The mining of coal, phosphate, oil, gas, and sodium on the public lands of the United States has, during a long period of years, been prevented by the failure of Congress to legislate, notwithstanding the fact that each successive Congress has vainly attempted to enact a law. Disagreements among members of Congress, many of which have related to non-essential matters, have prevented the passage of a bill, the failure at the last session having been due to a fillibuster in the Senate against the conference report led by Senator LaFollette of Wisconsin. Seven bills covering this subject have been introduced into the present Congress, four of which are identical in nearly all essential respects and follow either precisely or closely the conference agreement of the last Congress. These bills are too long to permit of review in this column. In general they provide for the leasing of lands or privileges to mine or to recover the various minerals above mentioned under terms and conditions as to the amount of land that may be leased by any one applicant, the diligence with which the work must be prosecuted, the return or royalty demanded, and the term of the lease and extensions thereof.

THE economics of fuel oil must be considered in two aspects; viz., fuel oil as one of a number of competitive fuels and fuel oil as a refined product of petroleum. "Fuel Oil" is usually defined as that product of petroleum which is used in furnaces for the generation of heat by simple combustion. It is true that any product of petroleum used in an internal combustion engine is essentially a fuel oil, but such oils are not included in the class known as "Fuel Oil." Dewatering fine clean coal fractions, -595µm (-28 mesh), represents one of the most difficult and costly separations in typical plant circuits. Since 1969, the screen bowl centrifuge has offered an economical alternative to filtration/thermal dyer combinations. The performance of screen bowl centrifuges has been continuously modified and improved to dewater not only coarser coals, but also today's variety of ultrafine material. Test comparisons with alternative methods show the screen bowl centrifuge to be most cost effective and efficient when all factors are considered.

IT will soon become apparent that the Conference Committee's choice of the title for this presentation is a fortunate one for the speaker; since if it had read "Review of Known Facts Controlling Slag Volume" he would best step down right now. There is a dearth of facts in a quantitative sense on this subject, especially in regard to the effects of slag volume on the acid electric practice for steelmaking, as borne out by a library search involving some 175 references from 1915 to date. Even the opinions in these references on any phase of slag volume are meager. This, then, leads to a report that is candidly based on private observations, on readings and on conjectures gleaned from gossiping with fellow practitioners. Perhaps the subsequent papers, which, as I understand it, are substantiated by actual measurements, of slag volume versus specific contributing factors, will be able to acclaim or disclaim my remarks.

