Few men in the coal-mining industry have had experience in metal mining as well, as has Carroll A. Garner. He went to the Arizona copper country immediately after graduating from Penn State in mining engineering in 1910, and worked in the engineering departments of the Miami and Inspiration companies for two years. Then he came back to Penn State far a year as an instructor in mining engineering before embarking in the coal industry. He was born in Ashland, Pa., July 6, 1889, and reared there, in the heart of the anthracite district, which undoubtedly influenced his choice of a professional career. The green Pennsylvania hills were preferred to the Arizona cactus country. His first coal-mining job was with the Lehigh Valley Coal Co., of which he was division engineer at Hazleton when he joined the Institute in 1917. He gave that up to go to Ohio as head of the Fernwood Mining Co. in 1921, but even that was too far west and after two months he was back in Pennsylvania as assistant general manager of the company that has since monopolized his services the Jeddo Highland Coal Co. Since 1927 he has been vice-president in charge of operations of both the Jeddo-Highland and the Hazle Brook Coal Companies, Jeddo, Pa. Between them they normally produce about 1,500,000 tons of what Mr. Garner will readily admit is the very highest grade of anthracite, utilizing the services of some 2600 men.

THE question, what is the best proportion among weight, fall, and speed of stamps, is one which has not yet received thorough and systematic examination. In considering the economical application of stamping machinery, we meet, at the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally, the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The safest experiments are those made in the same mill, by changing first one and then another condition of working; but this is seldom possible for such conditions as weight and lift of stamps, and only within narrow limits for their speed. We may eliminate of friction, transmission, and generation of power, in the case of stamps, by measuring the power actually developed by their fall. Thus, the weight, multiplied into the fall in feet, and the number of drops per minute, gives us exactly the number of foot-pounds exerted by each stamp. Dividing by 33,000, the number of foot-pounds per minute in one-horse power, we have the horse-power per stamp, from which the effective power of the whole mill may be obtained. Dividing the amount of rock crushed daily by the effective horse-power, gives us the daily amount per horse-power ; and this is the best measure that can be obtained for the effectiveness of the stamps. A complete discussion of the subject would require us to determine the exact influence of the discharge, etc., and the exact resistance offered by different classes of rocks, for both of which points the data are wanting. RECENTLY a cooling system has been in process of installation on the 3400 and 3600-ft. levels of the Magma copper mine at Superior, Ariz. The general system of ventilation employed at this inclined-vein mine is as follows: Ventilating air enters the shafts on the western side of the mine. Booster fans at each level each deliver approximately 38,000 cu. ft. per 'min. to the drifts. This air passes diagonally upward to the upper levels of the mine on the eastern side, where it passes up the shafts to large exhaust fans on the surface. Owing to the dip of the vein, all operations on the eastern side of the mine are above the 2500-ft. level, and those on the western side below the 2500-ft. level. At present, 2500 lineal feet of new drifts are being driven-on each of the 3400 and 3600 levels. The rock temperature is about 135°F. Until the new installation is completed, ventilating air for the two levels is supplied through Flexoid tubing from small booster fans -on the 3200-ft. level. The air picked up by these booster fans has a dry-bulb temperature of approximately 85°F. and a wet-bulb temperature of 82°F. By the time this air reaches the end of the Flexoid tubing at the 3600-ft. level, the dry-bulb rises to 101°F. and the wet-bulb to 86°F. The conditions at the head of the new drift were 102' dry-bulb and 93' wet-bulb.

