RESOLUTION ADOPTED BY "THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the "official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee.

At the meeting of the Board of Directors held Tuesday, Feb. 18, 1919, there were present nineteen Directors and the Secretary of the Institute. The following officers were elected for the year: A. R. Ledoux, first vice-president; George D. Barron, treasurer; Bradley Stoughton, secretary; and the following committees: Executive Committee, Finance Committee, Library Committee, Committee on Papers and Publications, Committe on Membership. The personnel of these committees will be published in the Year Book. A vote of thanks was passed to each officer and member of the several committees that arranged the New York Meeting of the Institute. The meeting dates for the Board were arranged for the year. SEVERAL interesting and important considerations may be based upon an analysis of the cost of producing Bessemer rails, and the facts thus set forth may be much more clearly emphasized by reducing each item of cost to its own fractional proportion of the sum total in each branch of the manufacture. The estimate given below is not absolutely complete in minuteness of detail, but it may be fairly taken as a basis for the suggestions to be noted : Perhaps the most striking comments that can be made upon this statement are those arising from a consideration of some of the smaller items, and even the least of these quite loses its insignifi¬cance when its proportion of the whole is expressed in actual money, as for the work of a year, or even for a single day. FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.

CHARLES E. WILSON'S second quarterly report "Meeting Defense Goals" was encouraging on the outlook for the mining industry, as prolonged demand for minerals seems assured; but for the individual engineer things are not so rosy. Ten percent of the gross national product is going for defense but the gross national product has been increased by 9 pct since the national emergency was declared apparently a commendable rate of progress. The increased production does not seem to have had the stabilizing effect on prices it should and housewives have been revising domestic budgets upward on a quarterly basis. Government economists have reached the conclusion that more taxes and wage and salary freezing are necessary to counteract inflation.

A special meeting of the Board of Directors was held on July 25, 1916, pursuant to notice duly given according to the By-Laws. This special meeting was for the purpose of giving authority for the signing of a contract with the American Society of Civil Engineers, as mentioned in another place in this Bulletin. The interest in the matter is indicated by the attendance of 11 members of the Board, some of whom came from a long distance. An invitation was received from the St. Louis Section of the Institute and from members in and near St. Louis to hold the 115th Meeting of the Institute in and near St. Louis in late September or early October, 1917. This invitation was accepted. Announcement was made that the Mexican Institute of Mining and Metallurgy had been dissolved and reorganized as the Mexican Section of the Institute.

We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.

There was a marked increase in the investigation of undeveloped areas in Colombia during 1936. The Shell company commenced geological and geophysical investigations on an intensive scale in the Upper Magdalena Valley and at the end of the year had several geological and geophysical parties working in that area. These investigations were supplemented by aerial photography and it is understood that negotiations are under way for having this work continued. The Shell is reported to have acquired some options and leases on private properties in the Upper Valley region and in the western part of Cundinamarca. The Socony Vacuum was making preparations to begin seismograph work on its property north of the Sogamoso River, acquired in 1934 from Sefior Luciano Restrepo. This company will probably start drilling on the property during 1937. The Richmond Petroleum Co. (Standard of California) is said to have renewed geological investigations in the Upper Magdalena Valley above Honda. Local Colombian interests took an active part in applying for concessions on nationally owned lands in the area between the Carare and Magdalena Rivers. Gouverneur Talc Co. had sought an effective means of depicting its mine at Balmat, N. Y. since it commenced operations in 1947. After considerable research the engineering department settled on the idea of a model made of plexiglas at a scale of 1 in. to 50 ft. The solid portion of this model represents the actual underground excavations. Talc is mined from two metamorphic tremolite-talc orebodies which are part of a complex fold system in this region. In the mine, stopes are laid out in panels and developed into openings 50 ft wide, 10 to 80 ft high, and perhaps 200 ft in length. Pillars usually approximate 30 ft in width. All present mining operations are contained within a block 2000 ft long, 1700 ft wide, and 1500 ft thick.

Slag control for any kind of steel, rimming, straight carbon or alloy, should start with the charge and be developed well in advance of the tap because its composition, viscosity and temperature will unquestionably govern the physical and chemical properties of the steel when tapped. In the majority of plants producing alloy steels, primary consideration is given to the chemical specifications; physical characteristics usually occupy secondary place in the melter's mind. Recently, however, buyers have indicated limits of machinability, hardenability, grain size and, of course, always wanted steel free from foreign nonmetallic inclusions. It is these latter specifications that require the attention of the operator to the slag and its control. The slag must act as a vehicle for oxidized elements originating from the metallic portion of the charge; it should hold the oxides of phosphorus, silicon, manganese, iron and chromium that come into contact with it either before or after the refining and finishing stage of the heat. It must be used as a transferring medium of oxygen from the atmosphere or oxide additions to the metal and should permit a free escape of gas generated within the charge. Finally, the slag is the principal controlling factor in regulating the rate of oxidation which in turn eventually determines the quality of the steel as measured for the various characteristics mentioned above. With pig iron of uniform composition, the iron oxide in the slag increases as the limestone is increased but with the same addition of stone in every heat, the iron oxide decreases as the silicon is increased in the charge, and vice versa.

In 1972 a major renovation of the flotation and regrinding circuits was completed at Kennecott Copper Corporation's Chino Mines Division concentrator at Hurley, New Mexico. At that time a new lime distribution and control system was placed in operation. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of principal copper minerals, chalcopyrite and chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite, much of which occurs as intimately associated chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the desired pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. Test Work Plant test work on a lime control system using conventional pH probes gave disappointing results with high electrode maintenance and poor control characteristics. For example, the rougher flotation cells are operated at a pH between 11.4 and 11.6 and the probes required cleaning at least once a day, and occasionally every shift. These high maintenance requirements were considered unreasonable for a plant-wide system using six or more control loops.
