ONE year ago, that is in January, 1923, there had not been constructed a single oil-storage tank of 55,000-bbl. or more capacity with a completely electric welded roof and bottom. Today, there are at least fifty 80,000-bbl. storage tanks completed, or nearing completion, on which both the roofs and the bottoms are electric welded. All of the following data and conclusions were obtained from observations made during the welding of tanks by the Welding Engineering Co. at Texas City, Tex., and Tonkawa and Burbank, Okla. As far as can be determined, the first electric welding on large tankage was completed in May, 1922. At that time the Empire Companies of Bartlesville, Okla., discovered a badly leaking bottom in a 55,000-bbl. tank at El Dorado, Kans. They had considered concreting this bottom, but because of the much smaller cost, decided to try electric welding; so a- contract was given the Welding Engineering Co. of Bartlesville, Okla. In this instance, no new sheets were added, the bottom being repaired by electric welding of all seams and rivets, Fig. 1. IN THE COURSE of its investigations directed toward providing strategic metals from domestic sources and toward utilizing power from Federal power projects in West, the Bureau of Mines concluded some years ago that the development of a method for producing electrolytic manganese might well be an important step towards both goals. Accordingly, laboratory investigations were undertaken in 1935. Further studied on a relatively large laboratory scale indicated that electrolytic manganese could be made from domestic ores at a cost not out of line with other nonferrous metals. On the basis of these results, the Electro Manganese Corp. Operating under U.S. Patent 2,119,560 issued to S, M, Shelton and assigned to the Secretary of the Interior for administration, undertook commercial production of electrolytic manganese at Knoxville, Tenn, This company has brought the process through the pilot-plant stage successfully, and is now regularly producing approximately one ton a day.

NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. PRIMITIVE man supplied his wants as they arose; as he became more civilized he anticipated them by producing more regularly and storing the products for future use. This tended to cheapen' production and prevent ' violent fluctuations and therefore tended to increase consumption. In order to anticipate our wants, we must know what these wants will be, and this can be .determined only by statistics. 'While we have made great progress in gathering statistics, they are still far from what they should be; especially metal statistics. We determine fairly, well the amount produced, but this does not answer all inquiries because of the erratic conditions of mining, it is necessary to carry larger stocks of metals than of most other articles; moreover, as metals are more or less durable, it is difficult to determine the actual consumption. We often count under consumption what is being produced and sold, while the actual consumption is what is being worn out.

CHUQUICAMATA open-pit mine is capable of producing a total of 105,000 tons daily. When the sulphide plant is operating to capacity the distribution of this quantity will be approximately 30,000 tons sulphide ore, 30,000 tons oxide ore and 45,000 tons of waste. At that time the combined capacity of the oxide and sulphide plants will be about 540 million lb of copper per year. Twenty one benches have been opened to date and all are still active except the three top ones at the northeastern limit of the pit. These have been pushed back to final slope line. The pit is 8850 ft long, 3540 ft wide and 980 ft deep. Benches are not all developed to a standard height as the large development shovels used in cutting new benches have been of different size and range. At this time new benches 521 ft high are being developed with an' 11-yd shovel. Ore haulage through the greater part of the pit operation has been on down grades to the crushing plant. With the opening of bench F-4 in April 1944 the first adverse-grade ore haul was encountered. Of the total tonnage now being mined, 35 pct comes from the four benches that are below the level of the crushing plant yard. Waste had been dumped on the same or nearly the same level as the bench from which it was removed up to the opening of bench F-4. Waste from this and lower levels is hauled to the level of the crusher, yard where it must cross the flow of ore traffic to reach the only available dumping space to the east of the mine. The average ore haul is 3.13 miles one way shovel to crusher, and the average waste haul from that portion handled by railroad is 3.32 miles one way from shovel to waste dump. Waste that is being removed by truck haulage from the upper part of the -mine is hauled an average of 1 mile. Ore loaded by trucks is hauled 3/4 mile to a car loading ramp and then by rail to the crushing plant. Drilling and Blasting There are two types of development for blasting being used: One for opening new benches and the other for bank shooting. The former consists of 9a in. diam churn-drill holes drilled 11.8 ft center to center in rows 10.2 ft apart with the holes staggered in the rows thus giving an equilateral-triangle pattern of 11.8 ft on a side. After the first block, 492 ft long by 71.5 ft wide, is shot in the pattern described above, the cut is advanced by smaller shots consisting of four rows of holes spaced 23 ft center to center with the rows 23 ft apart. These shots are fired in conjunction with side shots in which the holes are drilled 33 ft center to center and 29.5 ft back from the toe, thus squaring up the bank for subsequent shooting. ACCELERATED programs, as discussed in this paper, refer to the year-around operation of a college or university with three sixteen-week or four twelve-week terms per year, with pauses between sufficient only to allow the administrative group to perform their functions. In most engineering schools, under such conditions, the conventional four-year course can be condensed to two years and eight months. These accelerated programs of study, which now exist in most of our technical institutions, were forced upon us under the influence of the outburst of wartime patriotism, perhaps one might go so far as to call it hysteria. Many of us felt and hoped that these programs were temporary expedients, but the cold hard threat of permanency now rears its head; consequently we should examine the merits and shortcomings of the new order, and evaluate its effect on our educational system, since it may persist in some form in the postwar years, because of the changing political and financial situation. The topography is made up of gently rolling hills densely wooded with second-growth maple, birch, and hemlock. Drainage is north and west to the St. Lawrence River.

