The use of cadmium as a base for bearing metals is one of the most interesting recent developments in this field. It has caused a strong demand for cadmium and a marked rise in its price. It appeared to the authors, therefore, that the situation might be relieved for users if acceptable substitutes could be developed. A preliminary investigation has revealed that to some extent mercury may be substituted for cadmium. Whether its use is justified cannot be stated at this time. Most of the authors' work has indicated that the addition of mercury to alloys of cadmium and nickel detracts from their desirable physical properties; but this work has not been extended to cover service tests, which might reveal that the addition of low percentages of mercury to the cadmium-base alloys would improve their performance. The results of tests made by the authors are therefore briefly summarized for this paper. Table 1 gives the proportions of the metals used in preparing the alloys. After preparation of these alloys, th composition was checked by chemical analysis. Particular care taken to ensure that the nickel content did not vary appreciably from 1 per cent.

Immediately after graduation from McGill in 1899 he went to the Trail smelter and he is there today though he spent three or four years of his early professional life at other British Columbia mining centers. Either he sensed the great possibilities of the company of which he is now vice-president and general manager, or it sensed his; more probably both. Certainly the association was a happy and fortunate one.

The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

Isothermal sections of the pseudo-ternary carbide systems TiC-VC-ZrC, TaC-VC-ZrC, and NbC-VC-ZrC have been examined. The sections contain an inverted U shaped two-phase field whose maximum extent is 77 molecular pct for Tic, 64 pct for TaC, and 51 pct for NbC. lsoparametric lines were determined which show the curvature of the single-phase field and the direction of tie lines in the two-phase field. It was not possible to show any relationship between atom size and the extent of the two-phase field. REVIOUS work' on the solubility relationship of several pairs of refractory cubic monocarbides from the group Tic, ZrC, VC, NbC, and TaC has shown that, with the exception of the system VC-ZrC, they all form continuous series of solid solutions. It was demonstrated that the limited solubility in the case of VC-ZrC system was primarily a question of the size factor, the size difference between vanadium and zirconium being greater than the limiting value of about 15 pet. It is interesting to consider the results of combining these isomorphous carbides in groups of three and to determine the isothermal section of the pseudo-ternary diagram at, for instance, 2000°C, a temperature that will assure an equilibrium structure in a reasonable length of time. In the ternary systems where the three pairs form complete solid solution series, it is probable that the isothermal ternary section would be a single- phase field, although this is not necessarily the case. However, if one pair of carbides has a very limited solubility, then there must be a two-phase field of some extent, and it is the purpose of the present work to examine the extension of this field and to determine if it can be related to the nature of the third carbide. This condition is fulfilled if the VC-ZrC pair, which has only limited solubility, is combined with Tic, TaC, or NbC. The relative sizes of the metal atoms undoubtedly play a role in the extent of the single-phase field, and the values obtained from the pure carbides, assuming close-packing between metal and carbon atoms and a carbon atom diameter of 1.54A, are

The Elk City mining district of Idaho occupies a position near the geographical center of Idaho county, a region of moderate elevation in the western foot-hills of the Bitter Root mountains. The district comprises an area of approximately 350 Sq. miles, bounded on the west by the Newsome district and on the south by the Dixie and Oro Grande districts. There are no mining districts to the north or east. Elk City, the principal town and the seat of the mining office for the district, is situated in a hydrographical basin surrounded by low hills. The elevation is 4,200 ft. above sea-level. Through this basin flow Elk Creek, Red river, and American river, which unite west of town to form the south fork of the Clearwater. The one township is set out from the Bitter Root Forest Reserve. Though a railroad starting from the Stites terminus of the Clearwater Short Line of the Northern Pacific railroad has been under consideration for some years, the camp is yet without railroad facilities. The projected road would follow the south fork of the Clearwater on easy grades, but would be very expensive to build and maintain. While such a road would greatly benefit those who are now operating in the camp, and in a sligh degree stimulate interest in its possibilities, there is hardly business enough to warrant its construction. At present all supplies and equipment are hauled in by wagon from Stites, a distance of 58 miles, over a wagon road constructed by the State in 1904, following in the main the old Nez Perce trail. While this is not a bad road, it is not all that might be desired. Starting at Stites at an elevation of 1,327 feet above sea-level, the road runs through low hills to Clearwater, a distance of 10 miles. In the next 16 miles the climb is steady until the Mountain House is reached, which is near the summit of Mount Pisgah. This is the highest point passed on the road, having an elevation of 6,500 ft. The United States Employment Office of the Department of Labor, of which the division of engineering and education, under the direction of A. H. Krom, maintains an office at 29 La Salle Street, Chicago, Ill., is engaged in a classification of engineers in order to make their services more readily available in case of need. We have received a form used by this division, on which it requires only a very little time to indicate one's particular line of work, his experience and the salary that he desires. We have been asked to impress upon members of the Institute the distinct advantages that come through registration. Filling out the blank entitles an engineer to free employment service, provides him with direct contact with the Government, supplies him with information in regard to engineering affairs, and helps him to become successful in his profession. The Government wishes every technical man to register, so that it may know the strength and location of the engineering reserve. It is therefore the duty of every patriotic engineer, whether he needs a position or not, to register at once. Blanks can be obtained by addressing the office above noted.

