THE MAJOR use of spelter has always been for the coating of iron and steel products, the process of coating being known as "galvanizing" and the products themselves as "galvanized," except for a couple of years during the war, when the consumption for brass making became superior, in the United States at least, owing to military demands. Since 1919, however, the consumption of spelter for galvanizing has regained the premier position, but not with such a long lead over brass making as previous to the war. The last development is ascribable to two main reasons, viz., an increased demand for brass in new industries, especially automobile manufacturing; and a diminished use of spelter per unit of iron and steel galvanized. MAJOR IMPORTANCE OF SUBJECT The last mentioned matter has already been the subject of some discussion and of some literature. The galvanizers have been charged with deliberately thinning their zinc coatings, with the consequence of producing inferior goods and thereby jeopardizing the whole galvanizing business. Zinc producers have been concerned about this, out of consideration of both the less use of zinc per unit of iron and steel and the fear that, the number of units produced may be curtailed. It has been argued, among other things, that the present policy of American galvanizers would impair their ability to compete in foreign markets with British galvanizers, who have been represented as making a superior product.

SINCE my earliest recollection, the coal business has been in a state of unrest. It has always been a matter of bewilderment to the serious thinking, the instability of this most important industry; second only to agriculture in its effect on the great development of this country, and even more important in certain aspects, because without fuel railroads could not run, agriculture could not get its products to market, nor would the great manufacturing enterprises have been possible. I will not attempt to discuss the present serious -labor dispute or similar disagreements of the past; in the settlement of which more or less successful attempts have been made to equalize, temporarily at least, natural conditions through "joint agreement" as to prices paid labor; but will confine my views to the general underlying conditions of which the disputes are symptoms, and try to show how these must be remedied before there can be any hope of stabilizing conditions.

FERGUS County, Mont., shown in Fig. 1, is known for its once famous gold mines near the old towns of Gilt Edge, Maiden, and Kendall. But at Heath, a small farming community near the foot-hills of the Snowy Mountains, thousands of tons of gypsum have been mined since 1916. The value of the gold taken from the mines of Fergus County runs into millions of dollars; the value of the products made from the gypsum of the Heath mine is also in the millions. The gypsum mine will continue to produce for many years, while the gold mines are closed today.

Date of Congress: Sept. 20-25, 1915 The Committee on Local Affairs is fortunate in having secured for a period expiring on Oct. 17, an option. on 100 rooms at the Palace, St. Francis. and Fairmont hotels, the three leading hotels in San Francisco, with the distinct understanding that, on account of previous engagements whereby the hotels are reserved to their capacity, the rooms must be vacated on Sept. 25, 1915. The rates applying will be $7 per day for the court rooms occupied by two people, or $10 per clay for outside rooms occupied by two people. The outside rooms will face the main thoroughfares at the Palace and will face the city and bay at the Fairmont, which latter is situated oil a high hill. The St. Francis faces an open square and is flanked by main thoroughfares on two sides. If any members desire their reservation to extend either before the 20th or beyond the 25th, the Committee will use its best endeavors to secure such extension in individual cases, in accordance with the indicated wish. The Hotel Bureau in San Francisco is co-operating actively and closely with the. Committee on Local Affairs of the International Engineering Congress and offers the choicest rooms in any of 350 hotels other than the three mentioned above. This Hotel Bureau controls 50,000 rooms in San Francisco, which are all provided with hot and cold water, stationary basins, baths, house telephones, elevators, and bell boy service.

A priest at Shenandoah, Pa., one day persuaded the president of the Philadelphia & Reading Coal & Iron Co. to slush breaker waste and culm into old mine workings in order to save his church from being destroyed by surface subsidence. The year was 1864, the project was successful, and history recorded the first use of hydraulic backfilling. Shortly afterward, the method was applied to several eastern coal mines for area fill to control subsidence. In 1884, hydraulic backfilling was used to control a mine fire in the Schuylkill region of Pennsylvania. The idea was taken to Europe by German engineers and developed successfully at the Myslovitz colliery in Upper Silesia in 1901. From there it was applied to several mines throughout Europe.

