The 64th Texas Legislature passed the "Texas Surface Mining and Reclamation Act," Chapter 131, Texas Natural Resources Code (subsequently referred to as "the Act"), at a point in time when little surface mining had taken place within the state. Thus, enactment of regulatory control governing mining operations in our state has, for the most part, preceded widespread, intensive mining activity. I should point out that the statute applies only to the extraction of coal, lignite, uranium and uranium ore. A recent opinion rendered by the Attorney General's office has stated that extraction of the named elements, when it occurs incidental to the extraction of other materials, e.g., clay, is not not an activity subject to the Act. An important theme of the Act, frequently overlooked in other environmentally oriented legislation, is recognition of the Act's affect on the mining industry. The Act states that "the extraction of minerals by surface mining operations is a basic and essential activity making an important contribution to the economic well-being of the state and nation" and, in reference to reclamation being accomplished contemporaneously with mining, provides a recognition that "the extraction of minerals by responsible mining operations is an essential and beneficial economic activity." This legislative recognition is, of course balanced against the need for proper mined land reclamation, the rights of surface owners, the need to guard against unreasonable degradation to land and water resources and numerous other actions or events that the Legislature wanted protected. Another rather pervasive general theme that is established in the Act is the concept that the agency is entitled to obtain whatever information, or take whatever action, that appears reasonably necessary to effectuate the purposes of the Act. This concept, coupled with the detailed requirements placed on mining operations in the portions of the Act dealing with Permit Applications, Reclamation Plan and Reclamation Standards, easily insures that surface mining activities can and will be regulated to the extent necessary. Section 131.102(b)(2) is probably the most relevant provision in the Act which deals with the preclusion of mined lands becoming waste lands. This portion of the Act states that the surface mining operator shall: ". . . restore the land affected to the same or a substantially beneficial condition. ." In this language the Legislature had made it abundantly clear that the abandoned or orphaned lands found in some of the Eastern states, will not be tolerated in this State, and provided the Commission with a degree of latitude to determine what condition would be appropriate in each individual mining situation. I bring this area of the Act to your attention because it is the area which has received the most inquiries and concern by operators, i.e. what does "substantially beneficial" constitute? The Commission's staff has spent a considerable amount of time wrestling with the statutory language "substantially beneficial" to determine the legislative intent and provide operators with guidance of what they can expect. In this regard, the most definitive criteria in our opinion lies in the Act's legislative hsitory. The Legislature had before it basically three reclamation standards namely: House Bill 656, considered to provide the most stringent reclamation standard and identical to Senate Bill 66; House Bill 1717 which was supported by industry spokesmen and was considered to contain the least stringent reclamation standard; and Senate Bill 55 which was adopted by the Legislature. During the Bill's initial hearing before the House Environmental Affairs Committee, the House sponsor of the Senate Bill 55, which was the Bill eventually adopted, made the following statement: (I am quoting verbatim from the Committee's transcript although substituting the speaker's reference to the authors names with the Bill's numbers.) "An example of the differing approaches of the four bills can be seen in the area of reclamation standards and this is critical. House Bill 656, talking about restoring the surface of the land, House Bill 656 has this statement: 'At least fully capable of supporting the use to which it was capable of supporting prior to any mining or any higher or better use.' In other words you have to restore it to the level it was prior to the mining. Senate Bill 55: 'Restore the land to the same or substantially beneficial use.' Substantially beneficial use. (Emphasis his) House Bill 1717 says: 'Restore insofar as practical to appropriate beneficial post-mining use.' So that House Bill 1717 said to, 'restore insofar as practical to appropriate beneficial use. I think that's too weak, whereas I think the House Bill 656 that would call you to restore it to at least the use it had prior to the mining may also be too tight the other way. I think the Senate Bill 55 approach is down the middle of the road which says that you do restore it to the 'same or substantially beneficial use,' is a proper way to go there." Therefore, the conclusion that we have drawn from the legislative history of the bill is that the extent of reclamation required by "substantially beneficial" may be something other than the use it was prior to

