up to expectations.

Twice in the past two years and in two widely separated localities—ane near Williamsville, Mo., and the other in the Allard Lake district of Quebec— the Contract Drilling Division of the Longyear Company has experienced perplexing difficulties in drilling granitoid igneous rocks. The rocks in both places are characterized by appreciable amounts of feldspar intimately inter-grown with quartz particles of microscopic dimensions. The disappointingly slow rate of advance and the exceptionally high bortz loss, obtaining during the life of these two projects, are ascribed largely to the resistance to abrasion of these two minerals when arranged in this intergrown pattern. Whether all intergrowth-bearing igneous rocks would offer extraordinary resistance to bit progress cannot be stated with assurance on the strength of these experiences alone. More data on diamond drilling this sort of material in a number of localities are needed before any generalizations can be made safely. It should be pointed out that the lack of time and funds made it impossible for the writer, or other persons interested in correlating the details of bit histories with the kinds of rocks drilled, to be present during the performance of the contracts. However, the records kept in the normal course of drilling are deemed complete enough to be reportworthy. This information is presented here together with the findings made in studies of the rocks involved, with the thought that it may attract the comments of others who may have encountered similar refractory drilling conditions. A pooling of knowledge on the problem would be of material aid in devising more efficient cutting tools and procedures for penetrating this kind of rock. Drilling Blastholes in the Williamsville Granite Due to the unsatisfactory perform- ance of pneumatic percussion drills in boring blastholes on a construction contract near Williamsville, Mo., tests were made with a diamond drill. The poor progress achieved and the excessive loss of diamonds, however, soon led to the abandonment of these trials. The diamonds, in all of the bits tried, lost their cutting edges and acquired a polish after being in service for distances ranging from a few inches to a few feet. Coring bits containing surface-set, whole-stone bortz in a tungsten powder matrix were employed. The cost assignable to bortz wear averaged $7.17 per foot. This item of expense is several times the amount normally expended in diamond drilling in firm, unfractured, granitic rocks. Diamond-impregnated, tungsten carbide bits also were used without success. The diamond wear was at the rate of $0.98 per foot, but the diamond chips became too polished for further duty in less than a foot of drilling. The Williamsville granite is pink and medium-grained. In the hand specimen, it has a fresh, sound appearance; it is seemingly composed almost entirely of interlocking grains of feldspar and quartz and has no discernible features suggesting a greater durability than is usually found in rocks with this composition and texture. Microscopic examination, however, reveals a predominance of feldspar grains with more or less regularly distributed and sharply angular masses of quartz (see Fig 1). The pattern assumed by the two minerals in this mode of occurrence is referred to as a "graphic intergrowth," as it bears some resemblance to the cuneiform characters of ancient Persian writing. The other principal constituents are quartz-free feldspars (microcline and orthoclase) and quartz. All of these constituents are in nearly equidimensional grains, ranging up to about 3 mm in length. When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one&apos;s attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.
