Charles Mather MacNeill, President of the Utah Copper CO. and of the Chino Copper Co., and a life member of the Institute since 1899, died at his home in New York on March 17, after a very brief illness with pneumonia. Mr. MacNeill was born at Oak Park, Ill., in 1871, and began his connection with mining enterprises immediately after graduating from high school, his first position being that of cashier with the Pueblo Smelting and Refining Co. He later went to Aspen, Colo., as manager of the Holden lixiviation plant. In 1893, he went to Cripple Creek as manager of the Lawrence Reduction Works, in which Mr. Holden and the late Capt. J. R. DeLamar were large owners. It was at this plant that Mr. Jackling became associated with him. The plant was destroyed by fire and, early in 1894, Mr. MacNeill became associated with Messrs. Spencer Penrose and Charles L. Tutt in a plan to finance and erect a chlorination plant at Colorado City, Colo., for the treatment of Cripple Creek ores. This plant was erected and was known as the Colorado-Philadelphia Reduction Works. Mr. MacNeill was general manager of the plant, Mr. Tutt having been president and Mr. Penrose, secretary and treasurer. The plant was very successful and was expanded, hally being reorganized under the name of the United States Reduction & Refining Company. Late in 1903, or very early in 1904, D. C. Jackling called the attention of Messrs. MacNeill and Penrose to the copper properties in Bingham Cañon, Utah, which have since become the main properties of the Utah Copper Co. After extended examinations and milling tests, these properties were bought, Mr. MacNeill becoming president of the Utah Copper Co., Mr. Penrose, secretary-treasurer, and Mr. Jackling, general manager. Mr. MacNeill remained president of the company to the time of his death. Mr. MacNeill was also a director, a member of the executive committee, and was largely interested in the Ray Consolidated Copper Co.; he was also president and a member of the executive committee of the Chino Copper Co. He had a variety of other mining interests, but the ones mentioned were distinctly the meost important. He was a director

"The cleanliness and system evidenced in the accompanying photographs of the West Steward change-house will appeal to all mine operators. This design is the most efficient in use at Butte. It is the standard which will probably be used in Butte in all future construction and is the result of a long period of investigation and experimenting. It is important that such a structure be as nearly fire-proof as possible, because of the frequent fires originating within the lockers from matches, etc., in the men's clothes. The concrete floors permit the thorough washing of the building whenever necessary.The lockers are roomy and well ventilated. They are constructed of sheet steel and are warmed from below by steam pipes."

The year 1934 saw a very thorough and intensive search for oil in Italy, both by the Government-subsidized company, the A.G.I.P., and by the few smaller operating companies. Approximately two-thirds of the exploration work, however, has been done in the Province of Emilia (northern Italy). The A.G.I.P. has been particularly active in the Emilia district and has sunk several rotary holes between Voghera and Ferrara on structures located by geophysical means in the Po Valley. Only insignificant amounts of oil have shown up in these tests to date but gas has been found in fair quantities, and apparently the company is not yet prepared to abandon its search in this part of the country without further effort. In Central Italy, the same company has put down four tests with cable tools and of these two were "dry holes" and the other two found only traces of oil. The A:G.I.P. also sank two wells in southern Italy and it is believed that in these the indications were sufficiently encouraging for the exploration work to be continued. No serious drilling has yet been done in Sicily by the A.G.I.P. or any other company. The annual subsidy granted to the A.G.I.P. by the Government for the duration of its five-year plan has been considerably reduced for 1935 and this may interfere with the completion of the coming year's program in all its details. The Società Petrolifera Italians, which is the chief producing company in the country, has continued the development of its two fields, Salsomaggiore and Vallezza, and at the same time has intensified its program of exploration. Rotary machinery has been introduced and is undergoing a thorough trial, and prospects of finding new pools at greater depths are considered good. The charcoal adsorption plant at Vallezza has operated satisfactorily throughout the year and has produced nearly 3000 bbl. of high-grade gasoline. Besides the exploration well at Rile dell'Olio, which is still drilling, another wildcat test has been started at Torre-di-Traversetolo. All operations of this company are confined to the district of Emilia. The Società Petroli d'Italia has continued to operate the old fields of Montechino, Gratera and Velleja, and has a well now exploring at greater depths in that general area. THE twenty-first birthday of the Rocky Mountain Club will be celebrated on April 11 by the Last Round-up; for, as announced at the annual meet-ing of the American Institute of Mining