Hostility is a characteristic of the environment in underground mines. Nature opposes man's efforts to remove mineral deposits, and this condition is recognized when mining is described as winning minerals from the earth. Evidence of this conflict is the action of natural forces to close excavated passageways. In many mines, this behavior of the surrounding environment is an ever-present and ever-changing problem despite much research and empirical study. Geological conditions change abruptly and may result in rock bursts, the inrush of water, or variations in rock hardness. Although aspects of these problems will become intensified as the rate of mining increases, they are not considered in this discussion. Emphasis herein will be on the changes in the atmospheric environment. Men underground work in an ever-changing, alien, ambient atmosphere. Many conditions are encountered that will affect their health and safety unless properly controlled. Potentially explosive gases are released from minerals as they are mined or enter from the surrounding earth. Some mining methods generate noxious gases. Natural processes and diesel equipment can steal life-sustaining oxygen. Airborne dust may cause lung diseases when breathed by miners in excessive amounts and by affecting visibility, introduce safety hazards. Deep mines pose heat problems that may be aggravated by high-speed mining. The deleterious effects caused by these changes, and their mitigation, are subjects of this discussion. THE UNDERGROUND ATMOSPHERE Health and safety problems from changes in the underground atmosphere have been apparent since the beginning of mining. Alleviation of these problems has been by ventilation with normal air from the earth's surface that flushes away the vitiated mine atmosphere. The objective is to provide atmospheric conditions essentially similar to those that man is accustomed to on the surface.

The Secretary of the Treasury, in a recent ruling, allows 18 months from date of discharge within which former service men may reinstate their Government insurance policies lapsed f or non-payment of premiums. The point just now confronting the Bureau of War Risk Insurance and all those who are interested in the immediate and the future welfare of the young men who offered their lives for the flag and the country is that they be kept mindful that the provisions of the War Risk Act were not solely war measures, but that the framers of the Act provided insurance protection for all time to come for the boys in uniform and all dear to them. Under this ruling those making application for reinstatement will be required to pay only the premium on the amount of insurance to be reinstated for the month of grace during which they were protected, and for the current month. When the men are mustered out of the service, the insurance continues in force for one month and they are fully protected during that period even if their premium has remained unpaid. In reinstating, that month's premium will be required as well as the premium for the month in which reinstatement is effected. The ruling also stipulates that when applying for reinstatement the man must be in as good health as at the date of discharge, and so state in his application. After complying with these simple requirements, a Government insurance policy may be made as sound as on the day it was written. The Bureau of War Risk Insurance is now searching out its delinquent policy holders and offering them this renewal of Government protection. It needs the assistance of public spirited, patriotic, business and professional men everywhere, for the sake of our former service men, who must be given the information about its privileges to which they are entitled.

THE deductions drawn in crushing and grinding operations have heretofore been based on a separation of the products into various sizes. A crushed product may be sized by sieving, by elutriation, and by aid of the microscope. To estimate the surface of each size the relation of the surface to the estimated average diameter must be assumed. Such a relation, owing to the irregularity of the particles, may involve two assumptions: First, a factor to convert average diameter to surface for one particular size; and second, a variation in the factor as the diameter of the particle changes. Obviously a surface measurement in which such assumptions and estimates are involved is questionable. In the first paper of this series1 a method has been given by which an accurate measure of surface of quartz can be obtained from its dissolution rate. By the use of this method, surface measurements have been made on a series of sieve sizes of crushed quartz, the results of which are given and discussed in this paper.