Several techniques are presented to adjust small errors inherent in data collected from material balance measurements on the flotation process. The basic technique used is a Lagrange multiplier adjustment of the filtered data taken from the equipment measurements. The raw data are adjusted such that material balances are closed. The adjustments to each data point is inversely proportional to the square of the standard error of measurement. Problem areas in equipment utilization are discussed. Typical results from on-line measurements are presented. This technique can be applied to either on-line process measurements or metallurgical test data.

The occurrence of the manganiferous variety of wolframite at a new locality in Arizona was announced in the month of May last." It occurs in the granite hills of the Dragoon mountains, in Cochise county, about 6 miles north of Dragoon Summit station, on the Southern Pacific Railway of Arizona. It is found in veins of white quartz, traversing a coarsely crystalline granitic gneiss, and, so far as yet determined, is without association with other metallic minerals in the same veins, except small quantities of scheelite. It is a very pure form of the mineral, and contains but little iron, the base being manganese oxide. The color is brownish-red; it is nearly the same as the color of the mineral originally described by E. Riotte from Mammoth District, Nevada.† Thin films or plates on the broad cleavage-surfaces, and thin cleavage-flakes, seen by transmitted light, are ruby-red, or rather more like the color of red zinc oxide or the mineral known as clintonite. The useful minerals can be subdivided into two large groups. One comprises those which are mined because of their chemical composition. They represent the natural resources of certain materials or of energy (coal). The second group is used not because of their chemical composition but because of certain physical properties or combinations of physical properties. A large number of minerals are mined because of their hardness, their electrical and thermal properties, their color or plasticity. There has been increasing recognition of the value of mineral synthesis during the past 30 years. This is illustrated by the development of improved aircraft spark plugs and chemical porcelain about the time of the first World War. During World War II the impact of crystal chemistry upon ceramics became most pronounced. New ceramic bodies were tailor-made, such as those designed with a high dielectric constant and low power loss, for use in high-voltage, high-frequency communication. In the field of refractories special materials were needed for unusual heat-resisting service in jet and rocket engines, and in the processing of fissionable materials. High capacity off-highway haulage trucks equipped with electric wheel drives have been available for commercial applications since 1963 and, although still interesting to study, cannot be considered as a "new" type of equipment any longer. However, the electric wheel drive components which played a key role in the development of these trucks has indirectly led to another new trucking development-the gas turbine engine for off -highway vehicles. Although most of the production models of the electric-wheel haulage trucks are equipped with 700 hp engines (the largest production engine commonly available), the electric drive components of the motorized wheel were designed to transmit more than 700 hp. To utilize this added potential, 1000-hp class diesel engines are in the process of being developed, but progress has been much slower than expected. The delay has caused some engineering thoughts to concentrate on the adaptation of the 1000-hp gas turbine engines, originally designed for aircraft applications, for use in haulage trucks. The question in most minds centered around the ability of such an engine to withstand the tough usage expected of it in an open pit.

