DuriNG the sinking of the Needmore shaft, on one of the leases of the Eagle-Picher Mining and Smelting Co north of Webb City, Missouri, a very strong flow of water was encountered at a depth of 140 ft. Because OF the speed at which the water rose in the shaft after pumping was discontinued, and in order to speed up sinking operations, a new type of shaft bar and drilling equiprnent was devised, which saved approximately one hour on each shift This bar is made of an ordinary scren type shaft bar with a common drill arm attached to the bar by clamps and welded Into place To this drill arm is attached an ordinary arm clamp with set collar below Through this clamp is attached another drill bar of ordinary length so constructed that it slides back and forth and rotates around the perimeter of the shaft on the set collar A tripod saddle with legs removed is welded to the rotating bar, which enables the drill operator to drill holes at any angle completely around the shaft and also, after an arm extension, permits the drilling of the corner holes without removal of the rig from the saddle Upon completion of the drilling of a shaft round, all that is necessary for the complete removal of the drill machine and shaft bar is to engage the hoist hook through a. ¾-in. eye provided for that purpose on top of the bar and disconnect the air and water lines from the machine, thereby making it possible to pull the whole apparatus out in one piece. At no time is it necessary to remove the machine from the saddle Screw jacks are installed on the vertical bar to further ensure the rigidity of the shaft and bar arm. The ultimate goal in rock mechanics is to make quantitative predictions of the response of rock to changes. Measured and calculated values of changes in displacements or temperatures in the rock for six different field experiments are compared using linear regression. When values of the mean compressive stresses are large compared with the values of the deviatorial stresses, linear elasticity, using values for Young's modulus from laboratory tests, provides a good predictive model. However, if the values of the mean compressive stresses are small compared with those of the deviatorial stresses the behavior and response of the rock, though systematic, is not linear. Linear heat conduction provides good predictions of changes in rock temperatures but thermal displacements are not predicted well by linear thermoelasticity.

WE are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany." Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient iii the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may he a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion.

The Kunigin-Marien-Hiitte is the only works in Germany where the Bessemer process is carried on by the direct method. The Besserner plant there, is arranged after the true English type, and the only resemblance to the Swedish mode of 'procedure is the dispensing with the use of spiegeleisen at the end of the "blow." In a new department of the establishment, started within three years, each of the converters is turned by means of a very neat and compact reversible engine, the steel shaft of which is an endless screw, which turns against the oblique cogs of a large wheel attached to the shaft of the vessel. An advantage which this arrangement possesses over the ordinary English hydraulic arrangement, is the fact that the endless screw suffices to turn the vessel, in either direction, any number of complete revolutions; while even the latest American improvements, so clearly explained to us by Mr. Holley at the opening session of this meeting, do not secure even one complete revolution without changing the angle of inclination of the hydraulic piston. In the endless screw arrangement, there being no limit to the working of the motor in either direction (no return-stroke necessary), the vessel can always, unless outside reasons demand the contrary, be turned around to any desired position by the shortest cut, whether backwards or forwards. Also, the diameter of the cogwheel attached to the vessel can be made sufficiently great to avoid all unevenness of motion. In the old department the motive-power still continues to be hydraulic. If reports be true, the new department produces spiegelized steel, for the manufacture of all-steel rails. But the old department is still, as from the beginning, devoted to the production by the direct method of steel for steel-headed rails. The most remarkable fact connected with this direct steel is the ease with which it welds to the iron 'of the rail-packets, although no borax or other fluxing agent is used to facilitate the welding. It is very rarely that an exception occurs, and an ingot or a charge is discarded by the rail-mill. In traversing lately the Sierra Madre, west of Sail Pedro and Guanacevi, I estimated the topographic summit at several points, by aneroid barometer, at about 8,500 ft. Mr. Weed's measurements, 40 miles further north, are from 9,000 to 9,500 ft., and indicate the correctness of the impression I obtained at the time, namely, that the greatest movement in the elevation of the Sierra was between Guanacevi and Guadaloupe y Calvo. This is suggested also by the course of the headwaters of the Rio Conchas and of the Nazas, and by the relative corrasion of the branches of the two streams. Mr. Weed's statements as to the unevenness and great relief of the andesite floor underlying the later dacites and rhyolites are very interesting, and lead me to add that the floor of the andesite breccias and flows is uncovered for several square miles east of Guanacevi. This floor is of reddish, bluish and gray shales, lying horizontal or dipping slightly east. Their age is unknown; but from the interbedded occurrence of copper sulphides, I took it to be Triassic,

A $5 million plant for processing the rock into elemental phosphorus is to be constructed in the vicinity of Butte. The plant will receive power from the Bonneville Power Administration. * Tests are being made to determine whether iron pellets from taconite concentrates will boost blast furnace and open hearth output at the Campbell Works of the Youngstown Sheet & Tube Co. About 35,000 tons of iron pellets have been shipped from Minnesota for this purpose.

INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

Raymond asked for the appointment of a joint commit¬tee to receive and consider a communication (which was duly sent by him under date of March 16) tendering his resignation as Member and Secretary of each body. On March 31, the Board of Directors and the Council accepted the resignation of Dr. Raymond, and on the recommendation of the Council, the Board authorized and directed his appointment as Secretary Emeritus, upon whom the Council may call for special editorial and other services in connection with the publications of the Institute.

That the domestic consumption of gasoline displays a marked seasonal variation, with a low in the winter and a high in the summer, is well known. It is logical to expect that the nature of the variation has itself been undergoing a change as a result of improvement in roads, general employment of closed cars, and growth of mass haulage; but so far as I am aware the change in seasonal variation has never been investigated and measured. It is the purpose of this paper to present the method and results of such an investigation, undertaken as a contribution to the technique of planning operating schedules now so prominent in connection with the functioning of the industry under a Federal quota system. Computer-aided torsional analysis of grinding mill drives is defined and related to the mill design process. Equations of torsional dynamics are developed for general mechanical drives. Consideration is given three solution types - specifically the determination of undamped natural frequencies, the calculation of steady vibration amplitudes, and the prediction of transient torques during starting. Following a summary of the methods of calculating drive motor performance, the problem in making practical application of this theory are discussed. Experiences in both calculating and measuring the torsional loads on a large ball mill with dual synchronous motors are reviewed. Conclusions are drawn on the effectiveness of computer-aided torsional analysis for improving mill drive reliability.

It is the author's opinion, based on many field experiences over several years, that it is usually better to design a rougher flotation circuit with long rows of rougher cells for high tonnage capacity for maximum recovery and better operating efficiency than the alternative of a greater number of shorter rows with proportionately less tonnage of feed per row. Recent plant studies and tests in the 12,000 ton per day flotation plant of the Atlas Consolidated Mining and Development Corp., Cebu, P. I., have given further substantial support to this opinion. There are two flotation sections in this concentrator: 1) Section 1, treating half the tonnage to the total mill, has eight rows of rougher cells, each row containing 360 cu ft of cell volume. Mr. Neilson was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city. In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company.

The application of a simple, two-dimensional computer technique for evaluating rock burst potential in cut-and-fill stopes was investigated. The principal purpose of the study was to compare the effectiveness of high-modulus fill and destressing as aids in the control of rock bursts. Two conclusions that are probably of general applicability are drawn. First, high-modulus fill is ineffective as a means of increasing the mine stiffness and acts to control rock bursts only if it supports enough load to reduce substantially the stresses on the unmined vein material. Second, destressing is most effective if it is performed when the vein material is near the point of failure.

E. D. TILLYER,* Southbridge, Mass. (written discussion?).-It is quite generally known that there is very little that is standard about a mercurial thermometer at temperatures above 212° F. (100° C.) because so many precautions must be taken-precautions that are rarely realized in practice-such as depth of immersion, aging, elastic fatigue, separation of mercury column, and accidental deformation from very slight excess temperature. One cannot help wishing that Mr. Brown would dwell at greater length on the practical side of both radiation and optical pyrometey, both of which have great possibilities as commercial instruments. In the radiation pyrometer we have ideal conditions for a permanent instru-ment, no materials being exposed to excessive temperatures or subjected to contamination from the furnace fumes which may raise such havoc with an ordinary pyrometer. The development of a radiation pyrometer requires a thermocouple having a relatively high electromotive force but which need stand temperatures of only 200° F. or 300° F. instead of 1500 to 2000° F., which is required of even a base-metal couple. The galva-nometer, if located near the thermocouple, does not need to have a high resistance as at such low temperatures no changes can occur in the thermocouple that will affect its resistance and, consequently, the in-dicated temperature.
