Location THE hydro-electric plant of the Peninsular Power Co., is located at what is commonly known as Lower Twin Falls on the Menominee River. This location is about 33 miles north of the city of Iron Mountain, Mich. The principal points of delivery of electric energy from this plant are in the mining regions adjacent to Florence, Wis., and Iron River, Mich., and in the cities of Iron River and Iron Mountain. The hydro-electric plant at Twin Falls and the substation of the Iron Mountain Electric Light & Power Co. are connected by a 6,600-volt transmission line carried on steel towers and steel poles, the latter being used within the city limits. The plant at Twin Falls and the substation at Iron River, about 36 miles distant, are connected by a 66,000-volt, duplicate, three-phase transmission line, supported on steel towers. At Iron River, are located a 1,500-kw. auxiliary steam plant, and the substation, from which the current is distributed to the mines in this vicinity. A description of the auxiliary plant, main and customers' substations, and of the main and secondary transmission lines, follows later in this paper.

ThE distribution of gold is obviously much wider than is Commanly supposed. Resides the usual matrices, vehicles, or associates, such as quartz, pyrite, chalcopyrite, etc., I find it occurring in quite a range of common rocks. For example, at the Rhodes mine, in Gaston County, a body of 9 to 12 feet of decoroposed, light-gray gneiss was worked together with the strings of quartz, and yielded from six to ten dollars to the ton. A mine in Moore County yields its gold mainly from a feldspathic schist. In the famous King's Mountain mine, in Gaston County, the gold is obtained not only from the seams of quartz in a blue, hydromicaceous schist, but a 60-foot ledge of grayish-blue, fine-grained, schistose limestone is quarried out bodily and sent to the stamps. It is gold-bearing throughout. In Montgomery County the singular concretionary, conglomeritic, quartzite schist, which contains Emmons's palceotrochis, is gold-bearing over wide tracts of country. This fact was noticed by Dr. Emmons. But a still more striking and significant fact is, that a large part of the gold of Montgomery, Davidson, and Randolph counties,

Four generations ago, the Mount Morgan ore deposit sustained the hurly-burly of frantic development common to the finding of a rich discovery. In this case, it was gold discovered in gossan capping on one of the hills of the Dee Range. The bonanza ore, like the flush of youth, has been spent. Today, one recognizes in this operation the orderly manner of the senior citizen, keeping up with the times and husbanding resources. As mining towns go, Mt. Morgan has an enviable situation. The approach is from Rockhampton, Qld, a peaceful, affluent agricultural and cattle center near the sea. To reach the mine, one goes 22 miles, first across farming country, passing orange groves and occasional children on horseback. The ascent into the Dee Range is winding and rapid. In the winter, the hills are green and Bougainvillaea and flowering yellow bracken grow wild on the hillsides. Around a bend, the brown waste terraces of the mine come into view, rising above the surrounding country. The top of the mountain has been sawed off and a deep pit sunk into the core. A little further on, around a few more curves, the town of Mt. Morgan is seen nestling comfortably in the hollows, reaching up the slopes.

The Institute published a collective index of- Volumes I to XXXV inclusive, which has been very extensively purchased and used by the members of the Institute. It enables one to look, up any subject in the first thirty-five volumes and is useful to those who have the Transactions, as well as to those who have not, because it tells what subjects have been treated and enables one to look these matters up in his own library and then afterward either to procure the individual papers from the Institute at the price of $1 each, or to procure Volumes, or to consult the Trans-actions at a nearby library, if such a one is available. It now seems desirable to publish another collective index, and the Editorial Department, upon the authority of the Board of Directors, has prepared an index of Volumes XXXVI to LV inclusive. This will be sold in the Institute's standard half morocco binding at a price of $5 and in paper covers at a price of $4. It wilt be ready in a few weeks. Those who already have the first index and purchase the second one, and those who purchase both, will have a complete index of the Transactions from Volumes I to LV inclusive. The Institute will be glad to receive advance orders for this index to insure prompt delivery upon publication.

