JAMES P.. MUNROE.-The present situation is vastly different from the situation at the, time the paper was written. We now know pretty well what our problem with the disabled soldier is: 50,000 disabled men have come back and the Surgeon General tells us that probably 35,000 more are coming over in the months of March and April. So the total number of disabled men will be 85,000, which of course includes a great number of slightly disabled. If we followed the proportion that obtains in other countries, we would have about 10 per cent. of those people to be retrained under the Vocational Law. As a matter of fact, the general intelligence of our men is so much higher and the provision the government has made for the training off these disabled men is so much more liberal than with the other governments that we feel very certain indeed that instead of having 8500, men to be retrained there will probably be twelve and possibly fifteen thousand.

IN the extra-mural service being built up by the Engineer-ing Societies Library as its finances permit, an occasional large total charge is incurred for exceptionally protracted services. A western steel company, for example; was charged the unusual fee of $500. They wanted complete informa-tion on transverse tests of steel, and asked the library to compile copies of all accessible records. Weeks -of search-ing and photoprinting produced three volumes of data. Two years afterward the company's chief engineer told the director of the library that the cost seemed high when the bill was paid but that the volumes had been in constant use. The information had been worth thousands of dollars. A client who wishes to pay no more than a moderate fee for services can state to what limit he is willing to go. Thus he may specify that he would like searches made on a particular subject but that he does not wish to exceed $5 or $30- for the information. The library is as willing to perform a small service as a large one.

In past attempts to characterize green and dry iron ore pellets, the authors have found large variations in the results of strength tests performed on closely sized pellets from the same batch. Where bentonite was the binder, such variations in the pellet quality were attributed to the presence of internal flaws and the nonuniform distribution of the binder. Studies have shown that pellet strength is strongly dependent on the degree of "mixedness" of the iron ore concentrate and the bentonite binder. However, before such a relationship can serve as a guide for the development of better mixing techniques and the associated economy of bentonite consumption, more precise knowledge of the bentonite-concentrate mixtures is needed. For example, what is the bentonitc distribution from pellet to pellet and within pellets?

The increased importance and value of chemical analysis in connection with metallurgical operations is largely, if not entirely, due to the increased accuracy of the analytical methods used for the quantitative determination of the foreign elements always associated with the metal operated upon. This applies especially in the working of iron and steel, and to the determination of the amounts of such elements as phosphorus, carbon, and silicon. The influence of greater or smaller amounts of these elements upon the physical properties of iron and steel will be better understood when the proper experiments shall have been made upon samples whose chemical composition is known with almost absolute certainty. From the present standpoint of analytical chemistry, it is easy to see that at least one reason for the failure of many attempts to solve this problem, is the inaccuracy of the analytical methods used. Even at the present time the frequent want of agreement (over and above the unavoidable error due to manipulation) between chemists working on the same sample, leads one to think that there is still at least a choice in the methods used. It is true that very frequently a faulty method in the hands of a skilful analyst may be made to give corroborative results

D. E. Babcock (Republic Steel Corp., Youngstown, Ohio)—I would like to know what evidence you have to prove the MnO was pure MnO. I would also like to know whether you might not explain it on the basis of a temperature reversion; and, was it due to the oxidizing power of MnO? N. J. Grant (authors' reply)—Briefly, we have no proof that pure MnO was used. The manganese oxide was added as chemically pure MnO,. MnO is assumed as the oxide in the reacted slag following standard molecular slag theories, especially under the reducing conditions of these experiments. The noted sulphur reversion cannot by any means be explained on the basis of a temperature reversion since the temperature effect is shown in this paper to be very small. Until a more logical explanation can be offered, backed I hope by some experimental proof, we propose to explain this sulphur reversion as stated in the paper, namely, that it is due to the oxidizing effect of the added manganese oxide. Member—How did the oxygen in the slag give you a reversion of sulphur? What was the mechanism there?