The production of petroleum in Illinois in 1928 was approximately 6,500,000 bbl., a decline of about 500,000 bbl. from the previous year and of about 1,500,000 bbl. from 1924. Production increased about 200,000 bbl. in Indiana to slightly less than 1,000,000 bbl. Production for 1929 is estimated at approximately 6,000,000 bbl. for Illinois and 1,000,000 bbl. for Indiana. Illinois Because production from most of the wells in the state has declined to a small daily average and the low prices for crude oil discouraged wildcatting, the number of wells drilled fell below that for any previous year since the development of commercially important production in the state. The Ohio Oil Co. discovered a pool of apparent commercial importance in southwestern Illinois near Dupo, in St. Clair County, and favorable showings of oil were encountered in a well in southeastern Illinois, near Harrisburg in Saline County. New production from the Dupo area is expected to check the rate of decline for the state. The broad picture of world petroleum production at the present time is one of an excessive supply. In any consideration of corrective measures to be applied in the future, it will be necessary to include all the producing areas of the entire world. To illustrate, United States production during 1931 was 48 million barrels1 less than 1930, whereas world production exclusive of the United States increased, owing principally to increases in Russia, Rumania and Persia. Domestic Peoduction Let us first consider the domestic production situation. Due to the fact that United States production was maintained below current demand, about 40 million barrels of oil were withdrawn from storage during 1931. Consumption increased about 1.5 per cent over 1930, which is less than the recent annual rate of increase of 8 to 11 per cent. If the machinery to prevent waste in the petroleum industry operative for more than a year will continue during the coming year and drilling is held to the 1931 level, there will be a decided improvement in the domestic situation by the close of 1932. This will be due in large measure to the drastic reduction in exploratory work and drilling which has been in effect for more than a year. Looking ahead for two or more years, probably there will be a shortage of domestic production in relation to domestic demand, unless there are discovered several large pools comparable to Oklahoma City or East Texas. Were the United States isolated, our problems in so far as petroleum production is concerned might be considered well along the road to recovery. To maintain this perspective will require the cooperation of foreign producers in the future, or protection of United Statcs markets from foreign invasion. In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safety conscious. In so doing, a constant reminder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand. Safety Rules To supplement and aid this safety conscious attitude, certain safety rules applicable to our operation, a modified block caving system of mining limestone, in addition to the established state regulations, were put into effect and enforced. The specific rules referred to above and which will be mentioned below are in most cases simply a means of applying and complying with the very adequate "Mine Safety Orders" issued by the Industrial Accident Commission of the State of California. IKE'S amiable expression and apparent sincerity impressed AIME members as did the theme of his talk. Cautioning against the gradually increasing power of the federal government, he said: . . . "freedom as we know it is in no greater danger from without than it is from our own lack of understanding of this creeping paralysis from within." Next February, it will be three years since he uttered these words at Annual Meeting welcoming ceremonies, but the theme was oft repeated in his winning campaign. This brush with the exalted, brief though it was, makes Washington look friendlier to many AIME members than it has for years.

THE Lucy furnace, owned by Messrs. Carnegie, Kloman & Co., and located on the Alleghany River, on the outskirts of Pittsburgh, is a splendid modern furnace, 75 feet high, and 20 feet bosh. She had been working well on low grade ores of about 50 per cent., producing daily 68 to 75 tons. There was on stock 500 tons of Republic ore, one of the purest and best of the Lake Superior ores, averaging over 68 per cent. of iron, which had been procured for the purpose of making a trial for Bessemer iron. This was charged by itself, and Mr. Skelding, the founder, reports that he did not succeed in getting a single cast when it came down, before the furnace chilled from the hearth to the top of the boshes, some 25 feet. In our investigation of the Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes,' we incidentally studied the decomposition of ferric oxide when heated in a current of dry air. We found that at 1,500° C., with 15-min. periods of heating, Fe²,O³, hardly changed in weight, the greatest loss being 0.23 per cent., and we therefore concluded that the compound remained unchanged at 1,500° C. in a current of dry air. In a more recent experiment we heated Fe²,O³, in a current of dry air and found that there was a decided loss in weight. A new investigation upon the behavior of Fe², O³, using a larger amount of substance and heating for a longer period of time, revealed the fact that a measurable dissocia-

(communication to the Secretary *):--Mr. Lucas's paper reminds us of our extravagance in coking, and our tardiness in the adoption of by-product ovens, as compared to Germany. We are, however, so rich in coal-having mined, so far, less than 1 per cent. of our known national resources-that the argument of conservation is not very pressing. It is true that our so-called coking-coal beds are not inexhaustible; but by-product ovens coke coal that bee-hive ovens cannot handle, and so really enlarge our reserves of coking coal. " Conservation of Resources " is a phrase in great vogue. It is overworked and abused at times; being used by those who desire to be the exclusive custodians of resources or the sole purveyors of commodities. It does not carry great weight as regards coal. There are, however, aside from the attractive considerations of profit set forth by Mr. Lucas, several other important reasons why by-product ovens should be introduced more widely. One is that coal-tar pitch is the keynote to the extension of the coal-briquette industry. The more coal-tar pitch is available, the more briquetting will be carried on; and this will utilize much coal which is either waste or a drug in the market. Heretofore, in several instances coking and steel-making plants have been built, primarily, to market bituminous slack.