Engineers in February, the Club and the Institute have voted to con-solidate and formal approval by the court alone re-mains to be secured. The Rocky Mountain Club was organized some years since "to create and maintain good fellowship between the Rocky Mountain members and to further the in-terests of the Rocky Mountain States." From the first, mining men dominated it, as was natural in view of the prominence of mining in the Rocky Mountain region. A series of brilliant annual dinners were held and a site purchased for a clubhouse. A fund was raised to provide a home for the Club. Just as success was as-sured the war came and the members of the Club con-sidered it would be unpatriotic to spend money for such purpose at that time. In a spirit of patriotism the Club funds were devoted to war purposes, especially the Commission for Relief in Belgium and the caring for soldiers going to and returning from the front. So much of the money was used that at the end of the war the project for a clubhouse was out of the question with-out raising a new fund, and since 1923, the Club has been inactive. There is now in its treasury a substan-tial sum. The assets are for the most part the result of contributions made by W. B. Thompson, John Hays Hammond, and Edward H. Clark, all members of the Institute and all of whom wished to see these funds applied in a manner to leave some lasting memorial of the spirit which animated the founders and at the same time perform some useful function in the development of the region in which the Club's interest centered. It was thought that this could best be done through affilia-tion of the Club with the Institute and both organiza-tions have voted for the merger. The Club members not already in the Institute are to have the privilege of a special Rocky Mountain life membership, and the property of the Club is to be used to endow a Rocky Mountain Club fund to be used for purposes in accord with those of both the Institute and the Club and with especial reference to benefiting the Rocky Mountain region.

ABOUT a year ago, the writer had occasion to assist Mr. John L. Gill, Jr., of the Pittsburgh. Car-wheel Works, in making a trial of his new testing machine. A piece of Bessemer steel, of about .34 carbon, was used as a test-piece, turned to a sectional area of one square inch for a length of five inches between shoulders, and pro¬vided with large round heads, which were fitted to what is called the " Wade grip." Measurements of elongation, accurate to , 1/10000 of an inch, were made by a special apparatus containing two micrometer screws, with electric contact attachment. The machine was operated by hand-power. Readings of elongation were taken at each increment of 2000 pounds stress per square inch, up to 44,000 pounds, the elongation corresponding to the latter figure being .0088 inch. The elongations up to this point remained almost exactly proportional to the stresses, the strain diagram, as shown on the Plate, from the origin to the point A, being a straight line (the deviation of no observation from the straight line being greater than .0002 inch). There being no indication of an approach to the elastic limit, the attendant at the hand-wheel and scale-beam was told to proceed as usual and move the poise forward 2000 pounds, or to 46,000, and turn the wheel until the beam was balanced. Noticing that the beam did not rise in the usual time, and that the elongation was increasing rapidly, the writer called to the attendant to stop turning the hand-wheel and to push the poise backwards until the scale-beam balanced. Instead of balancing at between 44,000 and 46,000 pounds, as was expected, it balanced at 40,000 pounds, and the elongation had increased to .0343 inch (or more than four times that recorded at 44,000 pounds), as plotted at the point B, the dotted line between A and B showing the supposed course of the strain diagram between these two points. Immediately upon recording the elongation the writer said to Mr. Gill, who was standing alongside: "This phenomena is without a parallel in my experience, and I know of but one way to account for it. HAVING previously described the metals to you, before I proceed any farther I do not wish to fail to tell you, as I promised to do in the first chapter on metals, what I have learned through experience concerning the semiminerals, although this may seem to you outside our proposed subject. Since these are not produced by Nature as all rock or all metal they are called semiminerals by speculative physicians. Many kinds of these are found; those that resemble rocks are earthy, very difficult to liquefy, and much more adapted for adorning paintings than for anything else. Those that liquefy with fire, like sulphur, antimony, marcasite, [22] calamine, zaffre, manganese, and others, resemble the metals almost like brothers. Some others are more watery so that they dissolve in water, although they are fairly dense, and are obtained and reduced to their, perfection by means of water. These are the salts, vitriol, rock alum, and saltpeter. To these, as a watery thing, belongs also quicksilver, as it is commonly called because of its motion. Although it appears. not only liquid, but very liquid, this is not at all similar in its effects to any of the above. Indeed, it retains its same