THE ease and promptness with which the public as a whole becomes accustomed to and takes advantage of the work of the engineer, using the term in a broad sense, is almost startling. Surprise at, and fear of radical innovations in transportation and private service quickly give way to blasé indifference, followed instantly by all manner of criticism that these things are not better constructed and managed. Does the street car stop a few minutes on a switch?-summon the State Commission. Is the Overland Express fifteen minutes late on a three thousand mile run?-Congress is memorialized to make the great railroad companies attend to their business. Does central not respond instantly when we take down the telephone receiver?-anathema!! Do the electric lights go out for a minute or so?-the darkness is illuminated by caustic sarcasm and other kinds of spoken English consigning all engineering and engineers to perdition; everyone apparently forgetting how steep the hills were before the days of street cars, how far away San Francisco was before the days of the locomotive, the telegraph and telephone, and how difficult it must have been to study by the light of a tallow candle.

No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

During 1931 Peru maintained its position as the ninth oil-producing country of the world, with an output somewhat greater than that of Trinidad and Argentina, and considerably less than for Colombia and Mexico. Outside of the three old producing fields, there was little or no activity of importance; no new areas were brought in and no extensive wildcat drilling was done. On the other hand, the old fields continued to produce at a rate only slightly below normal and such restriction as existed may be attributed to market and not to field conditions. Political disturbances during the spring led to several strikes in the field, causing temporary suspension of activities there. However, such troubles were of short duration and no permanent loss of production was sustained. The production in barrels during the past three years for the three coastal fields of Peru has been as follows: The oil industry in Peru is relatively old; 29 wells were drilled in the Negritos area between 1888 and 1898. Prior to 1900 the production was relatively insignificant but from 1900 until 1929, it has slowly but steadily increased to a maximum annual production of over 13,000,000 bbl. The potential production of the fields since 1939 has exceeded the production of those years; the actual production has been controlled by market conditions. The production of the property of the International Petroleum CO. since 1900 has been just over 100,000,000 bbl. The production from the Peruvian fields will doubtless remain for some years at approximately the same level as during the past few years.

I HAVE the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am in debted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it "greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], . . .. and crops out in oval masses, filling fissures . . ..The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." DR. HUNT remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought tip by volcanic agency, and the diamonds remain unaltered. In the volcanic rocks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lom on this subject, who agreed with him that these minerals, being hard and resistant,

IN giving my opinion of the importance of Colombia as a field for investment for those interested in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of then all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the total production of the precious metals of Colombia, dating from the Spanish conquest in 'the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating.

The three principal mines from which the celebrated Salisbury iron ores are obtained are called respectively the "Old Hill," "Davis," and "Chatfield" ore beds, and are situated in the town of Salisbury, Litchfield County, Conn., on the eastern slope of the Tocconuc range of hills.* The Old Hill Ore Bed is a tract of land of 100 acres, originally granted by the General Court in October, 1731, to be laid out by Daniel Bissell of Windsor. It mas Boon after surveyed and located by Ezekiel Ashley and John Pell. The descendants of Ashley are still proprietors in the mine. The supply of ore has been very abundant, and for many years was easily obtained, but latterly the cost of raising has been greatly increased. Up to about 1840 the average yield was estimated to be about 4500 tons per annum. The production has gradually increased until the average yield at present is estimated at 15,000 tons annually. The largest production in any one ymr was about 20,000 tons. The proprietors of this mine were incorporated many years ago under the style of " The Salisbury Ore Bed Proprietors." The Davis Ore Bed, named after an early owner, was originally called Hendricks Ore Bed, and was owned before the organization of the town of Salisbury by Thomas Lamb, one of the first settlers

