Considerable discussion took place at the June 18th Board of Directors Meeting concerning ways the Petroleum Branch office in Dallas could better serve its members and the essentially Petroleum Local Sections, namely the Delta, East Texas, Gulf Coast, Kansas, Mid-Continent, North Texas, Oklahoma City, Permian Basin, and Southwest Texas. The question of whether decentralization strengthens or weakens the Institute was debated, particularly as to what services could be advantageously decentralized and how both offices could keep informed on their mutual problems. Among other things, it was decided that an Auxiliary Admissions Committee could screen applications from Petroleum members before final action by the National Admissions Committee in New York. Finally it was voted, "That all administrative matters that can be properly delegated to a Branch organization may be so delegated". Final details were approved at the July 16th meeting of the Executive and Finance Committees.

The volumes of Transactions, which are published annually, contain the list of officers, rules, etc., the Proceedings, and the papers revised for final publication. (In this revision, after the preliminary publication, authors are permitted to use the largest liberty; and the changes and additions made in papers are sometimes important. It should be borne in mind by those who study or quote a paper in the preliminary edition, that they may not have in that form the ultimate and deliberate expression of the author's views. It might be taken as the engineer's solution of the case, starting with the assumption that steel is steel, while the tendency for a rail to have transverse fissures may, and probably does, depend, in part at least, on conditions met before it reaches the track. Admitting with the author that "brittleness of fracture in all grades of steel is characteristic of fatigue tests" we may yet look farther back to find out, if possible, why some rails and some steels are more prone to have transverse fissures than others, for it has been found that rails from certain heats of steel developed these fissures under a service which

Many months ago, the ME staff began thinking about what to put on the February cover of the Centennial Commemorative issue. We have considered photographs of mines, equipment, symbolic artwork and various collages. Our theme is "the next 100 years in mining" and the cover ideally should convey a related message or idea. All of us are convinced that there are many exciting technical changes that will be coming. But even so, we decided that, in our opinion, the engineer is the most vital factor. For this reason we chose to put a man on the cover of this issue. At first it was going to be the face of a man with whom each member could conceivably identify himself. It was one of the Bobs on our staff (we have four) who came up with the thought that since it's the future we are talking about, we should have a young man's or a student's face. Of course we firmed up our idea at the ninth hour, and it was too late to canvass the mining schools. However, by a stroke of luck, we were rapping with a group of University of Arizona students on the terrace of the Pioneer Hotel on December 7, 1970, and met Dave Bolles.
