The adoption of a plan of safeguarding American industry against extreme revolutionary industrial propaganda is the keynote of a report just issued by ex-Governor Robert P. Bass, of New Hampshire, covering the period of his service as. Director of the Marine and Dock Industrial Relations Division of the United States Shipping Board. He thinks that the only hope of America's resisting the tide of industrial unrest that is sweeping over the civilized world is in the development and early application of a constructive industrial program, in which program publicity and education carrried on by the Government will hold a leading place. He says: The Government should systematically inform both employers and employees in regard to many matters of the utmost interest and importance of each. It should acquaint labor with the Government's activities and service to labor in the past and should create in labor an appreciation of its joint interest with capital and with the Government in the problems of production. Satisfactory assurances should be given that labor will have a substantial voice in determining the distribution between capital and labor of the profits of production. Labor should be promised its reasonable share of any increase in production. There should be a joint determination of wages, hours, and conditions of work. Based on the foregoing principles, great emphasis should be placed on labor's interest and responsibility in the processes f production.

It is often necessary to calculate the size of a hoisting-plant required to raise a given quantity of material, either as a preliminary to the detail design of the machinery, or to decide whether machinery on hand or offered by a manufacturer is adapted to the work to be done. The first element of the problem to be determined is the load to be raised. In a mine that is already developed, this is limited by the size of car that can be hoisted out of the mine and that will pass through the underground gangways. If these place no limits on the design, the size of the load will depend on the output desired per day, and on the number of hoists that call be made per day. The latter are fixed by the time required per hoist and the number of hours available for hoisting, after deducting from the working-day the time required for raising and lowering men, sending down supplies, and for the many small delays in handling cars. It must also be decided whether the hoisting is to be done in one shift or in all of them.

The following communication was recently sent President Wilson by J. Parke Channing, Chairman of the Engineering Council: The transportation systems of our country are largely the creations of its professional Engineers. This statement can be made without disparagement to the statesmen, the financiers, the manufacturers, the lawers, the educators, the mechanics, the laborers and many others, who, with the Engineers, have contributed to the development of transportation. Through all stages of preliminary exploration, final survey, construction, upkeep and operation, in financial management, and in adjustment of the relations of transportation to the public, the genius and knowledge of the Engineer are essential. Not only in technical physical matters, but also in determinations of policy, his contributions have supplemented and must ever supplement those of other men. These declarations hold good for all the carriers of commerce, by rail, by highway, by water, by pipe-line, by wire, or by air. Hence, it follows that the body established by Government to regulate the commerce, the carriers and the ways of communication, embracing so many engineering features, should number among its nine members, men of engineering training and experience. Engineering Council, being aware of a vacancy on the Interstate Commerce Commission, begs leave to request the Chief Executive that in filling this vacancy, he give earnest thought to the selection of a man who, to his other qualifications, adds the training and experience of an engineer familiar with transportation problems.

SIMPTOL, a computer simulation program written in FORTRAN IV for use with Cyber 171/8 System at the National Technical University of Athens, describes the mining operations in an opencast lignite mine operating Bucket Wheel Excavators, Conveyors and Stackers. The central objective of the program is to aid management in the selection of a BWE-Conveyor-Stacker System for a given lignite deposit and equipment layout. Much information can be gained from the program with proper manipulation of the input data, which refer to mining profile, soil characteristics, equipment specifications and availabilities and time study data. The other objective of the program is to aid production scheduling in terms of forecasting production rates of the system. The program has been applied to Kardia lignite mine to evaluate its usefulness to represent the actual situation of the system being simulated.

Those familiar with the war in France at first hand know that in these last two years the weight of the suffering has fallen upon the families of the well-to-do classes; those who before the war lived in comparative ease and comfort, with every prospect of educating their children as their parents and grandparents had been. Thousands of the men in these families have been killed, "officiers d'élite," and the small pensions accorded the widows permit them only to house and feed their children HELÈNE JOURNÈS. and give them a common-school education. The pension for a lieutenant's widow is $245 a year; for 'a captain's, $345; for a colonel's $575; and so on. At present, it requires three francs a day to provide food for one person in cities, and conditions are not improving. The American Ouvroir Funds, 681 Fifth Ave., New York City, has tried for nearly two years to have individual Americans give individual children a "bourse," or purse, as it is called, of from $150 to $250 a year, so that they may enter such educational institutions as the Lycées, the Polytechnique, Beaux Arts, St. Cyr, etc. The war relief societies of these military schools furnish photographs and histories of children under their care and on their lists.