Advantages to Members of Our Advertising Section.-It is our intention to make the advertising section of the Bulletin as comprehensive as possible, so that members can turn to it for complete information as to where to buy the best mining and metallurgical supplies at the lowest prices. No firms or supplies of dubious reputation are advertised in the Bulletin.. If members, in buying any material, will refer to the advertisement of that material in the Bulletin, or if they do not find it advertised in the Bulletin, will, when ordering, ask the manufacturers why the goods were not advertised in the Institute publication, it will be of material benefit to all of us, because the chief reason why advertisers .are unable to trace direct results is because purchasers do not mention the Bulletin when writing. Finally, if members, when in need of anything whatsoever, will write to the Institute headquarters, an effort will be made to send them a complete list of manufacturers able to supply the desired materials of good quality. The furnishing of these lists will be a benefit to our Advertising Department, as well as to the members. We need .scarcely call attention to the advantages obtained by the members from the motley which advertising brings in, because all this money is returned directly to the members in one form or another.

So far as I am aware the references to the " kerosene blow-pipe" in the Transactions comprise only a skeptical opinion from Mr. Witherow (ix., 70), and accounts of the use of the blow-pipe by Mr. Witherbee (xiii., 675) and Mr. Gayley (xiv., 779), together with brief remarks by Mr. Weeks and Mr. Kennedy on Mr. Witherbee's paper. The subject can scarcely be considered novel, in view of these references, yet it is not so far exhausted that an additional account of the successful application of the blow-pipe would be out of place, especially if accompanied with some new details and a drawing of the apparatus itself, showing its simplicity and safety. Some time ago, owing to a variety of causes, my furnace was working very badly, the troubles culminating suddenly one morning in a chilled hearth, solid from the bottom to the tuyeres, with the exception of a narrow passage-way from above to the cindernotch, which remained open. Through this we continued to flush and cast, with the prospect of a long and troublesome siege, in working down to the iron-notch. At the end of two days matters had not greatly improved, and we seemed no nearer the desired result than on the morning of the chill, when, at the suggestion of Mr. Farrell, of Glamorgan, I decided to use the coal-oil blow-pipe; the intention being to cut a hole from the iron-notch up to the tuyeres, and then let the furnace melt out the chilled mass. Discussion of the paper of COURTENAY DEKALB, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 331 to 337. HORACE V. WINCHELL, Minneapolis, Minn.-Mr. Dehalb summarizes the reasons which he believes are important for the revision of the mining laws, as follows: "1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous." We all appreciate the force of that suggestion. The idea of the old prospector who made rules and regulations in the early days, which were attempted to he incorporated, so far as possible, in the Mining Act of 1872, was that all of the veins in a certain district outcropped upon the surface, or approximately parallel to each other upon the surface, and maintained that parallelism beneath the surface. Therefore, it seemed perfectly proper and natural for each man to stake his claim upon an outcropping, and have the right to follow that vein in working downward, with the general expectation that his workings would always remain just as far away from those of his neighbor as the outcroppings upon the surface. This does not happen to be the case. Dr. Raymond has very ingeniously referred to the subject in one case, in words which read as follows: "If all mining properties presented this beautiful simplicity of structure (ideal location of ideal vein), and all mining locators exhibited a corresponding simplicity of purpose, the application of the law would be easy, but the naiveté of the statute fares badly between the freaks of nature and the tricks of man."