being until its very form is consumed. Since the reasons for its effects are almost impossible to investigate, I do not intend to speak of them here or to enter now this maze of speculation, because I wish to make definitely clear to you what this quicksilver really is. Therefore, leaving aside opinions and disputes, I shall take only those of the said semiminerals that I know are useful. First we shall see the method by which the semiminerals can be found and then how they are to be extracted from their matrices. These, perhaps, have no less need of effort and industry than the metals since they are substances completely hidden in the rocks or in the earth. For this reason some of these that are sought are made use of by means of fusion after they have been mined from their mother mountains, and some others need to be disposed by a certain maturative corruption, now with moisture and coldness, now with dryness and heat, as with waters, rains, frosts, or long baking in the sun, with fire, or even with a strong reheating within themselves. Most of them can finally be brought to the desired end by means of solution with water and fire.

During the war, American chemists were puzzled as to the scource of the enormous amount of sulfuric acid the Germans were able to secure. Information now in the hands of the Bureau of Mines shows. that at no time during the war was there any particular stringency in Germany's supply of this acid. During the early months of the war, before conventions could be made with neutral countries, very large shipments of pyrites were made to Germany; in fact, the importation of pyrites into Germany continued in some volume throughout the war. This reserve built up at the beginning of the war gave Germany time to find new resources of sulfuric acid. A noteworthy development of the Meggen pyrites took place and other pyrite beds were opened in Germany and Hungary. Considerable sulfur was also obtained from Asia Minor. In addition, Germany made important use of its rich beds of blende and galena. Means was found promptly to eliminate the lead dust, which has been a source of trouble in the contact process of manufacture. Kaiserite and plaster of Paris also were sources of sulfuric acid; some sulfur was also obtained by purifying gas at coke plants. As a matter of fact, sulfuric acid was so plentiful in Germany near the close of the war that restrictions on its use by industries were rapidly being lifted.

Henry Louis, Newcastle-upon-Tyne, England (communication to the Secretary*).—In this paper Mr. Simons derives the various forms of revolving slime tables, of which the Harz and the Linkenbach tables are typical examples, from the old rectangular or box buddle. This I believe to be an error, at any rate if Mr. Simons attaches the same meaning as I do to the ((evolution" of a dressing appliance. By the '(evolution" of such an appliance I understand the progressive development and improvement of an appliance acting on a definite principle, such improvements having usually for their object the economy of labor in working the same, or the increase of its capacity; when an entirely new principle is introduced, I no longer look upon this as evolution from the old type, but as the origination of an independent type of appliance. The box buddle was no doubt the predecessor of the old Cornish round buddle, which was evolved from it with the object of saving the labor required to work the box buddle; both machines are horizontal-current separators, in which the separation of sands of different densities is effected by their differential rates of fall in a horizontal current of water of considerable depth. These appliances, though well suited to sands, are for obvious reasons not adapted to the treatment of slimes. The revolving tables of the Harz and similar types, on the other hand, act on the principle which I have called separation in thin films of water, and which Mr. Simons calls the film sizing principle, in which the resistance of the surface over which the pulp flows plays an essential part in determining the separation of the particles, and which is well suited to the treatment of slimes. Unlike the last principle, it will not work in deep bodies of water and cannot be used where considerable depth of material accumulates in the appliance, as in the box buddle and round buddle. As I have shown in my book, The Dressing of Minerals, p. 326, these revolving tables are a development of the appliance known variously as the flat buddle, flat table, or frame, the last name, which is the old Cornish one, being the one that I personally prefer. These primitive appliances, as well as the continuous-acting round tables described by Mr. Simons (his Figs. 10 et seq.) all work on the principle of separation in thin films, and are all adapted for the treatment of slimes; his buddles and round tables (Figs. 1 to 9) do not work upon this principle, and should therefore be sharply differentiated from the former. The evolution in each case of the continuous acting, more or less automatic, circular appliance from the primitive, intermittent, hand-worked, rectangular appliance has proceeded upon strictly parallel lines. The question of the evolution of the respective types involves a point of some importance as regards the principles of ore dressing.