During 1938, the exploratory drilling by the D'Arcy Exploration Co. Ltd., subsidiary of the Anglo-Iranian Oil Co. Ltd., was continued. The original basis of the search for oil and results to the end of 1937 have already been described.' During 1938 two further wells were drilled in the south, making a total of five wells completed in that part of England. Test wells were also commenced in the Midlands, East Yorkshire and Scotland, where one well, which proved natural gas, was completed during the year. Southern England.—The test well at Kingsclere, in Hampshire, which at the end of 1937 had reached a depth of 5032 ft. in the Lower Lias, entered the Trias at 5060 ft. and was abandoned in that formation at a depth of 5125 ft. A shallow test well was also drilled near Pevensey, in Sussex, to test the lower horizons of the Wealden series and the Purbeck and Portland beds. Traces of oil were encountered in the Wealden series but no production was obtained and the well was abandoned at a depth of 842 ft. in the Kimeridge clay, which underlies the Portland beds. A geological borehole was begun north of Lulworth in Dorset, where the outcropping Wealden series, Lower Cretaceous, is strongly impregnated with oil, to determine whether a more pronounced pre-Albian anticline underlies the very gentle arch of the unconformable Upper Cretaceous. Drilling is not yet completed. Nottinghamshire, Lincolnshire ad Yorkshire.—Geophysical investigations were continued in the eastern part of England where the structural conditions of the Carboniferous rocks are concealed by an unconformable blanket of Permian and younger sediments. Seismic methods failed to confirm the structural picture obtained by the previous gravity traverses, but confirmation of a structure near Ollerton, Nottinghamshire, which was suspected on evidence from colliery workings, was obtained. A location was made for a test well on this structure. Eskdale No. 1, begun on the Eskdale pericline near Whitby, in Yorkshire, to test the magnesian limestone of Permian age, was abandoned at a depth of 2486 ft. in the Trias after protracted fishing operations. INTRODUCTION Selective flocculation-flotation as a method of desliming potash flotation feed has been practiced in the Cominco Ltd. potash plant since November. 1974 when it was installed to replace a less efficient mechanical desliming process. The plant was designed for a consistent feed containing 4.5% insolubles. In practice the quantity and quality of the insoluble material is quite variable. This variability led to serious problems in the deslime circuit and consequently had an adverse effect on sylvite flotation performance. A costly mechanical solution to the problem was being seriously considered when it was drawn to our attention that a selective flocculation-flotation process had been developed. The process was tried first in the laboratory on the Cominco Ltd. ore, then on a pilot basis on 25% of the mill feed and finally full scale. The time from being informed of the process to full scale operation was 18 months. It has since been incorporated into a tailings regrind circuit. The original mine design called for the mining of an 11 foot height up to the top of the three clay seams. These had to be taken as they were a zone of structural weakness. It also assumed that the beds would be uniform with only a few disturbances. Very soon after the initial start up it was found that permanent openings had to take in the layers right up to the upper clay seams and because of the mining process that this material would have to be milled when encountered. The number of disturbed areas in the mine is greater than the design anticipated. In operation the insoluble content of the mill feed varies from 4.5% to 8% plus with the peaks being very short- term to relatively long, from hours to day. In terms of quality, the insolubles in the mining horizon are relatively soft and easily liberated, whereas those above are hard and liberate slowly.

IT has often been reported that coatings may strengthen single crystals and polycrystalline specimens of coarse grain size. This note reports the effect of a surface layer of fine grains on the creep-rupture properties of coarse grained nickel 99.8 pct pure. Sheet specimens were machined from cold-rolled material, finished by surface grinding and annealed at 1230°C in vacuum for 4 hr. Half of them were re-ground on faces and sides and annealed at 925"C for 1 1/4 hr. The double grind-anneal treatment produced a structure consisting of a surface layer of fine grains of 0.02 mm diam on a coarse-grained substrate of grains of 0.40 mm diam. Comparison with specimens which received only the single grind showed that the second grind-anneal did not alter the structure of the substrate. Several modifications were made in specimen design to eliminate erratic rupture behavior outside of the gage length. In the final design the gage section, oriented parallel to the rolling direction, was 1.00 in. long, 0.4 in. wide, and 0.0625 in. thick. End tabs were pinned in place. Although other configurations (welded end tabs, transverse orientation, and wider gage section) showed similar effects of a layer of fine grains, because of the erratic rupture behavior, only the data from the final design are reported here. Creep tests were performed at 650°C in air and in a vacuum of 10~5 mm Hg. Creep rates were measured from the movements of the lever arm. Since the broken sheet specimens could not be fitted together, elongations at fracture measured by means of gage marks, do not include the necked portions adjacent to the fracture. Results of the creep tests with and without the fine grained surface are given in Table I. An explanation for the lower strength in air than in vacuum has been proposed previously in terms of the reduction of crack propagation energy by gas adsorption.l In both environments the fine-grained layer produced a small decrease in minimum creep rate and, except for the shortest test in air, a substantial increase in rupture life. The elongation values at rupture, as they are measured here, do not demonstrate an appreciable effect of the grain structure but do show much smaller ductilities in air than in vacuum. Greater elongations maybe associated with the finegrained layer, however, especially in vacuum, in creep curves such as those in Fig. 1. Duplicate tests were not run to determine the re-producibility of the data. It is felt, however, that, in view of the consistent behavior, the prolongation of rupture life may be attributed to the effect of the fine-grained surface. In the data not reported be-