SAUNDERS, New York, N. Y. (communication to the Secretary *) . -Messrs. Bedford and Hague have given us a very interesting and practical paper. No better excuse for such a paper could be desired than the statement made that the expense of drilling. in this mine is one-third of the cost of delivering the ore at the mill. This statement. should be written in red letters, because it applies to a great many mines besides the one referred to and because it is generally true that in a mining plant, as also in papers read before the Institute, more attention by fat is given to the metallurgical side of mining than to the excavation of the ore, and no study of the excavation work is properly made that does not involve a careful inquiry into the merits of the rock drill used. Next in importance to the selection of a good rock drill, in a case where the actual drilling cost is one-third the cost of delivering the ore, is that. the drill should be maintained in order and kept up to its highest efficiency. The best rock chill may run down in efficiency through accidents, wear, or other conditions which are sometimes beyond supervision or control. The machine is usually in the hands of men who know how to get workout of it, not men who know how it works. The best drill runners are not machinists,. but miners. They could not tell you how the valve operates or the principle of the rotation, but they know how to get the work done. A testing machine, particularly the type described in this paper, may he of the greatest value in maintaining a uniform state of efficiency.

The profeseional career of Thomas Septimus Austin, who died at El Paso, Tex., Aug. 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., Dec. 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Colin., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-ofice in Lead-ville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germa-nia bears the honorable distinction of being one of the first of the large " custom" lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smeltr ing practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts. EVERY new mining district has had its own peculiar experiences in inventing and experimenting upon new methods for the various operations of mining, and more particularly in the processes of crushing and dressing ores. As a matter of course, during this period many old things have been reinvented, patented, and cast aside, there to remain until at a future day other geniuses shall bring them forth again as new. In this respect the Copper Region of Michigan has not been behind other mining centres, and probably in no other part of the country has more money been expended in devising new machines and improvements upon old ones for the crushing of the rock. The appliances for washing the sand have not been so varied, simply for the reason that, having but one mineral, or rather metal, of high specific gravity to separate from rock material which varies but little in its character in any one mine, it requires much less care than is necessary in most mining centres of the world. At the beginning of operations in that district most of the work was in the control of Cornish miners, who introduced the simplest of Cornish mills, namely, wooden stem pestles, with wooden shafts and cams. These were well suited to the small mines, and particularly to the limited means of transporting more expensive machinery. As these facilities improved, they were enabled to change to iron, and to vary their patterns of rods, shafts, cams, and mortars. The most approved pattern, finally obtained, is the square or round stem, with collar adjustable by means of keys. In its present form it is a bar of cold rolled shafting, an eye in the top, an adjustable collar with key-plate and keys, the head and a shoe of chilled iron. The stem is fitted into the head by a slight taper. The battery has heretofore been of wood, lined with chilled cast plates, and bed-plate of the same, but within the past year the California pattern has been introduced. The screens are of sheet-steel, drilled with 16 holes to the inch. During this period of trial and gradual improvement in the pestle stamps, in the years 1855-6, the Ball steam-stamps were intro¬duced, and after years of labor and expense, have been made the most efficient and powerful machines ever yet used for the purpose. The mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "squarc" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment' of a law similar to that in force in British Columbia. Objections have been raised by .representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the 'present apex law; and the statement has been made to me personally by one of the largest English operators, that he would .never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the I(square location," it should be sufficient to say to those who are inclined to "let well enough alone" and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extra-lateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square. I would advocate the right to locate adjoining claims of equal extent on either side of the discovery claim, on the strike of the lode, subject to a seasonable requirement in the matter of work upon them; and in the case of a vein dipping flatter than 45' from the horizon, or in case of a

Stabilized blast furnace operation at high production rates and reduced coke consumption requires control of the gaseous distribution within the furnace. This can be achieved only by an increased use of agglomerates in the furnace burden, and control of the radial distribution of agglomerates and that of coke in the blast furnace. Dissection surveys of commercial blast furnaces recently conducted by several steel plants in Japan gave much valuable knowledge on the behavior of agglomerates within the blast furnace, specifically in regard to the softening-melting zone. The authors analyzed these survey results in conjunction with laboratory studies on the behavior of agglomerates, then proposed appropriate test methods to determine high temperature behavior. A reducibility test at temperatures over 1100°C, a test for softening and melting under load up to 1400°C, and a test for melt-down characteristics were developed to evaluate behavior of agglomerates in the softening-melting zone of the blast furnace. The high quality of self-fluxing sinter, as compared with pellets, was verified by means of these test methods. The test conditions of the respective test methods were examined in detail.

