The sixty-fifth Congress created a commission on classification and standardization of wages of Government employees consisting of three members of the Senate and three ex-members of the House of Representatives: The Chairman of the National Service Committee has been notified orally by the Vice-chairman that when said Commission reaches the consideration of engineers' salaries in the Government service, request will be made for assistance of Engineering Council. As it is probable that this request will be received prior to the June meeting of Council, it is recommended that action be authorized concerning the appointment of a suitable committee of Council to undertake this work.

The mathematical problem considered by the author1 can be given another physical interpretation which is of some practical significance. The alternative physical problem involves the approximate behavior of a single well which is producing at a constant rate through an axially symmetric, horizontal fracture of infinite flow capacity which is located at the center, top or bottom of a uniformly thick, horizontal, homogeneous, anisotropic reservoir of infinite lateral extent which contains a single, slightly compressible fluid. Using Coats' asymptotic results, the wellbore pressure in the fractured system is given by the following equation.

The General Electric Co., in cooperation with the Montana School of Mines and under a research grant from the Anaconda Co., is presently experimenting on a new non-explosive method of breaking rock with radio-frequency electrical power. The method is known as electrothermal forcing. It must be understood that present equipment has not been designed to perform primary blasting functions. Its conceived use will be restricted to small pieces of rock too large to pass through a chute or grizzly. However, even this use is still far in the future. Experiments to date have been limited mostly to rock smaller than 18 in.

After the solution of an iron ore, or metallic iron, in an acid, for the determination of phosphorus, it is necessary to evaporate the solution to dryness and to heat the residue to effect the complete separation of silica. Authorities differ as to the temperature required, some recormmentling not over 100' C., others as high as dull redness. For the purpose of securing some indications as to the degree of heat which may be safely or advantageously employed, I selected a gray pig-iron, a piece of Bessemer steel rail, and a sample of Ludington ore having the following composition; the phosphorus in the pig and steel being determined by Giutl's ferric chloride method:

Surface subsidence caused by underground mining is described through complementary influence functions. The complementary functions developed here differ from the simple functions previously used in that the surface displacement is the result of the combined contributions of the mined and unmined zones. This eliminates computational difficulties experienced with the simple functions in determining the deflections above the rib side and in the eventual application of influence functions to complex room-and-pillar configurations. Although the analysis framework presented is intended for predicting subsidence over complex mine configurations, use of the complementary functions is illustrated adequately by application to a longwall panel of the Old Ben No. 24 coal mine.

The following quotation is from "Guidelines for evaluation of undergraduate curricula in geological engineering, mineral processing, and mining engineering" prepared by the Committee on Education of SME of AIME. "The objectives of the Engineers' Council for Professional Development (ECPD), as delineated in its constitution, are: (a) To promote and advance all phases of engineering education with a view to the promotion of the public welfare through the development of the better educated engineer and engineering technician." (Italics added.) The problem is that no one has as yet seriously developed a method of supplying engineering technicians. There were great hopes that the expansion of junior colleges would help satisfy this need. Sadly, they have not; and it appears they are unwilling or unable to supply the need for mineral engineering technologists. Apparently, the junior colleges cannot afford staff for such courses, even when the colleges are located in mining districts.