The effect of neutron bombardment upon the stability of type 347 austenitic stainless steel has been investigated by a magnetic technique. The relation of the ferrite content of a stainless steel to its magnetic properties is given, and an apparatus suitable for the measurement of the ferromagnetic saturation induction of small specimens is described. Results of measurements on irradiated specimens are tabulated. Exposure to a neutron flux was found to cause a slight increase in the ferrite content of type 347 stainless steel, the change increasing with increasing length of exposure and with increasing initial ferrite content. The similarity of the effect of irradiation to the effect of annealing is pointed out. Possible effect of irradiation upon density of austenitic stainless steel is discussed. COMMERCIAL austenitic stainless steels are alloys of iron, chromium, and nickel, plus small quantities of other elements. Although these alloys are normally used in the austenitic condition, this state is thermodynamically metastable at ordinary temperatures and transformation to a more stable state takes place under favorable conditions. In the austenitic state, these stainless steels have the face-centered-cubic crystal structure characteristic of y iron, but the stable state at room temperature is a mixture of austenite and body-centered-cubic ferrite. The transformation from the pure austenitic condition may be brought about by cold working the alloy at a temperature below that at which the aus- tenite becomes thermodynamically unstable (about 400°C), the completeness of transformation increasing with increasing severity of cold work and decreasing temperature. The behavior of the austenitic stainless steels under ordinary conditions of use is rather well known. However, use of these alloys in a nuclear reactor introduces a new variable: the effect of neutron bombardment upon the transformation from the austenitic to the ferritic state. It was with this in mind that a study of the radiation stability of austenitic type 347 stainless steel was undertaken. Magnetic Technique for Ferrite Determination Commercial austenitic stainless steels such as type 347 undergo little transformation under normal conditions of fabrication and use. In view of this fact, it seemed likely that neutron irradiation would change the ferrite content of the alloy but little. The method chosen for measurement of the effect of neutron irradiation was thus limited to one which would be quite sensitive to small changes in the ferrite content of the alloy. Of the properties of the stainless steel which can be measured, the magnetic characteristics are most sensitive to the quantity of ferrite present.

NUMEROUS ore deposits remain to be discovered. Many exposures of favorable host rock bodies within mineral provinces have not been adequately scrutinized geologically-the ore potential in buried portions of such rock bodies is enormous. Inasmuch as the more obvious deposits have been found, exploration has become more scientific and more expensive. Yet discovery continues to be very rewarding if exploration is intelligently approached. Although a number of exceptions can be cited, systematic geological exploration for ore on a significant scale has developed during the last two decades. So rapid has been the development of systematic exploration that a comparison of modern programs with those as recent as 1940, would suggest that many large mining companies and various Government agencies were hardly in the exploration business at that time. What is modern ore exploration? What major factors affect its success-economic discovery?

A prediction is made of the airflow at the Bureau of Mines Lake Lynn Laboratory with a ventilation computer program that accounts for fan-driven forced ventilation and temperature-induced natural ventilation. There was substantial agreement between measured and predicted airflow rates. The capability of the program is demonstrated as a planning aid for ventilation under emergency conditions in a multilevel coal mine. Smoke spread in a multilevel mine is analyzed following the occurrence of two events, the failure of the main exhaust fan and the development of a fuel-rich fire in a passageway.

Owing to the traffic jam in collection, and transportation of wastes, the air- and water- pollution in incineration plants, and the sanitary trouble in reclaimed land, it seems that the defective existing system of the solid waste treatment in Japan can not follow the change in quality and the increase in quantity of solid wastes. Under these situations, the objective of the municipal solid waste treatment must be to actualize the pollution-free system for environmental protection and the resources recovery system for resource- and energy- saving. From this point of view, AIST of Japan is now engaged in the research and development of the resources recovery system from municipal solid wastes. This paper reports on the outline of the development of resources recovery technology in Japan, including the AIST's project on this matter.

Requirements concerning determination of geometric characteristics and estimate of reserves and grade may in various mineral deposits significantly differ and by no means can be completely envisaged. Therefore, program writing which would in advance meet all requirements is from a practical point of view impossible. Programming for each particular project is also unacceptable solution, due to many facts, among which is ever growing scope of work and the terms to be met. Therefore, conventional method of programming proved to be ineffective. The team of the Mining Institute experts came to the conclusion that the solution of facing problems lies in the idea of introducing specialized programs, instead of complex ones. Each of them represents a functional entirety. Procedure of complete mineral deposits computer processing is described by a problem-oriented programming language which was designed for that particular application. One or more than one specialized programs are called by one instruction so that the program in that language can have a few hundred time less instructions than an equivalent FORTRAN program. Besides description of the program system and programming language the paper also covers some aspects of its application in solving complex problems.