VICTOR G. HILLS, Denver, Colo. (communication to the Secretary*).¬If anyone advocates the abolition of the antecedent mineral discovery requirement for the purpose of making it easier to secure title to public land, I hasten to say that I am not of that number. I am in Hearty accord with all that Mr. Gardner has to say in regard to easy patenting as a handicap to small camps, and that in general it acts to retard the mining industry. And the following sentences I want to repeat in order to emphasize and endorse them, "None of the writers on this subject seem to have taken into consideration the effect amending the law pertaining to mineral discovery will have upon the Government's administration of the public land. It must be borne in mind that this land belongs absolutely to the people of the United States as a whole, and their interest must be considered. It is not a no-man's land, as some people would appear to believe." However, I believe that the discovery prerequisite should be abolished, because it fails to effect the protection for which it was designed, and I look for other provisions that will better serve the purpose. We propose to abolish the law of apex not because the theory is objectionable but because the question of physical fact gives rise to never ending litigation. Now the design of antecedent mineral discovery is good; the court rulings are unobjectionable; but when it comes to the physical fact this requirement is second only to the apex law as a healthy litigation breeder. A USEFUL and very ingenious idea was surely that of the inventor of AN a short way of extracting gold and silver from the sweepings of all those arts that handle them as well as every particle that smelters of ores might have left in the slags, and also that in some ores themselves. This is done without using great labor in smelting but by the sole means and virtue of mercury. To do this, first make a large bricked pan of stone or wood and arrange a millstone inside which rotates in the hollow of this pan like that of a flour mill. In the hollow of the pan put some of your material containing gold after it has been crushed well in a mortar and then washed and dried. Grind it in the said mill, moistening it meanwhile with vinegar or water in which sublimate, verdigris, and common salt have been dissolved. Then enough mercury to cover these materials is poured over them. They are agitated inside for an hour or two, by turning the mill either by hand or with a horse, depending on the device that you have arranged. Remember that the more the mercury and the material are rubbed together in the mill the more it can be believed that the mercury absorbs the substance that the materials contain. Finally, thus prepared, the mercury is separated from the earthiness with a sieve or by washing and thus the mercury is retrieved. Then, make it rise with a little cucurbit or pass it through a purse and there will remain at the bottom the gold, silver,. copper, or whatever metal you placed in the pan under the millstone to be ground. Wishing to know this secret, I gave to the one who taught it to me a ring with a diamond worth twenty-five ducats, and I also pledged myself to give him the eighth part of whatever profit I should gain from this

The ten years, 1879 to 1888, inclusive, have been notable in the history of iron-making for the great rise during the latter part of 1879 and the earlier half of 1880; for the maximum of production in 1882 ; for the gradual decline and the reduced product through 1883,1884 and nearly to the end of 1885; then, for the recovery through- 1886 and 1887; and the extraordinary outputs of our iron furnaces during the last three years. The price of pig-iron might be taken as an index to the condition of the iron-mining industry, and if represented graphically, they would shorn approximately parallel curves. The mining industry cannot always respond quickly to a rise in price and an increased demand for ore; nor can its production drop simultaneously with sudden falls in price of iron and of ore. Hence, the irregularities of the one are not reflected in the other. The statistics of the iron mines collected by the United States census, for the year ending June 30, 1880, exhibit admirably their condition at that time. The reports received from mine owners and managers, of the production for the year 1888, furnish the basis for a comparison and supply data for some notes on the changes in the iron-mining industry in New York which have taken place in this period of time. The iron-ores of New York may be grouped in the following districts: I. The Highlands of the Hudson (magnetites). II. The Lake Champlain and Adirondack Region (magnetites). III. St. Lawrence and Jefferson Counties (red hematites). IV. Clinton and Wayne Counties (fossil-ores of the Clinton Group). V. Dutchess and Colnmbia Counties (limonites). VI. The Hudson River (carbonates). VII. Staten Island (limonites). The ores of the first and second districts, as enumerated, are almost exclusively magnetites; those of the third and fourth are hematites;