ARSENIC and orpiment are two mineral substances of a similar kind, and they are by nature pure, without admixture of other species. In regard to their apparent qualities we shall say that their composition is scorched, well-purified earth; and because of a certain subtlety and easy digestion they penetrate very easily into fused metals, indeed they act in such a way that they corrupt and convert almost into another nature any metal with which they find themselves. Orpiment and arsenic act in almost the same way as do tin and mercury. With these the fraudulent alchemists blanch copper, brass, and even lead to the whiteness of silver. According to the physicians they are in fourth part hot and dry. They are also corrosive because of certain powers; indeed, they are a most powerful poison to the life of all things. Arsenic is found in white and citrine colors. Orpiment seems to be a separate thing, although both are formed in the same ore and both are in lamellae or scales. We would like to thank Mr. Mandolesi for his informative paper on rails from strand cast steel. The chemical and structural properties of the strand cast steel were of particular interest to us. We would like to supplement his excellent report with some of Inland's findings from our Caster with submerged nozzles and strands reduced in line from 7" x 7" to 5-5/8" square cross section. Inland has conducted extensive segregation studies on AISI 1049 steel - Fine Grain 0.50% carbon and 0.75% manganese. Based on approximately 80 heats, our normal segregation pattern results in analyses of .49% carbon in the center, and 0.50% carbon at the midway and edge position. The sulfur analysis averages .025% in the center, .027% midway, and .026% at the edge. Note the slight negative segregation between the center and midway position. This steel, being lower carbon and probably cast nearer the liquidus, resulted in less segregation than the 0.80% carbon rail steel.

“IT is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet ' with good fortune in all. they, undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work." These are the words of Georgius Agricola. to. those who are engaged in mining, taken from De Re Metallica, Book II, second paragraph. Safety in mining is just that simple, when considered on the basis of the individual. The words imply a .knowledge of what is to be done and how to do it. Armed with this knowledge it is only necessary to proceed with diligence and care to achieve the desired end without personal or financial mishap. Obviously the complication arises in the large company operating numerous mines and the consequent ramifications of company structure embodying management, supervision, engineering, and labor. Agricola stresses later on the importance of supervision and direction by the owners of the mine. We know that this principle is recognized today by the frequency with which the statement is repeated "a safety program must stem from management." People charged with responsibility for safety and management also stress the importance of securing the cooperation of the employees in formulating and carrying . out safe working practices. Safety committees consisting of employees, supervisors, and. representatives of management are recognized as the most practical method of achieving safety consciousness in all levels of mining company organization.

It has long been known to boiler makers and to the users of cylindrical pipes of many kinds that when a tube is exposed to internal fluid pressure the resolution of forces is such that the material of the walls of the tube is exposed to twice the stress in the direction tending to produce longitudinal rupture, as it is in the direction to produce circumferential fracture. By longitudinal fracture is meant the fracture by a rent parallel to the axis; by circumferential fracture is meant fracture by rents running round the cylinder. In consequence of this the makers of boilers always lay the fibre of their metal in direction round the boiler, and the same is true with the makers of gun-barrels. I have never seen any good and simple illustration of this law until I met with it in blowing glass. If a thin bubble of glass be blown out in a spherical form and then exploded it will be found that the particles tumble into totally irregular shapes, showing no special direction in the molecular structure of the material. If now a bubble of glass be blown out and so manipulated that it will take a cylindrical form (see accompanying illustration), and then be exploded, it will drop into ribbon-shaped pieces from end to end, and the only parts that will be found to differ from this form will be the two hemispherical ends which will remain whole, having a fringe of ribbons representing the line of their fracture from the cylinder. A large proportion of the work performed in wet-crushing silver mills is devoted to the handling and re-handling of pulp between the battery and the pans. There seems to be no generally applicable substitute for the settling-tanks, and in the present system of constructing mills the tanks involve an amount of labor which may be regarded as disproportionate and unnecessary, in view of the automatic improvements which have been introduced in other directions. This diffculty has been met, however, by Boss's continuous process, in which the pulp flows directly from the mortars to the first of a series of constantly working overflow-pans. This method has been adopted at the Noonday mill, Bodie, California; the Harshaw, Arizona; the Sierra Grande, New Mexico ; and the Prietas, Sonora. The continuous process, while giving excellent results with special ores, and under peculiar local conditions (such as a deficiency in water supply), is not, I believe, claimed to be available for all raw-amalgamating mills, notwithstanding its well-merited popularity for certain work. Some trouble has been experienced from the tendency to concentration in the pans, though this can be avoided by skilful manipulation. It has also the disadvantage inherent in combinations of distinct operations ; it requires a very nice adjustment of the water supply to obtain full battery efficiency without running the pans too thin, though the latter defect is partially compensated for by the gradual thickening of the pulp as it proceeds through the series of pans. The objection is similar to that which holds in a parallel duplex process, that of combining roasting and smelting in a single furnace, where each operation is injuriously affected by the necessity of fitting it in with another and entirely different one.