I. L. Dillamore (University of Birmingham)—The different textures developed in various fcc metals have long awaited satisfactory explanation and it has now become clear that these differences are related to parallel differences in the deformation characteristics of the metals. Liu is correct, therefore, in seeking to account for the observed textures in terms of the flow mechanisms but I believe, for the reasons outlined below, that the particular interpretation of flow mechanisms proposed by Liu is open to substantial objections. By considering the forty-eight possible designations of the twelve octahedral slip systems found in fcc metals as distinct and separate deformation modes, Liu has fallen into the error of assuming that only positive glide dislocations associated with each system are present. In fact both positive and negative dislocations will be present and the only difference between for instance the systems B4 and B4' (in Liu's notation) is that under a stress of given sign the direction of motion of a dislocation is reversed on changing from B4 to B4'. For both orientations positive and negative dislocations will be present. In considering possible dislocation interactions it is, therefore, inadmissible to differentiate between R4 and R4' as Liu does. Liu considers those dislocation interactions which give the biggest reduction in energy to be the most favorable and neglects, on the grounds that they will form strong barriers to slip, interactions between dislocations with perpendicular Burgers vectors. Setting aside interactions between positive and negative dislocations of the same slip system, which must occur regardless of the combination of slip systems chosen, the biggest reduction in energy occurs for the Lomer-Cottrell interaction and it is Lomer-Cottrell barriers which are thought to provide the stronger dislocation obstacles. On the other hand the intersection of dislocations with perpendicular Burgers vectors is thought to be a low-energy process which contributes only a fairly small temperature-dependent part of the total work hardening. On this basis it seems doubtful whether the reduction in energy through possible dislocation interactions provides a reasonable criterion for choosing the operative slip systems. From the point of view of texture development it is unsatisfactory to ignore the slip rotations leading to an end position and to neglect to consider the stability of the chosen end point. It is also unsatisfactory to treat the two stress axes as interchangeable since, if the stress system is idealized as biaxial, one stress is compressive and the other is tensile. For the same reason the rotations of the two stress axes are not made compatible simply by assuming that the same slip directions are responsible for the rotations of the two stress axes. It is, in short, essential to treat the two stress axes as acting together on the same slip systems. Turning to the question of the difference between the copper-type and the brass-type texture, there now remains little doubt that the difference is attributable to differences in stacking-fault energy (y), as noted by Liu, but it is doubtful whether the temperature dependence of the texture in copper and in silver is due to increasing stacking-fault energy with increasing temperature. The results of Swann and Nutting42 cited by Liu were obtained in Cu-A1 alloys and the apparent increase in stacking-fault energy on raising the temperature may be influenced by short-range ordering. In pure metals such effects are absent and the only data available on the variation of y with temperature are those of Buhler et a1.43 for silver. They report a minimum at 200°C which does not fit the hypothesis put forward by Liu. It is much more likely that thermal activation of cross slip is important in determining which texture develops, as proposed by Dillamore and tors. These workers have proposed an explanation for the differences in observed texture among the fcc metals and the pole figures predicted consist of an orientation spread which is in better agreement with observation than the limited number of discrete orientations suggested by Liu. The theory of Dillamore and Roberts is also able to account for the differences between aluminum and copper which Liu still leaves unexplained. Y. C. CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

Data on mining applications of geophysical activity in the Free World in 1964 have been made available to SME again this year by the Society of Exploration Geophysicists. Worldwide data were collected as part of an annual service to the mining industry by the Committee for Geophysical Activity of SEG. Data are taken from 245 voluntary responses (53%) to questionnaires circulated to 463 company, government and university organizations engaged in mining geophysical operations and research all over the world. WORLD ACTIVITY Worldwide manpower utilization totalled 9323 professional man-months and $14.5 million was reported spent in mining geophysical activity in 1964. This is up from 9078 man-months and $12.6 million in 1963 and 8065 man-months and $12.8 million in 1962. Worldwide geophysical activity in terms of manpower utilization and expenditures is presented in the accompanying table.
