Kaolin deposits in Georgia lie in a belt that stretches across the central part of the state from Alabama to South Carolina. In 1977 the state's kaolin production was an estimated 4.58 million tons (5.05 million st) or 77% of US production. While mining methods vary, stripping contractor W. F. (Billy) Jackson of Wrightsville, Ga., depends on a fleet of 18 twin-engine elevating scrapers to move the hulk of overburden and clay. Owner Billy Jackson explains that the soil in this part of the state is perfect for scraper operation; overburden ranges from Georgia red clay to a sandy gumbo material. Apart from some shale, very little rock is encountered, thus eliminating any blasting re¬quirement. Most of the material can be removed with cutting edge teeth or with drop center blades.

An appropriation of $4000 was made to the United Engineering Society for the support of the work of the Engineering Council. It was resolved that the proposed amendments to the Constitution, regarding requirements for membership, be sent to the membership without comment thereon by the Board of Directors. Forty-one members, and three associates were elected. The status of two junior members was changed to member. The resignation of one member was accepted. The dues of nineteen members who are engaged in active duty with the Allied armies were remitted. B. B. Thayer was elected a member of the Board of Trustees of the United Engineering Society for a period of three years, to succeed himself. John H. Janeway was elected a member of the Library Board for a period of four years, to succeed himself. George C. Stone was elected a member of the Library Board in place of E. F. Roeber, deceased. E. Gybbon Spilsbury was elected representative of this Institute on the John Fritz Medal Board of Award, to succeed himself. J. Parke Channing was elected a member of the Engineering Council for a period of three years, to succeed himself.

No devclopment of major importance has been made in the south central fault-line district of Texas during 1939. Four new fields have been discovcred, all of which appear to be of minor importance, with small wells in the Navarro sand, the Taylor marl or the Austin chalk. Drilling along the fault line has not developed any new prospects in the Edwards lime, the most prolific producing horizon of the district. At the close of the year, a few deep tests for lower producing horizons have been projected and should prove to be of interest, and plans are under way for further development of the Pearsall field, which has been under the control of a single company until recently. Production from the 46 producing fields was maintained at 8,460,000 bbl. for the year, a decrease of approximately 400,000 bbl. under 1938. This decrease is due in part to natural decline of production and in part to decreased allowed production. Approximately 55 producing wells were completed on proven acreage in the Darst Creek and Salt Flat fields. No new lease plays were made during the year, although approximately the same amount of land, 600,000 acres, remained under lease during the year. Some geophysical operations of various types were carried on along the fault-line area itself and also in the Edwards plateau and in the area south and southeast of the main fault line.

ThE shape of the primary solid-solubility limits in copper-rich Cu-Si-Zn alloys has been discussed recently1 in terms of the atomic size effects and the electron concentration, e/a. Although these limits are parallel to lines of constant e/a near the Cu-Zn binary system, they deviate and become sharply restricted near the Cu-Si binary system. Hence, it appears that the primary solid solutions with higher silicon contents are restricted by the presence of the intermediate phases, [, X, and p, which follow them in the ternary system. owever, a similar restriction in solid solubility might also result from an interaction in the copper matrix between silicon and zinc. Evidence for such possible interactions has been observed, for example, in the Al-Mg-Si systion.A where a contraction of lattice spacings in the ternary solid solution appears to correspond to an electrochemical interaction between the two solute elements, magnesium and silicon. The observed contraction is associated with restricted solid solubility. It was also shown1 that the extent of the primary solid solubility did not follow the trends predicted by the lattice-distortion oncept." This again suggested that the solubility limits are strongly affected by the stability of the intermediate phases, I, 1, and X . In order to test the above hypotheses, lattice-parameter measurements of the fcc @-phase alloys were determined within the ternary system at a constant electron concentration (e/a = 1.30) and also at a constant zinc content. Alloys of predetermined composition were prepared from high-purity metals and melted and cast under reduced pressures of helium in quartz capsules. Since the weight losses were very slight and did not exceed one part in 2000, the nominal compositions listed in Table I were accepted without chemical analyses. The ingots were homogenized