The State of Ohio is among the pioneers in the production of oil and gas. Numerous anticlinals, such as the Macksburg, Cow Run and Newport, have been thoroughly developed, and the pools found in connection with them are quite in accord with the structural theory. Numerous oil and gas pools found in the Berea sand, however, demand a different explanation. The study of these pools belongs to the sub-surface geologist, as it is possible to understand the factors controlling "off-structure" accumulations only after a careful study of well records. By carefully analyzing the various conditions over a large territory, it is possible to understand the otherwise meaningless mass of data that one may have at hand, and put it into tangible shape, from which various conclusions may be drawn. The territory here discussed includes Belmont, Guernsey, Muskingum, Noble, Monroe, Morgan, Washington, Athens and Meigs counties, containing the majority of the prolific oil and gas pools of the Carboniferous system in southeastern Ohio. The general dip of the strata is to the southeast, the entire territory lying on the northwestern flank of the Appalachian geosyncline. The best known oil- and gas-producing horizon in the territory is the Berea sand, which lies near the lower part of the Mississippian, with the Sun-burry shales (the coffee-shales of the driller) above, and the Bedford shales below it. The Bedford is underlain by the thick Ohio shales. The Ohio and Bedford contact is considered to be the dividing line between the Carboniferous and Devonian systems. The Berea is one of the most persistent of recognizable oil and gas horizons; its outcrop has always been found in its expected place, and it has always been penetrated whenever the drill went deep enough. It is not expected, however, even of the most uniform formations, that no lithological variations should occur, and the Berea is no exception. Nevertheless, there appears to be a certain regularity in its variation, the main features of which directly affect the accumulation of petroleum.

THIS paper considers certain aspects of the acid Bessemer process, particularly in its relations to the duplex process-that combination in which the pig iron is first desiliconized and decarburized in acid Bessemer converters and then dephosphorized in basic open-hearth furnaces. The acid Bessemer process employs an acid-lined converter and produces an acid slag. The blow is usually thought to eliminate the silicon and manganese as oxides and then to burn off the carbon as carbon monoxide. On account, however, of the relatively large amount of metallic iron present in the converter, compared with the relatively small amount of the impurities it is desired to oxidize, the first reaction in the converter probably is the formation of iron oxide, which dissolves in the bath and acts as an oxygen carrier for the silicon and carbon. As soon as iron oxide is dissolved throughout the bath, the oxidation of silicon commences; but in the early stages of the blow the mass law would indicate that iron oxide must form first, and this oxide probably increases up to some saturation point. The molten metal in the converter from the early stages of the blow right through to its completion remains basic, while the slag produced is siliceous. This fact is shown by the corrosion of the acid bottom and the tuyeres, which is greatest at the tuyere orifice where oxidation is most active and where there is the most iron oxide. Why does this acid bottom corrode? Because it is attacked by a base. The thought, therefore, suggests itself, why not make the bottoms of basic or neutral material?1 As the converter slag is acid, those parts of the converter coming in contact with the slag should be acid; but those parts of the converter that are in contact with the molten metal saturated with metallic oxides should be basic or neutral. Bessemer operators have for some time tacitly admitted this condition, for the blast pressures have steadily increased with the object of keeping the metal in suspension, and so preventing bottom corrosion; if the molten metal were not basic, it would not attack an acid bottom. In addition, the tuyeres are bunched together at the middle of the bottom and a clear space is left around the outside of the bottom; if tuyeres are placed too near the side walls the