This paper presents an application of goal programming (GP) to major mining machinery purchases based on historical operating data on mechanical downtime and production. The GP technique, an extension of integer programming, is used to maximize an objective function comprised of deviations away from management-preferred financial goals. Different capital budgeting techniques are used to evaluate capital proposals, and the results of these analyses are combined and weighted in a maximization of profits objective function. The GP method gives an optimal solution to a multiple goal problem. A sensitivity analysis is performed to determine the effect of a variable production improvement condition or a variable budget control con¬dition on proposal selection.

Discussion of the paper of C. A. HEBERLEIN, presented at the New York meeting. February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 497 to 504. H. D. PALLISTER, State College, Pa. (communication to the Secretary).-Mr. Heberlein gives some valuable information concerning a branch of mining and metallurgy which has been neglected during the last few years. His results with fine grinding and Deister tables suggest the possibility of the mining and concentration of a number of low-grade cinnabar deposits. Can Mr. Heberlein give us some idea as to the loss of quicksilver during this concentration? The advances in the metallurgy of quicksilver have been few and far between in recent years. Most miners prefer to go on in the old way with the Scott furnace and the large brick condensers. The large brick condensers are expensive to build and to keep in repair, and on account of the thick walls are extremely slow in cooling the gases; and further, the joints between the bricks offer passages for the quicksilver vapors unless great care is used in building the condensers.. The escape of vapor at the top of the furnace is another source of loss and I see the people at the Oceanic mine have overcome this in a very ingenious way. I recently returned from the Terlingua quicksilver district of Texas, where the only operating company, the Chisos Mining Co., is operating a 20-ton furnace of the Scott type. They had considerable difficulty with getting a good extraction, clue to too high heating in the furnace with its .resulting diffIculties. Recently they have been running with ashpit and fire doors closed and have been able to keep the heat lower, thus getting much better results and practically verifying the results obtained at the Oceanic mine.

HE who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be entered under such authorization are thereby segregated from the reservation, and the Indian title is extinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royalties from such mines, and provided that all coal within the nation should remain the common property of the tribes. Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient.

This paper presents the results of experiments in the treatnient of the gold-bearing ores of the Pis Pis district, near the Atlantic coast of Nicaragua, C. A. Up to the present time, the methods in use in this section of the country for the extraction of the values from the ores have been of the crudest, and the waste has been criminal in its enormity. The transportation of heavy machinery being difficult and costly, recourse has been had to flimsy and inadequate installations, involving great wastes in operation. In some places $15 ore is considered the lowest workable grade. One mine that came under my observation had a 7-ft. vein of $23 ore when examined for purchase; it has been running for years and is now deeply in debt. The future metallurgy of these ores must depend upon chemical, mechanical, and economical considerations—the last being, of course, a resultant of the two former, discussed in the light of prevailing or realizable commercial and industrial conditions. I. Chemical. The ores consist principally of quartz, carrying galena, pyrite, marcasite, and chalcopyrite, and occasionally magnetite, hematite, pyromorphite, and sphalerite, in which minerals the gold lies. The quartz veins occur between malls of andesite, " porphyry," or dioritic rocks, occasionally limestone and dacite. Often the dacite itself is heavily ribbed and filled with auriferous quartz, and is mined as ore. I DESIRE to communicate to the Institute the results of a few analyses which bear on the condition of carbon in gray and white iron. These analyses were made in the course of an investigation, now in progress, of the chemical composition of "chilling" irons. It will be remembered that Bell says he found no material difference in the amount and condition of carbon in gray and white pig iron made at the Clarence furnace, in England, and he therefore refers the difference in color and appearance in these two varieties of iron to the size of the particles of graphite. I quote from his "Chemical Phenomena of Iron Smelting:" "The inference I would draw from the information afforded by these analyses is, that the condition of iron in respect to its so-called 'richness' is, within certain limits, entirely independent of its chemical constitution.. .. In the fluid state, I conceive the carbon, so taken up, confers upon the iron the property of fusion much below the temperature at which the pure metal melts, and the carbon itself may be regarded as dissolved in the iron. If, during the process of manufacture, the pig metal has been formed at a low temperature, consolidation, I imagine, takes place under such circumstances that the crystals are so minute, and the carbon which is separated assumes the uncombined or graphitic form in particles so minute as to be invisible, and, in consequence, the iron is white. If, on the other hand, the furnace is working at a very high temperature, the intensely heated iron crystallizes with large facets, upon which the extruded carbon assumes the condition of distinct plates or flakes. Should the temperature be less intense, these crystals are of smaller dimensions, and the separated carbon is less conspicuous, and, as the temperature of the furnace declines, the crystals decrease in size, as do the flakes of carbon, until both disappear in white iron.. .. Returning, then, to temperature as the cause of differences in quality of pig iron, the 'chilling' of gray metal, and its conversion into white, may be regarded as the effect of preventing, by rapid cooling, the formation

