Discussion of the paper of WILLIAM G. Bethlehem, Pa.-At the present time I believe there are 35 electric steel furnaces under construction in the United States, and many more in operation. The United States Steel Corporation, for example, is putting up for one firm a plant of eight electric furnaces. The principal increase in use of the electric furnace at the present time is based on its superiority for making steel for shrapnel and for munitions of war. I understand that electric steel has been found far more reliable and suitable than ordinary steel for these purposes in Europe.

C. E. Murphey, Jr., has presented a relevant, simplified comparison of drill string response when drilling with and without bumper subs. His point that drilling without bumper subs gives conditions further from resonance is valid. Thus, drilling from a floating vessel without bumper subs is undoubtedly feasible, especially when the heave motions of the drilling vessel are small. When these heave motions become large, an evaluation of the magnitude of the change of bit weight is a requirement for a realistic comparison between using and not using bumper subs. As Murphey states, this evaluation should include the effects of damping and presence of drill collars. The analysis would be similar to that presented in our Appendix, but is far beyond the scope of this Reply. ***

I WISH to call the attention of the Institute to a peculiar variety of anthracite which occurs in the Buck Mountain vein at our collieries at Drifton, and in the same and other veins in different localities in the anthracite coal-fields. It is known among the workmen as iron-gray or cast-iron. It has a dull, greasy appearance, as if a piece of ordinary anthracite had been rubbed with a dirty and greasy rag and allowed to dry. It was formerly considered a very impure coal containing a high percentage of ash, and was picked out of the coal and thrown away. But the following analysis of it and of its ash, made by Mr. J. Blodget Britton, of Philadelphia, shows that such is not the case, the percentage of ash not being much higher than that of the ordinary anthracites as they are prepared for market.

The Naval Consulting Board is asking the aid of all the members of the Institute in its effort to help solve the submarine problem. Probably every member of the Institute has some suggestion, and while each one of these may be of only slight value in furnishing the remedy, the aggregate may be of great service. Every member of the Institute will soon receive a pamphlet known as Bulletin No. 1 of the Naval Consulting. Board of the United States in which full information and instructions will be given to all of those who are willing to assist. It is hoped when this information is received the members of the Institute will give it their prompt attention and write as soon as possible to the Secretary of the Naval Consulting Board, 13 Park Row, New York, N. The results of a preliminary investigation undertaken to explore the possibility of treating potential in sulfide mineral flotation systems as an external variable are reported in this note. Two different methods were used to assess floatability. One involved measurement of contact angles at a mineral electrode in reagent solutions, and the other involved direct measurement of flotation recoveries in a Hallimond tube flotation cell that had been modified such that mineral particles were in electrical contact with a gold electrode. Fairly good correlation between the contact angles and flotation recoveries has been obtained.

Phase II of President Nixon's economic game plan will incorporate many top flight metals mining companies. The large corporations must receive approval from the Cost of Living Council before increasing prices and or wages. The theory here is that, with large companies complying with advance approval, smaller firms will be examined more closely by government, and thus will be forced also to comply. Rep. Paul McCloskey (R.-Calif.) called for a moratorium on strip mining for "the few years involved before we adopt a national energy policy and a national land use policy." McCloskey, who is a cosponsor of Congressional legislation that would outlaw strip mining, told a hearing that a "moratorium can scarcely hurt us until national energy and land use policies are adopted."

On June 25, Herbert C. Hoover and General Pershing were honored by Oxford University with the degree of Doctor of Civil Law. The ceremony was held in the Sheldonian Theater. It was the culminating feature of the annual L Ecnaenia, or commemoration exercises. Both General Pershing and Mr. Hoover were greeted-heartily when the group filed into the theater, the great audience rising as the distinguished visitors entered and proceeded to their .places on the rostrum. Others upon whom. the degree was conferred were Baron Makino, head of the Japanese Peace Conference delegation; Marshal Joffre of France, Vice Admiral Sir David Beatty, Field Marshal Sir Douglas Haig, Major Gen. Sir Henry Hughes Wilson, Chief of the British Imperial Staff, and' Vice 'Admiral' Sir Rosslyn Wemyss, First Sea Lord. Former Premier Orlando, of Italy, and Premier Ignace Paderewski, of Poland, received the degree by proxy.