In the recent litigation for the possession of franklinite by one party and of zinc-ore by the other party, it was shown by the evidence of experts familiar with the original condition of the outcrops that at Mine Hill a more or less disticctly defined layer of red zincore underlay the heavier and larger body of the franklinite, so-called ; this layer or bed of zinc-ore dipping under the franklinite upon the western cropping, while at Stirling Hill, two miles south, the conditions were apparently reversed, the zinc-ore overlying the franklinite. An explanation being required, it was shown, first, that at both places, at Mine Hill on the north and at Stirling Hill on the south, the ore-bed lies in a synclinal or trough-like fold with the red zincore under the franklinite; and secondly, that at Mine Hill, we see chiefly the outcrop of the western part of the folded bed and at Stirling Hill the eastern part; the Mine Hill cropping being on the western slope, and the Stirling Hill cropping on the eastern slope of the hill. Thus the ''back vein" at Stirling (the western outcrop) corresponds with the front-vein at Mine Hill, and, like it, has the red zinc-ore on the foot-wall, while the front-vein or eastern cropping at Stirling corresponds to the back-vein or eastern cropping at Mine Hill in the part of the bed generally known as the " buckwheat-field vein." If the ore-bed were continuous in one synclinal trough between the two localities, no further explanation would be required. But it is not so ; and the synclinal folds at both places pitch steeply to the north, bringing the beds to the surface in horseshoe-like curves at their southern ends or croppings, and carrying the beds far below the surface northwards. THE earlier struggles in petroleum geology were directed to solving the origin and method of accumulation of petroleum. We are now fairly well agreed on those subjects. Most of us think that the great mass of petroleum commercially produced comes from plants or animals, or possibly from both. We are confident that the oil was not produced where it is now found but has accumulated in reservoirs of various kinds. The types of reservoirs are certainly variable but they just as certainly follow definite geologic laws. Some of these types of reservoirs can be determined from surface study; others cannot. We know, too, that these types of reservoirs (largely structures such as anticlines, domes, and terraces) are much more widespread than the oil pools. In other words, there are many places where good sands and good structures exist but where oil is not found. It is the purpose of this paper, therefore; to attempt to analyze, from a regional standpoint, some of the conditions that control the presence or absence of oil pools and to group them in a regional way, hence the term "Petroliferous Provinces." The paper lays no claim to presenting new facts but attempts to group and classify the information that so many have expressed again and again. The essential factors for an oil field are petroleum, a reservoir material, and conditions under which the petroleum can enter the reservoir but cannot escape except through the drill holes. The paper will first discuss the source of petroleum as it occurs in definite regions, then the regional arrangement of reservoir strata, and finally the areal arrangement of structures. To have petroleum, there must be a source. Since living matter is considered the source of the petroleum, geological conditions must, have been such that living organisms were abundant. Arid regions on the earth's surface have not given rise to living things-in sufficient abundance to produce oil; similarly, too cold regions and saline inland lakes. EVERY intelligent and practical investigator of minerals says that copper ore is found in various regions of the world and that among others Italy is very rich in it. But very little is mined there, perhaps because of a cowardly Italian avarice which has the power to make us lazy and indolent in carrying out those lofty and fine designs which should reasonably make us proceed swiftly, or perhaps because we are not prone to attempt extraordinary profit but only undertake those enterprises in which we are certain of a return on our investment. The reason for this might also be found in the meager possibility of success, which, since these things are not easily attempted because they are enormous undertakings of doubtful outcome, cools the spirit of men and in place of enthusiasm introduces the fear of loss, the fear of having to sacrifice not only time but also the work and money invested; then they think of the difficulty [II] of discovery, of the impossibility of full ownership, and of the necessity of excavating the mineral marrow from the hardest bones of the mountains with the brawn and efforts of men. To this is added the fear common to many that in attempting such things they may be called fools by certain ignorant and dissolute persons, and it seems better to them to be praised for becoming rich through usury and by many other infamous and illicit methods than to lay themselves open to the danger of censure from such as these. But there are those who deserve still greater censure, particularly princes and all rich and powerful persons, and theirs is an even more useless error than that of those who refrain for the above reasons. If the occasion and means present themselves for both attempting and continuing such a profitable and laudable affair as mining ores and if they hesitate solely because of cowardice or because they give ear to the bayings of ignorant hounds, or if because of their own willfulness they wish to remain prisoners of a detestable and ugly avarice, then this is their own loss.