Pumice, pumicite, and cinders are all products of explosive volcanic eruptions. Pumice and pumicite are produced by the violent expansion of dissolved gases in a viscous silicic lava such as rhyolite or dacite. Pumice is a light-colored, cellular, almost frothy rock made up of glass-walled bubble casts. It may occur as coherent, massive blocks composed of highly vesicular glassy lava in either a flow or vent filling, or it may be more or less fragmented by violent eruption. Pumicite has the same origin, chemical composition, and glassy structure as pumice differing only in particle size. Particles less than 4 mm in diam are designated pumicite. Pumice is usually found relatively close to the vent from which it was erupted while pumicite may be carried by winds for great distances before settling as an accumulation of fine-grained ash or tuffaceous sediment. Volcanic cinders are the reddish to black vesicular fragments that pile up during explosive eruptions of volcanoes of basaltic composition. Most deposits of cinders occur as cones or mounds of stratified fragments that range in size from a fraction of an inch to several inches in diameter. Individual cones or mounds of cinders may be several hundreds of feet in diameter and as much as 500 ft high. Properties The properties that make pumice and pumicite useful in industrial applications include: low-bulk density, good heat and sound insulating properties, and excellent abrasive capability. Cinders, even though less cellular and somewhat heavier, also have a variety of industrial uses. Uses The main use of pumice and cinders continues to be in the construction industry as road-surfacing material, railroad ballast, building block aggregate, in lightweight structural concrete, and as plaster aggregate. Both pumice and pumicite continue to be used as abrasives for polishing glass, metal, leather, stone, and wood. Some scouring powders and soaps also contain pumicite. Minor uses include fillers, absorbents, carriers for insecticides, catalyst carriers, filters, and soil conditioners. Pumicite is also used in sizable quantities as a pozzolanic additive in monolithic concrete where it increases the workability, strength, and durability of the concrete and reduces the heat of hydration. Volcanic cinders are generally denser and more coarsely cellular than most pumice. Markets for cinders include aggregate for road construction and surfacing and in lightweight concretes, particularly blocks. Some producers having access to both pumice and cinders offer a variety of blends of the two materials to block manufacturers. Most pumice deposits are unconsolidated and usually have a minimum of overburden. Mining is by open pit and can be easily carried out with conventional loading equipment. Sometimes air-drying precedes hauling to a crushing and screening plant which yields the size product desired. Multiple bins at railroad hauling facilities permit blending if desired. Pumice for abrasive use may require more sophisticated processing by fine grinding and air classification before being bagged for market. An investigation of the creep deformation of coarse-grained high-purity aluminum at temperatures approaching the melting point permitted the formulation of a theory of subgrain formation. Subgrain boundaries were found to be formed by two different processes: kinking and polygonization. Polygonization is considered as the main factor in subgrain formation. SINCE "slipless flow" was first discussed in detail by Hanson and Wheeler,' many studies have been undertaken to determine how metals deform at high temperatures. Several types of observations have been reported. Jenkins and Mellor,² working on the creep of mild steels and various grades of commercial irons, found metallographic evidence of a kind of substructure within the grains after deformation at high temperatures. Homes" observed after creep deformation of steel at high temperatures that the original X-ray spots were sharply divided into several small ones. The same phenomenon was reported by Hirst4 from his studies on lead and later by Crussard5 from his work on aluminum. The