THE Newport mine, located at Ironwood, Gogebic county, Mich., on the Gogebic iron-range, is owned and operated by the Newport Mining Co., for the mining of iron-ore. I. GEOLOGY. The general geology of the Gogebic range has been determined and recorded at different times by well-known geologists,) and their work will be referred to briefly in connection with the local conditions in the mine. The strike of the formation across this property is about 15° north of east. The, general dip is 68° to the north. At the base of the formation on the south lies the granite. Looking north, at right angles to the strike of the formation, we have the foot-wall of quartz-slates and quartzite about 400 ft. wide; the iron-formation about 800 ft. wide, and the hanging-wall of black slates. The iron-formation is composed of banded jasper and quartzite together with iron oxide and concentrations of iron-ore. In character the ore is a soft red hematite, with occasional masses of hard blue "steel ore." The formation is crossed in many places by diorite dikes, which cut through at various angles, the larger or main dikes dipping into the foot-wall in a SE. direction at angles varying from 15° to 30°, while numerous small dikes occur which strike through the formation in a vertical plane and at approximately right angles to the main dikes. There are various theories concerning these dikes, especially as to the time of their origin with relation to the ore-deposition. The commonly-accepted theory is that the dikes were there first, but there are some who contend that they were formed

FROM prehistoric times to our own day man has struggled against extremes of climate. Human life, originating in semi-tropical or temperate areas, was unable to progress into the northern latitudes until fire was discovered and some form of clothing provided. It was found possible to maintain life even in the hottest parts of the tropics, but only at a great sacrifice of comfort and efficiency compared with the more temperate zones, or in cooler areas with the protection of clothing and artificial heat. It was no accident, but the natural result of climatic conditions, that efficiency became the greatest and civilization the most advanced in areas where the natural climate was favorable, or in cooler zones where protection against severe cold could be se-cured by relatively simple methods of conserving or producing heat.

No threat of government com- petition then hung over the industry, which was adjusted to state regulation. Numerous sites were engineered and the findings were laid before the operators of heavy industry in the East, Middle West, and South -even of Europe. These engineering data became, if not the basis, the inspiration upon which the U. S. Army Engineers eventually were to "build the Columbia River Bible" - their great document known as House Document 103, the report on the Columbia River and minor tributaries.

EVERYONE is familiar with the story of the poor Indian and his leaking tepee. He couldn't repair the leak while it was raining, naturally. And when it wasn't raining, where was the incentive? Even if this traditional Indian was apochryphal, his counterparts are certainly alive today, and operating on a world-wide scale. - A recent issue of the Wall Street Journal, for example, carried an impassioned letter from an old cocoa planter, who wants the world to know why the price of cocoa has gone skyrocketing. For years, he says, British and American interests have bought cocoa at the cheapest possible price and, incidentally, from growers willing to sell at that price. Between them, they didn't put enough money back into the business, either to fight disease in the cocoa groves or to plant new cocoa trees. Until new trees are planted and come into bearing, we will be paying exorbitant prices for our cocoa, and getting less of it.