Those engaged in pumping from shafts, or other mining works, may be intereited in the following suggestion of what is believed to be a novel method of raising moderate quantities of water against a considerable head. It is admitted that the ordinary Cornish pump, as generally used in mines, is hard to beat, on account of both its extreme simplicity and its easy adaptation to the requirements of mining; its great drawback, however, being the enormous weight of heavy rods and successive plungers that have to be kept in motion, not to mention the necessary " balance-" and " angle-bobs," with all their accompanying friction and wear and tear. It is contended that the following method would, to a great extent, overcome these drawbacks ; though, no doubt, many old miners may say it would also introduce new ones. Possibly, this may be the case. It is only desired that this pump may be judged upon its merits. The chief novelty of the method consists in employing the almost unlimited pressure obtainable from a high column of water, augmented, if necessary, by a hydraulic ram or press at the top, to work a small-diameter piston or plunger at the bottom of a shaft or well. This high-pressure plunger, indicated at E, in Fig. 1, transmits power direct to a larger-diameter plunger, F, constituting, together with the ordinary H-piece, valves, and wind-bore, the actual pump, which raises the water, by column C, to the adit-level or other discharge, placed as far as possible below the head of the high-pressure column A and ram W. It will thus be seen, that it is only necessary to maintain a prmsnre on the small piston, E, equal to that on the larger one, F, by means of the small but high column of water, A, in order to cause F to descend, and thus force the water up through C. The up-stroke is accomplished by a small water-wheel, or other engine, connected to the light rod or wire rope B, this having only to raise the weight of the actual plungers and fill the H-piece with water from the tank or

Taking the Long View THE present international situation has serious implications for this nation. The possibility of total war is no more appalling than the threat of making the United States permanently into an armed camp. A period of ten years under such conditions could mean a Communist victory without firing a shot-if the present trend toward statism is allowed to continue. As individual citizens and as members of the mining profession we have the power to oppose the march toward socialism. We must not adopt shortsighted policies dictated by self-interest, but must endeavor to size up the situation as a whole and act according to what will be best in the national interest. The economic picture for the metal mining industry under present emergency conditions is apparently bright. Demand for metals exceeds supply. But there is danger that fluctuating prices will bring Government regulation. Care must be exercised in our pricing policies, or the calamity of Government intervention will be inevitable. President Truman's "loophole" reference to percentage depletion early in the year caused a brief flurry of excitement, but now that the immediate threat is over the industry has lapsed into sommolence on this subject. Special tax privileges accorded the mining industry because of inherent risks should be guarded by a continuing propaganda campaign to educate Congress and the public. If this is not done we may find ourselves losing the necessary tax protection which we now possess by a capricious act of legislation. Stockpiling minerals from abroad certainly lengthens the life of our own mineral resources. The present consumer demand for the base metals indicates foreign sources of supply for stockpiling. However, this is only one facet of the problem. For strategic military reasons it is necessary that the United States have quick sources of all minerals within our national boundaries. Undeveloped mineral deposits do not meet this need so that where it is possible to encourage our own mineral development by stockpile purchases, it should be done. A need exists for an overall controlling agency that would make purchases for the stockpile according to military necessity, current metal market conditions, and so as to strengthen the mining industry. In the course of the history of the United States we have been engulfed in several wars by the necessity of protecting our economic rights abroad trading privileges-and also because of moral obligations. Disregarding the moral side, it is difficult to reconcile fighting wars to protect world freedom of trade when in peacetime we attempt to restrain such trade by tariff barriers. When it comes to accepting subsidies from the Government in one form or another it is difficult to overlook the immediate personal gains and see in the future that where the Government lays out capital it becomes a partner in the business and not a silent one. It is apparent that hope for the traditional American way of life cannot be bought without some self-sacrifice; and we cannot wait for the other fellow to start it because it is the responsibility of each individual citizen. By taking the long view our course should be apparent and not diverge sharply from our own personal benefit.

Surface mine operators often gamble that the savings gained from elimination of haul-road subbase preparation will offset any potential loss in production due to deteriorating roads. According to the authors of a manual on haul-road construction, this practice yields results that are almost always undesirable. The lack of suitable weight-bearing material under the road surface permits extensive rutting, sinkage, and overall deterioration of the roadway, and a great deal of maintenance work will be needed to keep the road usable. In addition, say Walter W. Kaufman of Skelly and Loy, and James C. Ault, USBM Pittsburgh Mining and Safety Research Center, adverse road conditions pose a serious threat to vehicular controllability and create unsafe haulage road segments.

GATES, Salt Lake City, Utah (communication to the Secretary*).-The writer is delighted by the results shown in Mr. Bell's paper, which prove in an experimental way different from that followed by the writer' that "the work clone in crushing is proportional to the surface exposed by the operation," per Rittinger's Law. Mr. Bell's work was all clone in commercial types of crushing machines, while my work was clone in a testing machine; his work represents fully one hundred times the expenditure and time that my work represented; a great number of tests were made by his organization to determine single points, while I was obliged to depend on the general trend of a curve for results; we agree absolutely that "Kick's law," for which Mr. Stadler was sponsor, does not apply to rock crushing. While my work indicated the reliability of Rittinger's theory, Mr. Bell's work clearly establishes the reliability and makes it Rittinger's law.