works of these investigators demonstrated beyond any doubt that the splitting of the X-ray spots was due to the fact that the grains underwent a division into subgrains during deformation at high temperatures. Since then, numerous experiments have been undertaken on aluminum in order to determine the mechanism of formation of subgrains. Research workers can be divided, for the purpose of discussion, into two different groups as regards thinking on subgrain formation. On one hand, based on the work on polygonization by Cahn,6 Guinier and Lacombe,7 Greenough and Smith," Crussard,10,11 and Servi, Norton, and Grant," it was concluded that subgrain formation was a consequence of the simultaneous effects, first, of inhomogeneous deformation which produced bending of the lattice, and second, polygonization. On the other hand, Wood and coworkers13-16 based their work on the results of an earlier report" which dealt with crystallite size and a fragmentation theory. It is interesting to note that while Greenough and Smith8 and Wood et al. performed similar experiments, their conclusions were quite different. Wood et al. did not recognize polygonization as a fundamental mechanism and said that aluminum, at the beginning of the deformation, fragmented immedi- ately into subgrains in order to permit deformation of the metal, the number of these subgrains being a function of strain rate and temperature. They concluded that deformation of grains occurred by flow along the subgrain boundaries. In view of the contradictory conclusions, it would appear that the data were not explicit enough to provide an unambiguous conclusion. It appears that the techniques by which most of the results were obtained, namely, X-ray work, were not enough by themselves to solve the problem. Another approach was needed. In the present research, therefore, an extensive metallographic study was planned to supplement the X-ray work. The importance of revealing the subgrain boundaries metallographically was realized, and this will explain the extensive development and use of etching techniques. In order that subgrains would be considerably larger and therefore more readily visible under a microscope, the creep experiments were performed at very high temperatures approaching the melting point of aluminum. Development of Experimental Technique Creep tests were run at constant load on high purity (99.995 pct) aluminum specimens having a very coarse grain size. None of the specimens was run to fracture. Alfred E. Hunt, Pittsburgh, Pa. (communication to the Secretary): Mr. Blue's statement (page 576) that, " owing to the presence of iron and other impurities, makers of aluminum. assert that native corundum is unsuited for the production of that metal," is somewhat incorrect, at least so far as it may refer to any objection made by the officials of the Pittsburgh Reduction Co. to the Canadian corundums. We recognize corundum as among the richest and purest of the ores of aluminum, and the material furnished from Canada would offer for us the advantage of a supply near to our works for the manufacture of aluminum at Niagara Falls. The real difficulty which we find in the use of corundum for this manufacture is the cost of the raw material as compared with that of native bauxites. In this item we include not only, the price of the corundum as it has been offered to us, but also the expense of grinding it to an impalpable powder, which must be done before it can be used directly in the manufacture of aluminum, and the cost of preliminary chemical treatment for purification—which latter operation, however, is also required for bauxite. I agree with Mr. Blue that the introduction of new and irnproved processes has greatly reduced, during the past ten years, the cost of manufacturing aluminum; but I am inclined to believe that any further improvements, facilitating the use of corundum for this purpose, would apply, in equal or greater degree, to the common clays (silicates of aluminum) which exist in all parts of the world, are more easily mined and handled, and are likely to be always cheaper per unit of aluminum than any corundum.