The end of the war in Europe and the Pacific failed to curb the upward trend of production in Venezuela,- which easily surpassed that of any previous year. The total production for 1945 amounted- to 323,369, 430 bbl., which was 26 per cent over the total for 1944, the previous peak in the history of the oil industry of the country. This increase was caused mainly by the greater demand for petroleum in the last stages of the war; the fact that the danger from enemy submarines had been overcome, which allowed all oil companies to use increased shipping facilities, and the fact that more materials were available for drilling operations. However, the materials supplied were by no means adequate and considerable credit is reflected on the Venezuelan petroleum industry for the increased production obtained by utilizing all available equipment to its fullest extent.

THE great source of iron ore for the furnaces of this country has been the Lake Superior district. Ore was first discovered there in 1844, and the first shipments made via the Great Lakes in 1852 to a furnace at New Castle, Pa. The stream of ore from that region increased slowly to exceed a million tons in 1873, and did not reach 10 million tons until 1895. By 1901 it exceeded 20 million tons, and in 1907 over 40 million tons. Total Lake Superior output through 1948 was about 2500 million long tons. Outside the Lake Superior district are the Southern district, including mainly Alabama, Georgia, Missouri, and Texas; the Eastern district of New York, New Jersey, and Pennsylvania; the Western district embracing Wyoming, Utah, and California.

PETROLEUM technology was the sole subject of discussion at the meeting of the Petroleum Division at the Baker Hotel, Dallas, Texas, Oct. 6-7, except for the brief talks by President Becket and Secretary Parsons at the dinner on Friday evening. Even on this occasion, following the scheduled official features, it was in order to talk "shop." W. E. Wrather and E. A. Stephenson, respectively Chairman and Secretary of the Division, had planned for a meeting of this nature and by preference, apparently, the 122 who registered fell in with the scheme wholeheartedly. Not because the competent local committee had not provided for it, but by choice, the members just did not sign up for entertainment or field trips, but did attend largely the three technical sessions and engage in earnest discussion of the approximately dozen excellent papers. In this connection, and without question, the high lights of the meeting were the papers by Morris Muskat and R. D. Wyckoff, and Prof. W. K. Lewis. The former, entitled, "A Theoretical Analysis of Waterflooding Networks," had been entirely demathematized by the authors for presentation at this and the Los Angeles meetings; the author of the latter, which was on the "Physical-chemical Relationships of Hydrocarbon Gas-liquid Mixtures at High Pres¬sures," had airplaned to Dallas in the company of Dr. H. D. Wilde from Chicago in order to present his paper at the final session on Saturday morning.

FOR many years the Homestake Mining Co. has devoted serious attention to the elimination of accidents, and ground is steadily being gained in this direction. In accident prevention work it is line-plunging with perfect teamwork and not the spectacular forward pass that brings progress toward the goal. In both surface plants and under- ground workings we regard "good housekeeping" as a first requisite for safety as well as efficiency. Under this term are included all types of safety guards and protective devices as well as cleanliness and orderliness it working places. Perhaps the most important factor in safety work is to arouse and maintain employee interest. The general morale and contentment of employees is of particular importance.

CUBA'S lateritic iron ores, occurring on the northern coast of that island, though known to the Spaniards. did not receive any general attention until the close of the Spanish-American War. Preliminary studies of these deposits at that time indicated that the limonite contained small percentages of nickel and chrome, and it ryas subsequently discovered that although the average nickel content was only approximately 0.6 per certain limited areas of ore were suffiniently high in nickel to be considered commercial provided a suitable process fur its recovery could be developed. Early in 1937, Pardners Mines Corp. began a series of investigations which led to the development of such a process. Coincidentally, this company acquired option' on certain properties in the Levisa Bay and Moa Bay regions and conducted a systematic campaign of exploration by test pits and hand-auger holes in the course of which an aggregate of 90.000.000 tons of ore was developed in eight deposits.