According to the June 27 issue of Business Week, Rep. Kearns (R., Pa.) introduced a bill in Congress along lines suggested by the National Society of Professional Engineers, to amend the Taft-Hartley Act to permit scientific, technical, and professional groups to discuss wages, hours, and working conditions with management-with the protection and support of the federal law. The article reports that the bill is opposed by a loosely knit group of professional and technical unions, the Engineers & Scientists of America. This group wants Taft-Hartley amended to make it an unfair labor practice for employers to discuss collective bargaining matters with professional organizations.

The plan recently started for the organization of a Division of Re-search and Statistics in the American Petroleum Institute will probably shortly be consummated. It is proposed to expend $500,000 annually for this research work. The organization's work, as now outlined, pro-vides for a Technical Director, who is to be in general charge of all the work. He is to be assisted by Consulting Technical Experts, who are to be distinguished specialists in the industry and are to serve without pay. In addition, there is to be an advisory committee made up of one representative from the Bureau of Standards, Bureau of Mines, Geo-logical Survey, American Institute of Mining and Metallurgical Engi-neers, Society of Automotive Engineers, National Automobile Chamber, of Commerce, American Society for Testing Materials, American Chem-ical Society, and the National Research Council. This committee is to meet regularly to discuss the problems of the petroleum industry. An engineer and chief economist are to assist the Director.- The econ-omist is to be in charge of statistics, economic phases of the industry, and publicity. It is the intention to centralize in the Institute all infor-mation that may be required by the States or Federal Government, which would be of value to members of the Institute. This includes prices of crude oil, refined products, and natural gas. By the old method of determining platinum in ores and bullion, the silver-alloy first obtained in the regular course of assay is parted in strong sulphuric acid and the residual metal weighed. This is re-alloyed with silver by a second cupellation and parted in nitric acid, the residual metal being again weighed. Any difference shown between the two weighings is assumed to be, and is called, platinum. Sometimes it is SO, and if any considerable amount of platinum be present, there will be a decided difference between the two weighings; but a slight difference is no real evidence whatever of the presence of platinum. On the other hand, the second weight may equal or possibly exceed the first, even when traces of platinum are present. Again, other members of the platinum group may go into solution in nitric acid more or less. If present, these would be called platinum and escape detection. The method does not provide any direct tests whatever as to the presence or absence of platinum. It is often indecisive, and sometimes gives erroneous results. It is, therefore, quite unsatisfactory. Being called upon many times to determine platinum in a wide variety of materials, particularly when present in very small amounts, I have realized the disadvantages and defects of this old method. Three types of commercially-available dust suppressants, commonly used in the surface mining industry to control fugitive particulate emissions from unpaved roads, were tested in the laboratory for cohesive strength and resistance to reduced effectiveness by large water addi¬tions. Results indicate that each product tested varies in cohesive strength with a range of 34-300 kPa (5-44 psi). Total cohesive strength depends on the aggregate moisture content and the means by which the sample is dried. Results show that laboratory testing can be used as a decision¬making tool concerning the type of dust suppressant for a particular mining operation. Also, the road surface aggre¬gate moisture content u critical to successful dust suppres¬sant performance. Large water additions to the aggregate road surface after initial suppressant application can pro¬duce nondesirable results. A modified wet sieving analysis is presented to test the effect of water addition.

The Huff electrostatic plant of the United States Smelting CO., operated in conjunction with its wet concentrator at Midvale, Utah, was the second plant of substantial size installed using the Huff process, and the first plant to be put in operation on the so-called Western complex ores. , In spite of the machinery being of early design and consequently embracing many of the mechanical weaknesses incident to a pioneer plant the mill has operated steadily and uniformly since the summer of 1909, about five years now, without any material change other than some rearrangement of the machinery for better handling of the sizes. The ore, at present coming almost entirely from the company's mines in Bingham, is of practically the same composition as that upon which the plant was first put in operation. The crude ore, consisting of the sulphides of copper, lead, zinc, and iron, and containing small amounts of gold and silver, is brought by train and delivered to the hoppers of the wet concentrator, where by jig and table treatment, there are produced a shipping lead concentrate, a tailing, and a middling product, the latter being conveyed in push cars to the adjoining electrostatic mill. The crude ore delivered to the wet concentrator contains from 6 to 9.5 per cent. zinc. At times the plant is used also for the treatment of custom ores from the Bingham district and elsewhere, and at such times the results of the plant vary according to the material in use, but as by far the larger portion of the product is that from the company's own mines, the results given below are fairly indicative of the general work obtained. The diagram, Fig. 1, illustrates graphically the flow of the ore through the electrostatic mill. The middling coming from the wet mill, containing from 15 to 18 per cent. moisture, is hoisted while on the cars by an elevator, and delivered from the top of the elevator to a hopper over the drier.