Said Plutarch a long time ago, ?To appreciate a man's work at the full, it is well to know the man himself, his circumstances and the incidents of his career." He might as truly have said "gift" instead of "work." Ambrose Swasey, engineer, collaborater with scientists, promoter of engineering research, patron of Engineering Foundation, advancer of the good of mankind, modest gentleman and generous giver, is, happily, well known to a great many engineers, who will therefore more fully appreciate his recent additional gift, for the use of the Engineering Foundation, which; purpose is "the furtherance of research in science and engineering, and the advancement of the profession of engineering and the good of mankind." But full appreciation of a gift of money necessitates more than acquaintance with -the giver and knowledge of the amount. Its timeliness; its inspiration; the character and continuity of its benefits, all must be comprehended. But whose imagination, though far-visioned as the great telescopes Mr. Swasey has built, can see the limits of benefit of such gifts as he has made to the Engineering Foundation, attracting-as they will-other gifts and evidences of, devotion to a great cause-? Every such gift lays responsibilities upon the recipients. Will American engineers grasp not merely, their pecuniary value but also emulate the spirit of fraternity and desire for harmony which have accompanied them? Shall we not work together and with Ambrose Swasey to advance still further the good of mankind, thus to demonstrate an acceptance of our obligations to humanity which is a counterpart in a democracy of the noblesse oblige of aristocratic tradition?

Henry D. Hibbard, High Bridge, N. J. (Communication to the Secretary): There is one chemical factor which has not been considered in the author's tabulation of tests, but which is none the . less important because it cannot be practically estimated, and that is the element oxygen. This element has been, and probably will continue for some time to be, one of the great causes of the continual discrepancies between the chemical and physical properties of steel. Probably oxygen occurs, in important proportions, only in soft steel, such as that which we are now considering. In this steel its physical effect is to diminish tensile strength and elongation. The percentage of oxygen in the steel, under working-conditions that are as uniform as possible, is likely to vary inversely as that of the manganese, or perhaps, and more probably, it may bear even an inverse geometrical ratio to the manganese-content. At all events, to follow the author's plan, the line representing the loss of strength due to oxygen is probably a curve. Plotted by itself, the line would probably be straight; that is, the decrease in strength would be proportional to the increase in oxygen, but if the results were superposed on the percentages of manganese, they would give a curve, because the percentages of oxygen increase faster than those of manganese decrease. Were the oxygen-line to be developed and added to the diagram, it would seem that the manganese-line should then be straight. Due allowance for the effect of oxygen, therefore, would modify two features of the paper. It would increase the figure for the strength of pure iron from 38,000 to about 45;000 pounds per square inch, and it would straighten out the manganese-curve. Allan Gibb, Queensland, Australia (communication to the Secretary*):—It is gratifying that Mr. Edward Keller,' who has clone so much work elucidating the principles of copper-metnllurgy, should have subjected only that portion of our investigation relating to magnetic iron oxide to anything like adverse criticism. Situated as we were on a rnining-camp, it was impossible to undertake work that would cover all the intricate possibilities connected with the materials commonly classed as matte. We therefore began the investigation on matte produced from ores that contained no other components than the sulphides of copper and iron that would be likely to enter into the composition of matte. We were, accordingly, free from ally possibility of magnetic iron oxide entering the matte, unless it were formed in the operation itself. The work done on this subject was incomplete, and the results thereof recorded as giving only negative evidence as to the absence of magnetic iron oxide. It would have been better to have left the matter open, as " not proven." The trend of the investigation was to account for the insufficiency of sulphur in matte to satisfy the requirements of ferrous and cuprous sulphides. So far as our deductions are correct, it was unnecessary to consider the (in our samples) somewhat doubtful constituent, magnetic iron oxide. The mattes that mere investigated were among those mentioned by Mr. Keller, " which scarcely show ally magnetic property." The samples showed no such property. There was no unaccountable variation in the specific gravity, which only varied, as would be expected, with the proportion of ferrous sulphide.