Methods evolved at Kellogg have had primarily in view the safety of workmen and complete recovery of the ore; it is believed that these results have been secured at a minimum cost. The ore in the Bunker Hill mine is of good grade, relatively speaking; much of it is quite rich and no mining method would be successful which did not recover all of the ore. It would be possible to work certain of the orebodies by shrinkage methods, or some form of top-slicing, at probably lower costs than by the methods now applied, but the shapes of the orebodies are so irregular that satisfactory extraction of the ore in all its ramifications would be extremely difficult. In past years, much high-grade ore has been lost in blasting, due to the unskilful use of powder in a galena ore, which, by reason of its brittle-ness and great weight, tends to scatter widely. Any method by which large masses of ore and waste are broken together will result in an imperfect recovery of the ore, and whenever large masses are broken, ore and waste will unavoidably fall down together; ore and waste thus become entangled and, although a pile of broken material may seem to have been well picked over, quantities of ore will inevitably be lost. This fact has been shown by persons reworking the filling in stopes that were mined by methods defective in the foregoing particulars. Safety of the men is secured by avoiding large openings, and by working mainly under timber, and at small faces at close range and easily inspected. In former years the principal source of serious accidents was "falls of ground;" it is now over seven years since a serious accident has occurred from this cause. The most prolific source of accidents during recent years has been "timber and tools," workmen being struck by timbers passed into the stope from the level above; this danger has been greatly reduced by compressed-air warning whistles and the fencing in of dangerous areas. There are two essentially different 'types of case-hardening processes; that using a dry mixture in which the object to be case-hardened is packed and kept for the necessary time at the necessary temperature, and the "liquid" proccss, employing a bath of fused salts into which the object is immersed and which by immediate contact case-hardens the surface of the article. The Shimer process belongs to the second class, and was a war emergency invention. Of the liquid melts used as baths, the most effective and most frequently used are melted potassium cyanide and melted sodium cyanide. These may be used either pure or mixed with salts that reduce the melting point and the percentage of .cyanide present. The use of these baths since 1914 has met many commercial difficulties because of the high price and frequent commercial scarcity of the cyanide salts; at present sodium cyanide has practically entirely displaced potassium cyanide. Another trouble is the danger to the workmen handling the cyanide salts, which are extremely poisonous, and the annoying and poisonous vapors or gases given off in the workshop, unless an effective system of hoods and ventilation is provided, so as to prevent the gases from the baths mixing with the air of the room. Porter W. Shimer, of Easton, Pa., has invented a substitute1 for the bath of melted cyanides which case-hardens with equal or greater facility and effectiveness, gives off no poisonous vapors, and costs for chemicals materially less than the cyanide costs in the previously used baths. The process has been in use over a year in a large American works and the following statement embodies the results of practical experience in the use and operation of the process. The Shimer liquid or melted bath consists of a mixture of easily fusible salts that do not possess case-hardening properties, into which is immersed fresh calcium eyanamid, which imparts to the bath case-hardening properties. The composition of the non-case-hardening salts appears rather immaterial. Good results have been obtained by using a mixture of sodium chloride, calcium chloride, and barium chloride in equal proportions by weight; also a mixture of one part sodium chloride