FROM beginning to end, the processes of coal stripping are of great interest. From the time the prospector enters upon the property to examine it and to prove it, until the coal is loaded into railroad cars, every step must be taken with careful thought and planning. In proving the merits of a prospective property, an examination and computation of the overburden is of almost equal importance to the determination of the extent and quality of the coal bed itself. Is the overburden hard, and will it require drilling and shooting? How many yards of it will have to be handled to produce a ton of coal? Will it remain in place when .put in the spoil bank, or will it spread and run back into the pit? Are the drainage problems serious, and what will it cost to handle the water? Does the coal have bad dips, and what will be the grades and curvatures for haulage? These are a few of the physical problems that confront the prospector, and they can be ascertained only by adequate and careful drilling and engineering of the property to be considered. The engineer is an ever-present necessity, not only in the prospecting but in the daily operation of the property after it has' been approved and developed. The first step in operation after the location of the tipple is the contouring of the surface to be stripped and the laying out of the pits for operation, having in view again adequate room for spoil, drainage, haulage and other problems. If the overburden is hard, as much of it is in the larger stripping areas, it must be drilled for shooting with churn or well drills, the holes continuing from the surface down to or near the coal bed. The location of these holes should be made, and marked with stakes, by the engineer, acting in conjunction with the shooting foreman. The usual practice is to drill holes 6 in. in diameter, although the present tendency is to increase the diameter of these holes so that they will hold, without springing, a larger charge of explosive. With the use of the old method of shooting, the holes were sprung or chambered several times with charges of dynamite, and in the cavity thus made, the explosive was placed, largely at the bottom of the hole; but with the use of liquid oxygen as an explosive, and with the later

One of the characteristic steps in the march of modern scientific progress is the substitution of improved time-saving and labor-saving appliances for the antiquated and, in most cases, inconvenient forms of chemical and physical apparatus used by the earlier experimenters. This fact is strongly impressed upon us when we consider the question of the employment of illuminating-gas as a source of light, heat and power. Concerning its value as a light-producer, let the record of the past three-quarters of a century speak for itself. As a factor for power, we have evidence of its efficiency in the shape of the gas-engine. But its adaptability as a medium of heat, is the feature to which I wish to call attention, and in a special direction, viz., the assaying of ores. Gas assay-furnaces have been known and used for some years, but not to any very great extent, in this country at least. Therefore no apology on my part is required for the description I now give of a complete gas assaying-plant. The illustration accompanying this paper is a faithful representation of the group, as it was designed by, and arranged for myself, and appears in actual running order in my laboratory to-day. Its duty is to do roasting, crucible-fusion, scorification and cupellation. The furnace at the left is for roasting sulphurets or other ores for experimentation or actual work. FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. BACK in the early nineties the old Dickerson iron mine in Morris county, N. J., was operated by a vertical shaft 850 ft. deep and by a continuing slope for more than 1000 ft. more 011 an incline of 65", together making the vertical depth about 1800 ft. I was then the general superintendent there. This mine, named for a former governor of New Jersey, had been worked more or less continuously from long before the American Revolution and up to this particular time. The pumping equipment was of the old-time Cornish type, with its long pump-rods running down the vertical shaft and the slope to the sump at its bottom. It was operated by a large flywheel engine in the engine room and all angles were turned by the usual bobs. Saturday was the day fixed for lowering the "suction" into the deepened sump at the bottom of the advancing slope. The mine foreman had gone down with the morning shift to superintend this very vital and particular work, which consisted not only of lowering the "suction" into the sump immediately after the pump had been stopped, but of securing it to the rock and putting in the added sections of column-pipe and of tightening up the numerous bolts at their joints, all before the water rose to the point of working. At an appointed time during the forenoon I had agreed to go down into the mine and join the mine foreman in consultation over any difficulties that might have arisen. At the time agreed I went down by the cage to the bottom of the vertical 850-ft. shaft, and then by ladders down the slope for over 1000 ft. more.