HOFMAN, Boston, Mass.:-I have hunted in vain for a figure which gives a dehydration temperature of cement. I was wondering if Mr. Stütz had a figure of that kind. E. STÜTZ :-No, I am afraid I have not. H. 0. HOFMAN :-I believe some figures have been published that cement disintegrates at 400° or 500° C. It seems tome a very low temperature. Mr. Stütz just made the statement that the disintegration of this briquette begins at the temperature at which the briquette begins to sinter. E. STÜTZ :-Above the sintering point. H. 0. HOFMAN :-The sintering point would be about 1,200° C. E. STÜTZ :-Yes, roughly speaking. I am afraid I have no information about the exact degree of dehydration. H. O. HOFMAN :-I have looked a great deal for such a figure and I have not been able to obtain it. Professor Howe says I might have tried myself. But my interests were directed in another line; although-that is, perhaps, a good suggestion. CHAIRMAN RICHARDS:-Is not Portland cement sometimes used for the test in a cupellation furnace and a drying-out furnace ? H. O. HOFMAN :-Yes, it is used, but that is a higher temperature, of course. But I have been trying to get a figure as to where it loses all its water. I understand it begins to lose water at 500° C. But there are different silicates or hydrosilicates in the cement, so that one would have four or five or sit figures to show the different stages at which the cement loses its water. CHAIRMAN RICHARDS :-I would ask whether the use of this material in blast furnaces has shown increased capacity of furnace or decreased consumption of fuel.

A LITERATURE survey1-' of sintering metal pow-A ders and powder compacts indicates that studies have so far been confined primarily to the latter stages of sintering in relatively coarse powders. Presumably this is due to the difficult techniques associated with studies of the early stages of sintering. Recent experimental and theoretical investigationsL-" on the preparation and the magnetic properties of ultrafine ferromagnetic powders suggest the possi- bility of following the sintering process from a very much earlier stage than has previously been considered. It is now well-known that ferromagnetic powder particles which are below a critical size behave as single domains and exhibit permanent magnet qualities characterized by a very high coercive force. When the same particles are fully sintered, the coercive force decreases to very low values corresponding to those of the solid metal. Thus the coercive force appears as a sensitive parameter which may be measured to study the early stages of sintering. To determine the feasibility of this technique, experi-

PRACTICAL or applied geophysics-as we designate the border region between physics and geophysics on one hand and practical geology on the other-has as its object the application of physical or geophysical methods of investigation to problems of practical geology. Its field of operation comprises all methods of physical measurement that are used in the problem of determining, from the geophysical influences of the subsoil that can be measured at the surface of the earth, the special characteristics of the association of strata, faults, etc., to detect the presence of deposits and to investigate underground structures. It therefore repre-sents an aid, a physical method of research in practical geology, and is inseparably connected with geological studies; for this reason, it is also called geophysical prospecting. Formerly research methods of practical geology were based on observation exclusively: first, on the observation of the strata and formations at accessible parts of the surface of the earth, especially in shafts, borings and mines if such were available; then on the observation of the tectonic conditions in so far as these were already known at places directly visible; and finally, by estimation of the importance of formations of the terrane. Later, there were added in special cases, analytical chemical crystallo-graphical, petrographical and similar investigations of rock samples which were taken from the places under consideration. The knowledge thus obtained is of value and is expanded by hypotheses and constructions that are supported by geological theories of origin and by laws of the sequence of formations and rock systems, which are based on long experience.