The importance to the growing steel industry of the United States of a domestic supply of ferro-manganese or "spiegel" of a high grade, induces me to bring to your notice some details of the method by which a superior article is produced in the Austro-Hungarian Empire. At Reschitza, Hungary, and probably at Laibach also (the Krainische Industrie Gesellschaft), ferro-manganese is made in a blastfurnace, with charcoal as fuel, and limestone as the flux. The ore is a ferruginous mixture, containing about 37 per cent. of sesquioxide of manganese. It is silicious, and somewhat, resembles, in its appearance, the manganese ore from Red Island, in the Bay of San Francisco, California. It contains about 29 per cent. of silica and some alumina, shown by the subjoined analysis:

The mineral garnet, while ordinarily considered a semiprecious gem stone or a second-grade industrial gem, has also proved itself in the field of industrial abrasives. Its use is well known as a sand-paper grain, and as a sandblasting sand its qualities are rapidly becoming recognized in more and more industries. Production of garnet as an abrasive is confined chiefly to two areas in the United States, North Creek, N. Y., where the Barton Mines Corp. operates, and Emerald Creek, Benewah County, Idaho, where the Garnet Mines, Inc., and the Idaho Garnet Abrasive Co. with mills at Fernwood, Idaho, operate. This paper is confined to a discussion of production and marketing of garnet sand by Idaho Garnet Abrasive Co.

The system concept is to minimize costly unscheduled equipment breakdowns by replacing components earlier than their life expectancy. Periodic unit services are scheduled according to preset constraints. Service sheets are generated by matching a job and component master listing based on assigned cyclic component lives. The system can account for all man-hours reported, and history information can be selectively retrieved. By reducing unscheduled equipment shutdowns, this system allows for better manpower utilization and an overall improvement in equipment reliability and availability.

Cord-wood, sawn into blocks of about a foot in length, is a regular constituent of our fuel-charge at Mineral, Idaho, our work being the matting of silver-ores by fusion in a blast-furnace. The furnace is a round water-jacket furnace, of 36 inches diameter at the tuyeres, and the charge of smelting-mixture weighs 950 Ibs., requiring 110 Ibs. of Connellsville coke to drive it. I replace half this coke with 135 lbs. of fir-wood, cut from dead and apparently perfectly dry trees. This mixtrire produces as high a sn~elting-temperature as all coke, whence I infer that the smel ting-effeot of a given weight of wood is to that of the same weight of coke as 11 to 27, or 1 to 25/11. OLEIC acid, a standard flotation reagent, has generally been preferred to other fatty acids. Because oleic acid differs from saturated fatty acids by the presence of one carbon-to-carbon double bond and because the flotation operation is one in which extremely intimate exposure of the reagent to oxygen is obtained, it appeared possible that the value of oleic acid as a flotation collector was related to the oxidizability of its double bond. To test this hypothesis, the floated mineral, fluorite, was leached with a solvent capable of extracting the adsorbed reagent and the extract was analyzed.&apos; Results show that oleic acid is not oxidized during flotation, although some oxidation can be obtained if the flotation operation is repeated many times and if oxygen in place of air is employed as the gas during flotation. Incidentally, it was found that linoleic acid which has two nonconjugated double bonds is not affected appreciably more than oleic acid. Linolenic acid which has three nonconjugated double bonds is measurably altered even during one flotation step, using air.

There is no new outstanding fact to be noted concerning the development of petroleum production and research in France and her possessions during 1935. France.—Pechelbronn remains the only important producing field in France. The total output has reached 538,921 bbl., showing a small decrease on last year&apos;s figures. Out of this, 302,737 bbl. was extracted by drilling and 236,184 bbl. (44 per cent) was obtained by means of shafts and galleries. Exploration of deeper formations was still in progress, and resulted in the discovery of a new Middle Triassic (Muschel-Kalk) producing horizon. In the vicinity of Hirtzbach (South Alsace) shallow exploration tests (500 ft.) were drilled by the Société de Pechelbronn, oil indications being found in the Tertiary. Two more important wells are now drilling in deeper horizons. The Chantenay well (Niévre) was finished in August, 1935, at a depth of 3544 ft.1 A test is under progress in Savoie. South of Gabian, at Pezenas, the erection of a rig is nearly completed.