The reports for the years 1942 and 1943 were written in 1943 and 1944, respectively, and were summarized at the meetings of the Institute in February 1941 and February 1944, but were held in manuscript form until released for publication in 1945. 1942 During the year 1942, developments in the Peruvian oil industry continued to be subject to repercussions from the swelling war effort, which steadily diverted more of the normal supply of men and materials into war channels, and necessitated the rerouting of supply lines. The result in Peru was an increasing demand for crude oil and products. The production of petroleum in Peru in 1942 was 13,626,259 bbl., as compared with 11,935,584 bbl. in 1941—an increase of 1,690,675 bbl., or approximately 14 per cent. The largest increase, amounting to over 61 per cent, was from the Lobitos fields, but this increase was caused largely by the subnormal production in 1941. International Petroleum Company's production in the La Brea y Parinas field increased 727,111 bbl., or 7 per cent, whereas the Peruvian Government's production in the small Zorritos field declined 10,380 bbl., or approximately 20 per cent. The final production figures for the Ganso Azul field at Agua Caliente were not available for 1942 at the end of the year, but the production was believed to have increased approximately 80 per cent from 1941, or from 13,750 to approximately 25,000 barrels. Development and Exploration Exploration in Peru in 1942 was very limited and confined to areas adjacent to the older producing fields, and the efforts there were largely expended in the extension and development of the producing areas. This situation resulted partly from the shortage of transportation and drilling equipment, and also from the strong demand for increased production of oil. . International Petroleum Co. completed 69 wells during the year, including seven exploratory wells, three of which added moderate extensions to the proven areas. Sixty of the completions were oil wells and nine were dry holes. Lobitos Oilfields, at Lobitos and Restin, is understood to have concentrated its drilling effort on development rather than on exploration. The Peruvian Government operating at Zorritos confined its drilling to the development of the small producing areas previously found. During the year it announced plans to drill three exploratory wells in the Pirin area of southern Peru (see map on p. 638). It was reported that the Government had made a survey of the Sechura area (representing the southern part of the Northern National Reserve as shown on the map), but no work under this arrangement was announced. The Cia. Ganso Azul, at Agua Caliente, completed its No. 6 well as a producer on March 27, and during the year it completed the installation of a 400-bbl. topping plant.

Laboratory and pilot scale tests have been made to determine the utility of heavymedia separation, particularly a cone-type separator, as a means of recovering aluminum and other values from shredded municipal solid waste. The effect of the method of shredding on the behavior of aluminum in a heavy-media system was determined. Two-stage pilot-scale heavy-media separations were made with size fractions of shredded refuse. Recoveries of aluminum, as well as other components of the refuse, were measured and medium losses determined. The experimental results indicate that with certain reservations a heavy-media cone system can be utilized for aluminum separation and recovery from shredded and air-classified municipal solid waste. Observations made using two-stage heavy-media separation in a drum unit are included. Qualitatively, the results from the two types of separators are similar.

Carrier flotation of anatase impurities from clay using oleate is compared in this study with conventional flotation. The role of relevant parameters such as carrier size, carrier amount, dissolved calcium and carbonate, conditioning speed, pH, time and temperature and collector concentration is investigated in order to elucidate the mechanisms involved in carrier flotation. Addition of coarse calcite particles is found to contribute towards the enhanced separation of anatase from clay mainly due to aggregation of anatase fines with calcite and the subsequent flotation of the aggregates.