The purpose of this paper is to introduce the subject of Stress-Corrosion Cracking at the Joint Symposium of the American Society for Testing Materials and the American Institute of Mining and Metallurgical Engineers. In this Symposium we are concerned with spontaneous cracking which results from the combined effect of high, prolonged stress, and corrosive attack. Stress-corrosion cracking may be considered a specific phase of the more general subject of the effect of high constant stresses in accelerating the rate of corrosion of metal products. The kindred subject of corrosion fatigue in which the life of a metal part under repeated stresses is reduced by corrosive attack is not a part of this Symposium. Likewise "creep," the failure of a metal part by high constantly applied stress, in the absence of a corrosive environment, is not to be included. How- ever, corrosive influences may have more effect on creep failures than is sometimes realized. The penetration by molten metals such as often occurs during tinning or soldering operations, or by mercury, frequently causes cracking when the part is stressed. Strictly speaking this is not stress-corrosion cracking. However, the committee has decided that this phenomenon should be included in the Symposium. Five of the geologic horizons that yield oil in other parts of the world are represented in Brazil; namely, the Devonian, Carboniferous, Permian, Cretaceous, and Tertiary. Thus far, the first two have shown no evidences of being oil bearing within Brazilian territory. Not enough exploring has been done to permit trustworthy comparisons of the relative importance of the Permian, Cretaceous, and Tertiary as oil-bearing horizons in this country. The most important, indeed almost the only, information available relates to the locations of the areas and to the structural features of the several horizons. The theories regarding the physical conditions under which these rocks were laid down, however, I regard of the utmost importance. Permian Rocks of Permian age cover an enormous area in Brazil, extending from Rio Grande do Sul to Maranhao on the north, and to Matto Grosso on the west. These Permian rocks in many places are known to include oil-bearing shales and in some locations contain small veins of gilsonite. The geologic map of Brazil shows that the Permian area is widely distributed, but there is considerable doubt about the origin of some of the rocks. Some of the lower Permian beds in southern Brazil contain marine fossils, but in Minas no fossils have as yet been found in them, and in Bahia, at only one locality have a few Permian plants been found. Indications of oil have been found in the states of Sa0 Paulo, Parana, and elsewhere farther south, but wells drilled in the Permian of SaO Paulo near the Morro do Bofete did not find oil. One well has been started, by the Brazilian Government, in the Permian of Parana near Marechal Mallet, close to latitude 26" south, but thus far oil has not been found.

Specimens of glass, plexiglass, and naturally occurring minerals were irradiated by a 15-joule ruby laser pulse to determine criteria for the fracture of nonmetallic solids by internal thermal stresses. Fracture did not occur in those specimens with either a very high or very low internal absorptance or with a high spectral reflectance. If significant amounts of melting and vaporization do not occur at the surface of irradiation, the specimen will fracture if a derived 11fracture stress" exceeds the ultimate tensile strength of the specimen. The purpose of this investigation was to determine criteria for the fracture of nonmetallic solids by internal thermal stresses which are caused by absorption of laser irradiation. A laser produces a very short pulse of light which has a high energy density distributed over a very narrow part of the visible spectrum. The laser system used in this investigation had an energy output of 15 0 joules at a wavelength of 6940 A. Fracture in a non-metallic solid, then, would be caused by the absorption of light energy by that solid, and subsequent conversion of this energy to heat or mechanical energy. Fracture is caused by internal stresses that result from rapidly imposed nonequilibrium thermal gradients. ANALYSIS OF CONDITIONS FOR FRACTURE BY LASER IRRADIATION For this analysis, the laser beam is assumed to be circular and centered on the junction of the major and minor axes of a rectangular specimen. The laser beam forms a cylinder of radius rb extending through the specimen width. The beam cylinder may be then thought of as a heated mass constrained by a surrounding unheated mass.