Cooperative education for engineers is based on the premise that theory and practice are inseparable in training men for the engineering profession, and the two must be advanced simultaneously in order to train men most successfully and efficiently. The teaching of theory obviously should be done by the college but the practice must be obtained in the field where the application of the theory is made. The ideally trained engineer is one that knows theory, can apply the theory to practice, can direct, and work with, his fellow men. The old four-year plan of training engineers does a fair job of teaching the underlying theory of engineering but neglects entirely the training necessary for application of the theory, except through laboratory experiments, and the training in adjustments necessary to direct and work with men. An engineer, like a lawyer, doctor, dentist or other professionally trained man, cannot practice until he has had practical experiences that give him a knowledge of the other phases of his profession. The doctor serves as an interne, the lawyer reads law in the office of a practicing attorney, and the engineer must enter the profession as a laborer or as an apprentice, unless he has had the advantage of a cooperative education. Cooperative education provides the opportunity for the coordination of practical and theoretical training for the engineering profession throughout the period of training and thus eliminates many that are unfit to enter the profession, giving them an opportunity to seek other fields for which they may be better fitted, and reduces the overhead in industry that results from a large turnover of men not fitted for the profession. The Cooperative Plan Cooperative education in engineering is no longer an experiment. It was inaugurated at the University of Cincinnati in 1904 by Dean Herman Schneider, and has worked successfully ever since. Over twenty schools offer this type of education and many thousands of young men have had the opportunity to receive their technical training under this plan. Under the cooperative plan a student attends class for a period of eight weeks, then enters industry for eight weeks, maintaining this schedule

Discussion of the paper of ALBERT SAUVEUR, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 93, September, 1914, pp. 2439 to 2449 G. K. BURGESS, Washington, D. C.-This very instructive contribution by Professor Sauveur to our knowledge of that puzzling substance, Hadfield's manganese steel, should not only be read in connection with the paper of Messrs. Hopkinson and Hadfield referred to by Professor Sauveur (Bulletin No. 87, pp. 513 to 530, March, 1914); but one should also have in mind, as throwing much additional light upon the questions raised, two papers recently presented before the Iron and Steel Institute, the one by Sir Robert Hadfield (Journal of the Iron and Steel Institute No. II, 1913) on Heating and Cooling Curves of Manganese Steel, the other by Messrs. Hadfield and Hopkinson (ibid., No. I, 1914) treating of the Magnetic and Mechanical Properties of Manganese Steel. We then have brought together for this substance, the thermal, magnetic, and mechanical properties as well as the resulting microstructure, for the definite heat treatments described, and in particular after long annealing between 500° and 700° C. Sir Robert Hadfield and Professor Hopkinson see in the properties found for manganese steel (of C = 1.25 and Mn = 12.5 per cent.) a demonstration of the untenableness of the allotropic theory of iron, whereas Professor Sauveur reaches the contrary conclusion, that some of the facts observed can be explained only in terms of the existence of beta iron in steel of this composition. There is another possible hypothesis: namely, that these several series of experiments shed no light on the subject of the allotropy of iron, or at least as regards the existence of beta iron. However heretical it may sound, I am inclined to this last belief.

LEAD and tin mixed together make an alloy through an attachment of natural affinity which they have with each other, so that when they are mixed it is difficult to recognize by the sight which one it is, if the essences of their qualities are not surpassed by more than half. If, indeed, one can be recognized, it is the tin which gives off a certain sharp odor to the sense of smell, besides having a greater hardness and whiteness. The best of these is the one that is the purest in its kind. In the alloy of tin it is the one that is the whitest and hardest, or, when it is bent or some thin end of it is held tightly by the teeth, is heard to crackle as frozen water does. Because this happens more with this than with other metals, I do not wish now to inquire into it. It is enough that it be a sign for recognizing when tin is pure or mixed. Pewterers say that it should be joined in alloy with lead and that it is better for working when it contains four or six pounds to the hundred because it makes it softer to the hammer and more fluid in casting. But I do not like to hear this, even if all they say is true, for I see that the tin that comes from England, when worked as well as in cakes that show it to be pure, is much more beautiful and better in all works than is that made in Venice. And I believe that it is not better for any work when mixed than when pure, except for the advantage of the master who, if he does nothing else, sells lead that is worth little for tin that is worth much. I find that when mixed it serves in only two things. One is when it is wished to make a solder for copper, for use when it is not worth while to solder the bottoms and large pieces of vessels with low-grade silver as should be done. The other is when master potters calcine it in order to make glazes and to apply white to their vases. I consider lead to be useless in all other works of any kind of metal, since it unites with none of the other metals of good company except tin.
