FEB. 17-The past month found the average citizen backed off just a little more into his blind corner staring glassily at hydrogen bombs, unbalanced budgets, John L. Lewis, more inflation, a rising wave of strikes, the country's only active battleship on a mudbank, a famous scientist in gaol as a traitor, a favorite actress on a Roman holiday, and rising mountains of potatoes, butter and eggs begging for destruction. About the only bright spot has been industrial activity and employment, but even these are menaced by the coal shortage. Most industries have orders on hand or in prospect to warrant high operations for some time to come. The trend of the Reserve Board's production index is upward except as strikes may interfere. There has been heavy buying at the seasonal merchandise shows, particularly in furniture and house-hold goods. The demand for goods of this kind illustrates greater confidence in the Spring outlook than was generally felt a year ago. Further, the demand also reflects improved market positions due to curtailment of output and reduction of inventories in 1949 and sustained consumer buying power. It demonstrates the strong support that is given directly to many businesses, and indirectly to all, by the phenomenal construction activity that is now under way. The Commerce Department places the number of new dwelling units started in 1949 at the new all-time high of 1,019,000.

We are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England, is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany.'' Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient in the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may be a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion. In the United States we have such an admixture of unassimilated foreigners that the problem is more difficult, and as yet we have not been brought to that point of stress which has arrived in England. Laboratory data and field tests indicate that substantial losses of valuable coal can be caused by wind erosion. Wind tunnel tests show the effects of wind velocity and particle sizing on the amount of coal lost while in transit. Different coals were evaluated to determine the variables associated with wind erosion. The erosion losses can be substantially reduced by using a binder, or crusting agent, to consolidate the surfaces of the coal into a solid mass which resists erosion. This not only reduces economic loss but minimizes polllution.

The Federal income tax law permits as a deduction in determining net income "in the case of mines,... a reasonable allowance for depletion and for depreciation of improvements, according to the peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45 reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact. It is self-evident that a ton of ore near the surface or exposed by present workings is worth much more than a ton buried so far down in the earth that it cannot be removed for many years. IT IS universal practice for corporations, at the end of the fiscal period, to call in a firm of chartered accountants to audit the books. The effect of this is to put an independent organization's seal of approval on the accounting of the business done by the management. Their report lets the stockholders know that the accounts rendered truly present the results of the year's business. This is as it should be; the average stockholder has no personal contact or even acquaintance with the managers of his enterprise and the approval of their stewardship by an indepen-dent agent is very desirable for maintaining confidence in their honesty and ability. But such an examination deals only with what may be called the arithmetic of the business; even the most elaborate audit, as the practice is at present, goes no further than to verify the items of the inventory. In other words, while checking up the entries showing the transaction's of the year and certifying to the correct-ness of the items of the balance sheet, such a report gives the stockholder no idea of the ability with which his affairs have been managed. If the profit and loss balance is satisfactory, as certified by the public accountants, he assumes that the management has been able; where it is not, he turns to the president's report and usually finds an explanation. Such an explanation never takes the form of admission of mis-takes in business judgment or of bad technical manage-ment. It could hardly be expected that it would. The stockholder is generally furnished, therefore, with a certificate of the honesty of his management, but never one of its ability. He does not worry about the latter as long as dividends come in; when they cease, his action generally finds expression in replacing the management. In other words, so long as profits are realized, he assumes the management to be good, even though its success is a matter beyond its control and better management would make larger profits. When there is no profit, the stockholders have no means of knowing whether it is due to conditions beyond the control of the management, as the annual report is sure to allege, or whether, by better management, profit is possible. The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

The Swirl Cyclone developed in Japan, although based upon the same principles as the standard cyclones for heavy-media or water-only cyclones for cleaning coal, is novel in that it is invested with the apex on top, discharging rejects at the top, and clean coal at the bottom. It also uses a variable air vent tube for controlling the vortex. Tests conducted indicate that its efficiency is not only as sharp as standard cyclones but it also performs using a much coarser grain magnetite, promising higher magnetite recovery. The author describes the results of tests conducted in Japan on a very difficult coal.

"The earth is the Lord's and the fullness thereof." Science knows no national boundaries, knows no country. These views might be taken as premises for a discussion of the development of the mineral resources of the world. Yet how far man is removed from such broadminded ideals! In this day of jealousy and dread, of political machinations and statesmen's maneuverings, of rantings and crass ravings against fellow-beings, man's attitudes towards God's gifts are but the measure of the smallness of man. That the exploitation of mineral wealth should be for the common good, none will deny, but what is meant by "common"? Is it for the common good of The Pennsylvania State College, Pennsylvania, the United States of America, or the world? If man is big enough and honest enough to state categorically that by "common," as used in the context above, is meant that the utilization of the mineral wealth should be for the mutual benefit of all mankind, and that all concerned strive to see that such a viewpoint is executed, then there is brighter hope for the future. It is to be hoped that the world may have at least a few years or possibly a generation of peace. What can be done in these years to work towards the ultimate goal of human improvement? In the fall of 1937, the Department of Mining at Penn State was being reorganized and the department records were moved to the Records Room of the School. An inventory of the contents of the vault disclosed six folders of records that had been forgotten for 27 years. These files, apparently preserved by former Dean W. R. Crane, plus the recollections of several former members of the Association described below, unfolded the "lost chapter" in mineral industries education.1 It was apparent at an early date in technical education that an association of mining schools with common interests and problems would have definite value. By 1902 sufficient interest had developed in this idea to cause the holding of a preliminary meeting for the purpose of organization. The first meeting was held at the Montana School of Mines on September 4, 1902. At that time, officers were elected and resolutions were adopted that there be formed an organization to be known as the National Association of State Mining Schools. The object and purpose of this Association was to advance the interests of state mining schools in every way, particularly by promoting legislation for the benefit of such schools. A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. In addition to this general accommodation, another room has been similarly furnished as a business headquarters for a single person, and for a limited period. For the conditions of this privilege, inquiry should be made at the office of the Institute. In order that the benefit of this arrangement shall not be restricted to a few members only, the period of continued occupancy will be limited, and applications will be considered in the order of their receipt. A small fee will be required for the use of the facilities furnished.