In recent years much attention has been given to comminution theory and the design of crushing and grinding installations in large plants. The day of the small plant is not over, however, and we will attempt to analyze some cost aspects of conventional plant design, particular to their smallness. Small plants generally have the same design requirements as large plants, however, certain additional restraints are imposed which generally reduce efficiency and availability. The engineer must take particular note of these restraints in order to properly design crushing and grinding installations for these plants. Whatever equipment is selected for small plant crushing and grinding circuits, it is more costly on a per-ton capacity basis than for a large plant. Circuit Design Small crushing and grinding circuits of recent design usually are of one-line concept utilizing simplified flowsheets. This is the logical outcome of a cost evaluation excluding special considerations and is the basis of the circuit design discussion and cost evaluation which follows. Objections to the one-line concept have been voiced with arguments claiming little flexibility, low availability, higher disaster risk, etc., however, experience has proven these arguments not to be convincing. Equipment of sufficient capacity is available on the market for all normal applications up to the 4000 mtpd plant size here considered and the engineer has complete freedom of choice. Where separate treatment of ores is required, the single-line plant concept requires adequate ore storage be provided with facilities for clean-out between campaigns on one or the other ores. It is very difficult to justify parallel crushing and grinding sections for small plants as material handling is more difficult with small flows involved, and equipment costs become significantly higher. Cost Evaluation Criteria In order to evaluate the small plant comminution circuit on a cost-effectiveness basis, a test model is here established for a comparison basis. Although it is recognized that the parameters chosen will fit only certain metal mining applications, the cost trends should provide useful information for other applications. The test model used is a one-line comminution circuit which considers maximum space utilization in an all-enclosed plant. Phase equilibria in the Ti-Mn-Mo system have been investigated in the composition range 100 to 60 pct Ti and in the temperature range 550 to 1150°C. Three out of ten isothermal sections are presented as well as seven vertical sections, projections of the beta space and the surface of incipient melting. A STUDY of the system Ti-Mn-Mo was undertaken as part of a program to aid in the development of titanium-base phase equilibrium diagrams of potential technical importance to alloy development. The scope of the investigation included the composition range 100 to 60 wt pct Ti (all compositions refer to weight percentages) and the temperature range 550" to 1150°C. A surface of incipient melting was constructed from measurements of a large number of alloys. In the binary system Ti-Mo,' the high temperature modification of titanium generally spoken of as the p phase is stabilized to successively lower temperatures with increasing alloy content. There are no known intermediate phases, and complete miscibility exists between body-centered cubic titanium and molybdenum. The u solid solution is limited to less than 0.8 pct Mo at temperatures between 885" and 600°C. An equilibrium diagram for the binary system Ti-Mn has been published.' Manganese behaves as a p stabilizer but undergoes a eutectoid transformation at about 20 pct Mn and 550°C to a plus an intermediate phase. The structure of this phase has been found to be isomorphous with the a phase FeCr." Accordingly, the phase is assigned the formula TiMn, although its actual location on the composition scale has not been determined and may well be not exactly at the equiatomic composition. In disagreement with ref. 2, the origin of the TiMn phase has been shown' to be a peritectoid transformation at a temperature between 900" and 1000°C. A second intermediate phase occurs at the atomic proportions TiMn,. The structure of this phase was originally established by Wallbaum" as having a hexagonal lattice (C 14 type, 12 atoms per unit cell) isomorphous with MgZn,. In this work, the structure determination was confirmed and lattice parameters determined to be: a = 4.815 kX, c - 7.901 kX. Because of the extensive range of the P phase, the ternary system was suited to the determination of the phase boundaries by the parametric method of Andersen and Jette." During the course of the investigation, this method was found applicable only to the P/a+P boundaries but not to P/P+ compound boundaries. Metallographic methods were used alternatively for delineating these phase boundaries. Preparation and Treatment of Alloys Over 70 alloys were prepared for the study of this system. Ten gram alloy buttons were arc melted in a nonconsumable electrode furnace using inert atmosphere protection, and a water cooled copper crucible. The construction and operation of this type of melting unit has been described.' To insure complete solution of alloy additions, especially molybdenum, the buttons were remelted alternately on top or bottom as many as five times. This was accomplished by a suitable mechanism for "flipping" the ingots over. It was very difficult to obtain homogeneous melts in the region of less than 75 pct Ti because of the very high melting point of molybdenum and Ti-Mo master alloys and the comparatively low boiling point of manganese. THE Königin-Marien-Hütte is the only works in Germany where the Bessemer process is carried on by the direct method. The Besserner plant there, is arranged after the true English type, and the only resemblance to the Swedish mode of procedure is the dispensing with the use of spiegeleisen at the end of the "blow." In a new department of the establishment, started within three years, each of the converters is turned by means of a very neat and compact reversible engine, the steel shaft of which is an endless screw, which turns against the oblique cogs of a large wheel attached to the shaft of the vessel. An advantage which this arrangement possesses over the ordinary English hydraulic arrangement, is the fact that the endless screw suffices to turn the vessel, in either direction, any number of complete revolutions; while even the latest American improvements, so clearly explained to us by Mr. Holley at the opening session of this meeting, do not secure even one complete revolution without changing the angle of inclination of the hydraulic piston. In the endless screw arrangement, there being no limit to the working of the motor in either direction (no return-stroke necessary), the vessel can always, unless outside reasons demand the contrary, be turned around to any desired position by the shortest cut, whether backwards or forwards. Also, the diameter of the cog-wheel attached to the vessel can be made sufficiently great to avoid all unevenness of motion. In the old department the motive-power still continues to be hydraulic. If reports be true, the new department produces spiegelized steel, for the manufacture of all-steel rails. But the old department is still,' as from the beginning, devoted to the production by the direct method of steel for steel-headed rails. The most remarkable fact connected with this direct steel is the ease with which it welds to the iron' of the rail-packets, although no borax or other fluxing agent is used to facilitate the welding. It is very rarely that an exception occurs, and an ingot or a charge is discarded by the rail-mill. WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.