IT has long been known that some metals are capable of being dispersed or dissolved in certain of their fused salts.' Davy' and Bunsen³ were among the first to observe that in some fused salt electrolyses, a highly colored, strongly reducing salt phase appeared in the neighborhood of the cathode. Later workers found that the current efficiency of the electrolysis was markedly reduced when such a phase appeared. It was also found that the strongly reducing salt could be made by melting the metal and normal salt together. Chemical analysis showed that in such salts the metal ion to anion ratio was always larger than in the normal salt. From such observations arose two different explanations of the nature of metal in salt solutions. When a solution of this type is quenched, it is possible to find small globules of metal in the salt. From this and other observations, Lorenz' and co-workers assumed the metal in salt solution to be a colloidal dispersion of metal in the fused salt and called it "metallnebel" or metal fog formation. They made a number of experiments to substantiate this point of view. Another school felt that when the metal dissolved it reduced the salt partially to a mixture or solution of normal salt and subsalt. Both of these ideas could explain the strong reducing character of the salt formed and the low current efficiency of the electrolysis. If either a metal colloid or a subsalt were formed at the cathode and diffused to the anode, it would be oxidized to the normal salt. Thus a cyclic process of oxidation and reduction could be set up conducting the current without giving rise to a net change in the system. These facts led the author to investigate some of the properties of metal in salt solutions with the hope of elucidating their nature further. Among the metal-salt systems that form metal in salt solutions most markedly are the alkaline earth metal-halide systems and cerium, bismuth, and cadmium halides. Other systems of halides, oxides and sulphides form such solutions to a lesser degree. The first work undertaken was a study of the temperature-composition diagrams of some of the systems." From such diagrams it would be possible to distinguish between a subhalide formation or a colloid. A subhalide should give rise to characteristic changes in the phase diagram, while a colloidal dispersion of metal in salt would not alter the freezing point of the salt. The results obtained on a number of alkaline earth metal-halide systems were all quite similar. Fig. 1 shows the barium-barium chloride system. The other

IT was once aptly said that a sign of approaching senility is ceasing work on a subject and beginning to talk about it. Perhaps that explains why, after many years in which part of my duties has been the training of college men in various branches of petroleum exploration geophysics, I have now begun to talk about it. In making an outline of what I believe ought to be discussed under the general heading of the title, I found it almost impossible to subdivide the ideas into an ordered set of discrete subjects. Rather, the pertinent remarks seemed to interlock almost everywhere. The consequence is that it will be necessary to start with the conclusions and then try to justify them by jumping back and forth. However, based on the types of men with whom I have had to deal, the subject naturally divides itself into two parts. In the first part, I should like to deal with the case of those undergraduates whose natural bent is toward the physical sciences and who may decide to enter the geophysical fold as a career. The other part will deal with those many men, geologists and engineers for the most part, who have drifted into exploration geophysics by one means or another, and whom it is necessary to train for geophysical work while they are occupied in their routine jobs. Here it may be in point to remark that most men in exploration geophysics at present have been developed from precisely the latter group, and that the problem of training here is of great importance even though, in this paper, it will perforce occupy the secondary place. TRAINING OF A GEOPHYSICIST The outstanding reason for the perplexing problem on the training of a geophysicist is that ideas differ on the answer to the question: "What is a geophysicist?" In any of the scientific "specialties," like physics, for example, it is relatively simple to pigeonhole a man as being qualified to call himself a physicist. That appellation applied to an individual does not mean that he has mastered only the branches of intellectual endeavor usually associated under the broad name of "physics." We expect him also to have a more than mere acquaintance with mathematics and chemistry and some understanding of most of the other sciences. But note this important point-we expect our physicist, whom we have chosen as an example, to be intelligently trained so that, if necessary, he can and will know how and where he can get the proper information on a subject in which he is not a specialist; he will know how to absorb that information and turn it to his uses. It seems to me that this is the outstanding characteristic of a man who can truly call himself a scientist: that he is a specialist in one of the broad branches of science and that he has enough training and discipline in the scientific approach so that, when called upon to do so, he can intelligently absorb knowledge from another bordering science (and all sciences not only border upon one another to some extent, but more often, overlap one another), and

FOR several years this Institute has recorded in its TRANSACTIONS the various discoveries of potash? in America, and the successive stages in the development of an independent domestic potash industry. This paper is intended primarily to continue the record through the year 1935. In retrospect it is not inappropriate to note that public interest aroused in 1910 resulted in the production of some 1090 tons of pure potash in 1915, as a small beginning in the domestic inorganic potash industry, and that the infant industry thus begun reaches its majority this year, following a record production in 1935 of about 600,000 tons of potash salts and exports to no less than 22 foreign countries, including six countries in Europe. This production, with an estimated 200,000 tons of pure potash, may be compared with a production in 1934 of 430,157 tons with an equivalent of 144,342 tons of pure potash.
